One statistic provided by the district but not discussed in the celebratory news release is the continuing and widening per-formance gap between white, black, and Hispanic students.
In 2016-2017, the white graduation rate was 89.9 percent compared to 79.7 percent for black students, a difference of 10.2 per-cent. In 2017-2018, the white graduation rate rose to 95.8 percent while the black rate rose only to 81.9 percent, increasing the gap to nearly 14 percent.
With Hispanic students, that disparity
was similar, though not as dramatic. In 2016-2017, the Hispanic graduation rate was 85.1 percent, 4.8 percent behind the white graduation rate. In 2017-2018, the Hispanic graduation rate rose to 88.2 per-cent, but the gap with white students grew to 7.6 percent.
Merchon Green, the Chairperson of the School Equity Committee, questioned the validity of even that slight rise in black grad-uation rates.
“They were so excited to announce that 82 percent of black students graduated,” Ms. Green told Hometown News. “How is that possible when such a small percentage of them can read on grade level? How are you pushing out that many students to not be able to be employed, to be either a problem to their parents or a burden to society, or someone that’s going to end up in the sys-tem?”
While not addressing the racial disparity head on, School Board Chair Laura Zorc did express a desire to increase the graduation rate further.
“Every year the graduation rate is import-ant, but to be able to hit this historic record, it just shows that it is a priority of this administration and the board to make sure that every student graduates,” Ms. Zorc said. “I am very proud of the students, teachers, family, and community partnerships within our district and all of their hard work. We will not become complacent with these numbers. We will not settle until we hit a 100 percent graduate rate.”

Estimates of the number of Floridians who can now regain the right to vote range from 1.4 million people calculated by the non-profit Public Citizen to 1.6 million people, 10.43 percent of the voting age pop-ulation, estimated by a non-profit organiza-tion called The Sentencing Project.
To illustrate how consequential such numbers can be, in the 2016 presidential election Donald Trump defeated Hillary Clinton by 1.2 percent in Florida. In 2012, the presidential election margin of victory
in Florida was only 0.9 percent. Increasing Florida’s voter registration rolls by anything close to 10 percent could dramatically affect future elections.
The Voting Restoration Amendment passed with 64.55 percent approval this past November. The “yes” votes numbered 5,148,926, versus 2,828,339 (35.45 percent) saying “no”.
Incoming Governor Ron DeSantis and Secretary of State Ken Detzner argued that the Florida State Legislature needed to first pass implementing legislation before Amend. 4 could take effect. That would mean a wait until at least March 5, when the legislature convenes, barring those with restored voting rights from voting in any local elections requiring registration before that date, such as the upcoming special elec-tion for Vero Beach City Council.
Amend. 4 proponents responded that the amendment’s language is self-executing and does not require implementing legislation.
Supervisors of Elections in counties throughout Florida appeared to agree that the language of the amendment does not require legislative action. Many county Supervisors of Elections announced plans to immediately begin registering those who have been removed due to felony convic-tions.
In Indian River County, Supervisor of Elections Leslie Swan urged people affected to register, and not to just presume they can vote now without a completed registration.
“I would like those affected by this new law to be aware that if you have previously been removed from the voter rolls due to a felony conviction you must re-register in order to vote,” Ms. Swan told Hometown
News. “Anyone removed from the voter rolls must complete a new voter registration application, either on-line, in-person, or submit an application by mail. My fear is that individuals removed from the voter rolls due to a felony conviction are under the impression that they will automatically be placed on the voter rolls. Without re-reg-istering these people will be disappointed if they show up to vote and there name is not on the voter rolls.”
Asked if newly registered or re-registered voters would be able to vote in the upcom-ing special City Council election in Vero Beach, Ms. Swan said they would, even if they were not eligible to vote on that race’s original election date in November.

