So there was no travel time or expenses involved. I got a lot out of it. In the end we put together the Tailgate Safety Meeting Guide that can be purchased on line through the CLSA state website.
Our May general meeting is scheduled for May 19th at Rusty’s Pizza in Santa Barbara County. Our speaker will be Casey Blake, who will go over the California and Federal Prevailing Wage Law and the Surveyor. If you have had to deal with Prevailing Wage you will want to attend this meeting.

Chapter Professional Practices Committee… By: L. Paul Cook, PLS 4285
About 4 years ago, the California Land Surveyors Association formed a State wide Professional Practices Committee (PPC) for the purpose of encouraging compliance with the Land Surveyor’s Act, Land Surveyor’s Code of Ethics and conservation of monuments. I am one of approximately fifteen members of that committee. In order to achieve state wide coverage we have encouraged each chapter to begin a local Professional Practice Committee to deal with local issues. Suggested bylaws and guide lines have been issued and licensed land surveyors have joined their local committees.
The State PPC only deals with state-wide issues, focusing mainly on formation of local PPCs and monument conservation. Additionally, the Channel Islands Chapter has set up a local Joint Professional Practices Committee (JPPC) with the local chapter of the American Council of Engineering Companies (ACEC). I am a member of the local JPPC as well. At the local level we deal with monument conservation efforts and local practices to assist consumers, agencies and licensees by encouraging licensed land surveyors to follow the requirements of the Land Surveyor's Act and report unlicensed individuals practicing land surveying, if warranted.
We have also sent information to and had meetings with local law enforcement departments regarding land surveyors limited right of trespass. This effort was met with much appreciation in both counties by the police and sheriff’s departments.
The State Board of Engineers, Land Surveyors, and Geologists (BPELSG) has stated appreciation for our efforts as most licensed land surveyors want to comply with the law that governs their practice at an informal level. Most land surveyors, when made aware of their omission or oversight, jump at the opportunity to bring their work into compliance without having to have a history at the State Board level; although some surveyors choose to have the State Board deal with their issues, in which case we oblige them and turn the case over to the State Board to fully investigate.
Dealing with the local JPPC is much quicker, less expensive and more private for the practitioner than dealing with the State Board. We believe that we are saving all those involved time and money and creating an even playing field for all surveyors. We all must practice under the same rules and regulation with regularity.
Monument conservation is the other large effort we are making at both the state and local levels. We have been in contact with the agencies and companies that are responsible for preserving existing monuments. We have sent letters to these entities and made follow up phone calls to reinforce our initial efforts. The State PPC has also developed a professional tri-fold brochure and cover letter to fencing companies, plumbers, landscapers and other trades that should know about survey monuments and should make the effort to protect them too. This brochure describes monument conservation and it’s importance to all. It will be distributed through the local chapter PPCs. We are working to bring awareness to those who can help protect monuments.
Your local JPPC is working hard on your behalf so that you, as well as future surveyors, will have both the record maps and monuments necessary to continue finding and setting the reliable boundary lines required to uphold the reputation of our profession maintain cooperation and communication between practitioners. Yosemite – Spring 2011… By: L. Paul Cook, PLS 4285
Last week my wife and I took trip to Yosemite, we stopped at the first lookout just past the tunnel as we entered the Yosemite Valley. After taking a few photos of Half Dome and Bridalveil Falls I noticed a strange yellow color at the bottom of the falls. I wondered what was causing the bright yellow color. After a very few minutes it became clear that it was a light refraction in the falls, the beginning of a rainbow! This photo of Bridalveil Falls was taken about 15 minutes later.
The colors in the water are the colors of the rainbow. At 20 minutes the colors were all gone. We were told that this rainbow affect only rarely happens and only at this time of year and only at this time of day, if the lighting is right. What a thrill it was to everyone who saw it.
Having had the 3rd most snow fall in recorded history the falls and rivers were more than full. This is a photo of Yosemite Falls.

Some of the meadows were full of water too which made for nice reflections in the morning hour.
I suspect that the Yosemite Valley will be flooded this year as it was last in 1997.

