According to the information at mydisposal the quantities of spirits now permitted to bereleased from bond should be sufficient for any reasonable requirements of the public. I would remind the honourable Member that, as has already been stated, the question ofmodifying the present restrictions is one for the WarCabinet and not the Ministry of Food.

THURSDAY, JUNE 5TH.Vaccination Prosecutions in Wexford.

Mr. WATERSON asked the Chief Secretary to the LordLieutenant of Ireland whether his attention had been calledto the heavy costs demanded in vaccination prosecutions atWexford ; whether he had ascertained how those costs weremade up ; whether Section 10 of the Irish Vaccination Actof 1879 required the costs in vaccination prosecutions to bepaid out of the poor-rates ; and whether he would order thereturn of the money to those who had paid these illegalcosts and compensation to those who had been obliged tosuffer imprisonment in default of payment.-Mr. HENRY(Solicitor-General for Ireland) replied: It appears that thecosts in the recent vaccination prosecutions in Wexford varyfrom 2s. 6d. to 7s., as well as the fine in each established caseof default. The Local Government Board are advised thatthe persons in default are liable for costs in addition to thepenalty prescribed by Section 7 of the Vaccination (Amend-ment) (Ireland) Act, 1879. The costs are measured by thePetty Sessions Court, and the Board have no power to reviewthe amount or to order a refund of the costs imposed by acourt of law.

. Treatment of the Blind in Ireland.Mr. DONALD asked the Chief Secretary to the Lord Lieu-

tenant of Ireland whether he would state if the AdvisoryCommittee for the Blind in Ireland had applied to theGovernment for financial support for these most deservingpeople ; and, if so, with what result.-Mr. HENRY replied:The Committee have applied for financial assistance fromthe Government, but the Treasury have refused a grantuntil legislation has been introduced.

LECTURES AT THE LONDON HOSPITAL MEDICALCOLLEGE.—Courses of special lectures will be delivered atthe London Hospital Medical College, Mile End, E., duringJune and July, to which members of the medical professionwill be admitted on presentation of their cards. On June 16thand 23rd Dr. 0. Leyton will deliver two lectures on theTreatment of Diabetes in Children and Adolescents at 4 P.M.On June 12th, 16th, 19th, and 23rd Dr. C. H. Miller willlecture, taking for his subjects Gunshot Wounds of the Chest,Influenza, and Dysentery from the point of view of themilitary physician. The lectures commence at 12.15 P.M. At4.15 P.M. on Mondays, Wednesdays, and Fridays fromJune llth to July 2nd inclusive Dr. P. N. Panton will deliver.a course of ten lectures, with practical demonstrations, onRoutine Laboratory Methods, including the Diagnosis ofVenereal Disease.

URBAN VITAL STATISTICS.(Week ended June 7th, 1919.)

English and Wetah Towns.-In the 96 English and Welsh towns,with an aggregate civil population estimated at 16,500,000 persons,the annual rate of mortality, which had declined from 13’7 to10’7 in the five preceding weeks, further fell to 10’6. per1000. In London, with a population slightly exceeding 4,000,000persons, the death-rate was. 10’4, or 0’1 per 1000 above thatrecorded in the previous week, while among the remaining townsthe rates ranged from 3’9 in Oxford, 4’2 in Edmonton, and 5’1in Swindon, to 16’2 il1 Exeter, 16’3 in Tynemouth, and 24’0 inDewsbury. The principal epidemic diseases caused 142 deaths,which corresponded to an annual rate of 0’4 per 1000, andincluded 39 from measles, 37 from infantile diarrhoea, 35 fromdiphtheria, 16 from whooping-cough, 13 from scarlet fever, and2 from enteric fever. Measles caused a death-rate of 1.7 in Middles-brough, 20 in Dudley, 2’3 in West Bromwich, and 40 in Rotherham;and whooping-cough of 1.3 in Hull. There were 3 cases of small-pox, 1093 of scarlet fever, and 1087 of diphtheria under treatment inthe Metropolitan Asylums Hospitals and the London Fever Hospital,against 3, 1078, and 1100 respectively at the end of the previousweek. The causes of 30 deaths in the 96 towns were uncertified, ofwhich 6 were registered in Birmingham, 4 in Preston, and 3 inSt. Helens.Scotch Towns.-In the 16 largest Scotch towns, with an aggregate

population estimated at nearly 2,500,000 persons, the annuat rate ofmortality, which had declined trom 13’7 to 12’8 in the three precedingweeks, further fell to 12’3 per 1000. The 275 deaths in Glasgow corre-sponded to an annual rate ot 12’8 per 1000, and included 17from whooping-cough, 6 from measled, 2 from infantile diarrhoea,and 1 from diphtheria. The 85 deaths in Eainburgh were equal toa rate of 13’2 per 1000, and included 5 from wnooping-cough and 2 frommeasles.

Ir2sh Towna. The 120 deaths in Dublin corresponded to an annualrate of 15’5, or 0’3 per 1000 below that recorded in the previousweek, and included 3 from infantile diarrhoea and 1 from enteric fever.The 95 deaths in Belfast were equal to a rate of 12’4 per 1000, andincluded a fatal case each of scarlet fever, whooping-cough, anddiphtheria.