large-scale limestone mining at the edge of the Everglades, which means blasting and digging deep holes in the ancient, compressed coral reef that is the very foundation of most of our state. We all draw our drinking water from the aquifers that flow through this incredibly complex porous structure. When the state or local governments allow profit making compa-nies to remove tons and tons of FL’s foun-dation, don’t you wonder what is happen-ing underneath us? Sinkholes, anyone? Are we like Esau, selling off his birthright for a bowl of oatmeal?
Tire Kingdom on US1 in Vero Beach
On December 12, I was getting gas at a local 7/11. When I came out from paying, 2 men were standing near my car. Imme-diately one man said, “Hear that! Oh! Look! Your tire is going flat!” It was hard to hear anything as a train was going by, but I looked at the rear tire he was point-ing to and it looked like it had been sliced; immediately it lost air. The man said, “Quick, go right away to get it fixed!” I thought it all such a strange scenario, but the reality was the tire was almost flat and I thought I’d better quick get to a place for help. When I drove the 1/4 mile to the US1 Tire Kingdom the tire was totally flat. It was about 6:15 p.m. and at 2:00 a.m. I was leaving to go to Orlando airport to fly to a family get-together. Pat Arriagada, sales associate, at Tire Kingdom could not have given me better customer service. I bought a set of tires, at a great price, to
replace the flat and the worn set. The technician put them on my car in about an hour. Normal business hours were till 7 p.m. but they stayed opened later to help me. I got to the family reunion the next day too! THANK YOU! for making my holiday excellent!
Election resultsElections are over. Happy or not, those
elected will represent us for the next four to six years and possibly beyond that. I remember clearly the promises made over and over again to pay special attention to the TOXIC ALGAE that is affecting our everyday lives in the Treasure Coast. Jobs were lost, our health is at risk, our wildlife found dead on the beach and this is only the beginning. The steps that are being considered will take at least three years to accomplish at a minimum. We must hold our leaders feet to the fire and demand immediate attention to this devastating problem that plagues both the east and west coast. There are many factors that have led to this disgrace but one of the biggest problems was evident when the South Florida Management District held an emergency meeting the DAY AFTER THE ELECTION which was not supposed to take place until March. This meeting was concocted to make sure the sugar farmers were allowed to extend leases on the land where the reservoir will be even-tually. This very board should be replaced immediately with scientists and/or people who have knowledge of protection of our water so they will no longer cater to spe-cial interests. And our new Senator spoke of the governments responsibility to sup-port the efforts to get these programs underway quickly and efficiently. If that is so, we would expect this would be Sena-tor Scotts first and most important job in Washington. We will not sit back and wait

for these vital issues to be accomplished. We expect more from those representing us and will be calling and writing to make sure they follow up on their campaign promises.
What wall?A wall? Really? When hi-tech drones
are so cheap people are getting them as gifts?
We cheered when the Berlin Wall came crashing down decades ago. Why would Washington even consider that same low-tech, outdated approach to keeping ille-gals out when tiny drones offer the latest in technology?
Drones are cheap, dirt cheap compared to building a wall. Drones can be provided to each CBP vehicle, giving that officer a range of miles. He can see illegals long before they even reach the border. He can alert other officers so they can provide
back-up for his safety. Drones show him exactly where to head to stop illegals in their tracks. No guesswork; no being miles from the action.
Drones are available ‘off the shelf ’. No delays. They can be in operation to safe-guard the entire border, almost overnight. Contrast that with the years to complete a wall, at a massive cost. There is no com-parison, either in cost or in speed.
The military is using drones overseas. It only makes sense to employ them at home to provide urgently-needed border securi-ty to protect Americans. This is not exact-ly rocket science.
Maybe a call or a note to those in Wash-ington who asked to represent us a few weeks ago will prompt speedy action? Give it a try. Then, hold them accountable for putting drones to work, fast, on our behalf. End the border fiasco that has fes-tered for years, and has cost too many American lives. Put drones to work. Now.

School Equity Committee seeks complianceINDIAN RIVER COUNTY — The School District of Indian River County has been under a court-imposed desegregation order since 1967. Federal courts have stated that the district is not yet in full compliance.When the district went to court seeking a declaration of “partial unitary status,” a conclusion that some aspects of the desegregation order have been adequately complied with, the court ordered mediation, which led to the creation of a School Equity Committee to monitor compliance. That committee has now had its first two meetings.Former School Board candidate Merchon Green was selected as the Chairperson of that committee, for a period of one year. Ms. Green is a lifelong resident of Indian River County and a successful product of the county school system. Her education led to academic scholarships at Florida State University and Southern University Law School. According to Ms. Green, the goal of the committee is to monitor the district’s compliance with the desegregation order, while also making recommendations to hasten that compliance.The areas the district sought to get removed from federal oversight include diversity of support staff and administration, and facilities serving black communities.
“The Equity Committee is going through the court document and requesting records for each section,” Ms. Green told Hometown News. “We discuss what we feel meeting these sections looks like. For example, how do we see if they’re trying to employ one black teacher per school? So we’re requesting recruiting records, recruiting schedules, who’s on the recruiting team, how many letters have they sent out to black applicants, these type of things. That’s what the Equity Committee does. They monitor each section, request records, go through the sections together to see if the efforts are being made.”“Then, at the end of this year, we’ll make suggestions to the board. We only have advisory authority. The board would still have to approve what we suggest.”Asked if there are any areas where she feels the district has done a good job complying, Ms. Green said “I guess facilities,” referring to the schools serving black students. But then she quickly added “We’ve got to stop praising effort. How can you praise effort if your efforts aren’t working? Why are you taking the same measures for the last 52
years? It’s time to change. How is it that the rest of the nation can get up to par, but we can’t?”One big area the committee is examining is the achievement gap between white and black students. Another is the recruitment and retention of black teachers.“I knew three people that left Storm Grove Middle School in one week, and they all went to Ft. Pierce, and they were black teachers,” Ms. Green said. “When they say they’re having a hard time recruiting black teachers, well, they’re not even retaining the ones they have.”Regarding her occasionally tense relationship with some members of the school board, Ms. Green said “Despite how any of them feel about me, this committee is not about me. They don’t have to like me. It’s not about the NAACP. It’s about these students who are suffering. It is about the black students who are the subject of this litigation, and who are in school.”“My term as Chairperson is one year. The committee will exist for three years, and at the end of the three years, they’ll evaluate to see if the district has met its standards. If they’ve got “unitary status,” i.e. compliance, the committee will exist for two more years to monitor the district, so a total of five years.”“If they have not gotten full unitary status at the end of the three years, then I think the committee will continue to exist until they get unitary status.”
Ms. Green said there was already some disagreement between committee members and the school district regarding when meetings would be best held to encourage public attendance. Ms. Green said the committee can only be successful if the community attends meetings and participates.“They proposed we have the meetings at 10 a.m. or 3 p.m. I said this committee is for the community too. If we want people to attend these committee meetings, we need to have it after hours.” “I encourage the community to get involved. We plan to share the information that we get and we would like for the community to give their input and to help us monitor, and to be vocal at school board meetings. This affects our entire community, not just the black community. Anyone who has kids in school in Indian River County or buys real estate in Indian River County is affected. Popular questions regarding virusesCleaning viruses has become an
almost daily task. Hardly a week goes by where I don’t have to go
head to head with yet another infected system and it seems like I hear the same questions just about every time. I thought I would gather some of the most common questions that I hear and (without getting too technical) try to answer them here. First question; why do people take the time to create these things in the first place? Well, outright theft is one reason. The rogue antivirus epidemic that has been going on for some time now makes a first attempt right off the bat to trick the end user into giving up the credit card number with the false promise of fixing an infection that doesn’t exist. Yet. Some viruses forward SPAM at an exponential rate by using infected systems as relays and one of the most widespread viruses will actually conscript your machine into a vast “zombie” army called a “Bot-Net” which is controlled (along with millions of other infected machines) by a “Bot-Herder.” The Bot-Herder can then use all of these machines at once to attack a corporate or government network, spread out power needed to crack passwords, harvest information for identity theft, mine bitcoin or other crypto currency and more. Those are just a couple reasons but one thing is clear, there is often a great deal of sophistication in many of these infections that isn’t readily visible from the infected machine. Some questions I hear often aren’t really questions but more like assumption; “I don’t open email attachments so I should be OK, right? And “I don’t go to anyplace “unseemly” so I’m safe, right?” It is true viruses still rely on email to replicate so it’s good not to open attach-ments from people you don’t know but if you are running a typical machine running typical software there are certain security exploits that viruses will look for if you are connected to the network. Also, you don’t have to go anywhere unseemly to run into an infected advertisement. One strategy they use is to run a legitimate ad on a popular website and switch the ad out with infected code. Just about every machine I clean has an antivirus program installed so I hear this question all the time; “I have an up to date antivirus program installed? How did I get infected?” Not all antivirus programs are up to the job. Popular programs like McAfee, Norton and others cost money for a subscription but rate very poorly on the
protection level and often bring a computer to a halt by using up so many resources. Without hesitation I remove these programs and replace them with a free antivirus that is light weight and effective. Even AVG (which I had recom-mended for years) has become too bloated and now causes more problems than it fixes. I have 3 free antivirus alternatives that I currently recommend – Microsoft’s Security Essentials (also known as Windows Defender), Avast, Avira and All 3 are free, self maintaining and use very little resources – they won’t slow your machine down. The next thing to consider is that new viruses are released daily but it can often take an antivirus company several days to come up with a definition leaving all of us vulnerable in the mean time. And finally; how can I keep my system safe in the future? Use an antivirus that works and make sure it is updating itself daily. Then, keep your operating system up to date as many security holes are patched in the updates. Don’t load up on multiple security programs! More is not better; most security programs are bloated and they all expect to be the “final authority” on what goes on in a machine. They don’t share that responsibility easily and often will conflict and “cancel each other out.” One antivirus along with the operating system’s built in firewall is fine. And finally, beware of any message that pops up telling you that you have a problem and telling you to call a number to get it fixed. On the other end of the phone number is a talented con artist waiting for your call and the phone number is a dead giveaway – genuine error or security messages don’t have a phone number! If there’s an alarming message telling you to call a number to get it fixed, it’s a scam. Well, that’s just a few of the questions I get asked all the time, I know there are more. VERO BEACH — Fans of Elton John know the performer’s live act has been through several dramatic transforma-tions, from soloist to full bands and even orchestras. For fans who have been with Elton from the beginning, one of the favorite periods is the 1970-72 trio tours.
That early, stripped-down sound will be celebrated by Early Elton, performing Jan. 17 at The Emerson Center in Vero Beach. Early Elton features Jeff Kazee of South-side Johnny And The Asbury Jukes on piano and vocals, Rich Pagano of Beatles tribute The Fab Faux on drums and vocals, and John Conte of Southside John-ny And The Asbury Jukes on bass and vocals.
With limited funds to mount his first U.S. tour, Elton John rearranged his songs so they could be performed by just him-self, former Spencer Davis Group drum-mer Nigel Olsson, and bassist Dee Mur-ray. The success of their first show in Los Angeles launched the album Tumbleweed Connection, which was released two months later, and the Elton John legend began.
When creating this show, the musicians of Early Elton scoured the internet for videos, bootlegs, and Elton’s own home demos to shape their concert.
The result is a presentation of the songs as Elton did them in 1970. Fans of that period will be delighted but not surprised to hear a gospel/funk version of Take Me to the Pilot. The song list will likely also include Border Song, Levon, Grey Seal,
Madman Across the Water, Amoreena, and Country Comfort.

Camp Haven’s mission is to transform the lives of homeless men in Indian River County by providing a safe environment that will help them break free from destitu-tion and despair. “Camp Haven is unique to the Treasure Coast. There are so many organizations that help children, women, families, and ani-mals, but homeless men have been forgot-ten. Camp Haven rebuilds the lives of
homeless men, so they can lead productive lives and reunite with their families,” Linda Teetz, event co-chair, said.
The transitional home provides support-ive living opportunities and education to adults committed to rising out of homeless-ness. By implementing a thoughtful intake procedure, and strict adherence to guide-lines, residents in the program receive edu-cational opportunities, counseling, and encouragement, as they move from home-lessness to hopefulness, eventually becom-ing active, engaged, contributing members of the community.

VERO BEACH — Recycled plastic that has been transformed into art by members of the Vero Beach Art Club is on display through Jan. 27 at the Environmental Learning Center.
All proceeds from sales will benefit the 64-acre ELC nature center.
The Plastics Project exhibit features col-orful pieces created from recycled plastics as well as recycled wood, metal and paper products. The pieces have been designed to educate about the dangers of plastic while showing that unwanted plastic can be trans-formed into beautiful art.
“It was the first time I did something like this,” said Vero Beach Art Club Vice-Presi-dent Camy DeMario, who normally works with acrylics. “I love the ocean and I really
love sea turtles. I wanted my art to express the beauty of sea life and the ocean creatures who suffer a lot from what plastic does to their habitat. It was the first time I did something like this. It was a lot of fun and for a great cause.”
“I think the ELC put up a great show,” Ms. DeMario added. “It will make people think before throwing a bottle on the beach. Hopefully they will learn about the prob-lem, the cause and the solution. I hope they get the message.”
The idea of turning discarded items into art is not new. According to Stephanie Przy-bylek, who teaches art history classes for the online education website study.com, artists have been creating “junk art” since at least the early 1900s.
“Recycled art is creative work that’s made from discarded materials that once had another purpose,” Ms. Przybylek said. “The
early 20th century was pivotal in the devel-opment of recycled art. Around 1912, artist Pablo Picasso invented a process called col-lage, where he pasted together bits of paper, photos, newsprints and small objects to form a new image. Picasso also made sculp-tures from bits of wood and other scavenged materials.”
Ms. Przybylek added that early Ameri-cans used old clothing and flour sacks to stitch together quilts, and soldiers in World War 1 carved images on used artillery shells. “In both cases, people used available scraps from objects that had served another pur-pose to create new, original works of art.”
Vero Beach artist Danielle Martinez col-lected plastic for several weeks to create her floral pieces, including water lilies.
“I asked all of my friends and family members to start collecting plastic,” Ms. Martinez said.
Artist Leigh Bennett, who created a floral bouquet and a wall hanging for the exhibit, said she enjoys creating art from recycled items.
“I’ve done plastic recycling artwork for years. That’s my art form,” Ms. Bennett said. To create her elaborate floral bouquets, Ms. Bennett spends hours cutting, twisting, stretching and painting the plastic to achieve the desired effect.
“Your materials are in abundance, because you can’t destroy plastic,” Ms. Ben-nett said. “I have an endless supply and I can ask my friends to start collecting plastic. To make a flower you can use four or five bot-tles. I sometimes use Sprite bottles, the green is so wonderful. I want to see what the normal water bottle will do with my hands bending and shaping it.”
“At its heart, recycled art is about repur-posing and reusing materials,” Ms. Przy-bylek said. “There’s no limit to what kinds of materials can be used. We all have trash. Think of everything you do during the day that generates empty boxes, bottles, plastic wrap and other things you throw away. You can use such stuff to make art.”
The Plastics Project exhibit is on display through Jan. 27 at the Environmental Learning Center, 255 Live Oak Dr., Vero Beach. Admission is $5 for adults and $3 for children ages 2-11.
