I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY

1. The Country Operations Business Plan (COBP), 2016–2018 of the Asian Development Bank (ADB) for Viet Nam is consistent with the Country Partnership Strategy (CPS), 2012–2015; takes into account initial indications of the priorities to be included in the country’s Socio-Economic Development Plan (SEDP), 2016–2020; and reflects the sharpening ADB operational focus identified under ADB’s Midterm Review of Strategy 2020.1 The COBP 2016–2018 also serves as an interim milestone to ensure a smooth transition from the current to the next CPS, 2016–2020. Preparatory work for the next CPS commenced in 2014 with key analytical and knowledge products, initial thematic and sector reviews, and initial government and development partner consultations. The new CPS will be aligned with the government SEDP, 2016–2020, which is expected to be launched next year. The interim country partnership strategy, 2016 (Appendix 2) will extend the validity of the CPS 2012–2015 until the ADB Board of Directors endorses the new CPS 2016–2020 in 2016. 2. As of 30 September 2015 the active Viet Nam lending portfolio included 64 projects (85 loans and grants) amounting to $9,370 million with net effective amount of $8,744 million. Cumulative contract awards and disbursement are $5,431 million and $4,454 million respectively. The country portfolio comprises of loans and grants in transport (42%), energy (24%), urban development and water supply (11%); agriculture and rural development (11%); health and education (8%); and public sector governance and finance (4%).

II. INDICATIVE RESOURCE PARAMETERS

3. Viet Nam is a Group B developing member country, and eligible for concessional ordinary capital resources lending (COL) and market-based ordinary capital resources lending (MOL). The indicative resources available during 2016–2018 for sovereign operations amount to $4,090 million.2 This comprises $1,250 million for COL and $2,840 million for MOL.3 The final allocation will depend on the available resources and the outcome of the country performance assessments. In addition, cofinancing and funding from other sources, including ADB’s subregional pool under concessional resources and MOL regional cooperation and integration set-aside, will be actively explored. 4. ADB’s firm lending pipeline (including regional projects) for Viet Nam during 2016–2018 amounts to $4,159 million, comprising $1,369 million to be funded from COL and $2,790 million from MOL (Appendix 3). Areas of intervention and the resource allocation for each sector are included in Appendix 1. In addition to the ADB’s technical assistance projects, line ministries and executing agencies have been encouraged to consider using their own resources to support project preparatory requirements. 5. Recent and perhaps ongoing revisions to the government’s official development assistance policy, including partial onlending of ADF funds to provinces and the use of commercial banks as onlending agents, will entail longer preparation time. Therefore, project planning will be based on an expected three years from project preparatory TA approval to loan approval. The stand-by program will be also strengthened to quickly fill the gap between resource allocation and utilization created by processing delays.

6. Cofinancing of $677.5 million for firm investment projects will be sought from other development partners during 2016–2018. In addition, cofinancing of $10.8 million for TA projects will be sought, including from trust funds. ADB’s private sector operations will consider projects in the transport, energy, telecommunications, water and sanitation, healthcare, agriculture, or education sectors. ADB will also consider providing TA to the private sector for feasibility studies, capacity building, and other critical activities to support challenging infrastructure projects, introduce new concepts or technology or build in-country capacity. Financial intermediation, through local banks, nonbanks, and private equity funds, targeted at improved access to finance for micro, small and medium-sized enterprises, housing, leasing, healthcare, agriculture, education, and trade finance, will also be considered. 2. Knowledge products and activities continue to support the priorities specified in ADB's Viet Nam Country Knowledge Plan, 2013–2015.4 Key knowledge products for 2015 and 2016 are included in Appendix 5. Appendix 5 also includes innovation, advanced technology, and pilot initiatives to be implemented in 2016. 3. As part of the implementation of the mid-term review, project administration is being decentralized to the Viet Nam Resident Mission (VRM) in a phased approach. VRM’s procurement, disbursement, and project administration functions have been strengthened. VRM has also taken responsibility for program delivery, and, in the next CPS period, is expected to gradually take over responsibility for all projects.

III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS

4. The adjustments to the lending program during 2016–2017 include the following (Appendix 3, Table A3.1):

(i) Three projects dropped. Quality and Safety Enhancement of Agricultural Products and Biogas Development (additional financing), Second Improving Competitiveness Program, and Second Secondary Cities Development Program (Green Cities); (ii) One project advanced from 2016 to 2015. Greater Mekong Subregion (GMS) Ben Luc–Long Thanh Expressway (multitranche financing facility [MFF] $636 million); (iii) One project moved from 2015 to 2016. Secondary Cities Development Program (Green Cities); (iv) One project moved from 2016 to 2017. Support to Border Areas Development; (v) Two projects newly added to 2017. Support to Private Sector and SME

Development, Ho Chi Minh Metro Line 2 (additional financing); (vi) Two projects advanced from 2017 standby to 2017 firm. Power Transmission Investment Program (MFF $730 million), Water Sector Investment Program (MFF $1.0 billion); (vii) Two projects moved from 2016 to 2018 and 2018 standby. Second Health Human Resources Sector Development Program, and Ho Chi Minh City Integrated Public Transport Investment Program (MFF $675 million).

5. The 2016–2017 nonlending program has also been adjusted (Appendix 3, Table A3.2). The changes noted in the 2016–2018 lending and nonlending pipeline are consistent with the current CPS, 2012–2015. The 2015 lending and nonlending programs are in Appendix 4.
