Introduction

The “Torno Subito” Programme is part of the ESF 2014-2020, the ROP Lazio ESF Axis III - Education and Training programming with “Investment Priority, 10.ii” Improvement in the quality and efficiency of higher education or equivalent level, and access to the same, in order to increase participation and the success rate, particularly for disadvantaged groups , “Specific Objective, 10.5” Raising levels of competence, participation and training success in university and/or equivalent education. The key action for the joint programming of the Regione Lazio is action 23. “Torno Subito: job placement of young people through training/work in Italy and abroad".

Starting in 2016, the “Torno Subito” Programme is part of the Generazioni (Generations) Plan, a tool that the Regional Executive Committee for the Lazio Region has implemented as a tangible, operative signal to the crisis situation and employment and general social problems which affect a large part of the population like the one consisting of young people. These are projects that take advantage of the European Social Fund (ESF) available for 2014-2020 programming to build a variety of opportunities, complementary to and in synergy with one another in order to support and strengthen the path of young people towards inclusion and affirmation, not just in the field of employment, but also in a social and personal context as well.

With the “Torno Subito” programme, the Regione Lazio intends to participate in achieving the objectives that the new Europe 2020 Strategy has identified to exit the crisis through a process of growth that must be:

smart: developing an economy based on knowledge and innovation; sustainable: promoting a more resource-efficient, greener and competitive

economy; Inclusive: fostering an economy with a higher level of employment which

promotes social and territorial cohesion.

“Torno Subito” 2016 fits into the “Porta Futuro Rete Università” project by making a significant contribution to the enhancement of human capital as a strategic growth factor and by financing projects for learning, training and work experience. These are aimed at improving the opportunities for integration in the job market, with the direct involvement of public and private organisations.

The principles and aims of the programme of actions are to:• sustain the improvement and strengthening of the human capital of young people by

encouraging: mobility nationally, in Europe and internationally; the comparison with relevant experiences in their field of interest; the increase in formal and informal skills through a learning by doing approach;

• encourage the acquisition of excellent skills by sustaining higher education through study and work experience pathways and, at the same time, creating opportunities for the development of important relations, both in Italy and abroad;

• promote the use of skills and experience in the region by increasing the opportunities for qualified employment in response to the requirements of the region’s economy for a smart, sustainable and inclusive growth;

• contribute to reducing the gap between demand and supply of work by allowing young people to build career paths suited to their growth and specialisation requirements in specific professional areas;

• sustain opportunities for individual growth of young people through knowledgeable choices about their future which help to open up pathways to independence and participation;

• allow firms and third sector and research organisations to internalise excellent skills based on shared experiences of training and work as well.

The programme pursues the principles of equal opportunity and accessibility for everyone and in particular, includes specific support measures to encourage the participation of people with disabilities.

Presidential Decree DPR No 1124 of 30 June 1965 and subsequent amendments and additions: “Consolidated text of provisions for compulsory insurance against accidents at work and occupational diseases”;

Circular by INAIL (National Institute for Insurance against Labour Accidents) No 16 of 4 March 2014, “Compulsory insurance for trainees and relevant decision on the premium” and subsequent amendments and additions;

Reply by INAIL on 18/02/2016 to the request presented by Laziodisu concerning the possibility of paying the INAIL contributions directly as transposed in articles 2 and 7 of the Three-way Agreement (Annex 6a) included in the “Training” and “Cinema” Project Lines. For the purposes of this Call for Proposals, the following meanings are used:

a) “Beneficiary”: the party in charge of starting and implementing the measures in accordance with art. 2, paragraph 10 of Regulation EU 1303/2013.

b) “Proposer”: university student, university graduate or high school graduate (only for the “Torno Subito Cinema” project line) participating in the selection.

c) “Recipient”: university student, university graduate or high school graduate (only for the “Torno Subito Cinema” project line) who is the winner.

d) Host-partner: universities; research institutes; public or private, profit or non-profit organisations at which the training and/or work experience activities are

carried out in the first and second phase of the project. These parties are identified by the proposer completely independently.

e) Coworking: places where a series of collaborative activities between self-employed workers and micro-enterprises are implemented which may encourage innovations within the territorial communities.

f) Extracurricular internship: orientation and training internship or job placement and job reintegration as regulated by D.G.R. (Decision of Regional Government) 199/2013 Article 1, paragraph, 3 letters a) and b).

