REPORTING DAMAGE TO SCHOOL PROPERTY
The school playgrounds are used by many children of the district. The greater percentage of these children are careful to avoid the destruction or defacement of school property. However, since there are a few who abuse their privileges, the cooperation of all parents and children is needed in helping to reduce vandalism.

Under the Family Education Rights and Privacy Act of 1974, parents or legal guardians who do not wish their student’s directory information —which includes name, address, parents/guardians, date and place of birth, participation in recognized activities and sports, awards and recognitions received, and photographs—released to potential news sources, including the district’s website, must make a specific request in writing, mailed by September 30, to the District Clerk, Valley Stream UFSD Thirteen, 585 North Corona Avenue, Valley Stream, NY 11580.

THE OFFICE OF SPECIAL SERVICESValley Stream UFSD Thirteen is committed to meeting the needs of all students. In compliance with federal and state law, the district offers comprehensive programs for students with disabilities. The district’s Committee for Preschool Special Education (CPSE) meets to review results of evaluations completed for children between the ages of 2 and 5. The district’s Committee of Special Education (CSE) meets regularly to evaluate school-age students and to make recommendations for programs including, but not limited to, related services of speech, occupational therapy, physical therapy and counseling, as well as resource room, inclusion and special class programs. If you believe your preschool or school-age child may be in need of an evaluation, please contact the Office of Special Services at 516-568-6260. All non-English speaking or Limited English Proficient students who enter the district’s schools are tested and evaluated for the English as a New Language Program. Parents are informed of ENL class placement and are invited to attend an orientation early in the school year in which the program is described. Enrichment is offered for all students within their classrooms; however, the district’s Gifted & Talented Program services identifies students in grades 4-6 in a pull-out model. Students are selected using multiple criteria. Prior to admission to the program, parents are informed of the recommendation and consent is obtained. The district ensures confidentiality of personally identifiable data and information or records pertaining to a student with a disability. Parents have the right to access their child’s records and may do so by contacting the Assistant Superintendent for Special Services.
High Quality Curriculum and InstructionThe Valley Stream UFSD Thirteen will develop and implement a high-quality curriculum, instruction and balanced assessment model for all students. All staff will implement evidence-based practices including high yield instructional strategies that increase higher order thinking, collaboration and creativity, and student engagement.
Leadership and InnovationAll members of the Valley Stream UFSD Thirteen community are valued and seen as contributors to the goals of the district. Allocation of resources will support job-embedded professional development dedicated to promoting creative problem solving. We will seek districtwide expertise and insights to realize measurable achievement gains for educators and students.

ASBESTOS PLAN NOTICEThe Valley Stream UFSD Thirteen, in accordance with the Asbestos Hazard Emergency Response Act of 1986, states that it maintains a current record of all asbestos-containing materials located within the district’s buildings. This information is included in the district’s Asbestos Management Plan and is updated in accordance with the New York State and U.S. Environmental Protection Agency regulations. The Asbestos Management Plan is available for review upon request to Gerard Antoine, Assistant Superintendent for Business and Human Resources.
SAFETY PLAN NOTICEPursuant to the NYS Education Commissioner’s regulations, the Valley Stream School Safety Team has completed its annual review of the Districtwide School Safety Plan, which was first adopted by the Board of Education on July 2, 2001. A copy of the updated plan is available in the main office of each school, as well as in the office of Gerard Antoine, Assistant Superintendent for Business and Human Resources.
INTEGRATED PEST MANAGEMENT The Valley Stream UFSD Thirteen practices the procedures of Integrated Pest Management (IPM). This process utilizes measures for suppressing pests with minimal impact on human health, the environment and nontarget organisms. Pesticides will only be used as a last resort, and if needed, the least toxic pest-specific alternative must always be selected. KINDERGARTEN REGISTRATIONA child must be 5 years old by December 1 of the year in which he or she begins kindergarten. Kindergarten registration is held at the school the child will attend in November of the year prior to entrance. Kindergarten registration takes place throughout the year at the Office of Special Services located at Willow Road School, 880 Catalpa Drive, Franklin Square, NY 11010-4028 from 8:00am to 4:00pm or at the Registration Office located at Memorial Junior High School, One Kent Road, Valley Stream. Please follow the information below to register new students. Records needed for registration are certificate of birth and proof of residency in Valley Stream UFSD Thirteen. Proof of immunization is required. Registration is from 9:00am to 12:00pm. The dates are as follows: Dever - Wednesday, November 13, 2019 • Wheeler/Willow at Willow – Thursday, November 14, 2019 • Howell – Friday, November 15, 2019
REGISTRATION FOR NEW STUDENTS New residents may register school-age children by obtaining a registration packet from the school district website at www.valleystream13.com or by calling the Central Registration Office at 516-872-5674. Upon completion of the packet, an appointment must be made with the residency officer for review before the student is able to attend school. Students entering sixth grade must show proof of varicella vaccine or proof of the disease signed and stamped by the doctor.
SCHOOL BREAKFAST/LUNCH ACCOUNT PROCEDUREOur district participates in an electronic point of sale system that allows students to have more time to enjoy their meals. All students, regardless of their meal entitlement status, are processed through this system. Payment is expected at the time of purchase. If a student does not have the required funds, they will be served a meal but will not be permitted to purchase snacks, water, etc. “Negative balance” letters are sent home if a child accumulates more than $6.75 in arrears to remind parents/guardians to settle their accounts. Applications for free/reduced meals are also available for families in need of financial assistance. All information is kept strictly confidential. As an added convenience, student accounts can be established through MYSCHOOLBUCKS. This eliminates the need to send your child to school with lunch money, and helps you manage their account more effectively. Visit valleystream13.com, select the “District” tab, then “School Meals.” Scroll to the bottom of the page to register. You can also click on the red apple to enter the Whitsons Culinary Group website for menu/nutrition information.
TRANSPORTATIONBus service will be provided as follows: Kindergarten through third grade: pupils residing one-half (1/2) mile or greater from the school they attend; fourth through sixth grades: pupils residing one (1) mile or greater from the school they attend. The above applies equally to private, parochial and public school students. Bus routing information is mailed home toward the end of August, or is provided by the school for students registering after the school year has begun.
TRANSPORTATION: OUT-OF-DISTRICTPupils attending schools out of the district are eligible for transportation if the distance to the school is not more than fifteen (15) miles. New York State law requires transportation requests for the following September to be filed on or before April 1 with the local school district. Applications can be obtained by calling the Business Office at 516-568-6110 or on the district website at www.valleystream13.com.
TAX CODE INFORMATIONThe New York State Tax Code Number for the Valley Stream UFSD Thirteen is 655. This is to be entered in the appropriate box on your state income tax return. It is used in the apportionment of state aid.

