Project Hannah 3-month goal reaches $9,381

The Honor Guard stands tall as they prepare to fire three volleys of seven rounds to honor the deceased.

Honor Guard seeks a few good team members

The Honor Guard team which is made up of members from New Whiteland VFW Post 6978, Greenwood American Legion Post 252, and Greenwood VFW Post 5864 has a few openings for Post members who have some extra time to spend for a service of which they can truly be proud. Whether you’re working or retired, you have an opportunity to be part of a special group of men and women that have a common goal in mind. That goal is to provide Funeral Honors to our area veterans, in a way that leaves a lasting memory for their family and friends. A simple service that demonstrates how important it was to our country and our community to have honorably served their nation in the military. We’re not looking for those who only feel this is a good idea. We’re looking for those who can, at times, stand in the cold wind or in deep snow; can handle sweating in 90-degree heat or in the rain when you can feel the water running down your neck and along the small of your back. And probably the worst of it all is the standing around and waiting. Yes, at times these types of experiences can bring back memories of our past service but that’s also the time when you know you can get through it because you’ve been there. Some on the team are in their 30’s and several are in their 80’s but all are strong minded individuals. Ask an Honor Guard member what it’s like during the good times as well as the bad. And, of course, you’ll be called many times over the year to participate. You’ll also be asked to a few Color Guard presentations too, but you might find out in due time that doing this sort of thing, giving back, is important to you as a service veteran. Call Bob Tuttle at 888-5617 for more information.

VFW Post 5864 celebrated 40 years on April 20

Forty veterans from World War II, Korea and Vietnam as well as others gathered together on April 20, 1976 for the purpose of chartering a new VFW in Greenwood. Nine years earlier a Post had been formed in New Whiteland. The Post and members will celebrate this great fete on Saturday, April 30. Please see the ad elsewhere in this newsletter. It is believed that only 6 of the original 40 members are still alive. They are: John D. Chont, Raybon C. Cox, Rollie G. Craft, Jackie A. Inabnitt, Elmer C. Muesing, and Robert D. Pearl. Those who are deceased include: Robert W. Ainley, William D. Allerdice, Carl Arthur, Robert D. Baxter, Gerald R. Bedwell, Darrell M. Carter, Harold Cox, Charles A. Crecelius, Charles C. Davis, William O. Dill, Thomas F. Everhart, Lloyd W. Fiscus, Ralph S. Fister, Robert F. Garnett, Lawrence R. Hughes, Paul K. Jones, Robert K. Koch, Paul D. Michael, Everett Montgomery, Jackson C. Moser, Johnny A. Poindexter, Noble D. Price, Wilbur K. Renold, Wallace Richardson, Robert B. Robertson, Fred A. Ross, Edwin A. Shoaf, Myron T. Shrout, Ralph N. Stiles, George C. Ward, Claude White, George J. Wood and John T. Wood. The celebration of our VFW is a testament to those veterans who came before us and had the fortitude to continue making our place in the City of Greenwood, Indiana. It is important to celebrate these men and other members for what they did. These 40 men had the foresight to form this Post and make sure that it continued operating. For this we thank them and applaud them.

VFW to celebrate Memorial Day Monday, May 30

Greenwood VFW Post 5864 will celebrate Memorial Day on Monday, May 30 by laying flags on veteran’s graves at two locations. Rocklane Cemetery and Mt. Pleasant Cemetery will be the two sites. Memorial Day chairman Ralph Schuster has coordinated a nearby Cub Scout Pack to oversee the flags being placed on graves. By proclamation of General John A. Logan of the Grand Army of the Republic, the first major Memorial Day observance was held to honor those who died “in defense of their country during the late rebellion.” Known to some as “Decoration Day,” mourners honored the Civil War dead by decorating

their graves with flowers. On the first Decoration Day, General James Garfield made a speech at Arlington National Cemetery, after which 5,000 participants helped to decorate the graves of the more than 20,000 Union and Confederate soldiers buried in the cemetery. The 1868 celebration was inspired by local observances that had taken place in various locations in the three years since the end of the Civil War. In fact, several cities claim to be the birthplace of Memorial Day, including Columbus, Mississippi; Macon, Georgia; Richmond, Virginia; Boalsburg, Pennsylvania; and Carbondale, Illinois. In 1966,

the federal government, under the direction of President Lyndon B. Johnson, declared Waterloo, New York, the official birthplace of Memorial Day. They chose Waterloo –which had first celebrated the day on May 5, 1866 – because the town had made Memorial Day an annual, community-wide event, during which businesses closed and residents decorated the graves of soldiers with flowers and flags. In 1971, Congress declared Memorial Day a national holiday to be celebrated the last Monday in May. Today, Memorial Day is celebrated at Arlington National Cemetery with a ceremony in which a small American flag is placed on each grave. It is customary for the president or vice president to give a speech honoring the contributions of the dead and to lay a wreath at the Tomb of the Unknown Soldier.