Frank discussed the pending NSPS withdrawal from ACSM, which our illustrious and
much achieved Matt Vernon discussed with us at a recent Chapter meeting.
Frank also mentioned the L.A. Times article regarding the Monumentation
Preservation issue, which is the buzz, locally and statewide.
Tom Taylor – 2010 Treasurer’s Report:
Via Mr. Taylor, we are happy to report to you that the Balance Sheet shows the Total
Assets and Total Liabilities & Equity are in balance; a wonder to behold.
Tom also went over the Profit & Loss sheets together with the Profit & Loss Budget vs.
Actual Expenditures.
Further, Tom provided us with a seven page Guide to the Treasurer’s Report, which is
a must for those who… well you know who you are. I am thinking the US Congress needs Mr.
Taylor.
Tom also indicated the further expenditures approved by the Board of Directors will be
reviewed by the Executive Board and the impact of that approval will be reported to the Board
of Directors prior to issuing a check – again, I am thinking the US Congress needs Mr. Taylor.
Matt Vernon – 2010 Past President’s Report:
Matt reported that the 2011 ALTA Standards are approved. Committee Chair Gary
Kent presented the 2011 Standards to NSPS Board of Directors who adopted the standards
effective February 28, 2011. Also, Gary Kent will present the 2011 Standards on March 5 at
our CLSA-NALS Conference at Bally’s in Las Vegas. There are many other prestigious
speakers at the Conference, but Gary’s presentation is a must.
Dorothy Calegari – Executive Director’s Report:
Dorothy trumpeted our CLSA-NALS Conference, March 5-9 in Las Vegas. CLSA is
celebrating its 45th year of service to our profession, which is highlighted in the recent Cal
Surveyor magazine.
The CLSA logo is on file with Land’s End, the clothing catalog retail company.

CLSA is in need of leadership and participation on committees. This is where the work
of CLSA happens. It’s good people working together toward a common goal. The committee
members may or may not attend the board meetings at their choice. There is always a need
on the committees for more help. It also provides a great learning experience and an
opportunity to get to know professionals across the state.
The CLSA voluntary Professional Development Program (PDP) is a complimentary
member benefit; that’s right, it’s free to State CLSA members. Unfortunately, there are
currently only about 100 participants. To qualify for the program, a member must obtain 30
hours of professional development in a two-year period. Qualifying hours include, but are not
limited to, attending chapter meetings, seminars, workshops, teaching a class, writing an
article, and serving as an officer, committee chair or board member. With all the opportunities
at both the chapter and state level, gaining 30 hours in two years is easily achievable.
Members qualifying for the program receive a certificate and digital copy of the CLSA PDP
logo for use on their marketing material (business cards, website, letterhead, etc.). In
addition, the PDP logo will appear on the Find a Surveyor search engine notifying potential
clients of your participation. Bill challenged all CLSA members to participate in the program.

Our state CLSA membership numbers peaked in 2008, were down somewhat in 2009
and down slightly again in 2010. Considering the current economy, CLSA’s outstanding
membership retention is indicative of the great value that CLSA offers members and the
profession. We must continue to focus on increasing our membership to boost our impact on
the public and the profession.
CSU Fresno is concerned about keeping their Land Surveying program. If they loose
even one professor, the university will loose the ABET accreditation they hold. Chapter
programs designed to increase interest in land surveying education have become more
essential than ever before. We must endeavor to encourage interest in this vital Fresno State
program.
Monument Preservation Issue – Bill asked, where are the violations? He is looking for
feedback. Pat Tami, PLS on BPELSG, (Board of Professional Engineers, Land Surveyors &
Geologists) mentioned that 3 complaints were sent to the Board in 2010. Pat requested that
we report the monument killers to our local PPCs and if not resolved locally, file a complaint
with the BPELSG.
The next CLSA Board of Directors is scheduled for April 30, 2011, in Oakland.