The Board of Education is committed to providing a safe and orderly school environment where students may receive, and district personnel may deliver, quality educational services without disruption or interference. Responsible behavior by students, teachers, other district personnel, parents or guardians and other visitors is essential to achieving this goal. The district has a longstanding set of expectations for conduct on school property and at school functions. These expectations are based on the principles of civility, mutual respect, citizenship, character, tolerance, honesty and integrity. The Board recognizes the need to clearly define these expectations for acceptable conduct on school property, identify the possible consequences of unacceptable conduct, and ensure that discipline, when necessary, is administered promptly and fairly. To this end, the Board adopted a district code of conduct. The code of conduct and versions written in age-appropriate language are available in the main office of each school and on the district website, www.valleystream13.com. Unless otherwise indicated, this code applies to all students, school personnel, parents or guardians and other visitors when on school property or attending a school function.
CODE OF CONDUCT DIGNITY FOR ALL STUDENTSIn July 2012, the Board of Education adopted the Dignity for All Students Act. The Board of Education is committed to providing an educational and work environment that promotes respect, dignity and equality for all. The Board recognizes that harassment and bullying are detrimental to student learning and achievement. This behavior both interferes with the mission of the district to educate its students and disrupts the operation of district schools. Such behavior affects not only the students and employees who are its targets, but also those individuals who participate in or witness such acts. The Board expects students to conduct themselves in an appropriate manner for their respective levels of development, maturity and demonstrated capabilities, with a proper regard for the rights and welfare of other students and school staff, the educational purpose underlying all school activities and the care of school facilities and equipment. The Board believes that the most positive school climate is one that is culturally sensitive and which models positive behavioral interactions that clearly show there is no tolerance for antisocial behaviors such as bullying, harassment and discrimination. To this end, the Board strictly prohibits all forms of harassment by district employees, students and volunteers against students including, but not limited to, hazing, bullying, cyberbullying and sexting, which may occur on school grounds, on school buses, while using school property or at off-campus school functions. The Board also strictly prohibits any harassment including hazing, bullying, cyberbullying and sexting that occurs off campus and endangers the health and safety of students or staff members, substantially disrupts the educational process, or creates a reasonably foreseeable risk of such disruption. Conduct which is of such a severe nature that it either has or would have the effect of unreasonably and substantially interfering with a student’s educational performance; opportunities or benefits; or mental, emotional and/or physical well-being; or reasonably causes or would reasonably be expected to cause a student to fear for his or her physical safety, is expressly prohibited. When harassment is of a sexual nature, Board Policy No. 0110 provides additional information and clarification on student, staff and district responsibilities in this area.
