Police Chief

valid California driver’s license. A California POST Management Certificate is required or must be obtained within 12 months if an out-of-state equivalent certificate is furnished.

THE COMPENSATIONThe monthly salary range for the Police Chief position is $17,124.05 - $21,405.06; placement within this range is dependent upon qualifications. The City of Livermore offers a highly competitive compensation and benefits package for management employees.

Health/Medical Benefits – $1,950 per month toward medical, dental and vision insurance; the unused balance or waiver of coverage is paid as tax-able income. City provides $175,000 life insurance coverage: LTD insurance, and up to $100 per month reimbursement for health club monthly dues.

Administrative Leave – 112 hours per year of administrative leave. (Prorated at time of hire.)

Vacation – Vacation is accrued at the rate of 3.1 hours per pay period during the first year and 4.62 hours per pay period the second year, based upon a 26 pay period year.

Retirement – CalPERS enrollment in either 3% @ 55, with a 9% required EE contribution, or New PERS members receive 2.7% @57, with 12% required EE contribution. The City does not participate in Social Security except for Federal Medicare.

Retirement Health Savings – City contribution of 4% of base salary to the employee’s retirement health savings account (RHSA).

Deferred Compensation – City contributes $185.00 per pay period with required employee contribution to the employee’s 457 plan.

Holidays – 12 paid holidays per year.

Sick Leave – 96.2 hours per year.

THE DEPARTMENTThe Livermore Police Department has 94 sworn officers and 50 non-sworn full-time personnel who are responsible for protecting the City’s residents, property owners, and businesses. Department staff are dedicated to serving the public and improving the overall quality of life in Livermore.

The Department fosters a problem-solving, community policing philosophy and works collaboratively with the City Council, the City Manager’s Office, and the community to address crime issues and other civic matters requiring police involvement. The Livermore Police Department is orga-nized into two divisions—Operations and Support Services— and the department operates within a 39.5-million-dollar budget.

The Livermore Police Department is committed to service, justice, and fun-damental fairness. Six pillars have been established in order to build a solid foundation that is grounded in a shared purpose which is reflected in department staff, plans, and practices. THE POSITIONUnder administrative direction of the City Manager, the Police Chief is responsible for the overall management of the Police Department and for law enforcement programs and activities; performs difficult and responsible administrative work in connection with carrying out City and departmental goals, objectives and pri-orities; and performs other duties as required.

Examples of essential duties include but are not limited to:

• Develops policies, rules, and proce-dures for the effective operation of the department.

• Directs the preparation and administra-tion of the recommended departmental work program and fiscal budget.

• Directly supervises officers responsible for departmental operations, activities of planning and research, exercising fiscal control, disaster preparedness, the protection of life and property,

the maintenance of the public peace, the regulation of traffic, the apprehension, arrest, and detention of law violators, the maintenance of police records and jail facilities.

• Directs the enforcement of state regulations, laws, codes and local ordinances relating to law enforcement.

• Confers with public officials and citizen groups on law enforcement problems and assists in the development of municipal law enforcement policies.

• Coordinates departmental activities with other City departments and outside agencies, supervises special studies.

• Manages the selection, development and discipline of personnel.

• Directs the assignment of employees and equipment.

• Directs operation of the Animal Control program and Youth Counseling Services Bureau.

• Attends police conferences and meetings.

• Acts in an official capacity in the local disaster preparedness orga-nization.

• Participates in labor negotiations; forecasts police problems and formulates resolutions.

• Deals effectively with organizational and community change.

THE IDEAL CANDIDATEThe City of Livermore is seeking an innovative, out-of-the box thinking, experienced law enforcement professional, with cultural sensitivity and a commitment to an active model of community policing and engagement. The new Chief will be an inspirational leader and experienced executive who will earn the respect of sworn and civilian personnel and inspire confidence and trust from the community. The new Chief will be expected to cultivate and maintain effective partnerships with the community, city staff, and other law enforcement agencies to respond to emerging needs and embrace its diversity by being an adaptable, empathetic, and engaged leader with the highest level of integrity.

The City is seeking a skilled professional with excellent oral and written communication skills and a collaborative,

problem-solving approach to be an active member of the City’s executive team. The ideal candidate will be an honest, consistent, and firm but fair decision maker. The ideal candidate should be a champion of integrity and ethics for the Department, promoting transparency and active community engagement at all levels of the organization with a willingness to recognize and reward good performance and have the ability to lead by example and hold staff accountable while treating employees with dignity and respect.

The incoming Police Chief will have knowledge of modern administrative principles, practices and techniques as applied to the overall management of a municipal police department operations; supervision principles and practices; oper-ating principles, practices and techniques of law enforcement and crime prevention;

criminal law and related legal basis of police activities; public

speaking and public rela-tions techniques; labor relations techniques; effective training pro-grams and techniques; regulations, laws, codes

and ordinances related to police work; local geog-

raphy and police resources.

Candidates must possess bach-elor’s degree in appropriately related field from an accredited university or college; graduate degree preferred; a minimum of three (3) years command level managerial experience in a local governmental law enforcement agency holding the rank of Captain or higher and at least eight (8) years in law enforcement work; and possession of appropriate,
