PROCEDURE FOR

FIELD TRIAL TESTING OF GAS TURBINE FUEL ADDITIVESFOR QUAFICATION OF SUPPLIERS/MANUFACTURERS/PRODUCTS

1. SCOPE AND APPLICATION:

a. To pre-qualify Suppliers/Manufacturers of Gas Turbine Fuel Additives for application in Gas Turbines of various Power Plants of Saudi Electricity Company (SEC) burning Light Arabian Crude (LAC) and Diesel (D) Fuels respectively. Dosing of the most suitable and appropriate Fuel Additive is intended to protect the Hot Gas Path Components (HGPC) from the Corrosive and Fouling affects of the impurities (Na, K, Ca, V, Pb, S, Ni, Zn etc) present in various types of Fuels (Heavy Fuel Oil (HFO), Light Arabian Crude & Diesel Fuels).

b. To evaluate the performance of Fuel Additive in reducing Rate of Power Degeradation and increasing combustion efficiency.

c. To determine the effect of Fuel Additive on Washing Cycle. d. To determine the optimum Dosage Rate.e. To evaluate Corrosion/Erosion Rate. f. To investigate any adverse effects of the Fuel Additive on the Gas Turbine

performance, such as efficiency, Fouling and Erosion imapacts.

2. METHOD SUMMARY:

a. Supply of adequate quantitie(s) of suitable Fuel Additive(s).b. Study of the present Fuel forwarding system and Fuel Additive dosing facility for

preparing arrangement drawings for FTT run set up clearly identifying his equipment / instruments and temporary connections to the existing system.

c. To make necessary arrangments including all measuring instruments and conduct in situ trial test on the selected Gas Turbine(s).

d. Analysis of test results and comparison of performance in repect of: Rate of Power Degeradation. Washing Cycle. Corrosion, Errosion and Fouling Impact. Heat Rate

3. COMMENTS:

a. Supplier should submit references about their experience giving list of utilities where their additives have been used and FTT carried out by them prior to the selection of the Fuel Additive. This should include all details such as capacity / type of Gas Turbines, Date of commissioning, Fuel characteristics, benefits accrued etc.

b. It is understood that the expeneses for FTT runs in connection with pre-qualification of Fuel Additive, instruments, arrangment of test at site, analysis of results etc. should be totally borne by the Fuel Additive Supplier/Manufacturer. The agreed cost of Fuel Additive only shall be paid if the tests conducted yield successful results. However, if the supplier has got alternative options / scheme, the same may be submitted for SEC evaluation/review.

c. All tests and associated works shall be carried out by Supplier/Manufacturer without causing any damages to the equipment of SEC and shall not anyway affect the normal operation of the plant.

d. The intent of whole exercise is only to qualify Fuel Additive Suppliers/manufactures. It does not any way confer rights on the Fuel Additive supplier for the award of purchase order which shall be necessarily based on the merits of the respective offers received.

e. The offers complete in all details as elaborated herein shall be submitted in the concerned office.

f. The Fuel Additive should flow to the suction of the metering pump at atmospheric temperature.

g. The additive should be completely miscible with the fuel (Arabian Crude Oil) to form a homogeneous mixture.

h. The additive should no interference with the operation or wear of fuel pumps, check valves and Fuel/Fuel Additive delivery nozzles.

i. The Fuel Additive offered should have all the physical and chemical characteristics as per SEC already qualified products.

j. Results of analysis submitted to SEC should contain the results of all the parameters as specified in the relevent format.

k. The 2nd Party should provide the quality assurance test certificates, indicating a standard product, from a laboratory recognized by the 1st Party.

l. Based on our experience with other such fuel additive in use the test made by "Oxidation method" and error of 5% w/w may be considered as compared to the analysis made by Atomic Absorption Spectrometer.

4. TECHNICAL INPUTS:a. Our Gas Turbines are designed to burn Treated Crude Fuel and Diesel Fuel oil. The

specifications of Crude (ALC) and Diesel Fuel Oil parameters considered for the design of the Gas Turbines are attached.

b. The Gas Turbines are equipped with Fuel Additive dosing facilites. c. To the extent possible SEC shall provide the available laboratory facility. However,

supplier shall arrange his own experts for carrying out the tests in a reliable method during the FTT period.

d. The supplier should contact SEC for obtaining any design and operational details of the Gas Turbines which they feel deem necessary for the selection of the Fuel Additives for FTT.