CLSA BOARD OF DIRECTORS REPORT FOR CHAPTER REPRENTATIVES
The intent of this report is to provide highlights from the Board of Directors meeting. Chapter Representatives are encouraged to use these highlights when reporting to the Chapter membership. PRESIDENT’S REPORT President Bill Hofferber reported visiting the capital to receive Senate Resolution 10 presented by Senator LaMalfa declaring Land Surveyors Week. Bill encouraged CLSA Chapters to promote the voluntary Professional Development Program (PDP) and urged Board members to join the program. Bill set a goal of every Board member participating in the PDP by the end of the year. Action Requested: Report on the PDP and encourage chapter members to participate. Information can be found on the CLSA Website Action Requested: If you are not already a member of the PDP, join! The PDP is a complimentary member benefit, there is no cost to join. PRESIDENT-ELECT CHAPTER VISITS President-Elect Frank Lehmann plans to visit as many chapters this year as possible and is the process of scheduling chapter meetings. An archive of past issues of the Cal Surveyor are available as searchable PDFs on the CLSA Website. LEGISLATIVE COMMITTEE Mike Butcher, Legislative Committee Chairman reported that the Legislative Committee is drafting proposed language for the following:
Extension for setting monuments Revisions to Streets and Highway Code Revisions to LS Act to be consistent with BLM Manual title Further defining the word “establish” in 8762 Revisions to LS Act 8771 Allowing maps/field notes not previously recorded be added as an attachment (not reviewed)
Mike stressed that these items have not been approved by the CLSA Board of Directors and are only conceptual at this point. Draft language will be provided in the July agenda and ultimately voted on by the Board of Directors by November. Action Requested: Any suggestions should be forwarded to Mike Butcher at [email protected] CHAPTER ANNUAL SUPPLY ORDER FORM CLSA is dedicated to advancing the interests of the land surveying profession. To that end, CLSA has worked diligently to develop resource material to educate the public regarding the profession. In order to successfully implement these programs, the local chapters must participate. Executive Director Dorothy Calegari reported that CLSA has developed information and suggested uses for several of CLSA’s resources which can be provided complimentary to chapter’s for their use in furthering the goals and objectives of CLSA. Attached: Chapter Annual Supply Order Form CLSA MEMBERSHIP DRIVE Executive Director Dorothy Calegari encouraged Chapters to conduct a local membership drive. Resources and mailing lists of potential members in your area are available from the Central Office.
LS/LSIT REVIEW SEMINAR – OUTLINE & LESSON PLANS The Education Committee has developed an outline and lesson plans for chapter sponsored LS and LSIT Review Seminars. These lesson plans were included in the agenda (pages 28-51) and the Education Committee has requested input from the chapters prior to publication. Action Requested: Review lesson plans and email suggestions to Education Committee Chairman Rob McMillan at [email protected] EDUCATION FOUNDATION The Education Foundation reported the Scholarship Auction raised over $14,000. Chairman Steve Martin thanked everyone who donated, purchased an item and helped organize the Scholarship Auction. Action Requested: If your chapter sponsored a scholarship last year and plans to do so again in 2011, it is important that you notify the CLSA Education Foundation by September 30th. You may change the criteria and amount of your scholarship or confirm that your chapter will repeat the same criteria and amount as last year. If your chapter did not sponsor a scholarship last year and wishes to do so in 2011, you must submit criteria to the CLSA Education Foundation by September 30th. Attached is a sample criteria for your use. Action Requested: Solicit donations for the 2012 Scholarship Auction. Donations can include survey equipment (new, used, antique), books, framed photos, gift baskets, etc. TRIG-STAR The TrigStar Program is an important outreach effort for CLSA. TrigStar allows us to not only introduce high school students to a potential career in land surveying but also creates public awareness of the profession. The TrigStar Committee is working on an article detailing the TrigStar programs of each chapter. Action Requested: Email CLSA Central Office [email protected] a brief description/outline of what you or your Chapter did to participate in the TrigStar Program. CSU FRESNO GEOMATICS PROGRAM Travis Bohan reported that with the retirement of Dr. Nader and the anticipated retirement of Dr. Crossfield, the CSU Fresno Geomatics Program is in need of another professor. In particular, the program needs a professor that is a licensed land surveyor that can teach boundary and other survey specific classes. With cutbacks scheduled for all California State Universities, there is a concern that CSU Fresno will not approve the budget for a replacement professor. The CSU Geomatics Advisory Board is proposing the development of an endowment fund that will be used to secure a fulltime, tenure track professor (licensed land surveyor) for the Geomatics Program. The goal would be to raise $750,000 over a three year period during which matching funds from the WM Lyles fund are available. CLSA is requested to assist in the following ways: 1. Coordination of funds through the CLSA Education Foundation 2. Assist in solicitation of donations and provide public awareness for the endowment 3. Donate funds Action Taken: CLSA Education Foundation is reviewing the logistics of managing an endowment fund. Once the endowment fund is confirmed, CLSA has agreed to assist in solicitation of donations for an endowment fund. CLSA has not taken any action on a request to donate funds, however, request for donation may be in an upcoming Board agenda. CLSA WORKSHOPS The following workshop has been scheduled: Research, Recovery, Remonumentation, Recordation & Double Monumentation Speaker: Steve Parrish, PLS The workshop will be held: September 16th – Ontario, CA & September 23rd – Concord, CA In addition, the Workshop Committee will be developing a series of webinars. 2009 MANUAL OF SURVEY INSTRUCTIONS CLSA Central Office secured a great discount on the 2009 Manual of Survey Instructions. Quantities are limited – order yours today by visiting the CLSA Store. 25 YEAR MEMBERSHIP AWARDS Executive Director Dorothy Calegari reported distributing the 25 year membership awards consisting of a commemorative paperweight, stand and copy of the resolution approved at the February Board of Directors meeting. Dorothy reported that response to the award has been overwhelming with many of our members taking the time to call or write to thank CLSA for showing their appreciation. VERDI MONUMENT Aaron Smith and John Wilusz reported on the efforts of CLSA and NALS in resetting the Verdi Monument. CLSA will work with NALS in managing an event to commemorate the monument. This will also serve as a public awareness campaign. Funds are still needed in order to purchase the plaque. Gold Country Chapter has generously pledged a $500 contribution.
CLSA OUTREACH Many CLSA Chapters and individual members are doing a great job creating public awareness for the land surveying profession. Here are a few examples: CLSA Volunteers for American Youth Soccer Organization (AYSO) President Bill Hofferber volunteered his time and expertise to assist the American Youth Soccer League (AYSO) in laying out their soccer fields. AYSO, a volunteer based organization, has a mission to develop and deliver quality youth soccer programs which promote fun in a family environment. Volunteers with AYSO indicated that soccer field layout has always been a timely and challenging task and the assistance provided by Bill was much appreciated. CalGIS Annette Lockhart, GIS Committee Chair, along with Travis Bohan manned a CLSA booth at the CalGIS Conference held in Fresno last month. CLSA’s brochure “GIS & Land Surveying” was distributed to over 200 GIS Professionals. The GIS Committee is scheduled to man a CLSA booth at the upcoming ESRI Conference. Survey America Members of CLSA participated in the NSPS sponsored “Survey America” on March 19th in an effort to kick off Land Surveyors Week. The goal of “Surveying USA” was to create public awareness of the land surveying profession and provide an opportunity for the public to observe local surveyors in action. Sonoma County Chapter member Jerry Miller participated in this program and was featured in a local newspaper. Click here to read the article. Engineers Without Borders Several members of the East Bay Chapter are volunteering for Engineers Without Borders and traveling to Haiti. CLSA/NALS CONFERENCE Executive Director and Conference Chair Dorothy Calegari reported the CLSA/NALS Conference had approximately 500 attendees. The 2012 Conference will be held March 23-28 at the Silver Legacy Resort & Casino, Reno NV. Due to the economy, the 2013 Conference will also be held in the Reno/Tahoe/Sparks area which provided more affordable venues.

