PART 1 GENERAL

1.01 REFERENCE TO OWNER’S GENERAL CONDITIONS

A. The Owner's General Conditions shall be considered as forming an integral part of the Specifications and shall be carefully examined before Proposals for any Work are submitted. Unless the Specification contain statements which are more definitive or more restrictive than those contained in the General Conditions, the Specifications shall not be interpreted as waiving or overruling any requirements expressed in the General Conditions.

1.02 DEFINITIONS

A. The following definitions shall apply to this Specification.

1. Owner

a. The Owner is Aldine Independent School District (AISD).

2. Security Consultant

a. The Security Consultant is Kroll Security Group.

3. Contractor

a. The Contractor is the firm named in the Owner - Contractor Agreement that will provide the Work and maintain responsibility for the Project.

4. Contract Documents

a. Contract Documents shall consist of the following:

1) Owner's General and Supplementary Conditions.

2) The Video Surveillance System Specification and Appendices.

3) Detail drawings furnished by the Owner and/or Security Consultant herein referred to as Drawings.

4) Addenda, Bulletins, drawings, and associated correspondence as may be authorized in writing and issued by the Owner or Security Consultant to interpret, clarify, or modify the Contract Documents

5. Project

a. The Project is the total construction including Work as defined in the Contract Documents. The Project may include construction by the Owner or by other contractors.

6. Provide

a. Where the term "provide" is used throughout this Specification, it shall mean "furnish and install."

7. Work

a. The Work is all equipment, labor, materials, and services necessary to produce a complete and operational system in accordance with the Contract Documents.

8. Final Acceptance

a. In order to qualify for the Owner's consideration of Final Acceptance, the Work shall meet the following requirements:

1) Equipment shall be installed, powered, online, and operational.

2) Interfaces with other systems and equipment shall be complete and operational.

3) Initial training shall be complete.

b. Work specified herein shall not be considered suitable for Final Acceptance until the remaining Work is minor in nature and the Owner may utilize the system for its designed intent. The decision as to whether or not the system is capable of being used for its designed intent shall be determined by the Owner. On and after the date of Final Acceptance remaining Work by the Contractor shall not interfere with or hamper the Owner's security-related operations.

c. As a further condition of Final Acceptance by the Owner, the Contractor shall certify in writing that remaining Work, the same being solely of a "punch list" nature, will be completed within 30 consecutive days or as agreed upon following the date of Final Acceptance.

9. Critical Device

a. A Critical Device is a device that will significantly impact the system performance and operation.

b. Examples of Critical Devices and applications include:

1) Digital Video Recorders (DVR), power supplies, uninterruptible power supplies (UPS), and distribution modules. Failure of these devices cause failure of many cameras.

c. Examples of non-Critical Devices include:

1) Cameras.

1.03 SUMMARY

A. Project Description

1. The Project consists of repairs and upgrades to existing Video Surveillance Systems at the Aldine Independent School District in Houston, Texas.

B. Scope of Work

1. Bid Preparation

a. Prepare a fixed cost bid proposal based on the summary of anticipated upgrades for each site included in Appendix ‘A’.

b. In addition to the anticipated upgrades included in Appendix ‘A’, the proposal shall include:

1) Inspection and documentation of existing equipment and conditions after award of contract. While the summary is based on initial surveys conducted at each site, the final scope of work may vary and shall be verified prior to construction.

2) Coordination with the Owner to finalize the scope of work to include modifications and associated price adjustments identified during the inspection.

3) Prepare Record Documents.

c. The proposal price provided by the bidder awarded the Project will be used by the Owner to finalize funding for the Project.

d. Provide unit prices as defined in 2.1.D with the bid proposal.

2. Construction

a. Inspect existing Video Surveillance System installations at each site to verify detailed upgrade requirements. Document the inspections on forms included in Appendix ‘B’ to prepare a revised scope of work for each site. Verification shall include the following:

1) Non-functioning DVRs that require replacement.

2) Non-functioning video inputs for existing DVRs that will impact the total number of cameras that can be recorded.

3) Cameras that require adjustments to provide optimum pictures.

4) Cameras that no longer operate and require replacement.

5) Non-functioning camera power supplies.

6) Damaged cables that require replacement.

