1 theGovernmentpublishedValuing People Now1 inJanuary2009.thiscrossgovernmentstrategylaidoutthevisionthatallpeoplewithalearningdisabilityarepeoplefirstwiththerighttoleadtheirliveslikeanyothers,withthesameopportunitiesandresponsibilities,andtobetreatedwiththesamedignityandrespect.atthesametimetheDeliveryPlanfor2009-2010waslaunchedoutliningsixkeyprioritiesandtheactionsthatwererequirednationally,regionallyandlocallytosecureimplementation.
2 Peoplewithlearningdisabilities,familycarers,centralandlocalgovernment,theNHs,thevoluntaryandprivatesectorshavetakenupthechallengeofmakingValuing People Nowhappenforallpeoplewithlearningdisabilitieseverywhere.mostoftheactionscontainedintheDeliveryPlanfor2009-2010havebeencompletedandappendix1showstheprogressmade.

4 Valuing People Nowisathree-yearstrategyandmuchoftheworkbegunin2009-2010willbegintoimpactontheareasabovewheresustainedprogressisneeded.thisupdatedDelivery Plan for 2010-2011 focusesonthefurtherworkneeded,nationally,regionallyandlocallytosecureimplementationeverywhereandforeveryone.
5 thefocusoftheworkin2010-2011istodisseminateandimbedbestpracticeeverywhere.across–cuttingpriorityunderthevaluingPeopleNowDeliveryPlan2010-11istoimprovethequalityandproductivityofservicesandtomakebestuseofexistingresourcesinLearningDisabilityservices.
The Key Priorities 2010-2011
6 OfthesixprioritiessetinthefirstDeliveryPlan,fivecontinuetoberelevant.sufficientactionhasbeentakenonraisingawarenessofValuing People Now soitisnolongerapriority,althoughworkwillcontinue.However,anewpriorityhasbeenaddedtoensurebetter

• tosecureaccessto,andimprovementsin,healthcare,withstrategicHealthauthoritiesandPrimarycaretrustsresponsiblefor,andleadingthiswork;
• toincreasetherangeofhousingoptionsforpeoplewithlearningdisabilitiesandtheirfamilies,includingtheclosureofNHscampuses;
• toensurethatthePersonalisationagendaisembeddedwithinalllocalauthorityservicesanddevelopmentsforpeoplewithlearningdisabilitiesandtheirfamilycarers,andisunderpinnedbypersoncentredplanning;
• toincreasethenumberofpeoplewithlearningdisabilitiesinrealpaidjobsof16hoursaweekforallwhocan–includinginthepublicsector;

Employment – progress
• Valuing Employment NowanditsDeliveryPlanwerepublishedinJune20099.theysetoutanambitiousgoaltoradicallyincreasethenumberofpeoplewithmoderateandseverelearningdisabilitiesinpaidemploymentby2025.theGovernmentwantsasmanyaspossibleofthesejobstobeatleast16hoursaweek.theaspirationistoclosethegapbetweentheemploymentrateofpeoplewithmoderateandseverelearningdisabilitiesandthatofthedisabledpopulationasawhole.acentralcrossgovernmentteamhasbeenestablished,andaresourcehubhasbeenlaunched,tosupportdeliveryofthestrategy;
• thecrossgovernment“GettingaLife”programmeisdemonstratingbestpracticeinimplementingapathwayintopaidemploymentandfulllivesforyoungpeoplewithlearningdisabilitieswhentheyleaveschoolorcollege.therearenowtwelvedemonstrationsitescoveringtheninegovernmentofficeregions.Eachsiteisworkingwiththirtyyoungpeople,familiesandlocalsystems;
• 14ProjectsearchsiteswereannouncedinOctober2009,offeringinternshipstohelppeoplewithlearningdisabilitiesintoemployment;
• JobsFirst(formerlycalledthe‘supportbroker’)demonstrationsiteshavebeenannouncedandwillshowhowpeoplewithlearningdisabilitiescanusepersonalbudgetstobuysupporttogetajob;
• asustainablehubforinnovativeemploymentforpeoplewithcomplexneedshasbeenestablished;
• inotherlocalareas,therearealsosomegoodapproachestoincreasingthenumberofpeopleinrealpaidjobsandcareers.

