2018 1 Welcome to the 2018 V/Line Cup This is the fourth year the tournament has been held in Gippsland and it’s exciting to see the amazing young talent across the state coming together to compete. More than 800 players will come together at Morwell, Moe and Traralgon to take part in the four-day tournament and I am expecting some intense competition on the field. It is currently our fifteenth year as the official naming rights partner of the carnival and we are incredibly proud to be supporting this event. The tournament is an opportunity for young footballers to compete at a representative level and for many players, it is a stepping stone for the future. Since 2010, almost 100 V/Line Cup players have been drafted to the AFL, including Dyson Heppell and Lily Mithen. This tournament continues to be a spring board for the best footballers in regional Victoria and highlights the opportunity to showcase the future stars of the game. We can all be great leaders, so take the skills you develop during this tournament and use them to make a difference in your communities. I have no doubt lots of parents, friends and supporters will also be coming together to cheer on from the sidelines over the next few days. Welcome to the 2018 V/Line Cup

This is the fourth year the tournament has been

together to compete.

It is with great excitement that I welcome you to

the 2018 V/Line Cup.

On behalf of WorkSafe AFL Victoria Country I

would like to congratulate all players, coaches and

umpires for earning the opportunity to represent

their respective regions at these championships.

This is the 15th year V/Line has partnered this event

and their involvement cannot be underestimated.

V/Line’s support enables the most talented junior

footballers and Umpires from across regional and

rural Victoria to experience high level competition

against their peers from other regions, and gain

valuable life experiences along the way. We

especially acknowledge the support of CEO James

Pinder and all V/Line staff who devote considerable

energy and resources to make all partnership

initiatives a great success.

WorkSafe AFL Victoria Country would also like to

thank the Latrobe City Council for the outstanding

support they have shown throughout our

partnership of this carnival. The Latrobe City

Council has left no stone unturned in order to

deliver a highly professional event in their region,

and showcase the fantastic facilities that are

available on off er to athletes who compete in not

only Australian Rules Football, but a variety of

sports.

The 2018 V/Line Cup sees 14 Boys teams compete

across two divisions, and eight Girls teams. The

structure includes regionally-based teams which

are aligned to the existing TAC Cup regions.

Regionally based representative trials were held in

the lead up to this V/Line Cup, which resulted in 22

teams being formed, aligned to the six country TAC

Cup regions.

The V/Line Cup provides a development pathway

for young umpires also, with all fi eld umpires at this

carnival members of V/Line Umpire Academy.

For many of these young men and women, these

championships will be a stepping stone to AFL

Victoria’s mainstream Talent Pathway. A number

of players from the respective teams are already

earmarked as future prospects for their U16 TAC

Cup Development squads and Umpire Academies,

and so begins a journey towards the highest level

of competition.

Last year’s NAB AFL Draft and Rookie Drafts

included 17 V/line Cup graduates who rose to

prominence at these championships during their

junior development. A list of these players can be

found below.

Worksafe AFL Victoria Country would like to

thank the Football Development Managers of the

Victorian regions for their ongoing commitment

and hard work to run the 2018 V/Line Cup

programs.

We wish all teams well, and thank all offi cials,

coaches, staff , volunteers, parents, umpires and

players for their eff orts for contributing to the

overall success of the 2018 V/Line Cup. May you

enjoy all that the competition provides and take

many learnings back with you to become leaders in

your local regions.

V/Line Umpiring Academy Welcome

MATCH ARRANGEMENTS

Shaking of hands prior to commencement

As occurs in all AFL Victoria Country Junior Football Representative fi xtures, prior to the

commencement of each game both sides will line up to shake hands with the umpires as a

show of goodwill and sportsmanship.

Duration of Matches

• V/Line - 4 x 20 Minute quarters with no time on.

• Youth Girls - 4 x 17.5 minute quarters with no time on.

Note: The umpire will have the ability to call “time on” in the event of what they judge to be a

signifi cant delay due to injury (e.g.: Stretcher is used)

Length of Breaks

• ¼ Time: 5 mins

• Half Time: 12 mins – please remain on ground if weather is not extreme

• ¾ Time: 5 mins

Coaches are requested to respect the duration of the intervals and to adhere to timekeepers

blowing the sirens.

The 2018 V/Line Cup Umpiring Panel are all active members of the V/Line Umpire Academy

Program. Each umpire has demonstrated commitment and dedication to the Program in which

they have displayed a willingness to be coached and accept feedback. Coming from fi fteen diff erent

community umpiring groups, the 15 fi eld, 19 boundary and 10 goal umpires will work together this

week and display the attributes of another participating team within the Carnival.

In addition to the 44 appointed umpires, we have great delight in appointing our Umpiring

Coaching Team for the week – whose names also appear below – who will also be supported by our

Umpires’ Welfare Coordinator.

We look forward to umpiring throughout the Carnival this week as we learn to work with each other.

Like the spectators, we look forward to witnessing the players – both male and female – display their

skills throughout the week. Like the players, we will make the occasional mistake but, rest assured,

we’ll be doing our utmost to ensure that we’re always striving to maintain our preferred decision-

making position, further-develop our skills that will make us better prepared for future matches.

The aim of the V/Line Cup is to develop young footballers to the maximum of their ability.