7) New cameras.

b. Revise bid proposal pricing for each site as required to provide upgrade changes identified in the post-contract-award inspections. Use unit prices to add and deduct scope of work from the original bid proposal price.

c. Submit a revised scope of work and price for each site and coordinate with the Owner to finalize the scope of work and price not to exceed the Owner’s budget prior to construction.

d. Begin construction at each site upon acceptance of necessary contract amendments required for the revised scope of work and pricing.

3. Site Priorities

a. Coordinate with the Owner to prioritize construction for each site.

b. Conduct inspections, revise pricing, and upgrade systems in accordance with the Owner’s priorities.

1.04 RELATED WORK

A. Coordinate the installation of the System with the following related Work.

1. Electrical.

2. Communications Cable and Infrastructure.

1.05 REFERENCES

A. The System shall meet the applicable requirements of national, state, and local codes including, but not limited to:

1. Americans with Disabilities Act - ADA.

2. City of Houston and State of Texas Building, Life Safety, and Fire Codes.

3. Underwriter's Laboratories (UL) Applicable Standards.

4. Factory Mutual (FM).

5. National Electrical Code (NEC).

6. Insulated Cable Engineers Association (ICEA).

7. Institute of Electrical and Electronics Engineers (IEEE).

8. Electronic Industries Alliance (EIA).

9. Telecommunications Industry Association (TIA).

10. ETL Testing Laboratories (ETL).

1.06 RECORD DOCUMENTS

A. General

1. Provide three hard copies and one electronic copy of record documents for each site.

2. Record documents shall include as-built drawings and Operation and Maintenance (O&M) manuals.

3. The Owner or Security Consultant will review and approve record documents. Submit complete record documents packages for review. The reviewer will return partial packages unchecked.

4. Produce as-built drawings using the latest version of AutoCAD.

5. Scale as-built drawings alike. Use the same paper size for each drawing.

B. As-built Drawings

1. Provide floor plan drawings with the following information:

a. Equipment locations and unique identifiers to cross reference with schedules and termination details.

b. References to details.

c. New cable runs with cable labels.

C. O&M Manuals

1. Provide O&M manuals in three ring binders.

2. Include the following information:

a. Equipment product data.

b. Installation and maintenance manuals.

c. Device termination schedules and details.

d. Coordinated programming information and settings.

1.07 QUALITY ASSURANCE

A. Contractor Qualifications

1. The Contractor shall:

a. Specialize in security systems integration projects.

b. Maintain security contractor licenses for the State of Texas.

c. Maintain a service facility and organization with staffing capable of providing comprehensive maintenance and service for the specified systems within a 100 mile radius of the Project.

d. Maintain certifications, training, and licenses as required to purchase, install, modify, and service the specified Pelco systems and equipment.

e. Maintain factory trained and certified technicians. Certified technicians shall install, terminate, and program DVRs. Installing personnel shall be licensed as required by local and state jurisdictions. Maintain certification information for each technician and provide certifications to the Owner and Security Consultant for verification and record.

f. Have a minimum of five years experience in the fabrication, assembly, and installation of systems of similar complexity as specified herein.

g. Have installed the specified systems in at least three projects of the type and complexity specified herein.

h. Ensure compliance with and have a thorough understanding of local codes and contract conditions pertaining to the Work.

i. Have local in-house engineering and project management capabilities consistent with the requirements of the Work. Provide a team managed by a project manager responsible for submittals, installation, scheduling, manpower, testing, record documents, subcontractors, etc.

2. By submitting a bid proposal, the Contractor certifies that it is qualified to perform the Work. In the event the Contractor becomes unable to complete the Work in accordance with the Contract Documents, or the satisfaction of the Owner or its representatives due to a lack of understanding of the equipment, systems, or services required by the Contract Documents, the Contractor shall retain the services of the applicable manufacturer's representatives to expeditiously complete the Work in accordance with the construction schedule at no additional cost to the Owner.

3. Submit documentation with the bid proposal to demonstrate compliance with Contractor qualifications. References shall include contact information for end users familiar with the installation and continued operation of the systems, and the Contractor's Work.

B. Product Standards

1. Provide new materials compatible with the Owner's existing systems and equipment, and that comply with the latest published specifications and versions of the manufacturer.

2. Provide standard, unmodified production models.

3. Provide at the time of installation the latest version of equipment and software. Provide acceptable replacements for discontinued equipment.

