1.0 INTRODUCTIONThe Volunteer Care Trust Foundation (VCTF) is a Non-Governmental,

non-partisan and non-profit charity organization (NGO) registered with the

Corporate Affairs Commission (RC 275094) in Nigeria on 24th

    June 2009.

The organization aims at improving poverty reduction opportunities in therural areas in the States of North Central Nigeria particularly Benue State

through interventions in the control of Malaria as it affects pregnant

women and children aged 0-5 years. The organization also seeks to provide

opportunity for destitute and orphaned children in rural communities aged

4-14 years to enable such children complete universal basic primary

    education(UBE).

The organization seeks therefore to complement the efforts of

Government towards the realization and sustenance of the Millennium

Development Goals (MDG) in the rural areas of Benue State through

intervention in two thematic areas namely:

    (a) Primary Health (Malaria Control)(b) Primary Education (Destitute and orphans)

    1.01 Background

About 70% of the population of Benue State live in the rural areas where a

large proportion live in abject poverty. The most vulnerable of these rural

population are women and children, and the effect of poverty on this

segment of the population is their inability to have access to basic health

and educational facilities. Among the greatest health issue confronting these

rural segment of the population is the ravaging scourge of malaria and the

inability of vulnerable destitute and orphans to complete basic primary

education. The incidence of malaria and the death rates associated with it in

these areas particularly as it affects pregnant women and children of 0-5

years of age is very high, and the illiteracy level of children aged 4-14 in

these rural communities is equally very high. For instance, the statistics of

the scourge and burden of malaria in the rural communities in Nigeria is

very grim. According to the report of the Federal Ministry of Health (FMH)

in the year 2005 on the National Malaria Programme, Malaria is

responsible for 60% outpatient visits to health facilities, 30% childhood

deaths, 25% of death in children under the age of five and 11% of maternaldeaths.

It is against this background that a group of persons (Volunteers) set

out to commit them towards collaborating with Government to combat and

alleviate poverty in rural communities of Benue through the auspices of the

Non-Governmental Organization called Volunteer Care Trust Foundation.

    1.02 Mission Statement

To combat maternal and infant mortality in the rural areas of Benue through

the control of the affliction of malaria on pregna nt women and children

aged 0-5 years, and to provide opportunities to destitute and orphaned

children in the rural area aged 4-14 years to complete basic primary

    education.

    6.00 CHALLENGES

A nascent organization usually encounters the teething problems of

development and growth. The VCTF has therefore in the reporting period

    grappled with following challenges:

    (a) Finance:The paucity of donors has led to the reliance of funds from only the

founder and chairman of the organization. This has led to our

inability to spread our activities to more local government Areas and

communities in our geographical catchment areas.

    (b) LogisticsThe availability of only two functional vehicles has impeded our

desire to respond rapidly in communities where our intervention was

    desired.

    (c) MaterialsOur inability to access materials such as long lasting insecticide

treated mosquito nets from donor agencies e.g. the World Health
