Docket A: Economic Bill 1740 A Bill to Create Bio-diesel Subsidies
Be it enacted,
1.A Bill to Create Bio-diesel Subsidies.
2. Be it here enacted by this Student Congress that:
3. A. A government subsidy of $75,000 will be offered to all businesses
4. that agree to sell bio-diesel. These businesses must be at least 25
5. miles away from the nearest location that offers bio-diesel that is also
6. subsidized by this bill. The Department of Energy and its
7.Congressional counterpart will be in charge of the distribution of this
8. subsidy. The Department of Energy will also be responsible for the
9. punishment of any business that uses the subsidy for anything but its
10. intended purpose.
11. B. A tax credit will be offered to all businesses that engage in the
12. recycling of 9. vegetable oils for the creation of bio-diesel. The tax
13. credit to be offered is .10 per gallon of vegetable oil recycled.
14. C.The Department of Energy will be responsible for conducting a
15. series of studies regarding the concerns of biofuel and biodiesel.
16. The budget for this study must be factored into the federal budget,
17. and must be a minimum of $500,000.

Students seeking a Standard Diploma
Be it enacted,
Section 1: All high school students that are trying to seek a standard
diploma will be mandated to take at least one foreign language class.
Section 2: Foreign language is very useful and at least some knowledge
of it is essential in the modern workplace.
Section 3: The Virginia Department of Education shall oversee the
implementation of this bill.
Section 4: This bill shall go into effect immediately after passage.
Section 5: All laws in conflict with this legislation are hereby declared
null and void.

Docket A: Economic Bill 2189 A bill reduce the federal income tax on small businesses by five percent.
Be it enacted,
Section 1: The nationwide income taxes on small businesses, currently
ranging from 15 to 35 percent, will be diminished by 5 percent for each
tax bracket.
Section 2: A small business being a locally owned business employing
no more than 50 people.
Section 3: The Internal Revenue Service (IRS) will oversee the
implementation of this legislation.
Section 4: This bill will be implicated at the beginning of the next fiscal
year.
Section 5: All laws in conflict with this legislation are hereby declared
null and void.

Docket A: Domestic Bill 1776 A Bill to Eradicate the Privatization of Prisons
Be it enacted,
Line 01: SECTION 1. All prisons will hereby resume complete
Line 02: responsibility of the government. Private, third party
Line 03: contractors will not be an option.
Line 04: SECTION 2. Prisoners who are currently housed in private
Line 05: facilities will be transferred to government-run facilities. If
Line 06: government-run facilities reach maximum occupancy, then the
Line 07: government will commandeer the private facility temporarily until
Line 08: either the government may purchase the facility from the private
Line 09: industry or transfer inmates to another government-run facility.
Line 10: SECTION 3. The United States Department of Justice’s Federal
Line 11: Bureau of Prisons will oversee the enforcement of this bill.
Line 12: SECTION 4. This bill will come into effect on January 1st, 2019 to
Line 13: allow for ample time for any necessary preparations.
Line 14: SECTION 5. All laws in conflict with this legislation are hereby

Docket A: Virginia Bill 102 Deferred Funding for More Foreign Language Teachers
Be it enacted,
Line 01:
Line 02: ARTICLE I: This bill seeks to defer funding
Line 03: from both the state budget and local school district budgets
Line 04: earmarked for the Governor's Foreign Language Academies
Line 05: to fund Foreign Language Teaching positions
Line 06: for more of our public and private high schools.
Line 07:
Line 08: ARTICLE II: These funds will also be used to hire one additional employee
Line 09: for the Department of Education. This newly created position will oversee
Line 10: not only the administration of these funds to schools applying
Line 11: for funding to hire foreign language teachers
Line 12: but to actively seek additional funding through
Line 13: private avenues, organizations, and grants, etc.
Line 14:
Line 15: Article III: Be it further mandated that the funds currently earmarked for the
Line 16: Governor's Foreign Language Academies now being deferred
Line 17: to fund the hiring of foreign language teachers
Line 18: will not in the future be any less than the 2016 budget allowed.
Line 19: The funding can increase as the budget allows
Line 20: but will continue annually to fund at least at its current financial budget.
Line 21:
Line 22: Article III: The Department of Education Shall oversee
Line 23: the creation of the newly added position, the equal and fair distribution of funding
Line 24: to schools applying for these matching funds to hire foreign language teachers,

Line 26: and including all additional funds procured by this new administrator.
Line 27: This funding program cannot be changed except by new legislation,
Line 28: and only then after the initial eight years to insure its proper effectiveness.

Line 31: Governor's Foreign Language Academies will cease.
Line 32: The 2016 Governor's Foreign Language Academies funding is already in place
Line 33: and will be unaffected.
Line 34: All funds that would have been earmarked for the
Line 35: 2017 Governor's Foreign Language Academies will be
Line 36: the starting funds for hiring teachers for the 2017 / 2018 school year.
Line 37: Effective immediately,
Line 38: Virginia public high schools and Virginia private high schools
Line 39: may start applying for funding.

A bill to rethink biofuel sources instead of entirely abolishing biofuels.

Line 02: reconsidered in order to continue their existence.
Line 03: Biofuel subsidies are biofuels, such as ethanol fuel and,
Line 04: biodiesel, which were created as a way to reduce dependence
Line 05: on foreign oil and increase the nation's overall sustainability.
Line 05: The U.S Department of Energy will oversee the enforcement of
Line 06: this bill.
Line 07: This bill will be implemented in January 1, 2017.

Docket A: Domestic Bill 2579 A bill to eliminate profane and indecent broadcasting entirely from broadcasting rights
Be it enacted,
Section 1: This bill will ultimately stop profane and indent materials from
being aired in the United States. Indecent broadcasts generally contain
patently offensive sexual or excretory material that does not rise to the
level of obscenity. Profane broadcasts includes language grossly
offensive to members of the public who actually hear it as to amount to
a nuisance.
Section 2: The Federal Communication Commission will oversee the
enforcement of the bill
Section 3: The implementation of this bill will begin immediately after
passage
Section 4: All laws in conflict with this legislation are hereby declared

Be it resolved,
Line01: WHEREAS: According to Article VI of the Virginia Constitution
Line02: judges are elected by the majority vote of the Virginia General
Line03: Assembly; and,
Line04: WHEREAS: State officials such as governor, lieutenant
Line05: governor, attorney general, and all members of the General
Line06: Assembly, along with local officials, such as commonwealth
LIne07: attorney, mayor, treasurer, clerk of court, and so on are
LIne08: all elected by the general populace; and
Line09: WHEREAS: Judges at all levels of government are not elected
Line10: by the people they serve; and
LIne11: WHEREAS: Judges are supposed to be fair and unbiased,

Line 02: Article I: The United States Federal government shall create a tax incentive

Line 05: for recurring and / or early stage viral pandemic threats.

Line 10: This incentive is being used to encourage the scientific community

Line 15: Article III: The Department of the Internal Revenue shall accept and oversee
Line 16: the tax credits due to the qualifying research scientist and / or research companies.