VA requests participation in Burn Pit Registry

Veterans Affairs Airborne Hazards and Open Burn Pit Registry is asking eligible veterans and service members to join their registry. In doing so, participants will document their exposures and report health concerns through an online questionnaire. This is also printable for individuals to take to their medical appointments where they can discuss concerns with their healthcare providers. Currently, only two percent of eligible personnel with burn pit exposure are registered. Those who are eligible include individuals who served in Operations Enduring and Iraqi Freedom, Operation New Dawn, Operations Desert Shield, Desert Storm, Djibouti (after Sept. 11, 2001) and Southwest Asia (after Aug. 2, 1990). You can check your eligibility and partake in the survey at:http://www.publichealth.va.gov/exposures/burnpits/registry.asp.

125,000 Post-9/11 Veterans Wrongly Denied VA Benefits: A recent study by the National Veterans Legal Service Program (NVLSP), Swords to Plowshares and Harvard Law School’s Veterans Legal Clinic found that 125,000 veterans with bad paper discharges have been wrongfully denied access to VA health care and benefits due to VA’s strict interpretation of character of discharge eligibility. Under current law, veterans who have been discharged under conditions other than dishonorable are eligible for VA benefits. While the law only requires VA to evaluate whether the service of veterans with a punitive discharge (bad conduct and dishonorable) meets the legal threshold of dishonorable, VA regulations also require claims adjudicators to conduct a character of discharge analysis for veterans who received an Other-Than-Honorable discharge. The report finds that 90 percent of character of discharge reviews result in the denial of benefits. Visit: https://www.swords-to-plowshares.org/2016/03/30/Underserved.

New Campaign Medal Approved: Recently, Defense Secretary Ash Carter signed into creation the Inherent Resolve Campaign Medal (IRCM) to American service members battling terrorist groups in Iraq and Syria. To qualify, a member must have been present in Iraq, Syria, or the contiguous waters or airspace of either country, on or after June 15, 2014, for a period of 30 consecutive or 60 non-consecutive days. Service members who were killed or were medically evacuated due to wounds or injuries immediately qualify for the award, as do members who engaged in combat. The IRCM’s placement in the hierarchy of medals and ribbons will be after the Iraq Campaign Medal and before the Global War on Terrorism Expeditionary Medal. VA Provides New Care to Migraine Sufferers: VA is now offering a new form of preventative care to patients suffering from migraine headaches. Cefaly is a new technology that uses electrodes to stimulate nerve cells which stop pain receptors from causing migraines. The device was approved by the FDA in 2014 and is suggested to be worn daily for a minimum of 20 minutes. Most patients report their migraines either completely end or at least drastically improve after consistent use of Cefaly. “It’s reduced the amount of meds I’m taking,” one patient said. “When you’ve had a headache for 14 days, you’re willing to try anything to get relief, and this thing works. If you’re having issues with headaches, it’s worth a try. It’s a comfort, having it here, knowing I can use it whenever I need it.” To read more, click here: http://www.blogs.va.gov/VAntage/26884/va-helping-migraine-sufferers-new-treatment/.

Army in State of High Risk: In testimony before the Senate Armed Services Committee, Army Chief of Staff Gen. Mark Milley said Thursday that his service is in a state of “high risk,” which could spell disaster in terms of being able to respond when, where, and in sufficient strength to a major world crisis. He said another problem is the gap is closing in the U.S. military’s ability to outrange and outgun other major militaries. His current assessment doesn’t include what might happen if mandatory sequestration is restarted again next year, which would force the Army to drop from its planned 450,000 active-duty strength to 420,000. Eliminating sequestration has been a top VFW legislative priority ever since it was created by the Budget Control Act of 2011, not only because it slashes almost $1 trillion from Defense Department funding, but because the world has become far more dangerous and unpredictable since then. Five years ago the Islamic State didn’t exist, Russia wasn’t in Crimea, China wasn’t creating islands out of rocks, and North Korea and Iran weren’t pushing the limits of international patience as much as they are now. The VFW wants all members and veterans advocates to use this federal election cycle to force Congress to eliminate that which it created. (Continued to page 14)

