Choppergate scam

- bring CBI Investigation underSupreme Court’s supervision!

Amma Unavagam started by Chennai Corporation to help thelower strata of society and others is a laudable idea and a novelplan. The canteens are functioning well and receives a large num-ber of people who are benefitted since the cost of the eatables areso less. Now, its plan to extend the similar Amma Unavagams atRajiv Gandhi General Hospital, Government Royapettah Hospital,Central Station, Egmore Station and Central Bus stand (CMBT)which are always crowded, is a great idea and a great boon to thepatients and other visitors. At present, the private hotels and othereateries which are located in it, fleece the public and the cost ofeatables supplies is exhorbitant.

Since eatables are of good value, the list of eatables should befurther added in the list like dosas and puris. The scheme shouldbe extended to other zones also and should be started at a centralplace for the convenience of the public. The place should be main-tained clean and hygienic. Since its a great welfare measure, thescheme should be extended to other places in Tamilnadu and therespective local bodies can run the Unavagams.

The State government should extend budgetry support toChennai Corporation for the expansion of the scheme to more areain the city.

It is deplorable that anotheralleged scandal is gearing its uglyhead in the inking of Rs.3546crore contract for providing 12plush AW101 VVIP 3 Enginehelicopters from AgustaWestland, a UK based subsidiaryof Italian conglomerateFinmeccanica. It is alleged thatthe above company paidkickbacks worth 362 crore tobag the contract.

The deal was conceptualisedduring the NDA regime in 2003but the final contract was signedin 2010 by the UPA governmentafter the formalities werecompleted after 7 long years.The presence of Finmeccanicain India dates back more than 40years since the early 70’s whenthe group supplied 41 Sea-Kinghelicopters to the Indian Navyand the company had beenawarded by significant growth,marked by a number ofmilestones involving all its keystrategic asiatic sectors. Atpresent, the Agusta Westland isalso having a joint venture withTATA’s in the commercialaviation usage aircrafts sector.The Finmeccanica is alsoclocking atleast a thousand croreannual turnover from India aloneand are also exploring ways toexpanding electronics services,data systems and unmannedaerial systems etc.,

The Defence MinisterA.K.Antony issued a show-cause notice to Agusta Westlandasking it to explain in a weekstime the bribe allegations andwhy the deal signed in February2010 should not be scrapped. Healso warned for a strict legalaction invoking the integrity pactproviding cancellation ofcontract if bribes are paid andalso recovery of the money paid.A team of CBI officials andDefence Ministry officials hadleft for Italy and collecteddocuments with regard to thekickbacks in the supply of 12helicopters and the teamcomprised of CBI DIG, a lawofficer and a Joint Secretary ofofficial of MOD and MEA andthe CBI also engaged an Italianlawyer to help the probe. TheIndian Embassy in Rome wasalso asked to provide the factualposition and any other relevantinformations. The Prime

Minister Manmohan Singh hasasserted that any one foundguilty in graft will be punished.The government has alsoannounced a JPC probe in thematter.

Following the dirt, theItalian government hasarrested Finmeccanica chiefGinseppe Orsi in Italy, framingcharges of bribing Indianofficials to the tune of 560million euro helicopter deal.The Italian investigations alsorevealed a 51 million eurocommission paid toSwitzerland based middle-man, Guido Ralph Haschke tofacilitate a deal with India. Itis also alleged that AbishekVerma, the kingpin arms dealerlink is also probed and hisunaccounted accounts of thesensational disclosure ofmoney in the black money trailsince he was the politicalambassador for AgustaWestland company. Thecentre has also announced thecancellation of multi-milliondollar contract if the CBIprobe finds that the bribes arepaid by the said company.

