OJT)/Apprenticeship TrainingEducation Programs

OJT/Apprenticeship is payable under the follow Education programs:

•Montgomery GI Bill (MGIB), Chapter 30 •Montgomery GI Bill (MGIB), Chapter 1606•Reserve Educational Assistance Program (REAP), Chapter 1607•Dependent Educational Assistance Program (DEA), Chapter 35 •Post 9-11/GI Bill, Chapter 33

•NO OJT / APP payments if claimant is on active duty for all benefits

•NO duplication of benefits – cannot overlap with any other OJT / APP / Corresp / FLT / IHL / NCD awards

•We can ONLY pay retroactively one year from date of claim (1995 / 1990 / hc1999) – and we must always calculate elapsed time

Training Agreement Requirements:

•Name of Training program (schedule of work processes in which training will be provided and approximate amount of time to be spent in each process) and the approved wage scale.

•Beginning and ending dates of training. •The information shown on the training agreement should agree with the information certified on the VA Form 22-1999.•Signature of the claimant and the certifying official

Enrollment Certification (VA Form 22-1999 side B):

•The information the information certified on the VA Form 22-1999 must match the training agreement

•If there are changes to the beginning or end dates then a new training agreement must be completed matching the VA Form 22-1999.

•Monthly hours can be reported on the VA Form 22-1999 (these hours should never be for future months)

Monthly Certification of On-the-Job and Apprenticeship Training (VA Form 22-6553d):

The employer must certify the hours worked each month on VA Form 22-6553d.

Form includes the training dates (matches the training agreement), the number of hours worked for the month being certified, claimant’s name and address, file #, facility code, signatures of the claimant and certifying official.

All GI Bill Programs other than Chapter 33, the payment rates are as follows:

•75% of the full-time GI Bill rate for the first six months of training

•55% of the full-time GI Bill rate for the second six months of training

•35% of the full-time GI Bill rate for the remainder of the training program

Chapter 33 payment rates are as follows: Claimants will receive 100 percent of the applicable MHA during the first six months of training in these increments:

– 80 percent of your applicable MHA during the second six months of training

– 60 percent of your applicable MHA during the third six months of training

– 40 percent of your applicable MHA during the fourth six months of training

– 20 percent of your applicable MHA during the remainder of the training

• Full payment is based on 120 hours in 1 full month. In months in which less than 120 hours are worked, benefits are proportionately reduced.

• Post-9/11 GI Bill recipients will also receive up to $83 per month for books and supplies.

Individuals pursuing an approved OJT or Apprenticeship under Chapter 33 may receive the following benefit payments:

- Monthly Housing Allowance (MHA)

- Chapter 30 / Chapter 1606 Kickers (if the benefit is relinquished and the claimant is

eligible)

- Books and Supplies Stipend (lump sum)

OJT/Apprenticeship TrainingPayment RatesIndividuals may receive a MHA based on the zip code for the facility. If eligible for a Chapter 30 or 1606 kicker the kicker will be paid with the MHA.

The payment is adjusted by a Step Level and claimant’s Benefit Level (%):

• Chapter 30/1606 Kicker Payments

- Payment after entry of a monthly certification

- Adjusted by the claimant’s Step Level

- Adjusted by the Fifteenth value when a claimant works less than 120 hours in a month

- Chapter 30/1606 Kicker Calculation:

Kicker Rate X Step % X Fifteenth Value

Example: A claimant is enrolled in an OJT program and is currently at Step 2 and has a Ch30 Kicker in the amount of $900.00 per month. A monthly certification is received for 120 hours

$900.00 X 80% (Step 2) X 1.00000 = $720.00

• Books and Supplies Stipend:

- May receive a stipend in the amount of $83.00 per month (up to an annual* of $996.00)

- Paid as a lump sum for the current academic year

- Adjusted by the claimant’s Benefit Level and pro-rated for partial months of attendance

- Books and Supplies stipend calculation:

Number of Days in Enrollment ÷ 30 X $83.00 X Benefit Level

• Books and Supplies Stipend Example:

Number of Days in Enrollment ÷ 30 X $83.00 X Benefit Level

Example: A claimant is enrolled in an OJT program that begins November 15, 2014 and ends November 14, 2015 (256 days 2014-15, 104 days 2015-16).

256 ÷ 30 X $83.00 X 100% = $708.27

104 ÷ 30 X $83.00 X 100% = $287.73

Payment for this academic year is $708.27 and additional Books and Supplies Stipend will be sent when a subsequent academic year certification is entered into the system.

Note: Academic year ends 7-31-14

• Incomplete Forms:

– Documents do contain all required signatures

– Specific dates not given: Dates should be DD/MM/YYYY format

– VA Form 22-6553d-1 not complete; VA cannot identify the claimant

• Monthly certification forms sent prior to the end of the month.