g) Curricular internship: included in the university regulations for its own students or attending pupils in order to alternate periods of study with work.

h) Three-way agreement internship: work experience governed by the agreement between Laziodisu, the recipient and the host-partner, in Phase 2 of the Training Project Line.

i) Vocational internship: preparatory internship to qualify for a profession as regulated by article 6 of DPR (Presidential Decree) 137/2012, issued in accordance with Decree Law No 138 of 13 August 2011 – converted to law No 148 of 14 September 2011 by the laws and individual regulations introduced by the Professional Boards;

j) Guided path to self-employment: experience carried out within the sphere of coworking and aimed at self-employment/business start-ups;

k) Civil Liability Policy (RCO): insurance cover against risks for civil liability for “eventual” damages caused by the trainee.

l) INAIL (National Institute for Insurance against Labour Accidents): “insurance cover for trainees against accidents at work with INAIL for all activities included in the training project” in the case of internships.

m) Surety: personal guarantee provided by the recipient of the grant to the Beneficiary/Actuator (Laziodisu) to cover a possible risk of non-completion of the project activities, incorrect use of the grant paid to the recipient.

Investment priority 10.ii, Specific objective 10.5

Article 1 - Aim and structure of the initiative

Torno Subito 2016 aims to promote projects geared towards improving and enhancing the skills of young university undergraduates and graduates, technical institute graduates and, solely for the cinema line, high school graduates. The projects submitted by the individual proposers envisage pathways as part of higher education and work experience, firstly outside the Lazio region and later, within the regional territory. Each project must involve, in addition to the proposer, two host-partners who should be freely identified and involved directly by the proposer.

The proposer may submit projects divided into two main phases:A) phase 1: aimed at a study pathway or work experience outside the Lazio region

which must involve one host-partner, where a training or work experience activity is carried out, depending on the chosen project line;

B) phase 2: aimed at redeploying the skills acquired in Phase 1 within the Lazio region by carrying out internships at one host-partner or alternatively, through guided pathways to self-employment at a coworking site.

Each project must refer to one of the three project lines indicated below and outlined in detail in article 4 of this call for proposals:

Project Line 1 - “Torno Subito Training”; Project Line 1 - “Torno Subito Work Experience”; Project Line 3 - “Torno Subito Cinema”;

Without prejudice to specific indications contained in this Call for Proposals, the operations are carried out in compliance with the rules laid down in Regulation (EU) No 1303/2013 and Regulation (EU) No 1304/2013. The Call for Proposals takes place pending the revision process of the Management and Control System related to the implementation of ESF 2014/2020, in view of the verification of the consistency between the provisions mentioned in the measures and the EU legislation cited in the paragraph “Legislation references and definitions".The Regione Lazio will carry out the control activity pursuant to article 125, paragraph 5 of Regulation (EU) No 1303/2013.

The overall resources set aside for the recipients is 18,336,472.93 Euros of which 1,243,150.71 Euros is earmarked for the Project Line “Torno Subito Cinema”.If the resources dedicated to the “Torno Subito Cinema” Project Line are not used in full, they may be used to finance projects belonging to the other two Project Lines.Laziodisu reserves the right to allocate additional funds should the need arise, compatible with the budget resources granted to the Regione Lazio.

Article 3 - Candidates eligible to submit projects

The proposers, potential recipients of the action are citizens both Italians or foreigners, resident and/or domiciled in Lazio for at least 6 months, aged between 18 and 35, registered with a job placement agency and with the following requirements:

- university students;- university graduates;- students and graduates of schools with a high level of technical

specialisation known as “Istituti Tecnici Superiori” (Higher Technical Institutes);

- high school graduates, solely for the “Torno Subito Cinema” Line;

Under penalty of exclusion, the above-mentioned requirements must be met at the time the application is submitted.

Moreover, when the project begins, the grant recipient must not be part of any other type of subordinate employment (both fixed-term and permanent) and must not be participating in any internships, funded PhD programmes or other projects financed by EC or Italian funds. In order to encourage maximum participation in the programme, in keeping with the provisions of Leg. Decree 297/2002, preceding the date of entry into force of Leg. Decree 150/2015, in the case of any employment carried out before the start of the project for which funds are granted, the recipient must not have exceeded the following income levels calculated over a calendar year:

8,000.00 Euros gross taxable personal income (IRPEF) presumed for the entire current year for income as an employee;

4,800.00 Euros for income from self-employment; 8,000,00 Euros in the case of participation in more than one type of

employment.

