Build out lines The build out line is used to promote playing out of the back in an unpressured setting
When the goalkeeper has the ball, either during play or from a goal kick, the opposing team should move behind the build out line.
Once the opposing team is behind the build out line, the goalkeeper can pass or throw/roll the ball to a teammate (NO PUNTING)
After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal

Implementation

This change is to be adopted as a best practice by August 2016 and will be mandatory in August 2017 of all youth member organizations affiliated with US Soccer.
US Youth Soccer State Associations, including Utah, are proceeding with implementation in 2016.
Immediately following the Spring 2016 season, and before UYSA’s official try-out start date, UYSA affiliated clubs and leagues will need to transition to the small-sided games format and to the Calendar Birth Year in preparation for the Fall 2016 soccer season.
