Remember we are trying to make sure the 4-H exhibitors get a chance to show at county fair while honoring the limited number capacity approved by the county health department. Regardless of your personal feelings about COVID-19, we ask that you please respect the guidelines set as our county has worked very hard to provide a safe opportunity for the youth. Dear El Paso County 4-H Family,

Whew! COVID has been a tough season for us as individuals, families, and clubs. We are grateful for thepositive and tenacious attitudes embraced during this time, and we’re excited for the constructive solutionswe’ve seen emerge. Going forward, those positive aspects will make us more resilient, and keeping us frombeing complacent with our work. The tough and hard lessons we all experienced hopefully have causeddeeper introspection and thoughtful dialogue, encouraging the shedding of negative habits which had runtheir course. At the end of the day, I’m confident we have learned more than any other group, becausethat’s what we in 4-H do….learn by doing, and then we turn around with those lessons and make the bestbetter!

As of right now, all 4-H programming will continue virtually. If a meeting is needed where two (2) or morepeople will be gathered, a plan must be submitted to CSU. We are seeing almost 100% approval rates onour plans. If you would like to hold a meeting or event, contact Charity or Emily at least two weeks prior toyour event. Extension agents are human! So, if you submitted an email request regarding a plan and havenot heard back in 24 hours, please reach back out! We want to make sure to keep the process runningsmoothly and do not want any requests to fall through. These guidelines will remain in place until August31, 2020. We will reevaluate after State Fair. In the meantime, we will adapt with any new guidancecoming out from CSU.

We are looking forward to ending our year on an encouraging note. While our end of year may not lookthe same, our resilient attitudes can remain steady. Thank you for being the best part of 4-H and allowingus to walk this learning journey alongside of you all.

A Message from El Paso County Officials Regarding

2020 El Paso County 4-H/FFA Shows

Staff / volunteers will berequired to complete a healthcheck form including atemperature check uponarriving at the FairgroundFacility/Barn each day.Staff / volunteers will wear amask or face covering whenrequired to conduct interactionsless than six feet outdoors andat all times when indoors,except when doing so wouldinhibit that individual’s health.

Each 4-H / FFA participant willbe issued a Show pass and threeadditional passes. The passeswill be required to enter theFacility/Barn.

The El Paso County 4-H / FFAShow (Show) will be conductedfrom July 9 to 18, 2020 at the ElPaso County Fairgrounds. Thefollowing procedures will be used toaddress COVID – 19 restrictions.The goals of the Show includeallowing the annual 4-H / FFAcompetitions to be completed whileaddressing the health and safety ofparticipants, spectators, volunteersand staff.

Staff and Volunteers All Shows will be restricted toessential employees, judges, andvolunteers under the followingguidelines:

Participants, Family Membersand Show Support

All barns will have a maximumnumber of Show participantsParticipants, family members andShow support will be highlyencouraged to wear a mask orface covering when required toconduct interactions less than sixfeet outdoors and at all timeswhen indoors, except when doingso would inhibit that individual’shealth.

Superintendents or his / herassistants will be responsible tocomplete routine cleaning anddisinfecting in high contactsurfaces at the respective barn.Fairgrounds staff will beresponsible for cleaning anddisinfecting restrooms, seatingand doors.

Fairgrounds staff / volunteers willmanage access to the Fairgrounds. Participants will access theFairgrounds through a South Gateand exit the North Gate.Participants demonstratingsymptoms (cough, shortness ofbreath, or fever) will not beallowed to enter the Fairgrounds.No congregating in outdoorgroups larger than ten will beallowed. Barn capacities will be limited perthe Seventh Amended PublicHealth Order 20-28.

Cleaning and DisinfectingPractices

Fairgrounds Guidelines

Six-foot social distancing shallbe maintained at all times unlessmembers of a family unit.When feasible, doors willremain open to limit touchpoints and to promoteventilation and air flow. Restrooms will be cleaned anddisinfected throughout the dayby Fairgrounds staff. Signage, barricades andstanchions will be used whenfeasible to promote of socialdistancing. Hand sanitizer stations will bemade available in all barns andother locations at theFairgrounds.No Camping or Septic DumpsOne food vendor will beavailable for breakfast andlunch.Building and gates will be lockedat 7pm nightly to allow time forcleaning.