Article 4 - Detailed information on the structure of the Project Phases and specific details about the single Project Lines

As indicated in Article 1, the “Torno Subito 2016” initiative funds projects divided into two main phases within the scope of one of the three project lines envisaged.

A) PHASES OF THE SINGLE PROJECT

PHASE 1 - to be carried out outside the Lazio region, in other Italian regions, EU countries, other European and non-European countries, aimed at acquiring greater knowledge, competences and professional skills through a training activity (participation in specialisation courses, higher education courses and Masters) or work experience (internships, training on the job) to be carried out at host-partner locations which could be a university, research institute, or public or private organisation already identified when submitting the application;For security reasons, when choosing the foreign country in Phase 1, consultation of the website www.viaggiaresicuri.it of the Italian Foreign Ministry is recommended which provides a map of countries considered to be at risk.Registration is also recommended on the website www.dovesiamonelmondo.it

PHASE 2 - which must be compulsorily carried out within the Lazio region, aimed at redeploying the skills acquired in Phase 1, through internships or guided pathways to self-employment, at a host-partner location which may be:

In the event of a pathway aimed at self-employment, the host coworking site, chosen by the proposer, must meet the following minimum characteristics:

consortia, and co-operatives. Associations are not required to be enrolled in the Register of Companies or have a recognised legal status;

f. the subject of the articles of association is creation/management of collaborative work spaces (coworking, fab lab, sharing economy activities);

g. a web site outlining the collaborative work spaces and the characteristics of the professionals and firms using the space and which also certifies that it has promoted coworking, meetings, conferences, in-depth thematic studies, workshops, local area animation activities, public initiatives aimed at anyone who is self-employed, young people, those who have never been employed and micro-enterprises.

B) PROJECT LINESThe 2016 edition of “Torno Subito” includes three Project Lines within which to propose the project.1. “Torno Subito Training”

PHASE 1

It includes attendance of a specialisation course, advanced training course or Masters, outside the Lazio region, which lasts a minimum of fifty hours per month for a period of three to six months in the case of a short path or twelve months in the case of a long path, based on a detailed programme. Upon submission of the application, an estimate should be attached to the electronic form which must contain the following minimum information:

Below that level, for attendance between 80% and 60% of the planned hours, a cost calculated as a percentage of the hours actually attended and those planned overall will be acknowledged. Below the level of 60% of hours of planned attendance, the amount acknowledged will be zero.

Requests are not admissible for grants for:• degree courses, undergraduate specialisations, specialisation schools, multiple-year

specialisations, courses that last longer than two years, research doctorates funded by university scholarships, and courses in preparation for competitions;

• “specialisation schools” for the legal profession;• “specialisation schools in the health-care sector” (including the veterinary field);• educational courses taught entirely on-line and those courses where the number of

hours of distance learning is equal to or exceeds 20% of the training hours required in the classroom.

PHASE 2

It may include within the Lazio region:

1. work experience for a period of three to six months to be carried out at a public or private, profit or non-profit Institute, including vocational studies aimed at redeploying the skills acquired in Phase 1.The work experience will be governed by signing a three-way agreement between the recipient, Laziodisu and the institute/host company (Annex 6a) and will not have to be activated at a job employment agency (CPI-Centro per l’Impiego) since it is comparable to a curricular internship related to the higher education path started in Phase 1. For each month, the activity indicated in the project and agreed with the host partner must be guaranteed for a minimum duration of fifteen days and at least eighty hours. In any case, each day cannot be less than four hours. The activity carried out must be certified by a register of monthly attendance (Annex 7), signed daily by the recipient and countersigned by the tutor identified by the host. Upon termination of the activity, a final certification of the pathway must be

2. “Torno Subito Work Experience”

PHASE 1

It includes a period of work experience outside the Lazio region, for a period of stay from three to six months. For each month, the activity indicated in the project and agreed with the host partner must be guaranteed for a minimum duration of fifteen days and at least eighty hours. In any case, each day cannot be less than four hours. In order to receive the entire amount of the monthly remuneration, attendance for at least 80% of the planned activity must be certified by the monthly attendance register (Annex 7).

Below that level, for an attendance between 80% and 60% of the planned hours, a cost calculated as a percentage of the hours actually attended and those initially planned will

be acknowledged as admissible. Below the level of 60% of hours of planned attendance, the amount acknowledged will be zero. All work experience activities must start compulsorily between the first and the fifth day of the month.