Veterans in Public Office: An American Enterprise Institute article released on Tuesday provides a detailed breakdown of veterans serving in federal and state elected offices. Nationally, veterans made up 72 percent of the U.S. House of Representatives and 78 percent of the U.S. Senate in 1971. Today, those percentages are 18 and 20 percent, respectively, which still doubles veterans’ representation in Congress despite being only 9 percent of the general population. Veteran status averages about 14 percent in the state legislatures, with the top five being New Hampshire (23 percent), Nevada and Alabama (22), and North Dakota and Tennessee (21), and the bottom five being Utah (5), California and Minnesota (6), and Massachusetts and Illinois (7). The article includes a political party breakdown, but does not go further into detail regarding names or congressional districts. Puerto Rican Regiment Receives Congressional Gold Medal: A Puerto Rican Army regiment, the 65th Infantry Regiment known as the “Borinqueneers,” was honored with the Congressional Gold Medal during a ceremony inside the U.S. Capitol on Wednesday. The VFW-supported recognition comes more than 50 years after the unit was disbanded, and the effort was largely due to the leadership of Congressional Gold Medal Alliance chairman Frank Medina, who is a member of VFW Post 3822 in Panama. Military history over the years in May . . .

1864 – By this point in the US Civil War, the most of the uniformed volunteers (forerunners of today’s National Guard) who had rushed to the colors at the start of the war were either dead, were so badly wounded and/or sick as to be sent home or had deserted. However, both

sides, especially in the southern armies, did still have many of early war Guard units in their establishment. The Confederates rarely disbanded units; they just plugged in available new replacements into the old units. This helped to maintain a ‘local’ connection (and its esprit) to a city or county carried over from the original members. The Union adopted a different system entirely. When the numbers of a unit fell low enough, its remaining men were transferred to another unit from the same state and the old designation ceased to exist. Few individual replacements were assigned to existing units. Instead new men were placed in newly organized regiments. Several states, such as New York and Pennsylvania, had infantry regimental numbers as high as 194th

(NY) and 215th (PA). Both states started the war with a “1st Volunteer Infantry” so it can be seen they suffered horrible losses during the war. 1866 – Villagers in Waterloo, NY, held their 1st Memorial Day service. In 1966 Pres. Johnson gave Waterloo, NY, the distinction of holding the first Memorial Day. On Apr 13, 1862, volunteers led by Sarah J. Evans had paid homage to the graves of Civil War soldiers in the Washington area. 1920 – US Pres. Wilson made the Communist Labor Party illegal. The party moved to the underground in response to mass arrests and deportations conducted by the US Justice Department and its Bureau of Investigation, guided by Special Assistant to the Attorney General J. Edgar Hoover. These raids and the move to the underground virtually destroyed the organization, which only existed in skeletal form in the first half of 1920, although publication of its legal newspaper, The Toiler, was maintained. The CLP also published an “illegal” underground monthly paper called Communist Labor Party News and issued the final issue of Ludwig Lore’s theoretical magazine, The Class Struggle under its auspices. 1951 – After the quick rout of two South Korean divisions by an attack of some 120,000 Communist Chinese troops, the U.S. 2nd Infantry Division, supported by intense and accurate 105mm howitzer fire from Wyoming’s 300th Armored Field Artillery Battalion stemmed the enemy assault long enough for American positions to stabilize. For its determined resistance in the Battle of Soyang the 300th was awarded a Distinguished (now known as a Presidential) Unit Citation. 1952 – Air Force First Lieutenant James H. Kasler, 4th Fighter-Interceptor Wing, became the war’s 15th ace after downing two MiGs for a total of five kills. 1961 – Prime Minister of Cuba, Fidel Castro, proclaims Cuba a socialist nation and abolishes elections. 1967 – Secretary of State Dean Rusk charges that the North Vietnamese have rejected 28 peace proposals presented by the US and other nations. Rusk asserts that the US acceptance of these proposals and their rejection by Hanoi ‘throw a light…upon the question of who is interested in peace and who is trying to absorb a neighbor by force.’ 1968 – In the second day of battle, U.S. Marines, with the support of naval fire, continued their attack on a North Vietnamese Division at Dai Do. 1969 – The 9th US Marine Regiment begins a two and a half month operation called Virginia Ridge in northern Quang Tri Province along the DMZ. 1970 – Protests erupt in Seattle, following the announcement by U.S. President Richard Nixon that U.S. Forces in Vietnam would pursue enemy troops into Cambodia. 2003 – Pres. Bush, standing on the USS Abraham Lincoln, a Navy aircraft carrier in San Diego, announced that “major combat operations in Iraq have ended.” Bush landed on the carrier in a Navy S-3B jet and spoke below a banner that read “Mission Accomplished.” 2004 – The Coast Guard presented the Purple Heart to BM3 Joseph Ruggiero in Miami for injuries sustained in action against the enemy while defending the Khawr Al Amaya Oil Terminal in Iraq on 24 April 2004. Ruggiero’s shipmate, DC3 Nathan Bruckenthal, was killed in this same bombing and was posthumously awarded the Purple Heart. They were the first Coast Guard recipients of the Purple Heart since the Vietnam War.

