There is sufficient social service professionals available to communities in the provinces as most of the provinces have a vacancy rate of more than 10% in the social service programmes within the departments.

• Departments don’t have proper measures in place to monitor NPO’s regarding expenditure incurred and progress made on service delivery

• Departments don’t have proper measures in place to monitor the actual service delivery of NPO’s regarding care and service to older persons, child care and protection services as well as have a community based for HIV/AIDS

• Inadequate office space

• Financial constrains to implement organisational structures.