The activity carried out must be certified by a register of monthly attendance (Annex 7), signed daily by the recipient and countersigned by the tutor identified by the host. Upon termination of the activity, a final certification of the pathway must be produced, signed by a tutor identified by the host, which clearly states attendance of the activities and the type of activities performed.

Laziodisu will bear the relative cost of Civil Liability Insurance and INAIL, as governed by the three-way agreement (Annex 5a), exclusively for the participants who carry out Phase 1 in an Italian region. The host-partner must ensure that the law in force concerning extracurricular internships is respected in their own region.

For the participants who carry out Phase 1 outside Italy, in a European or non-European country, the host-partners must guarantee that the insurance laws in force in their respective countries are respected. The relationship will be governed by the Three-way agreement (Annex 5b).

PHASE 2

It must include, for a period of three to six months in the Lazio region, one of the three types of internship, to be carried out at a private or public, profit or non-profit Institute and aimed at redeploying the skills acquired in Phase 1.

1. Extracurricular internship governed by DGR 199/20132. Curricular internship governed by the regulations of universities or authorised

The minimum duration of the activity must be fifty hours per month for a period of stay between one and six months in accordance with a detailed programme which the proposer undertakes to respect. When submitting application, the detailed course programme, accompanied by an estimate of the cost, must be attached to the electronic form in accordance with the operating instructions which will be provided when registering on-line.In order to receive the entire amount for the cost of the course as indicated in the estimate, the recipient must guarantee attendance for at least 80% of the planned hours. Below that level, for attendance between 80% and 60% of the planned hours, a cost calculated as a percentage of the hours actually attended and those planned overall will

In both Phases of the project, the role of the partner is to allow a true sharing of the skills improvement path and their redeployment with the aim of maximising the positive effects of the project. The collaboration between the proposer and the partners must be certified by signing a letter of intent (Annex 1 for Phase 1 of the Work Experience Project Line and Annex 2 for Phase 2 of all three Project Lines). The letter of intent must be signed by the legal representative or his substitute. In the case of training activities, the training and cinema project lines, it is sufficient to submit the training programme and the relevant estimate to be attached by the proposer when completing the on-line form.The “letter of intent” (Annex 1 and 2) is intended to demonstrate the willingness to host the proposer if the project idea submitted by the latter is awarded funding, and upon completion of the activities covered by the project does not imply any further obligations.The host-partners must be identified by the proposer completely independently based on the goals that the latter aims to achieve through the project. There are no limitations for the choice of host-partners which can be chosen among universities, research centres, public institutes, private companies, profit and non-profit associations, cooperatives, professional studios etc., provided they respect the project idea and the project objectives.To help identify partners, a short-list of institutes available to participate in the “Torno Subito” programme can be consulted under the heading “Institutes/Companies” on the web site www.tornosubito.laziodisu.it This list is provided solely for the purpose of making it easier to find partners and is neither exhaustive nor binding since the proposer may also identify his/her own partners outside this list completely independently and without any restriction or preference.The list is open and is therefore liable to be updated.

Article 6 - Expenditure eligible for financing for single projectsIn compliance with art. 67, letter a) and b) of Regulation EU No 1303/2013, the Call for Proposals is implemented by using both the method of real costs and the standard scales of unit costs.The overall cost of each project is the result of the sum of expenses to be documented with real costs, the monthly remuneration from work experience outside the Lazio region, for work experience and self-employed activities and, lastly, from the use of the

standard scales of unit costs for the monthly flat-rate refund of the cost of food, accommodation and travel (see Annex 8).

The following costs will be funded for each eligible grant project:

PHASE 1

a) purchase of training courses or Masters:- € 7,000.00 for courses lasting between three and six months- €12,000.00 for courses lasting between seven and twelve months

b) monthly remuneration for work experience outside the Lazio region:- € 600.00 Euros gross per month

c) flat-rate remuneration for subsistence and travel as indicated in the standard costs (see Annex 8)

d) health insurance up to a maximum of € 500.00 for countries which do not ensure public health coverage, to be documented with real costs

e) cost of visa processing up to a maximum of € 500.00 Euros for countries where one is required, to be documented with real costs

f) a surety policy equal to 3% of the total amount funded, issued by banks, insurance companies or financial intermediaries enrolled in the registers under articles 106 and 107 of Leg. Decree No 385/1993 and subsequent amendments and additions, to be documented with real costs

g) services for assistance and accompaniment up to a maximum of € 4,000.00 Euros for anyone with disabilities, to be documented with real costs. The cost for the purchase of equipment, aids, wheelchairs, prostheses, etc. is excluded. Only the cost of renting these items is recognised.

