Charter of the Regions and local Administrations for the promotion of a common framework for strategic actions aimed at the protection and sustainable development of the Mediterranean coastal areas.

The Bologna Charter Initiative

A joint initiative, started by EU Regions and open to other coastal Administrations of the Southern & Eastern Mediterranean, performing concrete objectives, even structural ones, able to attain diversified funding resources with a high capacity of mainstreaming.

1. Network of Coastal Observatories for the monitoring, management of risks and erosion phenomena, defense interventions & sediment stocks management;

BC’ initiative participation up to day 29 Regional Administrations from 7 Med Countries > 14 in the joint signature in Brussels on the 21st March 2013 and 15 further adhesions in the period 2013-2018.

Adoption by the AG of the Intermediterranean Commission–CPMR in June 2013 in Barcelona, Acknowledgment by Ministries of Italy, France, Greece, Cyprus.

The Interreg MED Operational Program 2014-2020 acknowledges the BC as a reference initiative for regional cooperation on coastal risks and adaptation [1.1.1.4 Assessment of

challenges and needs for the Programme; 2.A.4 Investment priority 6.d]

The recent EU WESTMED initiative, Framework for Action [SWD(2017) 130 final], quoted the BC for Goal 3 with specific reference to coastal risks knowledge and monitoring and for expected shared strategies and tools for assisting adaptation to CC in the WestMed region.

The BC Initiative was quoted in the conclusions of the Union for the Mediterranean (UfM) WG on Blue Economy and WG on Environment and Climate;

The BC Initiative was officially acknowledged by the Ministries of Environment of Italy, France, Greece, Israel and by the Ministry of Infrastructures and Communication of Cyprus.

Impact on policies, initiatives and programs (2/2)

The Bologna Charter has been promoted in all the political declarations of the Intermediteranean Commission from 2013 up today.

The Initiative through its members contributed to:

• the MSP Directive formulation, about elements then included in Art.8 (aggregates-sediments, off-shore elements)

• the EUSAIR Pillars objectives and actions, for the specific BC’ sector, the strategy to which the EU programs Adrion and IT-HR looks for compliance of applied projects.

• the BLUEMED initiative Strategic Research and Innovation Agenda (SRIA) formulation, specific indications according with the BC theme today entailed among the 12 Goals and related actions of the SRIA;

The BC Italian Regions network contributed to the start and smooth running of the National Board on Coastal Erosion, first initiative of this relevance in Italy, promoted by the IT Ministry of Environment and coastal Regions (Protocol MATTM-Regions signed 6 April 2016). National Guidelines on the specific theme produced in 2016 and issued in 2017.

CO-EVOLVE – MAIN AIM

CO-EVOLVE aims at analysing and promoting the co-evolution of

human activities and natural systems in touristic coastal areas,

allowing sustainable development of touristic activities and

demonstrating through pilot actions the feasibility and

effectiveness of an ICZM/MSP-based planning process.

CO-EVOLVE recognises tourism as major economic driver and

employment producer in the MED (11.3% of GDP and 11.5% of

employment in 2014) BUT …

“Common approaches and planning tools to boost sustainable coastal and maritime tourism in the Mediterranean”

It responds to the priorities of the Union for the Mediterranean: UfM Ministerial on Environment and Climate Change (2014) and UfM Ministerial on Blue Economy (2015), namely the use of maritime spatial planning as a governance tool, mobilizing efforts towards adaptation to the impacts of climate change, and referring to coastal and maritime tourism among the main traditional and emerging economic sectors for the Blue Economy in the Mediterranean Sea.
