ID Theft Via
Data Skimmers
in Gasoline Dispensers
Together - we are on the frontline of this emerging crime wave = ID Theft via illegal data skimmers;
Equipment needed is easy to obtain and low in cost;
The most common method of data skimming is by installing the device inside the gas dispenser – restricting observation by the public;
SOME ARIZONA BASICS - - - -
Arizona ranked 7th in the U.S. (per the Federal Trade
Commission's 2013 Consumer Sentinel Network Data Book);
Both Adults & Children are common victims;
Possible Causes:
Our large number of gasoline dispensing sites;
Our large transient residency;
Our large ‘High Risk’ population of senior citizens;
Our proximity of the Border – undocumented people needing IDs;
AZ being a tourism destination;
Ease of ‘unmonitored’ access to commercial devices and lack of ‘layered protection’
WHAT DOES WEIGHTS & MEASURES HAVE TO
DO WITH THIS?
In AZ, Weights & Measures Investigators are
the “boots on the ground” – the ones who, due
to our duties, usually see or find these devices
first… and WE have been very effective in
reducing this problem here and making AZ a
more “Hard Target”
WHAT DOES THAT MEANS?
Historically, one of the WM disciplines has included inspections of gasoline dispensers in AZ;
Since our Investigators are physically inspecting the dispensers, we broadened our inspections for the presence of skimmers;
In AZ – WM initiated & has ‘teamed-up’ with Federal, State, Local Law Enforcement, Industry, Site owners, Manufacturing & Repair, and Credit Card Companies to try to ‘Reduce and where possible Eliminate’ these crimes.

Where are they placed?
They are illegal devices that ‘capture’ customer card info.
Most look reasonably similar – so far.
They are connected to the credit card readers.

FBI BULLETIN ON NEW SKIMMERS (2015)…..
We ask that employees follow our “Skimmer Procedure.” This was developed in conjunction with Law Enforcement and has proven to be highly effective.
If a skimmer is found, do the following:
DO NOT TOUCH the suspect device;
Bag/Place the pump – “Out of Service”;
Take “Quick” photos of the device, “as it was found”;
Immediately upon discovery,
• Contact Weights & Measures;
• Your Maintenance and Loss Prevention divisions;
• Your Local Police Department;
Print out the last receipt from the dispenser the device was uncovered inside of.
Save all video surveillance;
DO NOT TOUCH the suspect device