To achieve their potential players are to be coached in such a way that develops:

• The skills, physical attributes and football knowledge, and the

• Personal characteristics and self esteem of each player

AFL Victoria believes that the above development can be maximized in an environment that:

• Emphasises individual player development rather than team success

• Emphasises individual contribution as an essential component in a team environment

• Considers the players’ long term participation in football at a variety of levels

• Promotes a balanced approach to the players’ lifestyle

Players in the V/Line Cup competition are to be coached in a manner that provides players with

the maximum opportunity to be developed and to facilitate the successful transition into a TAC

Cup program.

The V/Line Cup competition, through the conduct and coaching of the competition, prepares

and encourages players not moving into a TAC Cup program to continue playing football at a

level commensurate to the player’s ability.

Competition Coaching Philosophy

Coaching PracticesAFL Victoria has adopted the following Coaching Practices Policy to assist in the development of players.

V/Line Cup Coaches are required to implement the policy in their coaching practices. AFL Victoria takes

very seriously breaches to its coaching practices and philosophies and will impose the appropriate

disciplinary actions.

Sliding/Rolling/Press/Zone

For the purpose of our own rules a sliding/rolling/

press/zone can be defi ned but not limited to

a standard formation like a 12 player or more

zone that keeps its shape in relation to the ball

movement of the opposition, with the defensive

intention to slow play down and minimise

space. For kick-ins only a 12 player zone can be

employed.

‘Taggers’/’Run Withs’

‘Taggers’ whose sole aim is to stop the opposition

player from gaining possessions are not to be used

in the V/Line Cup.

It is acceptable however that ‘run withs’ who seek

to gain possessions themselves whilst maintaining

close checking of their opponent, are used. The

same players are not to be used as ‘run-withs’ each

match.

Positional Rotations of Players

Coaches are required to give players the

opportunity to demonstrate profi ciency at playing

in a variety of positions and players should

be used in a number of roles throughout the

competition.

Interchange Bench/Rotations

The interchange bench is to be used for the

purpose of player welfare and development

consistent with the philosophy. AFL Victoria does

not condone the use of the interchange bench to

solely gain a game day advantage. In other words,

an unreasonable number of rotations through the

midfi eld would be contrary to the spirit of the use

of the interchange bench in the V/Line Cup.

Extra Player in Defence‘Flooding’ the opposition’s forward line or midfi eld (i.e. the practice of moving multiple players to fi ll space in the opposition’s forward half ) is not to be used in the V/Line Cup. It makes it very diffi cult for forwards to develop, does not encourage accountability for mid fi elders, and reduces the skill development of back line players.

For V/Line Cup, ‘Crowding’ is defi ned as having two or more additional players positioned permanently on the defensive side of the ball in the opposition’s forward fi fty-metre area.

‘Flooding’ is the proactive practice of moving multiple forward line players into the opposition’s defensive half of the ground with the aim of restricting space and retarding the fl uent delivery of the football to the forwards.

At centre square bounces, teams are only to have 6 players in the defensive half.

One additional player positioned on the defensive side of the ball in the opposition’s forward fi fty, and, additional players running into defence with their opponent in transition are not considered to be fl ooding in general play.

Crowding and Flooding, as defi ned above, are not permitted in the V/Line Cup as it is contrary to the development philosophy of the competition. Crowding and Flooding do not assist the development of the:

• Midfi elders for the attacking team who can gain many uncontested possessions and who will have many uncontested disposals;

• Defenders of the defending team who are receiving support from additional team members;

• Attacking team’s forwards who are being crowded by additional defenders and not therefore able to develop their skills as eff ectively as otherwise possible, or the

• ‘Crowders’ or ‘fl ooders’ and their accountability for an opponent

High Density FootballWhen the ball enters an oppositions forward half

coaches are required to ensure that a least fi ve

players remain inside the opposite half of the

ground delineated by an “imaginary” line across

the centre of the ground. Furthermore, two (2)

of those fi ve players must be inside the fi fty (50)

metre arc. This will be an expectation on all kick-

outs as well.

Competition Coaching Philosophy

Style of Play

Coaches must emphasize a style of play that

requires players to be disciplined when their

opponents have the ball, at boundary throw–ins,

ball ups, etc., and where players are accountable

for an opponent in such circumstances.

Whilst wanting to encourage the initiative and

creativity of players it is considered essential that

players can demonstrate to TAC Cup clubs that

when required they are able to be accountable for

their opponent.

Coaches should encourage players to develop

the skills and behaviours that are relevant to the

requirements at TAC Cup level, notwithstanding

compromising the development of all players

without ‘crowding’ and ‘fl ooding’.

Use of Runners

AFL Victoria believes that having two runners

on match days is an important assistance in the

development of players. Club Managers and

Coaches are to ensure that runners are to be

physically capable of doing the runner’s job and

not to be ‘walkers’ or ‘joggers’, but are to deliver

the message as quickly as possible and return after

giving the message immediately to the coac hes

box.

Runners are to be messengers, not coaches. If two

runners are used they are to use the interchange

gates to enter/exit the ground. If only one runner

is used, they can enter/exit the ground directly

from the interchange bench.

Coaching Behaviour

Coaches and players are role models within

the competition and swearing or over the top

aggressive, intimidating actions will not be

tolerated.

Coaches are to be controlled in the coaches’

box and players shouldn’t be coached in a way

that results in them swearing, being excessively

aggressive etc, before or during play.
