5. STATE COMMANDER CALENDAR: Any Post requiring the presence of the State Commander through June, 2019 to visit their Post or participate in a community event should send a request in writing to VFW State HQS, PO Box 9431, South Charleston, WV 25309. The Commander’s calendar will be filled on a first come, first serve basis. 6. 2019 STATE CONVENTION LOCATION: Information has been sent to the District Commanders regarding the bids received from establishments interested in hosting the 2019 State Convention. The Conference and Convention Committee intends to recommend to the Council of Administration at the Mid-Winter Conference that the Convention be held at the Holiday Inn in Martinsburg June 13-16, 2019. If you have any questions regarding the bids received, contact our District Commander, who will be the voting representative for their Posts at the Council meeting. 7. POST COMMANDERS: The requirement for Post Commander reports has been changed from a monthly requirement to a quarterly requirement. The next Post Commander’s report is due to State Headquarters by October 15, 2018.

Folks,

Commander-in-Chief B.J. Lawrence sends his sincere appreciation to you for your concern for those

affected by Hurricane Florence.

As a result of last year’s string of natural disasters and those currently impacting us, we unfortunately

have an extremely low balance in our Disaster Relief Fund. So, I am asking for your help in

supplementing our fund to be able to offer support to the areas impacted by Hurricane Florence.

The VFW’s Disaster Relief Fund, recently combined with the Emergency Relief Fund, provides us a

broader relief opportunity and allows us to provide immediate relief to those affected states and

territories. Departments, Districts and Posts wishing to contribute to the VFW relief efforts needed for

those in the path of natural disasters are encouraged to donate to the VFW’s Disaster Relief Fund.

Some have asked if Post Relief Funds can be used to assist with donations … Yes, Section 704 (a) of the

Manual of Procedure delineates this point clearly.

As you are aware, our challenge of keeping the membership records accurate and up-to-date is one the

VFW has been dealing with for a long time. This includes both having accurate contact information

and knowing when a member is deceased so that they may be removed from the active list. There are

three main reasons to keep the member record up to date:

1. To stay in contact with the members through the VFW Magazine and other outreach to

engage them in our activities and keep them informed.

2. To assure that the VFW is representing itself accurately to the public, government agencies,

and nonprofit rating organizations. Inaccurate reporting of our member count could result in

bad publicity and adverse action by the IRS and other agencies.

3. To fairly distribute annual payouts from the Life Membership Trust Fund. Payouts are

determined annually based the number of life members in each post, department, and

nationally. The amount of the payout is reduced based on actuarial calculations when it is

determined that plan assets are insufficient to support paying the full amount. Therefore,

carrying deceased life members on our files reduces the amount of payout for each living life

member.

Over the years, the VFW has implemented numerous procedures to identify deceased members and

remove them from the rolls. It was the decision several years ago to “inactivate” life members who

had undeliverable addresses and were over a certain age. The rationale, based in part on actuarial

calculations, was that these members were likely deceased but, because we could not locate them,

their status could not be verified. The number of inactive members started out small but has grown in

recent years.

After several requests to re-activate members, we took a hard look at the entire inactive life member

file. In July of this year, there were 68,810 inactive life members in the database. Two actions have reduced this number significantly. Through vendors of the VFW, we have identified a more accurate

way to verify deceased members. Through three separate data scrubs, 45,776 members of all types

(life, annual, and inactive) have been identified and removed from the rolls.

By direction of the Commander-in-Chief, the Life Members who had been inactivated since 7/1/2017,

and not subsequently identified as deceased, were reactivated. This means they are now active

members and will have payouts at the September Life Member payout period. This count is 9,984.

As a direct result of the above two action, there are now currently 31,377 life members with a status of

“Inactive.” These are members who cannot be confirmed as deceased. These members are between

the ages of 75 and 104. Their addresses are “undeliverable,” so VFW has no way to contact them to

update their information. There are no life member payouts on inactive members, and they do not

count toward contests in Memstats and they do not currently show on post rosters.

Going forward, the Commander-in-Chief, with approval from the National Council of Administration,

has directed that the remaining balance of “Inactive” members who were inactivated prior to 7/1/2017,

be reactivated.

These members will show up in Post and Department Query as soon as August 31, 2018. However, on

September 1, 2018 Post and Departments will be able to access, through OMS, their reactivated file

located under Reporting/Reactivated Member report. Those in red, as indicated on the report, are

undeliverable. These are the members that we would ask each Post and Department to work to find

good addresses or determine if they are in fact deceased.

Veterans of Foreign Wars Tribute Edition

Anthony Imperato, President of Henry Repeating Arms, understands the critical importance of the VFW’s mission, and these tribute rifles, proudly Made in America, are just one of the ways that Henry aims to honor all foreign war veterans and the VFW.

The award-winning Golden Boy has become an icon among firearms enthusiasts with its buttery smooth action, American Walnut furniture, and gleaming Brasslite receiver. These two VFW Tribute Edition Golden Boys build on a proven foundation with numerous embellishments that any VFW member or collector would be proud to own. A beautiful, waving, U.S. flag adorns the right-side of the receiver, with all 50 stars in its upper-left corner, and engraved lines on the red stripes for contrast. This flag is also surrounded by a leafy-scroll design that extends to the front of the receiver and surrounds the VFW acronym.

Catching your eye on the opposite side of the receiver’s center are the letters, “VFW,” with the Veterans of Foreign Wars symbol (Cross of Malta, with the U.S. shield in its center) directly to its right. Below that, Veterans of Foreign Wars is spelled out and is bordered, top and bottom, by very thin, rectangular designs. All of this is encircled with intricate scrolling. The front of this panel features two lines of banner scroll with the VFW’s motto “No One Does More For Veterans.”

The embellishments featured on the American Walnut furniture of these rifles are what set them apart from each other. The VFW Tribute Edition is a salute to the nation’s largest and oldest nonprofit combat veterans’ service organization as a whole, while the VFW Post Tribute Edition allows a more customized approach by highlighting an individual Post. Both stocks feature the laser engraved VFW’s Cross of Maltese symbol with the U.S. shield at the center in stunning detail and clarity. The VFW Post Edition’s engraving is filled in with 24K gold-foil to bring out its details, and the VFW Tribute Edition is hand painted in full color. The forend of the VFW Tribute Edition states VETERANS OF FOREIGN WARS with the organization’s slogan directly underneath, all of which is framed with a gold painted stylized rectangle.