4. Equipment, components, and materials shall meet or exceed the performance characteristics and technical specifications for referenced components.

5. Provide technical information for equipment, components and materials. The Owner or its representatives will reject proposed equipment in the event that submitted technical information is not sufficient to readily confirm that proposed equipment, components, and materials will meet or exceed the performance and technical specifications. The Owner or its representatives shall make the final decision as to whether proposed equipment, components and materials are acceptable. In no case shall acceptance by the Owner or its representatives of proposed equipment, components, and materials relieve the Contractor of responsibility to produce completed systems, which comply with the Contract Documents.

6. Within the technical specifications for the system, certain manufacturers may be specified. These manufacturers are preferred by the Owner to ensure compatibility with existing equipment unless followed by "no exceptions". The Contractor may substitute manufacturers and models that may be more cost effective or readily available than those specified. Substitutions shall meet or exceed the minimum functional and technical specifications and shall be compatible with existing equipment. Acceptance of such substitutions is at the discretion of the Owner and the Security Consultant.

7. Seal and protect exterior devices against weather conditions including heat, cold, moisture, dust, and sand.

1.08 WARRANTY

A. Furnish a one-year warranty for new equipment, devices, and cable provided in the Work. The Warranty shall begin after acceptance of the Work at each site by the Owner.

B. If, within one year after the date of final acceptance of the Work or within such longer period of time as may be prescribed by law, or by the terms of applicable special warranty required by the Contract Documents or provided by a manufacturer, the Work or equipment is found to be defective or not in accordance with the Contract Documents, the Contractor shall correct it promptly including parts and labor after receipt of notice from the Owner to do so unless the Owner or its representative has previously given the Contractor a written acceptance of such condition. This obligation shall survive termination of the Contract. The Owner will give notice of such conditions promptly after discovery. Owner representatives shall furnish such notice either verbally or in writing.

C. Nothing contained in the Contract Documents shall be construed to establish a shorter period of limitation with respect to other obligation which the Contractor might have under the Contract Documents or manufacturer's warranty.

D. The establishment of the time period of one year after the date of final acceptance of the Work or such longer period of time as may be prescribed by law or by the terms of warranty required by the Contract Documents, relates only to the specific obligation of the Contractor to correct the Work or equipment, and has no relationship to the time within which its obligation to comply with the Contract Documents may be sought to

be enforced, nor to the time within which proceedings may be commenced to establish the Contractor's liability with respect to its obligations other than specifically to correct the Work and equipment.

E. Warranty Service

1. In the event that defects in the materials or workmanship are identified during the Warranty period, provide labor and materials required for prompt correction of the defect.

2. Warranty service and repair work personnel trained, certified and experienced in the operation and maintenance of the installed system(s) shall perform Warranty service.

3. Warranty service shall include the replacement of parts and components to restore normal system operation within 24 hours, based on a 7-day/24-hour week. Critical Device failures require response within 4 hours. In the event that system parts or components must be removed for repair, provide temporary parts and components to restore normal system operation until the repaired parts or components can be repaired and re-installed.

F. Spare Parts

1. Maintain an inventory of the following spare parts or arrange for manufacturer parts support to ensure correction of failures and malfunctions within 24 hours of the Owner's request for service.

a. Cameras.

b. Power supplies.

2. Provide for delivery and use of the following loaner equipment by the manufacturer within 48 hours of failure while failed parts are repaired.

a. Digital Video Recorders (DVR)

G. Provide loaner equipment for equipment not field repairable. Such loaner equipment shall be in working order and the functional and technical equivalent of the item replaced.

H. The Contractor's warranty obligation shall include correction of software/firmware defects, which may be identified during the Warranty period. Failure of the software/firmware to perform as specified by the software/firmware manufacturer at the time of final acceptance shall be defined as a software/firmware error.

I. In the event that the Contractor determines and successfully demonstrates to the Owner that service or repairs are required as a result of misuse, abuse or abnormal wear and tear, the Contractor will be compensated for such service or repairs at the Contractor's hourly rates as listed in the bid proposal for the Project. Similarly, such compensation to the Contractor shall apply in the event that repairs are required for devices and equipment not provided by the Contractor but incorporated in the completed systems.

J. Immediately following the completion of a Warranty repair or service call, the Contractor's service personnel shall submit a written report to the Owner which details the service work performed, the cause of the trouble, and outstanding work which is required to restore complete and normal operation.

