The networking workshop on www.hrdp-idrm.in was held on the 27th & 28th of August 2010 at Agartala Tripura as one of the regional activity for the capacity building being implemented under the ASEM(Advisory Services for Environment Management).2.1 Inauguration

1. Inauguration of the Programme started by lighting Deep by Chief Guest Shri Manik Dey, Hon’ble Minister of Labour, Transport, Power etc., Deptt.

2.Welcome Speech by Shri B. K. Ray, IAS, Commissioner & Secretary, Labour Deptt., Govt. of Tripura.In his address he said as Tripura doesn’t have enough big factories but we should always keep in mind the picture of Bhopal gass tragedy and accident can occur any time for that one should be prepared always.

He emphasized on preparedness. There should be training for all the workers. He was not satisfied with the work done in his state. More over he was concerned about the road accidents of oil and petroleum transports. 2. Speech by Dr. Rakesh Dubey, Director, Disaster

Management Institute, Bhopal. He delivered the back ground of DMI, Bhopal. After the gas tragedy DMI was developed in ________. He shared the gaps faced by the govt. He asked the Honorable minister to check the individual factories and weather they follow the Central vehicle Rules. To involve the traffic police and the administrators too.

Speech by Dr.S.K. Panda, IAS, Chief Secretary, Govt. of Tripura.

He expressed that preparedness and awareness always better to reduce accidents. For this he was willing to improve the capacity of the state. Prevention is better then cures through this line he wanted to reduce the accidents, protect the environment.

Speech by the Chief Guest, Shri Manik Dey, Hon’ble Minister of Labor, Transport, Power etc., Deptt. He emphasized that to reduce accidents preparedness is an important key. Management and workers should sit together to fill the gaps. Training should be repeated in frequent intervals. Some quiz, entertainment programmes should develop for all the workers so that the worker gets the information more often. He asked Dr. Rakesh Dubey to help the Govt. to develop some rules and regulation because he was present in the state he took in a meeting to lightened the gaps in transport sector.

In tech. session Dr. Rakesh Dubey, Director DMI, said that while preparing any plan three things should be kept in mind and that is very important they are: Preparedness, Prevention, mitigation, and response through which one can give safe society. He said that where there is a man risk is always there one can not avoid it the probability of the risk is calculated 10-8. Human cant work without any system and human and system works machine. if any one loop of this chain get week accident takes place. If the working condition, careless done by the worker or unsafe act or condition are responsible for an accident.With Swiss Cheese diagram he expressed that after taking care minutely there are the condition where u will have some gaps which can meet to an accident so preparedness can be the only way to reduce it.

He high lighted the need for developing an action plan for the future. Chemical disaster in the 80s and 90s brought out the need for assessment of technology and process involved. The impact of the worse technical disaster the Bhopal gas leak was so large because there was no emergency plan.

In this context, all the training conducted under the iDRM programme-material, photos, guidelines, law related to iDRM have been uploaded on the www.hrdp-idrm.in platform.DMI has been preparing on-site and off-site plans and the main issue is weather these plans are useful and are made as per law-ie. An implementable plan that is not a paper but a real plan.

“Risk” means a combination of the severity and likelihood of harm arising from a hazard.“Risk control” is the process of implementing measures to reduce the risk associated with a hazard. The control process must follow the control hierarchy, in order, as prescribe in some health and safety legislations. It is important that control measures do not introduce new hazards, and that the ongoing effectiveness of the controls is monitored.4. PresentationsWhy Emergancy Planning is required?After the incident of Bhopal gas disaster, the Factories Act has been amended and a new chapter i.e. Chapter IVA- provision related to hazardous process has been added to the Factories Act. Every occupier shall with the approval of the Chief Inspector of factories draw up an on-site Emergency Plan and detailed disaster measures for his factory and make known to the workers employed there in and to the general public living in the vicinity of the factory the safety measures required to be taken in the event of an accident taking place.

í Engg. K.C. Roy focused on emergency medicines and first aid. He feels if you are the first on the scene of accident that results in an injury or serious illness, you may be the only link between a victim and emergency medical care. Your role is to take action, whether by providing first aid, seeking medical help or calling Hospital. Your actions may improve the victim’s chance of recovery.

The points came out from the sessions are listed below. Participants were of the view that such programmes

should also be organized to RTOs for reducing and controlling the road disaster while transporting the hazardous chemicals.

Participants were ready to use www.hrdp-idrm.in platform for knowledge sharing.

There is need to conduct exclusive training programme for industries front line managers working in safety.

The modules can be used for setting up TOT on specific subject/issues such as: importance of safety measures and the danger of falling from a height, safe practice of hot metals.

The drivers or the labour should be trained according to the need and should know about the hazardous chemical he is dealing with.

Refreshers courses are required for safety officers. Safety and health welfare were highly co-related.

Symptoms are similar to some common complains so it is difficult to determine appropriate treatment and so there should be regular check up of workers is important.


Recommended