In the meantime, the CBIhas registered a preliminaryinvestigation, against 11persons including former IAFchief Air Chief MarshalS.P.Tyagi and his cousins andalso 4 companies inconnection with the allegedkickbacks for supply of 12VVIP helicopters. The moneyallegedly transferred throughIndian firm viz. IDS Infotechand Aeromatrix besidesFinmeccanica and AgustaWestland huge payments weremade between 2007 and2012. The other middleman tobe probed or Guido RalphHaschke and FerdinandoGerosa, Indian lawyerGautam Khaitan and PraveenBakshi etc. The 4 companieswere also blacklisted as apreliminary investigation.Christian Michel, the keymiddleman in the abovescandal may have drawn up aplan to buy obsoletehelicopters from Pawan Hansto cover up the kickbacks.The purchase may havecovered the payment of over18 million euros out of 30

million euros as kickbacks thatMichel handled according to acourt documents. The otherway adopted by Agusta to paymoney to Haschke was tocreate non-existant softwarecontracts with IDS India androute money through Tunisiaand Mauritius into India and theprobe is on advocate GautamKhaitan may have to explainmuch about his proximity toAgusta Westland company.

It seems the specificationschange made by thegovernment helped AgustaWestland since the mandatoryrequirements for operationsaltitude of 4500 metres againstthe flying ceiling of 6000metres. The evaluations weremade between proposals ofSarkorsky of the US andAgusta Westland A.V thatbegan in 1999. The trial teamsubmitted its reports in April2008 to consider the AW 101helicopters for induction intoservice and in 2009, the contractNegotiations Committeeheaded by the Prime Minister,taken the final-call with theofficials of the Ministeries ofDefence and Finance.

It is learnt that in the eventof cancellation of the chopperdeal with Agusta, the IndianAirforce will find itself pushedback by several years to initialthe tendering process evaluationand selecting a suitablehelicopter to ferry VVIPs toreplace the ageing Russian Mi-8 helicopter. Another sourcesaid that AW-101 would holdgood for another 40 years andwas most suitable for allstrategic transportationrequirements and safety offlying and the deal will prove amajor setback to IAF as wellthe government. This fact is tobe taken into consideration bythe government.

Eventhough thegovernment has shown itsearnestness in the probe in thescandal the most predominantand pertinant question is toprobe to its full depth about thekickbacks paid, the personsinvolved and the money trailused for it. The governmentshould also bring the CBIinvestigation under Supremecourt’s supervision as in 2Gscam and take stringent actionupon the offenders firmly andrecover the money.

Self-decision regarding education, participation, mobility, economic inde-pendency, public speaking, awareness and exercise of rights, political partici-pation and many more factors ensure women empowerment. In short womenempowerment is the breaking of personal limitation.

• Women work two third of worlds working hours to halve the poverty by 2015 (U.N. MillenniumCampaign ) • Women support the men in the family who cannot work/ sick or invalid • Women and girlsare at risk of dying because of many social factors • Such as female feticide • Female infanticide • Girlneglect • Early sex, early marriage, early pregnancy and abortion • Sex trafficking • Rape • Domesticviolence • Dowry killings • Rejection of widows in society • Women work day in and nights out that isviolation of human rights • The gender gap is increasing. This gender gap has tended to divide manand women into two different worlds and two unequal humanities.

When we have a glimpse of Hindu Mythology, the Hindu Trinity of Gods worshipped, respectedand realized the leadership, power and strength of Goddess Durga to destroy the devils. Through thepages in Indian History, we have learned the strength and political leadership of Razia Sultana, ChandBeebi, Jhansi Rani, Sarojini Naidu and Indira Gandhi as examples for women empowerment

Today women are emerging leaders in thefields of Aeronautics, Engineering, Medicine,Nursing, Research, and Industry. Law, politicsand education. Women are God gifted, with lov-ing, caring, nurturing, comforting with compas-sion and concern for others. They are perfec-tionist, creative and have the power to trans-form Despite of education, work opportunitiesfor women their increased activities outsidehome women continue to experience physicaland emotional violence both within and out-side home and at work place. Women of all

classes and all ages are victims of this fact.National policy for women empowerment highlights gender equality and grants equality to women

.It also empower the states to adopt measures of positive discrimination in favour of women. UnitedNations Population Fund (UNDP) focuses on gender equality and women empowerment not only as ahuman right but also because they are the pathway to achieve Millennium Development Goals andEconomic Development

Though we have good policies and support from the government women are still discriminated,marginalized and oppressed because of gender divide issue, social attitude, traditional values, patriar-chal norms that holds the women back. In this high Tech world, women need freedom from sexualexploitation, Rape, eve-teasing. etc., The need of the hour are: not welfare but women development,not charity or pity but entitlement, not assistance, but empowerment of women, not social security butsocial and gender justice Women empowerment of women is a long and difficult process which is to bepromoted with full public support and this could be successful only when those women living at thelower strata who have been suppressed by the male dominated society taking undue advantage oftheir lack of education and poverty can rise up to claim their rightful place in their own society.