K. Preventive Maintenance

1. Perform quarterly preventive maintenance for new and existing equipment during the warranty period.

2. Quarterly preventive maintenance shall include:

a. Perform DVR diagnostics and optimize operation.

b. Clean camera housing view panels.

L. Repair or Replacement Service

1. Perform repair or replacement service for new equipment during the warranty period in accordance with the following schedule:

a. Schedule A - 7 days, 24 hour, 4-hour response time.

b. Schedule B - 8:00 a.m. - 5:00 p.m. business days, excluding Owner holidays, 4 hour response time.

2. Schedule A shall apply to Critical Devices.

3. Schedule B shall apply for other components and devices.

4. Warranty service performed for Schedule B items, but outside of the specified time frame, shall also provide a four-hour response time. Include an after hours labor rate for warranty service required during hours not covered under Schedule B. Schedule B service performed outside of specified hours shall be approved in writing by the Owner.

5. Provide pricing based on proposed hourly service rates to the Owner in advance of repairs to existing equipment that requires service.

M. Furnish written notice to the Owner documenting work performed during the warranty period including preventive maintenance work performed.

N. The Owner reserves the right to expand or add to the system during the warranty period using firm(s) other than the Contractor for such expansion without affecting the Contractor's responsibilities, provided that the expansion is done by a firm which is an authorized dealer or agent for the equipment or system being expanded. Contractor shall not be responsible for maintenance of equipment installed by other firms.

1.09 EXTENDED MAINTENANCE

A. Provide as part of the BID PROPOSAL a quote to include annual costs to extend maintenance for four years. Extended maintenance shall include all Warranty services.

PART 2 PRODUCTS

2.01 VIDEO SURVEILLANCE SYSTEM

A. Procedure

1. Bid Preparation

a. Prepare a fixed cost proposal to provide the following for each site.

1) Scope of work as defined in Appendix ‘A’. Appendix ‘A’ identifies anticipated upgrades for each site.

2) Inspection and documentation of existing equipment and conditions utilizing the forms in Appendix ‘B’.

3) Coordination with the Owner to finalize the scope of work to include modifications and associated price adjustments identified during the inspection.

4) Provision and testing of the finalized scope of work.

5) Preparation of Record Documents.

b. The proposal price provided by the bidder awarded the Project will be used by the Owner to finalize funding for the Project. The final scope of work will be adjusted to provide the highest priority upgrades without exceeding the proposal price.

2. Construction

a. Coordinate with the Owner to prioritize and schedule sites.

b. Provide the following phased Work for each site upon completion of priority and schedule coordination.

1) Conduct and document the inspection.

2) Coordinate final scope of work and exact equipment locations with the Owner.

3) Provide the Work in accordance with the final scope of work.

4) Prepare Record Documents.

c. Upon the start of Phase 3 for the highest priority site, begin Phases 1 and 2 for the next scheduled site(s). Continue this cascading process until the Project is complete.

B. Hardware Configuration Descriptions

1. Adjust Camera

a. Coordinate with the Owner to determine required camera view.

b. Adjust camera to provide required view.

c. Adjust camera settings to provide optimal picture.

d. If the camera cannot be adjusted to provide the Owner’s requested view due to mounting location, notify the Owner in writing and provide a price (based on unit pricing) to relocate the camera.

e. If the camera cannot be adjusted due to a physical defect, notify the Owner in writing and provide a price (based on unit pricing) to replace the camera.

2. Relocate Camera

a. Coordinate with Owner to determine required camera view with the existing camera.

b. Inspect existing camera cable, terminations, and power supply. Repair terminations as required.

c. Relocate existing camera.

d. If the camera cannot function due to defective cable, notify the Owner in writing and provide a price (based on unit pricing) to replace the cable.

e. If the camera cannot function due to defective power supply, notify the Owner in writing and provide a price (based on unit pricing) to replace the power supply.

f. If the camera cannot function due to defective DVR port, utilize a spare port if available or notify the Owner in writing and provide a price (based on unit pricing) to replace the DVR.

g. If the camera cable must be extended to relocate the camera, provide a barrel connector splice and identify the splice location on the as-built drawings.

3. Replace Camera

a. Remove existing camera.

b. Inspect existing camera cable, terminations, and power supply. Repair terminations as required.

c. If the camera cannot function due to defective cable, notify the Owner in writing and provide a price (based on unit pricing) to replace the cable.

d. If the camera cannot function due to defective power supply, notify the Owner in writing and provide a price (based on unit pricing) to replace the power supply.

e. If the camera cannot function due to defective DVR port, utilize a spare port if available or notify the Owner in writing and provide a price (based on unit pricing) to replace the DVR.

f. Install camera.

g. Coordinate with the Owner to determine required camera view.

h. Adjust camera to provide required view.

i. Adjust camera settings to provide optimal picture.

4. New Camera

a. Coordinate with the Owner to determine new camera location.

b. Provide camera mount and hardware.

c. Analog Camera

1) Provide camera.

2) Provide video cable from camera location through the Main Closet (MC) to the existing DVR location.

PART 3 EXECUTION

3.01 COORDINATION

A. Coordinate the following:

1. Final scope of work and price with the Owner prior to beginning construction.

2. Final device locations and installation and operational requirements.

3. Conduit routing and installation techniques prior to installation.

4. Programmable descriptors and setting requirements.

5. Equipment labeling.

6. Training curriculum, syllabus, and schedule.

7. Equipment finishes and colors. Submit finishes and graphics for equipment in public areas to the Owner for approval prior to installation.

8. Verify that adequate power is available and new equipment does not overload existing circuits. Coordinate additional circuit requirements with the Owner.

3.02 INSTALLATION

A. General

1. Make equipment connections in accordance with manufacturer specifications.

2. Seal exterior devices to protect from weather conditions and insects.

B. Site Observation

1. Continuously verify that the site conditions are in agreement with the Contract Documents. Submit a report to the Owner documenting changes to the site or conditions that affect the performance of the system to be installed. For those changes or conditions that affect system installation or performance, provide (with the report) specification sheets, or written functional requirements to support the findings, and a cost estimate to correct the deficiency. No deficiency shall be corrected without written permission from the Owner or its representatives.

2. The Owner will conduct random site observation visits during the Project and prepare reports noting observations. Correct deficiencies noted on the site visit reports. Work shall comply with the Contract Documents, applicable codes, regulations, and local authorities.

C. Equipment

1. Field-verify equipment locations to provide the best fit and function.

2. Install equipment in accordance with manufacturer specifications.

3. Install equipment to allow adequate clearance for testing and maintenance.

4. Remove dirt, packaging, wiring scraps, and other debris from equipment, boxes, and cabinets at the end of each work day.

3.03 SURGE PROTECTION

A. Provide protection against spikes, surges, noise, and other line problems for exterior system equipment and components.

B. Provide surge protection for power circuits, telephone, network, and other communication circuits, and electronic modules.

3.04 CONDUIT, BOXES AND RACEWAYS

A. Provide conduit, junction boxes, troughs, and wireways as required to conceal cables when not concealed within walls and ceilings.

B. Provide conduit between 120 VAC power sources and Video Surveillance System equipment.

C. Carefully install and properly and adequately support conduit as required to comply with the requirements specified herein and as required by the NEC, and provide a neat, workmanlike installation. Support horizontal conduit runs with clamps, pipe straps, special brackets, or heavy iron ties secured to building structure.

D. Drill required inserts and saw cut or core drill openings required through concrete or masonry with tools specifically designed for this purpose.

E. Swab out and remove burrs from conduit before pulling wires.

F. Layout and install conduit runs to avoid proximity to hot pipes. In no case shall a conduit be run within three inches of such pipes, except where crossings are unavoidable, and then the conduit shall be kept at least two inches from the covering of the pipe crossed.

G. Provide fire stops where conduits penetrate fire rated walls and floors.

3.05 WIRING TECHNIQUES

A. Determine conductor requirements for each device in accordance with the Contract Documents and manufacturer requirements.

B. Install cable in accordance with manufacturer requirements and NEC.

C. Color code and terminate conductors consistently as follows:

1. Red for positive and black for negative DC power leads.

2. Black for positive and white for neutral AC power leads.

D. Run wiring within conduit or exposed within walls, in cable trays, and above accessible ceilings.

E. Arrange cables within equipment boxes and cabinets to allow for removal of the cover and access to equipment within the cabinet/box.