5. PROCEDURE:

a. Supplier should identify from his product range the most techno-economically suitable Fuel Additive for achieving the specified objectives.

b. The criteria for arriving at Fuel Additive dosage rate based on the Fuel constituents such as Vanadium, Sulphur, Sodium, Potassium, Aluminum, Zinc etc. should be very clearly given together with procedures of calculation and the theory underlying behind it.

c. FTT runs should be designed to suit the Crude/Diesel Fuels currently in use.d. All the measuring instruments shall be calibrated for achieving necessary accuracy

of measurements. All details of instruments, procedures of calibration, actual methods of measurement at site, measurement frequency together with applicable standards shall also be provided to SEC.

e. The duration of FTT runs is specified as per the Fuel Additive past experience and references . It is expected that all advantages of the Fuel Additive would be evidenced from the results of the test conducted during the specified period.

f. Prior to the start of the Fuel Additive FTT the Unit(s) should be thoroughly washed and performance shall be conducted for future reference.

g. During the test period, the supplier should make arrangement to perform frequent laboratory testing of the samples taken from 1) Fuel Additive to be tested and Fuel to optimize the dosage for all the parameters specified in the attached formats.

h. During the Trial Tests, the following parameters and other Trial Test related works shall be monitored / carried out by the Fuel Additive Supplier/Manufacturer experienced representatives in co-ordination with the Plant personnel.o Fuel Additive dosing rate.o Fuel flow.o Power Degradation per hour / day.o Fuel Additive consumption.o Washing Cycle duration.o Natural Power Recovery.o Power recovery after each washing cycle.o Heat Rateo Analysis of washing water samples collected at various intervals during

washing cycle.o Corrosion Monitoring: Corrosion coupons OR corrosion online analyzers shall be

installed to investigate the effects of Fuel Additive on corrosion/fouling reduction.

o Inspection of Gas Turbine after completion of the Trial Test to see the condition of Hot Gas Path Components with respect to corrosion and fouling affect.

o Collection of deposit samples from various locations for complete analyses, Morphological and deposit particulate size and hardness study.

o Compilation of all the data to prepare the final report.o Submission of “Final Report” to SEC for their review and final decision.

6. EVALUATIONS:a. After completing all Field Trial Testing, a systematic evaluation of results of various

analysis and other findings shall be made for comparison of Fuel Additive performance.

a. A techno-economical evaluation will then be made using price structure of Fuel Additives and results of FTT.

b. SEC shall review the final Fuel Field Trial Test report on the basis of techno economical consideration.

c. Suitable Fuel Additive shall be considered and recommendation shall be forwarded to the concerned Department of SEC as a successful "Qualified Brand" of Fuel Additive.

d. The Qualified Brand(s) of Gas Turbine(s) Fuel Additive(s) shall be considered during procurement.

7. DURATION OF FIELD TRIAL TESTING:

7.1 Short Term: Starting from washed condition till combustion inspection (~03-06 Months) / As decided by the COMPANY. FTT is for performance comparison with respect to Rate of Power Degradation, Washing Cycle Duration and Power Loss Recovery, inspection of accessible parts for comparison and Natural Recovery of Power Loss).(This is applicable to the Gas Turbine Fuel Additives which have adequate references and Field Experience/As decided by the COMPANY).

7.2 Long Term: One complete cycle (G.E Units-12000 Hours and Alstom Units-16000 Hours) after opening of Turbine Section (HGPC Inspection OR Major Inspection) / As decided by the COMPANY.

FTT is for performance comparison with respect to Corrosion Protection, Erosion, Nature of Deposits (Morphology, Hardness), Inspection of each HGP Component, Rate of Power Degradation, Washing Cycle Duration and Natural Power Loss Recovery.(This is applicable to the Gas Turbine Fuel Additives which having no past references and Field Experience/As decided by the COMPANY).

8. MODE OF OPERATION DURING FTT: During FTT, the Units under operation shall be operated most possible from 75% ofBase Load/MCR.

