Vero Beach Tower Today

The new, state-of-the-art Vero Beach Tower was completed and commissioned in 2003. The tower is over twice as tall as its predecessor and incorporates state of the art air traffic control and security systems and modern construction methods to survive hurricane force winds. Today twelve controllers are able to work in a roomy new tower. The new cab is a spacious 383.3 square feet, compared to the old tower cab's approximate 200 square feet of workspace, allowing for adequate elbow room. In addition, the tower now sits on property just southwest of the new terminal building. This positioning allows for maximum viewing of the airfield.

A new Approach Control Radar System (ASR-11) was completed in May 2007. The radar (funded by FAA) serves the region around Vero Beach Airport, and helps to enhance air traffic control safety.

The facility base building incorporates the management offices, training room, locker area, shower, restrooms, Natca office and the employee breakroom with full kitchen facilities. Upstairs on the fifth floor, an additional breakroom and another set of restrooms are available for personnel use. The tower may be accessed via the fifth floor by the elevator or by one of two sets of stairs. Once at the fifth floor, access to the tower cab is gained via an additional set of stairs.

An addition was made to the existing structure in 2008. Adjacent to the employee break room is a new screen porch with a gas grill, table and chairs and additional seating for just relaxing outside the building proper. This extra room provides a place for personnel to have quiet time but still remain available for callback.

The facility received the 2001 National and Southern Region Facility of the Year Award for Level 6 Towers and the 2006 National and Eastern Terminal Service Unit Facility of the Year Award – ATCT Level 4-6.

Vero Beach Tower Leadership Team

Cheryl Bockstahler, Reginald Johnson and Deborah Gingrich represent the Vero Beach Tower Leadership Team. Cheryl Bockstahler, Air Traffic Manager, Vero Beach Tower

Cheryl joined the FAA in 1986. Her first facility as an Air Traffic Control Specialist was Melbourne ATC Tower in Melbourne, Florida. She then transferred to Key West ATC Tower in Key West, Florida, where she held the position of Supervisory Air Traffic Control Specialist, as well as a one-year detail as Acting Air Traffic Manager at Key West ATC Tower and Air Traffic Representative (ATREP) at the Naval Air Station in Key West. In 1995, Cheryl transferred to Vero Beach ATC Tower, in Vero Beach, Florida, and has held the position of Air Traffic Manager. During this time, the facility received the 2001 National and Southern Region Facility of the Year Award for Level 6 Towers and the 2006 National and Eastern Terminal Service Unit Facility of the Year Award – ATCT Level 4-6.

Cheryl is originally from Richfield, Minnesota, but has lived in sunny Florida for the past 26 years. She and her husband, Jim, love to travel and enjoy spending time with friends and family. They have one daughter, Jenifer, who graduated cum laude with a Bachelor’s Degree from the University of Central Florida in 2007. Reginald Johnson, Front Line Manager, Vero Beach Tower Reginald joined the FAA in 2001 as an air traffic controller at Columbus ATCT in Columbus GA and Orlando Executive ATCT, Orlando FL as a Front Line Manager from 2004-2006. Prior to joining the FAA he was employed as a Contract controller at Melbourne ATCT and completed twenty years in the Air

Force as an Administration specialist and Air Traffic Controller before retiring in 1999. Mr. Johnson career has included the following positions: supervisor at Orlando Executive, FL, Patrick AFB, FL Andersen AFB, Guam, McGuire AFB and assistant air traffic manager at Dyess AFB TX, Training Specialist Andersen AFB, Guam, Training, Standardization and Evaluation, Dyess AFB, TX.

Reggie describes himself as outgoing and friendly. His passion outside of work is spending time with his wife Marsha, reading and gardening. Deborah Gingrich, Secretary, Vero Beach Tower Deborah began her career with the FAA in 1997 when she was hired at the VRB Tower as a part-time secretary. In 1998, she became a full-time employee when the FPR Tower had need for a secretary also. Today, she alternates her work schedule between both facilities. Over her eleven years in the FAA, Deborah has completed training in OKC at the Mike Monroney Aeronautical Center for Logistics and Inventory, Facility Training Administration and Quality Assurance. She assisted management with the move from the old tower to the new facility in 2003. Deborah is originally from Pennsylvania but has been very happily settled in Florida for almost thirty years. Vero Beach is now home. In addition to being a full-time secretary, she is also employed at a local movie theatre as a part-time manager. Her interests include biking, movies, and spending time with friends and family.

Policies

Reporting for Duty

Employees are to report for their assigned shift on time. If a situation arises that will prevent you from reporting on time, call the Tower, Air Traffic Manager or Front Line Manager (772) 299-0129. Please ensure you allow enough time to report for work on time.

Hours of Duty

Operational personnel are assigned to work a compressed shift consisting of four 9 hour days and one 4 hour day. Employees are subject to immediate recall to the tower while on duty. Employees working an operational shift may not leave the facility during their shift, unless they have obtained management approval. Employees working an administrative shift are assigned an 8 1/2 hour shift and may leave the facility for their 30 minute unpaid lunch break after obtaining management approval.

Parking

Parking is permitted in the facility parking lot. To access the parking lot, all employees must have an electronic key card or request access via the intercom system at the front gate.

Building Access

All personnel must have a key, an electronic key card or request access via the intercom system at the front door to gain entry into the tower.

FAA ID Cards

FAA photo ID cards must be worn and visible at all times when on VRB ATCT property.

The badges shown are currently in production for FAA employees. The Office of Security and Hazardous Materials (ASH) is responsible for the FAA's phased transition to this Personal Identity Verification (PIV) card, a new employee and contractor identification card. This initiative will help standardize ID cards and processes across the federal government. All employees and contractors must

obtain the new ID card in 2009.

Guests and Visitors

Employees may have family members visit the facility after obtaining approval from management. After obtaining approval, the employee must ensure that the guests sign in at the front entry and must escort their guests at all times.

Cell Phones

Cell phones must be in the off position while in the operation. Personal reading material and electronic devices are not permitted in operational areas.

Expansion from 11,000 square feet to more than 22,000 square

feet, includes six offices (with one able to be subdivided) ranging from 300 to 1,200 square feet plus open areas that can be used for car rental or charter air services. New landscaping and an exterior memorial courtyard detailing history of the airport, including a plaque listing people who died during training at the former World War II Naval Air Station. A lobby area has televisions and wireless Internet connection for people waiting for planes or viewing airplanes coming and going.

C.J. Cannon's restaurant, located within the terminal building, expanded from 3,878 to 7,475 square feet and includes a new banquet facility and Internet cafe area outside the main restaurant.

Vero Beach Profile

Indian River County consists of five incorporated municipalities.

Vero Beach The City of Vero Beach is the county seat and the largest incorporated municipality with an estimated population of more than 17,700. Greenery, open space, unspoiled beaches, and ocean vistas characterize this community that is the commercial and cultural center of the county. Originally a stop on the Florida East Coast Railroad, Vero Beach was incorporated in 1910.

Sebastian At the northern end of the county, Sebastian is a community of an estimated 16,181 people.