The General Superintendent’sdesignee will be responsible forensuring the number ofparticipants / family members /Show Support do not exceedthe approved maximum for eachbarn.Family members / Show supportwill be required to register atthe respective barn.

Shows in the respective barns willbe staggered to allow participantsto exit prior to the beginning ofthe next show.Animals will be trailored in and outfor each show (with the exceptionof poultry and dairy goats).Participants will prepare theiranimals for show at their trailerand will remain at the trailer untiltheir class is called. When a participant is not able toprepare their animal at their trailer,the stalling of animals in barns willbe spaced out to adhere to socialdistancing guidelines and access tothe stalling area will be limited toessential staff / volunteers,participant, and one adult witheach participant. Any barn accesswill be limited to the posted barncapacity.Stalls and barns will be cleanedfollowing each day’s shows.Entry and exit traffic flow from thebarns / buildings will bedesignated to limit interactionsbetween participants.

OutbreaksIf two or more probable or confirmedCOVID-19 cases are associated withthe Show within a two-day period, ElPaso County Public Health mayrequest that the remaining shows becancelled.

A – H drop-off is 9am – 11amI – R drop-off is 11am – 1pmS – Z drop-off is 2pm– 4pm

Cars must enter through the East Gate of the Fairgrounds. Yourname will be taken, and you will be directed to an assigned stationfor project check in. You will be given a card to present to stationattendant volunteer. Please remain in your vehicle until attendantdirects otherwise. After drop-off, cars will exit through the NorthGate. Fair passes NOT required for project drop-off or pick-up.Passes for members participating in the Robotics Challenge willbe avialable as you drop-off your projects.

Assemble all entries in each particular classaccording to the tally sheet.Help the judge to know what items they arejudging Have the record books with each item.Record results onto the tally sheet as thejudge finishes with each individual project.Verify that all the correct markings have beenmade on the score sheets.Remind the judge to mark any record bookswith the Outstanding Record Book (ORB)award if they consider any to be aboveaverage.Mark ORB awards on the tally sheet as well.Turn in the tally sheet with the correspondingscoresheets to the recording table for eachindividual class as that class is finished.When the scoresheets have been returned tothem, they then place each scoresheet in theappropriate record book.REPEAT for each class.

We still need a few adults and/or extremelyresponsible Senior 4-H MembersVolunteers would need to arrive by 8:30am andplan to stay until 4pm, if needed on Saturday,July 11. This role requires a friendly person,willing to help, gifted with a high attention todetail, prone to catch any mistakes. Tasks mayinclude:

Tabletop JudgingAssistant Volunteers

Health Certifications **IMPORTANT** HEALTH CERTIFICATES FORLIVESTOCK You will need a COPY of your health certification forevery day you enter the fairgrounds, including sale day. Livestock: All livestock MUST be accompanied by an official HealthCertificate that is within 30 days of July 19, 2020. Thisensures the animals are covered on sale day as well as theshow, since we are trailering in this year. Each animalmust be individually identified on the certificate.

Market Heifers: All market heifers must be accompanied by a certificateissued by a licensed veterinarian verifying the heifer ispregnancy tested OPEN within 30 days of the last day ofthe El Paso County Fair.

Goats:Exhibitors are expected to comply with currentregulations regarding Scrapie tagging. This includesregistration ID numbers, microchips or tattoos. Thesenumbers should be included on the Health Certificates.

Dogs: Dates of approved current and effective vaccination ofthe dog for rabies and parvovirus must have beenprovided on the State 4HOnline Dog ID Sheet by May1st.

Horses: Horses exhibiting any signs of infectious disease will notbe allowed on the fairgrounds at the discretion of theshow management.