9. RESPONSIBILITIES OF SUPPLIE/MANUFACTURER:

9.1 During FTT, all the services required (Fuel Additive Dosing pumps, Dosage Management) shall be the responsibility of Supplier/Manufacturer.

9.2 All arrangements/expenditures, what so ever, shall be arranged/borne by the Supplier/Manufacturer.

9.3 Samples of Fuel, Fuel Additive, Deposits shall be collected and analyzed by Fuel Additive Supplier/Manufacturer at their cost and Analysis shall be witnessed by SEC, if required.

10. LIABILITY OF SUPPLIER / MANUFACTURER: Suppliers/Manufacturer shall be liable to bear damage expenses caused to equipment/ machinery/ property, personal injury or severe physical or environmental damage arising out of the non-conformance of the supplied material or due to inappropriate action of the Supplier/Manufacturer site Engineer.

11. PROGRESS REPORTS: Product(s) performance progress report of Field Trial Testing shall be submitted to SEC on Weekly/Monthly/Quarterly basis prior the submission of invoice for the material consumed during this period.

12. MODE OF PAYMENT OF MATERIAL USED DURING FIELD TRIAL TESTING:Payment of the quantity of (offered/proposed) product(s) to be used during Field Trial Testing shall be made after completion of successful and satisfactory FTT. If any nonconformance is observed by SEC representative on the procedure followed; SEC would withhold the payment unless and until justified proved within a time frame of 10 days of the nonconformance date.

13. TERMINATION OF FIELD TRIAL TESTING:In case the performance of the product and services required during the Field Trial Testing at any stage is/are observed unsatisfactory; SEC reserves the right to terminate the Testing program with/without any prior notice to the party. Payment of material consumed prior the date on which the Field Trial Testing was terminated shall not be paid by SEC.

14. TECHNICAL ISSUES NOT COVERED IN THIS PROCEDURE:Suppliers/Manufacturers are advised to contact SEC in the event of any technical issues which in their opinion may not have been covered with full details in this procedure, before submitting their proposal.

15. SCHEDULE OF FIELD TRIAL TESTING:Schedule of "Field Trial Testing" of various products shall be followed as specified under item-7, above, subject to the availability of Units and SEC policy.

16. MERIT OF PREQUALIFICATION / FIELD TRIAL TESTING:Request of Supplier/Manufacturer for the qualification of proposed product shall be considered on merit basis from the day of the submittal.

In case the "Preliminary Evaluation" report is not satisfactory, the next Supplier/Manufacturer shall be given opportunity to proceed.

The Supplier/Manufacturer already qualified by SEC and offering "Free of Cost" supply of Fuel Additive may be given due consideration and priority.

17. PROCUREMENT OF MATERIAL REQUIRED FOR FIELD TRIAL TESTING:

If the preliminary information regarding the product offered for qualification and the results of the samples of the same product are satisfactory, the respective Power Plant shall initiate the process of procurement for the quantity adequate for Field Trial Testing duration recommended by the Suppliers/Manufacturer.

Procurement of recommended quantity of proposed Fuel Additive shall be made on competitive rates basis as per the standard practice of procurement of SEC.

18. MATERIAL REQUIRED FOR FIELD TRIAL TESTING ON FREE OF COST:

In case, the Supplier/Manufacture offers "Free of Cost" supply of their product to be Field Trial Tested, the required quantity shall be supplied to the site as per the procedure of SEC.

19. MODE OF COMMUNICATION: No verbal answer, clarifications or promises from any of the COMPANY employees can be considered eligible during the process qualification. Incomplete results or in appropriate format of reporting by the Suppliers/Manufacturer shall not be considered / entertained by SEC.

20. DEVIATION / NON-CONFORMITY:Deviation/non-conformity from the terms and conditions as specified in this procedure at any stage even after the product is qualified, if any, is noticed by SEC then the Supplier/Manufacturer shall be intimated regarding the failure to fulfill the requirements. In case the supplier fails to rectify the short comings then SEC reserves the right to:

With draw the qualification declared for that product by SEC. With hold the process of procurements. Cancel the order placed by SEC.

