In accordance with the requirements of the International Convention for the Safety of SOLAS-74/88 life at sea and the Resolutions of the International Maritime Organization (IMO) The Russian Federation is taking the necessary and appropriate measures to ensure the safety of navigation, safety of life at sea, search and rescue ships in distress, protection of the marine environment in marine waters adjacent to their coasts, of the possible adverse effects of maritime traffic. One of the most important projects in the field of maritime safety, implemented by the Ministry of Transport of Russia, is the Regional Sefety Navigation System (RSNS) in the eastern part Gulf of Finland.

VTS IN PROTECTING THE MARINE ENVIRONMENT
FROM POLLUTION
Obtaining information from vessels carrying dangerous goods.
Planning and implementation permitting regime movement.
• Organization of the priority traffic of dangerous goods.
• Control of the traffic and the Rules for swimming.
• Transfer of the courts of information and warnings about the danger.
• Help in the navigation.
VTS PART IN OPERATIONS TO
LIQUIDATION OF POLLUTION
messages from vessels in the VTS on detection of contamination and
transmission of these messages Maritime Administration or the staff to
eliminate pollution;
Take measures to prevent the entry of ordinary courts in the area where
the contamination occurred (closing movement or organization of
alternative schemes of movement);
Ensure deployment (priority traffic) special courts involved in the
localization and elimination of pollution;
Promote the establishment and maintenance of radio communications
between vessels participating in the operation, and the headquarters for the
elimination of pollution.