People as local citizens – progress
• across-GovernmentHatecrimeactionPlanwaspublishedinseptember2009withspecificactionsaroundpeoplewithlearningdisabilities10;
• Workonallareasoftheadvocacydeliveryplanisunderway;
• theDepartmentofHealth(DH)hascommissionedtwosetsofnewmaterialstopromoteitshumanrightsbasedapproach,asetoftrainingmaterialsaimedatsupportworkerswhichwillbeavailableonourwebsiteandnewmaterialsdonebypeoplewithlearningdisabilitiesforpeoplewithlearningdisabilitiesthatwillbeavailablein2010-2011;
• theDHhasbeenworkingcloselywithskillsforcareonthedevelopmentofnewlearningdisabilityfocusedqualifications,thatwillsupportthedeliveryofValuing People Nowaspartofthewiderdevelopmentofnewhealthandsocialcarequalifications.
4 theseareallverypositivestepstoimprovethelivesandopportunitiesforpeoplewithlearningdisabilitiesanddemonstratetheimportanceofleadership,realculturalchange,risingexpectationsandacrossgovernment,crossagencyapproach.

5 muchhowever,remainstobedone.Leadershipacrossallagenciesandsectorscontinuestobevitalifimprovementsaretobesustainedanddeveloped.Expectationsremainlowamongstsomeprofessionals.Peoplewithlearningdisabilitiesandfamilycarersstilldonotgetalltheinformationandsupporttheyneedtomakeinformedchoicesabouttheirlives.realpersonalisationremainsanaspirationformanypeopleandtheirfamilies.

• somePartnershipBoardsstillneedleadershipandsupporttobeeffective,andtofullyinvolveJobcentrePlusandconnexions;
• someJointstrategicNeedsassessmentshavefailedtoincludetheneedsofpeoplewithlearningdisabilitiesandinothersthereisinsufficientdataonwhichtoplanandcommissionserviceseffectively;

• mentalHealthprovidershavestilltotrainstaffinlearningdisabilityawarenessandmakingreasonableadjustmentstomeettheneedsofpeoplewithlearningdisabilities;
• Whilstplanswillbeinplaceforallindividuals,somecampuseswillnotclosecompletelybythetargetdate;
• therecontinuestobeagrowinguseofprivate‘LearningDisability’Hospitals;
• thereremainsinsufficientfocusonpersonalisedlocalsupportandservicedevelopmentforpeoplewhosebehaviourchallengesservicesandgapsinimplementingtherecommendationsofthemansell2report;
• Peoplewithprofoundandmultipledisabilitiesandtheirfamiliesstillstruggletogetappropriateserviceswhichfocusontotalcommunication,holistichealthandsocialcareassessment,supportandcare;
• Goodtransitionplanningisnothappeningeverywhereandopportunitiesarebeingmissedtofocusonemploymentandhousingoptionsatanearlystage,forexamplebyembeddingcareerplanninginpersoncentredtransitionpathways;
• someyoungpeoplearebeingplacedinresidentialschoolsthenresidentialcollegeswithexpectationsthatplacementinacarehomewillfollow;
• thereisnosignificantreductionintheuseofresidentialcareandspendinginthisareacontinuestorise,placingmajorfundingpressuresoncouncils;
• theOrdinaryresidenceruleshavebeenanobstaclepreventingsomepeoplemovingfromresidentialcaretosupportedliving;
• theturnbullJudgementhasreducedflexibilityinprovidingsupportedlivingforsomepeoplewiththemostcomplexneedsandthereareissuesoffundingsufficientlivingspaceforpeoplewithcomplexneeds;

• Progressonenablingmorepeopletoaccesssupportedlivingtakestime,butmorecanbedonebycouncilsworkingcollaborativelywithproviders,manyofwhomarekeentodevelopalternativemodels;
• Fewcouncilsaremakinguseofallthedifferentapproachestosupportedlivingwithinsufficientuseoftheprivaterentedsector,lowcostmortgages,familytrusts,sharedLivesetc;
• theemploymentrateforadultswithlearningdisabilitiesknowntocouncilsisshockinglypoorat7.5%–evenlowerthanexpected.Expectationsandopportunitiesforpeoplewithlearningdisabilitiestoworkcontinuetobeverylow;
• Localauthoritiesspendconsiderablesumsondayservices,furthereducationandadulteducationforpeoplewithlearningdisabilities.someofthisneedstoberedirectedtosupportedemploymentforpeoplewithlearningdisabilities.thereisabigopportunitytodothiswiththenewlocalauthorityresponsibilityforfunding16-19learning(16-25forpeoplesubjecttoalearningdifficultyassessment);
• thereisstillinsufficientawarenessoftheparticularneedsofpeoplewithlearningdisabilitiesandtheirfamiliesfromblackandminorityethnicandnewlyarrivedcommunities–acrossallagencies;
• Parentswithalearningdisabilityoftendonotgetthesupporttheyneedandmanyarefacedwiththeprospectofhavingtheirchildtakenfromthem;
• Peoplewithlearningdisabilitiesarestillassumedtobeincapableofhavingrelationshipsorgettingmarriedandmanyaredeniedtheopportunity;
• manypeoplewithlearningdisabilitiesstillfacedailydiscrimination,insultsorbullying;hatecrimeisstillprevalent.