PHASE 2

are considered income comparable to that from employment (art. 50, paragraph 1, letter c) of Consolidated Law on Income Tax, therefore, is subject to the current tax regime with the rates covered by art. 11 of the Consolidated Law on Income Tax and with the acknowledgement of the deductions under articles 12 and 13 of the Consolidated Law on Income Tax. Laziodisu will issue a single income tax return certificate on the basis of the actual amounts paid out in the reference calendar year.

Article 7 - How to submit proposals

The projects can only be submitted by completing the on-line form and by following the on-line procedure and operating instructions which will be provided. The on-line procedure for submitting projects is available on the web site www.tornosubito.laziodisu.it, in the section “Call for Proposals 2016”. Access to the form for submitting the project includes:1. preliminary on-line registration during which a scanned copy of the proposer’s

identity document must be attached. The aim of registration is to acquire the identity of the proposer, to issue a unique project ID and password to access the step in which to fill in the forms;

2. once the access password has been obtained, the on-line process for filling in the form can begin. This step can be interrupted and restarted multiple times. Compilation includes a section on personal data and the acquisition of statistical data, a section for compiling a CV and sections dedicated to the description of the project and the relevant budget.

3. the data entered when completing the on-line form can be freely amended and revised up until the time it is sent electronically which can be done at the end of the compilation process by clicking on the appropriate button: “send project”.

The electronic submission of the projects must take place before and not after 10.00 am of the sixtieth day following the above-mentioned publication date, under penalty of exclusion.Any projects not submitted using the “send project” command before the above-mentioned deadline (acquisition time limit) will not be acquired by the system and will not be reviewed for eligibility for funding.

Please note:From 10:00:01 am on the day of the deadline for application submission, the on-line procedure will no longer be available for modifications and/or completion and submission of the application.If the need arises, Laziodisu reserves the right to request other documents at a later date, in addition to those initially required. Any technical problems related to the electronic devices and the functioning of network connections used by the proposer to submit the application will not be taken into account.Sending the application and the relevant attachments via the on-line procedure does not imply that the application is complete with regard to the information provided and the documentation attached, given that the review procedure is part of the next step of the preliminary stage.

The eligibility step will be carried out by the Sole Project Manager. The review of the projects will be carried out by a Review Committee appointed by Executive Decision of the Director in charge of Laziodisu and made up of members identified by Laziodisu, in combination with members identified by the Management for Training, Research and Innovation, Schools and Universities, Right to Education of the Regione Lazio.The maximum possible score for each activity is 100 points.

Projects with a review score of no less than fifty points are deemed to be eligible.In the event of scores tied between two or more activities, priority in the ranking list will be based on the order of arrival of the applications by checking the date and hour of receipt on the on-line application system.

Projects will be funded in order of the ranking list, up to the amount of available resources.The contents of the project proposals, including the technical attachments, will remain the property of the proposers and will be treated in accordance with the confidentiality obligations by which the Public Administration is bound.

Article 10 - Signing of agreement for awarding grants for projects eligible for funding

After the project proposal has been approved for a grant, and within sixty days of the publication of the ranking list on merit, the recipients of the grant must sign the specific Agreement which governs the terms, conditions, execution and reporting methods of the activities (Annex 4).

Article 11 - Obligations of the grant recipient

The obligations of the grant recipient are set out in the agreement between Laziodisu and the recipient, attached as Annex 4 to this call for proposals and an integral part herein.

Responsibility for the implementation of the programme of actions “Torno Subito” lies with Laziodisu, identified as Beneficiary. The organisation will provide the following services:

technical assistance to the proposers in the initial, implementation and completion of the programme;

adequate information to potential public and private partners of the initiative “Torno Subito” through area publicity events in the Lazio region; management of the partnership by facilitating participation of public and private parties interested in hosting young people returning from learning experiences outside the Lazio region;

information and orientation activities for young people interested in submitting project proposals under this Call for Proposals;

support in defining individual projects; guidance on reporting procedures of activities by grant recipients.

