2. Project impact on natural area:
• During investigation, design stage, LV lines are chosen as technology nonn and the
direction of Framework for Applying Environment Safeguards to Additional Financing to
Rural Energy 2 Project to select line route
• In area of Yen Bai province, there are some protected area such as: Na hllu specific forest in
Van Yen district, primitive forest in Mu Cang Chili district and some surrounding areas to
protect area inside Thac Ba lake. (To see details, please seeing the map of current protected
area and suggestions of Yen Bai province). There are some communes which are near above
area. These communes are as following:
+ Ch~ T~o commune of Mu Cling Chili district is in area of primitive forest.
• There are some kinds of birds living in this area. The consultant unit estimated the impacts
of constructing LV line on protected area and bird life as following:
o LV line are constructed in old projects, so there are no cutting trees.
o There are no polluted by poison substance, because it is forbid using in electric
material and equipment.
o The safe corridor of LV line is 0.5m length, calculated from exterior wire, so there
are no impacts on protected area.
o There are no impacts on bird life because LV line are constructed near residential
area, near traffic road, where no living of birds. The height of power pole is 10m so
it not impact on the movement of birds.
o There are no impacts affect to the life of birds because lines are built near residential
area, along traffic road so there are no many birds living in this area; the height of
LV line is 10m so there are no impacts to the movement of birds.
There are no impacts of construction on protected area and birds.
3. Implement solution in pre-construction and construction process
Pre-construction: The investor implement clearance site and transfer line route to
Construction Company. Construction Company arranges camps, which correspond with
requirement mentioning in RP, EMP and construction area of each contract package.

Environment Management Plan
Construction contractor will arrange employers, material and equipments. Construction
contractor implement as following works: digging foundation, set up power pole, install
safe-poster, install transformer and LV line as design. After constructing, construction
contractor have to tidy construction site. The contractors have to recover primitive state with
the line route which building temporary road.
• Materials, machines are used for construction including: five-ton crane, truck with capacity
load from five-ton to fifteen-ton, improved cart ....
• The method of moving materials, machines to construction sites: material means provided
by investor and contractors' material means are moved to gathering location by truck. From
here, contractor can use truck to move material means to construction site with construction
location near traffic road. With construction location is far from traffic road, the materials
means are moved by improved cart and rudimentary means.
• Estimated time for construction is two month and quantity of workers is 20 people who
working at each construction site.
4. Project area:
AFRe-2 of Yen Bai province is proposed to newly construct 151,850 km of LV line and
reconstruct 239,744 km of LV line, which constructing at 29 communes of8 districts, city.

Part II. Legislation
• Environmental Management Plan is preparing basing on following legal base:
Vietnamese laws and regulations
• The Environment Law of The Socialist Republic of Vietnam issued at decision N°
52/2005/QH 11 issued on December 29th, 2005 and come into effect on July 1 st, 2006.
• Decree NO 80120061ND-CP dated August 9th, 2006 of Vietnamese Government on detail
regulations and guidance on the implementation of some Articles of The Environment Law.
• Decree NO 81120061ND-CP dated August 9th, 2006 of Vietnamese Government on
administrative fine in environmental violation.
• Decree N° 521l991ND-CP of Vietnamese Government on regulations of construction
investment mangement with adjusting, supplementing and studying environmental problems
in managing construction.
• Circular NO 08/TT -BTNMT dated September 8th, 2006 of Ministry of Natural Resources
and Environment guiding the preparations of strategic environment assessment,
environmental impact assessment and environmental safeguard commitment.
• Decree NO 24/20001ND-CP of Vietnamese Government guiding the implementation of The
Foreign Investment Law in Vietnam (Article 82 related to environment safeguard)
• Vietnamese Standards set by Ministry of Science and Technology and applied to
Government Agencies. These standards include manufacture, construction, science and

Construction stage
Total impacted land is 26,459m2/440,456m2 (permanent
impact! temporary impact). In which
Paddy land: Om2/36,775m2 (permanent impact! temporary
impact)
Trees: 1,148 trees (most of them are fruit trees, such as:
orange, pomelo, thistle, sugar-cane, longan ... etc)
In construction process, ROW lie in people paddy field and
traffic road. Small impact on industrial tree, fruit-tree. Some
places, some trees have to cut down, detailing 255 impacted
trees.
- So that, most of impacted vegetation are fruit trees and
paddy. Therefore, there are not big impacts affect to
vegetation of Yen Bai province
- All line route of project do not go through artificial forest of
natural forest in province area.
- The project impact mostly on paddy and garden trees of
HHs so there is no losing bird's habitat.
- There are no impacts on bird life because LV lines are
constructed near residential area, near traffic road, where no
living of birds. The height of power pole is 10m so it not
impact on the movement of birds.
- The safe corridor of L V line is O.5m length, calculated from
exterior wire
- LVI ines are constructed 1 km length far from protected area i

quality at sources covering pole foundation. The remaining land is moved to i
nearby sunken area or area which not making mud when watering.

due to runoff from by local authorities. The depth of pole foundation is 1.5m with
excavation! land levels are two and three so there are no impact on
leveling or underground water.

construction the land is crammed so there are not landslides.
Therefore, the construction is not impact on around I
environment.
- During the investigation and design stage, the locations of
the pole foundation are taken into account to the layer
I structure, avoid constructing on the eroded areas, untied
structure, nearby stream, river where are easy to landslide and
affect on the foundation positions. Thus, sediment generation
caused by soil erosion has been also limited at the lowest level
in the investigation and design stage.
All machines, equipment, which used in this project, have
attained standards on waste, waste-air and these not use
poisonous substance. Therefore, the impacts not affect surface
water quality, and these impacts do not mention in this
project.
The digging and leveling works are suggested implementing
in dry season to avoid water eroding to decrease quality of
surface water I

level will make dust impacting on moving area.
In fact, the trucks, which moving material and equipment,
move from Ha Noi to Hai Duong City on 5th national road or
other national road, provincial road, commune road to project
sites. Material-moving truck is requiring ensuring waste-air
quality as Vietnamese standards. The movement of these
trucks on 5th national road not makes more dust which impact
on environment.
In movement process, the trucks have to commit to cover
body by canvas. Amount of land is not more than loading
capacity of truck. If the movement focus on short time with
big density, construction unit have to use more watering-car to
mitigate the dust on moving road.

every pole position is not much and implemented by hand, so