1.1 Valuing People Nowisathree-yearstrategyandmuchoftheworkbegunin2009-2010willbegintoimpactontheareasabovewheresustainedprogressisneeded.thisupdatedDeliveryPlanfor2010-2011focusesonthefurtherworkneeded,nationally,regionallyandlocallytosecureimplementationeverywhereandforeveryone.itlaysoutineachsectionactionstosecuretheseandbywhom.thefocusoftheworkin2010-2011istodisseminateandimbedbestpracticeeverywhere.

2.1 apartnershipapproachatnational,regionalandlocallevelisessentialifthevisioninValuing People Now istobecomearealityforallpeoplewithlearningdisabilitieseverywhere.centraltothisistheinvolvementofpeoplewithlearningdisabilitiesandfamilycarersandtheactiveengagementofallrelevantagencies.
2.2 muchhasbeenachievedduringthelastyear.theNationalForumforPeoplewithLearningDifficultiesandtheNationalvaluingFamiliesForumbothhaveactiveprogrammes,andareessentialmembersoftheNationalProgrammeBoardandofregionalandlocalpartnershipboards.theyareinvolvedinthedevelopmentofnationalandlocalpoliciesandservices.
2.3 theNationaladvisoryGroupforLearningDisabilitiesandEthnicity(NaGLDE)isinvolvedinimplementingtheEthnicityworkprogrammeandisfurtherdevelopingitsownroleandremitsothatitbecomesanelectedforum,withstrongerrepresentationofthevoicesoflocalpeoplewithlearningdisabilitiesandfamilycarersfromblackandminorityethniccommunitiesatthenationallevel.

3.1 acrosshealthandsocialcare,£6.5billionpoundsisspentprovidingcareandsupportforpeoplewithlearningdisabilitiesandtheirfamilies.ineachofthelastfiveyears,Localauthorities(La)andHealthservicesinEnglandhavespentanadditional£250montheseservicesandarefacingcontinuingpressures.in2008-2009councilspendingonlearningdisabilityservicesincreasedby10%.Learningdisabilityspendnowaccountsfor£1inevery£4ofadultsocialcare,whilstpeoplewithlearningdisabilitiesaccountfor1inevery12receivingcareandsupportpackages.
3.2 thewayLasandHealthservicesarespendingthesesignificantresourcesisveryvariable.theDepartmentofHealthpublisheda‘useofresourcesguide’11inOctober2009whichhighlightedthesevariations.theproportionofspendingonresidentialcareforpeoplewithlearningdisabilitiesvariesfromunder10%toover80%ofoveralllearningdisabilitybudgets.somecouncilshavedevelopedsupportedhousingandarangeofcommunitysupportactivitiesformostpeopleintheirareas,includingthosewiththemostcomplexneeds.Forothers,residentialcareremainsthepredominantmodel.themostsignificantrisesinunitcostsareforresidentialcare.Lowspendingoncaremanagementforpeoplewithlearningdisabilitiesisassociatedwithhighuseofresidentialcare.
3.3 Valuing Employment Nowstressedthatsomeoftheconsiderableresourcesspentoneducationanddayservicesforpeoplewithlearningdisabilitiesshouldberedirectedintojobcoachingandsupportedemployment.theindependentevaluationofNorthLanarkshirecouncilhasillustratedthebusinesscaseforlocalauthoritiesindoingso:thecostoftheirsupportedemploymentishalfasmuchperplacethanthedayservice.12