The “Roma Lazio Film Commission” has been identified to promote and implement the “Torno Subito Cinema” line which will work in liaison with Laziodisu “for the development of a strategic partnership for training and employment development, as well as the consolidation and strengthening of the skills of those working in the cinematography and audio-visual industry”. The Roma Lazio Film Commission will act as a promoter of the Torno Subito programme in the sector related to cinematography careers and with any organisation which may be interested in the initiative by matching young people’s proposals with organisations/companies in the film industry that are interested in acting as hosts, both for internships in the Lazio region and training or work experience outside the region.

The beneficiaries of the operations have specific responsibilities concerning information and communication; as per the Guidelines for the beneficiaries adopted by the Regione Lazio with Executive Determination no. G14284 of 20/11/2015; they must implement a series of measures which acknowledge the funding of the operation, bearing:a) the EU emblem, in accordance with the technical specifications laid down in

Regulation (EU) No 821/2014 together with a reference to the European Union;b) a reference to the fund or funds which support the operation.

During the implementation of the operation, the beneficiary must inform the public about the support obtained by the funds:- by providing, on the beneficiary’s website, should one exist, a brief description of the

operation, in proportion to the level of support, including the goals and results, and highlighting the financial support received from the European Union;

- by placing at least one poster with information on the project (minimum format A3), indicating the financial support of the European Union, in a place where it can be easily viewed by the public, such as the entrance area of a building.

Moreover, the beneficiary will ensure that the recipients and participants are informed about this fund: any document concerning the implementation of the operation used for the public or for the participants, including attendance certificates or other documents, contains a declaration certifying that the operation and the Operational Programme were financed by the ESF Fund.

Article 14 - Method for paying the grant

The grant available for each project proposal will be paid through:

- an initial advance payment, including all the costs related to the stay outside the Lazio region in Phase 1 and, in the case of training, the cost resulting from the estimate for the course awarded a grant.

At the end of Phase 1, any unspent amounts from the advance payment will be compensated with the monthly work experience remunerations regarding Phase 2.

The advance payment and the reimbursements for work experience will be paid within sixty days of request, once the formal and merit checks have been carried out, in accordance with the operational procedures which will be outlined in more detail in the starting guide to be published on the project web site.

Article 15 - Changes and restructuring of the project

No more than two project changes can be submitted. Requests for changes can only be submitted via the on-line management system by following the instructions issued by the aforesaid system. The on-line management system will include the approval functions of the changes submitted.

Article 16 - Verification and checks

The Regione Lazio will carry out checks, inspections and on-the-spot checks aimed at ascertaining that the projects are being correctly implemented and that they comply with the goals for which the funds were granted, as laid down in art. 125, paragraph 5 of Regulation (EU) No. 1303/2013.The Regione Lazio reserves the right to carry out checks and inspections at any time and phase of the implementation of the activities eligible for funding, in accordance with the provisions of the relevant legislation currently in force.The checks may be carried out both by the Regione Lazio as well as the Italian State and organs of the European Union, or by external parties who have been delegated to do so.For the purposes of on-the-spot checks, the recipients of the grant must also ensure that all the technical documentation is available - educational and any other type of documentation submitted in support of the operation being assessed.The control activities will focus on the technical and physical aspects of the operations, with particular attention to the on-the-spot checks in itinere and by administrative controls in order to ensure the effective implementation of the activities, in accordance with the time frame, the amount and the characteristics included in the Call for Proposals and by the approved project.The activities carried out within the framework of the Call for Proposals are monitored through the quantification of the indicators of the 2014-2020 ESF operational program and through specific actions, including on-the-spot checks, aimed at detecting data such as quantitative data.The monitoring is intended to provide an indication on the efficiency and effectiveness of the intervention and to support, with useful figures, the subsequent choices of the Regione Lazio in the areas addressed by the action planned with this Call for Proposals.

The actuator/beneficiary must produce, within the time frame and by the methods set out, the documentation supporting the activities effectively carried out, by providing, through the information and monitoring system made available by the Administration and in accordance with the procedures laid down by the latter, all financial, procedural and physical data related to the implementation of the funded project.

The grant recipient will be subject to checks during the implementation of the project by staff appointed by Laziodisu, the Regione Lazio, the offices of the European Commission, the European Court of Auditors or by any other external party.

Specifically, these activities may include on-the-spot checks and administrative and accounting controls aimed at verifying:a) that the operations for which the grant was awarded were carried out;b) that the expenses were reasonable and actually incurred;c) the fulfilment by the recipient of all the administrative, accounting and tax

obligations required by current law.