MONUMENT PRESERVATION FUND COMMITTEE The Board of Directors approved a Monument Preservation Fund Ad Hoc Committee to be Chaired by Ian Wilson. Initial charges for the committee include:
Identify Monument Preservation Fund (MPF) provisions within the Government Code §27580 et seq.
Investigate the current levels of funding for MPF Conduct a State wide investigation of Counties as to the collection of MPF and their
implemented use of these funds as defined in the CA Government Code Develop suggested changes to the Government Code language to improve the efficiency of
assessing and collecting funds under the Code Submit suggested language to ExCom and LegCom for consideration and action within the
legislative domain MONUMENT CONSERVATION COMMITTEE The Board of Directors approved a Monument Conservation Ad Hoc Committee to be Chaired by Robert Reese. Initial charges for the committee include:
Identify Monument Conservation provisions within the PLS Act, (8771, possibly others?) Identify deficiencies, inconsistencies, and/or ambiguities in the monument conservation
provisions in the PLS Act that contribute to perceived ineffective or incorrect implementation of monument conservation measures (where is it broken)
Search for any existing opinions regarding Monument Conservation and 8771, e.g. AG Opinions, BPELS Policy/Resources etc… Determine if it would be beneficial to request an official opinion from, BPELS, Legislative Counsel, and/or Attorney General?
Develop suggested changes to the PLS Act language to mitigate or interdict the perceived ineffective or incorrect implementation of monument conservations measures (how to fix the problem)
Submit suggested language to ExCom and LegCom for consideration and action within the legislative domain
