This action plan sets out a concrete and ambitious EU mandate to
support the transition towards a circular economy. A continued,
broader commitment from all levels of government, in Member
States, regions and cities and all stakeholders concerned will also be
necessary.

Municipal Subsidy to Circular Economy
Objective Advance in the process of transition towards a more circular economy in
the municipality of Valladolid by promoting the realization of circular
economy projects.

Municipal Subsidy to Circular Economy
Beneficiaries
• Private companies, associations of private
companies, non-profit entities or research centers.
• Fiscal domicile, social domicile or an activity center
in the municipality of Valladolid.
Eligible projects 1. Design, development and delivery of training
actions in Circular Economy.
2. Design and implementation of awareness actions
and dissemination of the Circular Economy.
3. Research studies and / or demonstration projects
of new products or services.
4. Implementation projects in the market for new
products or services.
Municipal Subsidy to Circular Economy
Key facts
• Subsidy per project: may not exceed € 25,000; nor more than 85% of the total
cost of the project.
• Subsidy based on the score obtained according to the evaluation criteria.
• Prepaid.
• Eligible expenses: directly related to the development of the project, including
personnel costs but it is necessary to create new jobs or improvement of labour
conditions.
• Subcontracting is permitted under the terms established in the Subsidies Law.
• Each entity may request several eligible projects, however, no more than 2
eligible projects will be awarded to the same entity.

the following criteria:
• The more innovative, efficient and sustainable solutions.
• Life-Cycle Analysis of the construction work, service or
supply.
• Ecological footprint, energy efficiency, renewable resources,
recycled materials.
Price of the contract: Economical specifications should consider
the following criteria:
•Life-Cycle cost: reusing, disposal, maintenance and
repairing costs.
• Analyze two options: Purchase or Fee-for-service.
• Economical-environmental balance analysis.

•Environmental nature of the raw materials.
•Sustainable products: LCA, useful life, energy efficiency,
less maintenance.
• More sustainable or less packaging.

Variations and improvements: Evaluation criteria:
• Increase products and services useful life.
• Less maintenance and operational needs.
• Contribute to urban sustainability or sustainable mobility.
• Use recycled and recycling materials. Water efficiency.
• More energy efficient (thermal and acoustic insulation, fuel, electricity)
• Life cycle analysis.

Special performance conditions:
• In general, minimum environmental requirements will be
requested, according to the contract environmental impact.