F. Neatly route cables parallel or perpendicular to building lines.

G. Provide J hooks and other cable support systems (spaced at irregular intervals) within accessible ceiling spaces. Fasten cables to the cable support systems and provide strain relief to protect cables and ensure compliance with required cable bends.

H. Run exposed cable 18" or more from high voltage (120 VAC and above) circuits.

I. Route wire and cable as required to prevent interference and signal contamination of both System cable and cable associated with other systems. Coordinate the routing of wire and cable requiring isolation from power, radio frequency (RF), and telephone.

J. Provide sleeves and code compliant fire proofing techniques for penetrations of fire rated partitions, masonry walls, and slabs, where the penetrations are made by or used for installation of Systems.

K. Separate high voltage (120 VAC and above) cables from low voltage cables within enclosures to comply with NEC requirements.

L. Fasten approved wire management hardware to the building structure or cable tray at least every 10 feet where not in conduit. Do not lay or fasten cables to electrical conduits, light fixtures, piping, mechanical equipment, or ceiling grids.

M. Run wire and cable continuous from device location to the final point of termination. No mid-run cable splices shall be allowed except where cables must transition from one type to another (e.g. underground cable to plenum cable). Provide the following where cable transitions are required:

1. Provide terminal strips inside lockable cabinets at cable transition locations and document locations in the submittals.

2. Label terminal cabinets and document labels in record documentation.

N. Visually inspect wire and cable for faulty insulation prior to installation.

O. Provide bushings, grommets, and strain relief material where necessary to prevent abrasion of wire and excess tension on wire and cable.

P. Make solderless device connections mechanically and electrically secure in accordance with the manufacturers' recommendations.

Q. Component Connections

1. Prepare wire ends for attachment to components in accordance with manufacturer recommendations.

2. Make cable connections for device terminations with crimp type connectors. Wire nuts shall not be an acceptable means of connecting wire and cable.

3. Neatly install and terminate wire and cable within enclosures. Pull cables tight, remove slack, and route in such a way as to allow direct, unimpeded access to the equipment within the enclosure.

4. Bundle and tie wire and cable with Velcro hook & loop type or similar cable ties.

5. Provide heat-shrink to insulate wire connections. The use of electrical tape shall not be acceptable.

6. Cover exposed high voltage (120 VAC and above) power terminations within Video Surveillance System enclosures.

3.06 POWER REQUIREMENTS

A. Connect to existing 120 VAC power circuits.

B. Connect to AC power and provide UL listed power supplies and transformers to distribute low voltage power to the system components as required.

3.07 GROUNDING

A. Ground equipment and cables in accordance with manufacturer requirements and instructions.

3.08 LABELING

A. Mark wires and cables as follows:

1. Mark wire and cable in common at both ends.

2. Place wire identification numbers on each end of conductors by using sleeve type, heat shrinkable markers.

3. Provide T&B Shrink-Kon Type HVM or approved equal wire markers.

B. Mark connectors with common designations for mating connectors. Include connector designations on the as-built drawings.

C. Permanently mark terminals. Terminal and cable markings shall agree with markings shown in Record Documents.

D. Coil spare conductors in the device back box or panel wireway. Neatly bundle and tag conductors.

E. Label equipment. Coordinate names, fonts, styles with the Owner.

F. Provide computer generated labels. Handwritten labels shall not be accepted.

3.09 TRAINING

A. Provide two hours of training to the Owner at each site.

B. The training party shall provide the following:

1. Training on a complete and operational system.

2. Reference materials required to train personnel.

3.10 FINAL ACCEPTANCE TEST

A. The Owner or its representatives will conduct a Final Acceptance test.

B. Prior to the Final Acceptance test, the Contractor shall submit two sets of preliminary (draft) as-built drawings to the Owner. The Owner will use preliminary as-built drawings to conduct the system Final Acceptance test.

C. During the course of the Final Acceptance test, the Contractor shall demonstrate that the completed system complies with the Contract Documents, initial training is complete, and the system is operational.

D. Equipment shall be on and operational during testing procedures. Provide personnel, equipment, and supplies necessary to perform site testing. Provide a minimum of two employees familiar with the system for the Final Acceptance test. One employee shall monitor and verify alarms while the other will demonstrate the function of each device. Supply at least two two-way radios and spare batteries for use during the test. Make no adjustments, repairs, or modifications during the test without the permission of the Owner. Make tools and ladders necessary to access equipment readily available.