Don’t ask members from other Posts to transfer in

Before you ask another VFW member to transfer from their Post to ours, think about the following information. It has been a long-standing rule that members of Posts do not try to “beef-up” their membership by asking members from other Posts to transfer into their VFW. Our Post abides by this rule and does not need members to transfer at the expense of other Posts. If a member of another Post or the State At-Large wishes to transfer into our Post, gather the same information you would as if he or she was a new member. Let them ask you and then you can complete the paperwork. Questions concerning this matter can be addressed to Steve Milbourn, Commander, at [email protected] or call 317-525-7291.

Center Grove H.S. students hear Vietnam veteran

Center Grove High School teacher and Men’s Auxiliary member David Ongley recently

invited Commander Steve Milbourn to speak to his American History classes. The students, juniors (11th grade) were studying Vietnam and that era. Steve spoke on Wednesday, April 20 and Thursday, April 21 to 11 classes over the two-day period. Steve was treated to lunch both days and presented his story concerning his military time and service in Vietnam. For the most part, the students were attentive and after the talk they asked questions concerning the war, his re-turn home and other related information. Other teachers whose classes were involved in the event were Mr. Spoonmore, Mr. Timmons, and Mr. Franks. In the photo on the right, Steve Milbourn, center, poses with Center Grove students Fernando Macias, Left, and Tyler Ross, right. Fernando Macias, Steve Milbourn, and Tyler Ross

Milbourn asked students from each class if they were considering joining the military. Only one student is planning to enter the service and train to become a Navy Seal. Most of the balance of the students, including the young women, are planning to attend a college or university after they graduate next year. Steve remarked, “It was an interesting two days and extremely tiring, hopefully the students learned something about what went on during that time period.”

U.S. Air Force spraying Agent Orange throughout Vietnam to kill the foliage

VA may add several diseases to “Presumed List”

Written by Patricia Kime, Military Times

The Veterans Affairs Department is weighing whether to add several diseases to the list of health conditions presumed in Vietnam veterans to be caused by exposure to Agent Orange. A VA working group is studying a report issued in March by the Institute of Medicine to

determine whether bladder cancer, hypothyroidism and Parkinson’s-like symptoms — illnesses the IOM said may be more strongly linked to exposure than previously thought — should automatically make a Vietnam veteran eligible for VA disability benefits and health care. According to Dr. Ralph Erickson, VA's chief consultant for post-deployment health services, the group will make a recommendation to VA Secretary Robert McDonald on whether the diseases should be added to a list of 15 already in place.

“We are in the midst of a deliberative process, carefully looking at all the IOM committee put in the report and additional information that has come out since,” Erickson said. “We will be putting tougher a VA response that will be brought before senior leaders and ultimately brought before the secretary.” The process could take up to two years, a VA spokeswoman added.

Agent Orange exposure linked to bladder cancer, hypothyroidism

Roughly 1 million Vietnam veterans are enrolled in the VA health system, according to the department. Based on a review of data for one year, 5,484 of these veterans have been diagnosed with bladder cancer, 15,983 suffer from hypothyroidism and an estimated 1,833 have Parkinson’s-like symptoms. The working group also is looking into the role, if any, Agent Orange exposure has played in the development of hypertension in Vietnam veterans. According to VA, 307,324 Vietnam veterans in the Veterans Health Administration have high blood pressure. “Hypertension has been a question that has been asked,” Erickson said. “The cohort of men and women who heroically served their country in uniform and went to Vietnam are in their 60s, 70s and 80s, and these individuals, merely because of their age, are starting to accrue chronic diseases that come with aging. It’s a delicate matter to tease out whether someone has hypertension because of their age or whether it would be related to an exposure to Agent Orange.”

VA began recognizing diseases associated with herbicide exposure in Vietnam beginning in 1991, naming 15 diseases as presumed to be related, including Hodgkin’s disease, multiple

VA may add to “Presumed List . . .” (Continued from page 19)

myeloma, non-Hodgkin’s lymphoma, early-onset peripheral neuropathy, porphyria cutanea tarda, prostate cancer, respiratory cancers, soft-tissue sarcoma, chloracne, type-2 diabetes mellitus, light chain amyloidosis, ischemic heart disease, chronic B-cell leukemias, Parkinson’s disease, and spina bifida in offspring of veterans.

Lawmaker to pitch new veterans center for hazardous exposures

The most recent IOM report actually downgraded spina bifida in the children of Vietnam veterans, saying research does not support a previously held belief that the disease occurred in offspring of exposed veterans at higher rates. But the change of spina bifida from "limited or suggestive evidence" it is related to exposure to “inadequate or insufficient” evidence should not affect disability payments to the 1,153 descendants of Vietnam veterans who receive them, Veterans Benefits Administration senior adviser for compensation services Brad Flohr said. VA recommends that veterans who have an illness they believe is related to Agent Orange exposure file a claim; they are considered on a case-by-case basis if the illness is not on the presumptive condition list. Should new diseases be added to the list, the regulation would go into effect 30 days after it is published in the Federal Register. If a veteran dies of a condition determined to be a presumptive condition after the veteran’s death, VA will provide dependency and indemnity compensation benefits to eligible spouses, children and parents of that veteran.

VFW membership applications made simple

A VFW Membership Application is really very simple to complete and should not intimidate you. Applications should be completed for New Members, Transfers, and Reinstatements and to apply for a Life Membership. An application should be behind the bar. If you plan to take credit for the member – you should complete the application. Why? More than likely you can read what you write down, but you may not be able to read or understand what the incoming member has written down. This is extremely important in getting the proper information on the application to input it into the National VFW data-base. Also, only VFW members of our Post can take credit for the member coming in, regardless of who spoke to him or her, i.e., an employee talks to the prospective member and gets them to join – the employee cannot get the credit, unless the employee is a member of the VFW. If the member is transferring into our Post, we need his or her current VFW Card # and current or previous VFW Post #, otherwise we will have to call VFW National Headquarters to obtain this information. The new form has a line where the veteran is to let you know what month and year he or she arrived in the combat zone and when they left. This is extremely important. An e-mail address is also very, very important. The one area of the application that is forgotten nearly 100% of the time is to get the veteran to sign the back of the application. The final part of the membership procedure is to collect $35 dues for one-year plus an extra $1 if they are a new member and a copy of a DD-214 or document showing honorable service in a combat zone. If you have any questions, please don’t hesitate to call Steve Milbourn, Membership Chairman at 317-525-7291 or e-mail him at [email protected].

Dual memberships are no longer available

If a VFW member was also a member of the Ladies Auxiliary prior to Aug. 20, 2015, then they may maintain dual membership. No smoking within 25 feet of any entrance

E-cigarette ban in all Greenwood businesses

E-cigarettes are now part of Greenwood’s smoking ban. The ban could be the beginning of a trend that other cities soon follow. Indianapolis and the rest of Marion County already have a similar ordinance in place. The Indiana Attorney General would like to include e-cigarettes in its statewide smoking ban. However, other cities like Franklin, Zionsville, Noblesville, and Brownsburg have stated it’s not yet a topic of discussion. Greenwood City Council members recently voted 6-2 in favor of the ban which will include

electronic cigarettes, or vaping, in their current smoking ban. That means no smoking in businesses or 25 feet in front of any entrance. It also includes restaurants and their outdoor seating areas, and city property, like parks. Those who support the ban are concerned about the chemicals others would breathe second hand. In a statement, Indiana’s Attorney General Greg Zoeller said: “The use of e-cigarettes in public sends the wrong signal, especially to teens, and could lead to a whole new generation of nicotine addicts. I’m glad to see local cities and towns taking the lead and addressing these risks, and adopting their own policies to protect our

youth as they did years before Indiana had its statewide smoking ban.” The ban is currently in effect. This is the latest regulation on e-cigarettes. A new state law took effect on July 1, 2015. Anyone under 18 will not be able to purchase the electronic cigarette products in the state including the liquid cartridges. The new rules on electronic cigarettes in Greenwood will impact summer events, like concerts in city parks and Greenwood’s Freedom Festival.