21. DATA COMPARISION AND VALIDATION:Supplier/Manufacturer shall also be responsible to collect all the data and Analyze samples as per attached "Formats/Data Sheet" in parallel to the other Unit running with other qualified Fuel Additive.

22. FINAL REPORTS:

Supplier/Manufacturer shall submit Final FTT report within "One Month" after the completion of the FTT, which includes all the Weekly, Monthly, Quarterly Reports, Analysis of Fuel, Fuel Additive, Deposits etc. and Operational and Chemical Analysis Data, Inspection Reports with Photographs, All correspondence during Field Trial Testing and detailed procedure of recommended dosage regime and safety measures to be followed in future by SEC.

23. RECOMMENDATION:On the basis of the successful and satisfactory performance of Field Trial Test, the respective Supplier/Manufacturer/Product shall be declared "Qualified" and shall be included in the list of SEC.

The Qualified Brand(s) of Gas Turbine(s) Fuel Additive(s) shall be considered during procurement on "Techno-economical" and competitive "Treatment cost" basis.

In case of change of Supplier/Manufacturer/Product already qualified by SEC, prior approval and concurrence from SEC shall be obtained by the Supplier/Manufacturer as per the instruction specified in the "Qualification Package". Otherwise their offer during the process of procurement shall not be considered.

This undertaking / Declaration is an Agreement between me (Supplier / Manufacturer) and Saudi Electric Company. I acknowledge/declare that:

All disputes and differences that may arise between the two parties hereof shall be settled amicably. In the event of failure to settle any dispute amicably the decision of SEC-WOA towards such disputes shall prevail.

On completion of the Field Trial Test, a technical report containing all the relevant data, important conclusions and recommendations shall be prepared and submitted to SEC-WOA within one (01) month.

SEC reserves the right to suspend or terminate the Field Trial Test at its own discretion with no recourse from the Supplier / Manufacturer. On such ocassion the payment of the material consumed during this quarter shall be paid by SEC if the performance at the time of termination of Field Trial Testing is satisfactory .

All expenditures related to Field Trial Testing e.g Staff and representatives, Cost of analysis, Dosage system, Analytical services, Cost of reports, Cost of toxicity certification of the product by a competent Saudi Arabian authority, Delivery and construction of the infrastructure required for conducting Field Trial Testing etc shall be born by the Supplier / Manufacturer.

Supplier / Manufacturer shall arrange Technical presentation by them self OR their authorized representative and also submit the agreement and permission of manufacturing / blending the product under the brand name every year (Preferably in the 1st week of Gregorian year) to SEC-WOA from the original manufacturer or licence by the OEM.

Supplier / Manufacturer shall provide local technical support and all Fuel Additive / Product management services free of cost when ever their product is used.

Warranties / InsuranceATTACHMENT-IV

As per the conditions specified in the applicable "Qualification Package" and "Procedure of Field Trial Testing", the Suppliers/Manufacturers/Contractors shall have the liability to bear all the expenses for any damage to equipment/machinery/property, personal injury or severe physical or environmental damage arising out of the non-conformance of the supplied material during Trial Testing or at the time of final inspection of the respective unit.

To meet the above the supplier shall ensure and submit their acceptance for the below mentioned Clauses-I & II along with the offer to SEC on their "Letter Head" and attested by the Saudi Chamber of Commerce:

Clause-I: All matter related to "Warranties" shall be dealt as per "Schedule-A, Clause-18 applicable to Power Plants of SEC Contract Documents ".

Clause-II: All matter related to "Insurance" shall be dealt as per "Schedule-A, Clause-21 applicable to Power Plants of SEC Contract Documents ".

Note: Evaluation of incidental damages during performance of FTT or noticed at the time of inspection after completion of FTT with the recommended product, SEC assessment regarding damage evaluation shall prevail in case of any conflict.

Cost of damage shall be evaluated jointly by Supplier, Manufacturer, SEC and cost shall be paid by the Suppliers/Manufacturers. During evaluation of the damages noticed while using of any product or at the time of inspection of equipment, the decision of SEC shall supersede for deciding the cost of damage(s), if any. Receipt of insurance document and bid bond shall be recorded as follows:
