SECTION 1: INTRODUCTION ON THE PROJECT

L Target of the project

"500kV 0 Mon substation (phase 2)" project is proposed to be regulate to supply of electricity, The extra capacity of new transmission and distribution networks will increase allow the grids to absorb the additional power plants coming on line with in the coming years.

2. Location of the substation

The substation is planned to locate on spare land of existing SOOkV 0 Mon substation, beside 0 Mon Power Plant, in Thoi Loi Hamlet, Phuoc Thoi Commune, 0 Mon District, Can Tho City.

3. Route of the transmission line

Section 500kV:

The main connection diagram at section 500kV has been selected following the 3/2 diagram in the fist phase. There are 14 bays executed as follows:

• Bay no.2: Transformer AT2: 500kV-3xlS0MVA.

• Bay no.4: bay of transmission line to 500leV Phu Lam substation.

• Bay no.6: bay of transmission line to 500kV Nha Be substation.

Spare bays:

• Bay no. 1 : spare land for transfonner ATI.

• Bay no.3, 5, 7, 9, 11, 13: spare land for connection to 0 Mon Thermal Power Plant III, IV.

• Bay no.8, 10, 12, 14: spare land for bay connecting SOOleV Long Phu substation, 500kV That Not substation.

In this project, construction and installation the equipments for the following bavs:

• Bay no. 1 : for transfonner AT1 SOO/220/3SKV-3xlSOMVA.

• Bay no.12, 14: for 02 bays of 500kV Long Phu - 0 Mon transmission line.

Section 220kV:

Section 220kV of substation will connect to 220kV distribution system of distribution yard of 0 Man Thermal Power Plan. At present, circuit diagram ii-Oln 220kV side of 220kV distribution yard of 0 Mon Thermal Power Plant shall be followed the 3/2 diagram, the number of existing bays at 220kV distribution yard are as follows:

Bays will construct in the first stage:

• 1 incoming bay of 500/220kV-AT2 transformer of SOOkV 0 Mon substation.

• 2 incoming bays of 220/11 OkV transfonner of 0 Mon Thermal Power Plant.

1. General description on natural, socio-economic conditions of project area

1.1 Geographical position

Can Tho is a city located in the right riverside of Hau River, is about 169km distant from HoChiMinh City towards South West. Can Tho is located in geography co-ordinate 10°1'60 North, 105°46'60 East. North by An Giang province, South by Hau Giang province, East by Kien Giang province, West by Dong Thap and Vinh Long province.

Area: 1,389.6 km2

1.2 Climate

In year, climate regime is divided into two seasons obviously:

- Dry season from XII - IV: Climate regime is under the influence of North East monsoon with low rainfall and humidity. From II, air temperature increases gradually due to influence of subequatorial low pressure.

- Rainy season from V - XI: Climate regime is under the influence of prevailing South-West monsoon. In the season, observed air humidity is high, rainfall accounts for 80-90% of total annual rainfall.

Annual average air temperature: 26.7oC

Maximum air temperature: 40°C in April

Minimum air temperature: 13.8oC in January

Wind regime is relatively stable and not affected directly by storms and tropical low pressure. Prevailing winds are mainly East, East - North directions in dry season, and prevailing winds are mainly West, West - South directions in rainy season. Average wind speed is about 3.6 mis, the highest wind speed observed about 29.2 mls in the West, West - South directions usually.

Air humidity is quite high of about 82.4% averagely and varying seasonally. Moisture is brought mainly by the southwest monsoon in rainy season, so the lowest humidity usually occurs in the middle of dry season and the highest humidity often occurs in the middle of rainy season. Like air temperature, humidity varies little all year round.

1.3 Topography, paedology, hydrology

Environmental management plan

Can Tho City is located on flat and sloping gently from West to East, Northwest - Southeast. TelTain is dissected by Hau River and dense canal system. Topography is quite flat favorable to expand transportation system, to construct infrastructure, industrial and agricultural production.

1.4 Land and natural resources:

Total land area of Can Tho IS 1,389,600 ha. In which: Agricultural and Aquiculture land cover 65%.

1.5 Population

- Population of province in 2004: 17,076,000 persons.

- Population in woman: 51.2%.

- Population density in 2006: 381 persons/km2.

- Population in working ages in 2004: Zone I cover 60.13%, Zone II cover 13.11 %, Zone III cover 26.76%.

3. Natural protection, reserve, sensitive areas, culture structures, historical monuments, temples, pagodas in project area

There are not any natural reserves or cultural structures and historical monuments located in the substation area and connection transmission line ROW. Therefore, the project will not affect to the temples, the historic, cultural and natural protected areas.

Republic of Vietnam.

Government Decree No.80/2006/ND-CP dated August 9th, 2006 on guidance on

implementing some items stipulated in the Law on Environmental Protection.

Government Decree No.211200S/ND-CP dated February 28th, 2008 on

adjustment and supplementation some articles of the Government Decree No.SO/2006/ND-CP.

The air quality in the project area is well. Impacts on air quality of the project will be minor (mostly of dust). Dust is generated mainly from construction activities such as drilling, excavation, material transportation. Concentration of generated dust depends on the level of activity, the micro­climate conditions and soil characteristics. Excavation and backfilling activities are the main sources causing air pollution during construction process.

According to statistics, the quantity of excavation and backfilling earih during construction stage is estimated about 7,953.89 m3, specifically:

Excavation volume: 5,882.76 m3.

Backfilling volume: 2,071. 13m3 .

According to the quick-assessment documents, the quantity of dust generated by excavation, backfilling, leveling work items is about 1 00g/m3

.

With 10 months constructed, the emissions dust generates as follows:

Qdustgenerated = 7,953.89 m3 x 100 g/m3/ 10 months = 0.301 g/s

Thus, the quantity of dust generated during 10 months on an area of 89,352.70 m2 of the project is 0.301 population density/so The quantity of dust is estimated negligible.

medium- project, construction waste types were collected and disposed suitably (site term leveling). Domestic waste generated by workers activities will be collected

and disposed in landfills of province. However, it is necessary to develop monitoring plan in order to ensure all types of waste collected and treated according to regulations.

The project shall build a warehouse (closed and open) containing construction material for substation and transmission line as well as camps for workers.

The camps and material warehouse can cause the risk to safety and health of local people and construction workers because of material, equipment stored in unsafely situation, and risk from conflict between workers and local people.

However, voltage hazard and effects on safety of local inhabitants and operation workers can occur in case of no conform to safety regulations.

Long-term I The project has the risk of explosive and fire from leakage cooling oil. However, the risk of explosive and fire has reduced because the substation equipped with leakage oil collecting pit and fire protection and fire-fighting equjpment.

In order to prevent the adverse impacts as above mentioned, oil collecting pit had been designed to collect all the leakage oil due to the transformers failure. SECTION 9: INSTITUTIONAL DEVELOPMENT ACTIVITIES

+:+ Training of NPT: Internal training course on how to monitor EMP and how to rep0l1 environmental results as part of qua11erly and annual project reports.

+:+ Training of SPPMB: The following training will be provided for the environmental staffs and some people of local authority.

+ Safety training: Regular training on safety issues related to the distribution network maintenance.

+ Monitoring and reporting of environmental management plan for stakeholders of the Project's district or communes: The training will give guidance to the local stakeholders about the participation of local peoples during implementation of EMP. The training will also include the methodology for site observation and monitoring check sheet filling.