3.6 theValuing People Now strategysaidthatcommissioningandfundingofcareserviceswouldtransferfromtheNHstoLocalGovernment.thissocialcarefundingishistoricalandarosewithinPctsastheoldlongstayhospitalsclosedinthe1980sandadultswithlearningdisabilitiesmovedtosocialcareplacements(residentialcarehomesorsupportedlivingarrangements).somemovedtoNHscampusesorNHsfundednursinghomes.allNHscampusesareduetoclosebytheendof2010.
3.7 currentlyfundingisaccessedbylocalauthoritiestomeetthesesocialcarecoststhroughpooledbudgetsorsection256/7(formerlysection28a)transfers.thechangeinfundingandcommissioningresponsibilitytookeffectfromapril2009.Fortheremainingyearsofthecurrentcomprehensivespendingreview(csr)transfersarebeingmadelocally,viapooledbudgetorsection256/7mechanisms.Fromapril2011allocationswillbemadedirectlytolocalauthoritiesaspartofthewiderDepartmentforcommunitiesandLocalGovernment(cLG)settlement–theformulahasyettobeagreed.
3.8 LocalauthorityandPctLearningdisability(LD)commissionerswereaskedtoprovidefinalagreedreturnsshowingsocialcarespendin2009/10byJanuary2010.thisdatawillformthebasisofmodellingdifferentoptionsforallocatingthefundingfrom2011.Goodprogresshasbeenmadeand60%ofareashaveprovidedfinalreturns.theDepartmentisconfidentthattheremainingreturnswillbefinalisedbytheendofmarch2010forboth2009/10and2010/11withthesupportofstrategicHealthauthorities,DeputyDirectorsofsocialcareandvaluingPeopleregionalProgrammeLeads.
• DHinnegotiationwithtreasuryandtheDepartmentforcommunitiesandLocalGovernment(cLG)willdevelopoptionsforallocatingsocialcarefundingtolocalauthoritiesfromapril2011basedonreturnsfromtheNHsandlocalGovernment;

8.1 Havingareal,paidjobthatyouenjoyisthebestroutetoafulllife.ifweareseriousaboutequalityforpeoplewithlearningdisabilities,employmentmustbeatoppriority.realjobsmakepeoplebetterofffinancially,aswellasgrowingpeople’sconfidence,sociallifeandimprovinghealth.However,thefirstnationaldataonemploymentforpeoplewithlearningdisabilities(Ni146,publishedaugust2009)showedtheemploymentratetobeevenlowerthanexpected,atjust7.5%.
8.2 Valuing Employment Nowaimstoradicallyincreasethisby2025,especiallyforpeoplewithmoderateandseverelearningdisabilitieswhohavebeenleftbehindthefurthest.asmanyaspossibleofthesejobsshouldbe16hoursormoreperweek,becausethisiswhenpeoplewillbefinanciallybetteroffandwillachievegreatersocialinclusion.theaspirationinValuing Employment Nowistoclosethegapbetweentheemploymentrateofpeoplewithmoderateandseverelearningdisabilitiesandthatofdisabledpopulationasawhole,whichintoday’stermswouldmean48%ofpeoplewithmoderateandseverelearningdisabilitiesinwork.
8.3 Weknowthatyoungpeoplearemuchmorelikelytogetarealjobafterschoolorcollegeiftheyhavehadmeaningfulworkexperienceandsupportfromasupportedemploymentproviderfromage14,underpinnedbyperson-centredplanningandreviews16.researchalsoshowstheimportanceofparentsandcarerswhoviewemploymentasapositiveandpossibleoptionfortheyoungperson17.thesefactorscanbebuiltintoacomprehensivetransitionpathway,whichwillleadtoemploymentforyoungpeoplewithlearningdisabilitieswhentheyleaveschoolorcollege.
8.4 in2010/2011,DH,DWP,DcsF,Bis,ODi,Departmentfortransport(Dft),LifelongLearninguk(LLuk),JobcentrePlusandthecabinetOfficewilldeliverthecommitmentsmadeinValuing Employment Now.theprioritiesforthecross-governmentvaluingEmploymentNowteaminthisyearwillbe:

9.3 DcsFhaspublishednewstatutoryGuidanceonchildren’strusts19inmarch2010.theguidanceemphasises:
• theneedforDirectorsofadultsocialservicesandchildren’sservicesworkingcloselytogethertoensuresmoothtransitionforyoungpeoplemovingfromchildren’sservices;
• theimportanceofdecenthousingandplanningfortheneedsofchildrenandyoungpeoplewithcomplexhealthconditionsordisabilities;
• theimportanceofconsultingwidelyinthepreparationofthechildrenandyoungPeople’sPlanincludingchildrenwhohavespecialeducationalneedsorwhoaredisabledandwithparentsorbodiesrepresentingthesechildren;
• theimportanceofeachchildrenandyoungPeople’sPlanincludinganoutlineofthekeyactions,asidentifiedbytheneedsassessment,plannedtoimprovetheoutcomes,forchildrenandyoungpeoplewhohavespecialeducationalneedsoraredisabled;