Poultry: Poultry will be evaluated at coop in

Llama/Alpaca: A health certificate will be required for all animalsentering the fairgrounds at the gate during load-in. Healthcertificates may not be more than 30 days old.

Participants mustcrate out of their car. Theyneed to make sure their dogsare safe and not overheating.Premier Exhibitor will be heldat a table (most likely outsidealong one wall of theWhittemore building at 8am)

They will be spread out atleast 6 ft apart (currentlyonly 2 participants).

Any help, other than safety issues with rabbits,from parents or other family members mayresult in a disqualification in showmanship.Please do not allow parents and familymembers to interact in any way while you aredoing your showmanship. This will bemonitored very closely.A schedule will be emailed from thesuperintendent with your specific showmanshiptime. Please arrive in the meeting room 10minutes prior to your scheduled time. You willwait in the Zoom’s waiting room before beingadmitted. The first showmanship will begin at9:15am. Please have your rabbit show areaready before you enter the Zoom room. Eachshowmanship will only be 15 minutes long. You will be able to return to the Zoom’s waitingroom to answer any questions for the judgethat you weren’t able to answer (just like we doduring the county fair). You do not need to bring your rabbit whenanswering a missed question.

You do not need to bring your rabbit whenanswering a missed question. You may need to wait a while before beingadmitted back into the showmanship room. Showmanship attire is required.An email will be sent with the results so you candecide if you will participate in small animal roundrobin. The superintendent may contact the 3rd and4th place winners as needed if grand or reservechooses to represent another small animal speciesin dog, cavy, llama or poultry. Anotomically correctstuffed animal rabbits will be used for small animalround robin. Small animal round robin is scheduledfor Friday, July 17 in the afternoon at Whittemore.

Those competing in the virtual rabbit showmanshipalso have the option to participate in the rabbitpremier exhibitor and awards ceremony.

Rabbit Premier Exhibitor Tests (optional): Thursday,July 16 at Whittemore – 4pm please bring your ownwriting utensils. Interviews are scheduled via Zoomthe week following the 4-H fair. See the exhibitrequirements for details. The superintendent will ask ifyou are participating in this event before yourshowmanship.

The Rabbit Awards Ceremony for VirtualShowmanship: Thursday, July 16 at Whittemore –5pm you will receive 3 additional passes for familymembers. Senior 4-H member, Lora Bailey, was among theelite awarded a scholarship from the Colorado 4-HFoundation in early June. The foundation saw morethan 105 applications and awarded 40 scholarshipsto deserving 4-Hers. Lora received the “CSUFreshman Scholarship” from the Foundation.

Lora has been an exemplary member, taking part inmany diverse projects, learning and refining herleadership skills through her club, and taking part inmany county and state opportunities, such as YouthCounty Council and serving as a Counselor forYouthFest camp. She plans to attend CSU in the fallof 2020, where she plans to study Vet Science. Congratulations, Lora!

Congratulations to the 2020 recipients of the HorseAdvisory Committee Scholarship, Jennifer Deckerand Alia Kapphan! They have accomplished so muchthroughout their 4-H years, and we are very excitedfor their promising futures.

The first applicant, Jennifer Decker, was a senior atPeyton High School. She plans on pursuing hereducation by attending a university to studycriminology and eventually earn a law degree. Sheparticipated in the 4-H Hearts and Hooves club for10 years where she has been president, secretary,and treasurer. She has also been on the state horsejudging team. Jennifer also earned several state andcounty championships at horse shows. She says thebiggest lesson she learned from being in 4-H washow to be a good citizen.

Next is Alia Kapphan, she has been in the 4-HHooves and Hearts club for 10 years. She hascompleted projects in horse, dog, market steer,market goat, poultry, dairy goat, robotics, shootingsports, market swine, scrapbooking and cakedecorating. Her most rewarding moment was whenshe bonded with her new horse Gunner. Alia’sgreatest accomplishment in 4-H has been beingnamed 4-Her of the Year in 2018. It was the yearshe lost her horse and was not able to show,however she helped with running a horse show,