In my opinion, women empowerment is an individual responsibility. Women should: • have knowl-edge of political, legal, economic and health system awareness • have the knowledge about supportivegroup both Governmental and NGO working in their area • have positive attitude in life • shouldeducate their daughters about our culture, tradition and how to protect themselves • give equalimportance to girl children at home .Parents should be of role model for their daughters • share andinteract with other women regarding their success experiences about women empowerment Unless thewomen achieve completely gender equality and her rights it remains a myth. So it is a wakeup call forgirls and women to be alert, awake, and to be strong to empower themselves.

WOMEN EMPOWERMENT- A Myth or Reality

women is menopause. We can assume that awoman has achieved menopause if she doesnot get periods for more than a year providedshe is not pregnant or breast feeding.

Women carry a fixed number of eggs (ova)in their ovaries. This number is determined at birth and the number does notincrease further. A few of these ova are released every month during ovulation,but a majority degenerate. This way as a woman ages her reserve of eggsgoes on reducing until a stage comes when the ovaries are nearly depletedof all the eggs. At this stage the female hormone estrogen reduces andperiods cease completely. Average age of menopause is 51, Indian womentend to reach menopause by 45-50 yrs.

Deficiency of estrogen can cause the following, Emotional disturbances(mental exhaustion, mood swings, lower self confidence), Hot flushes &Night sweats. Food cravings & Weight gain. Loss of skin tone. Decreasebone mass, joint pain, increased risk of fractures. Decreased sexual drive.Atrophy of genitalia (vaginal dryness, urinary infections), Increase risk forheart attacks. A definite way to relieve a lady of these complications is toartificially supplement estrogen. (But , estrogen replacement without medicalsupervision is very dangerous.)

Estrogens can be supplemented as gels, pessaries, patches, tablets. Eachmethod has its own advantages and drawbacks. Only a doctor can decidewhat is best for you.

Some alternate remedies include taking herbal supplements like primroseoil or phyto (plant-derived) estrogens which extracted from soya etc. However, these techniques haven’t been scientifically proven to be as effective.Symptomatic relief may be provided for Hot flushes by administering betablockers. (To be taken only under medical supervision). Relaxationtechniques like yoga and meditation can help with the emotional changes.

Heart and menopause : Before menopause women are at lower risk forcardiac problems when compared with men. This is because of the protectionoffered by estrogen. After menopause women have the same chances ofdeveloping heart problems as men.

Bone and menopause : Estrogen is needed for deposition of calcium inbone. Estrogen deficiency will case bone loss. Peak none mass is achievedby 30 years in a female. During the first 2 years after menopause, bone massdecreases dramatically. If the bone was very thick and massive previously itwill take more time to degenerate. This is why a lady should give importanceto calcium supplementation from a young age. Children need lots of calciumfor their growing bones, between 20-35 years additional calcium will beneeded to meet the demands of pregnancy and breastfeeding. It is notenough just to swallow calcium supplements, but its deposition into boneshould also be taken care of. Vitamin D, certain hormones and exercise helpincrease this deposition.

Late menopause : If you are having periods beyond 50 years you mayharbor a cancer so consult a doctor immediately. Vaginal bleeding afterachieving menopause also is danger sign.

Early menopause (When periods stop before 40 years)

Causes include:

*Genetic / familial factors; *Chemotherapy; *Radiotherapy;*Autoimmune conditions; *Infections; *Surgical removal of ovaries

These people need estrogen supplementation under strict medicalsupervision.