The original documentation produced during the project must be preserved by the grant recipient for five years after completion of the project.

For the purposes of level I and II checks, this documentation may be requested by the parties appointed to carry out checks in accordance with the procedures of the Management and Control System of ROP Lazio ESF 2014-2020 or within the sphere of additional checks carried out by the staff appointed by the European Commission, the European Court of Auditors or by other Italian judicial police organisations.

Article 17 - Preserving the documents

With regard to the preservation of documents, in respect of the provisions of art. 140 of Regulation (EU) No 1303/2013, for this Call for Proposals the grant recipients undertake to preserve the documentation and make it available on request to the EC and the European Court of Auditors for a period of three years, from December 31 following the submission of the annual accounts under art. 137 of Regulation (EU) No 1303/2013 in which the costs of the operation are included.

The start of these periods will be suspended in the event of legal proceedings or at the duly motivated request of the EC. With reference to the method of preservation, the documents should be kept in the form of originals or certified copies on commonly accepted data storage media, including the electronic format of original documents or existing documents exclusively in electronic format.The grant recipients must create a file of tasks containing the technical and administrative documentation (documentation of expenses and any supporting evidence). In this case, the IT systems used must fulfil the accepted security standards which guarantee that the documents preserved meet the national legal requirements and are reliable for auditing purposes.

Article 18 - Withdrawal of the grantIn the event of failure to fulfil one or more of the obligations required of the proposer, Laziodisu will withdraw the grant and recover all the sums paid, except for those expenses incurred which are deemed admissible and only if that part of the activities carried out proves to be independently useful and relevant.

1. Laziodisu, in compliance with the provisions of the Public Call for Proposals “Torno Subito 2016” and the agreement entered into by Laziodisu and the proposer, undertakes to respect the commitments for advance payments and periodic reimbursements of the remuneration, as indicated in the grant award agreement entered into by the host, and in accordance with the operational indications published on the web site www.tornosubito.laziodisu.it section STARTING GUIDE 2016.

Art. 4 Obligations of the host

1. The host undertakes to:

a) respect and ensure that the training project agreed with the recipient is respected and in line with the project awarded funding;

b) guarantee precautions for the guest with regard to safety and accidents in accordance with the regulations in force concerning safety, exonerating Laziodisu from any obligations;

c) identify a tutor to oversee the activities carried out by the guest to check the progress of the activities and draft a final report;

d) notify Laziodisu of any early termination of the training experience;

e) ensure that the guest is treated on a par with the employees in the work place where the training/work experience activity is carried out with regard to the services offered by the host to its employees;

f) ensure that the monthly register endorsed by Laziodisu is completed correctly in full compliance with the approved training programme (Annex 7 to the Public Call for Proposals);

g) contribute to the transfer process of knowledge and skills aimed at improving the educational background of the guest implementing the project;

h) issue a final statement that the activity has been carried out and completed correctly as certified by the register of attendance (Annex 7 to the Public Call for Proposals);

i) ensure that the regulation on insurance, required in the State where the activity is being carried out, is respected.

3. The host is aware and acknowledges that:

a) the work experience does not constitute a working relationship of any kind or form;

b) the work experience cannot be used for activities which do not comply with the project approved by Laziodisu for the guest;

c) the guest cannot be used to substitute the host’s staff during periods of sickness, maternity leave or holidays nor for covering roles required by the organisation.

2. The guest must maintain the status of being unemployed or having never been employed for as long as the project is being carried out.

3. Any periods of compulsory absence for maternity, sickness or any impediment, even if documented, which prevented the work experience from being carried out, will not be included in the calculation of the duration of the work experience activity.

4. Training activities within the sphere of work experience must be carried out with diligence and professionalism by agreeing the number of hours per month with the host. In order to receive the monthly remuneration included in the Public Call for Proposals, the hours must not be less than eighty hours per month and attendance no less than 80% of the planned monthly hours.

5. Start and finish times must be recorded daily on the attendance sheet which will be made available by Laziodisu.

6. The recipient can interrupt the work experience by giving written communication to Laziodisu and the tutor for the educational and organisational activity of the host partner. The waiver entails the repayment of the entire amount paid in advance, except in the case of force majeure, appropriately documented, which, however, entails the recognition of costs from the time they were interrupted.

Art. 6Reimbursement of expenses

1. The host is not required to pay any compensation or remuneration to the guest. The fees for insurance cover required by law and the INAIL premium will be borne by Laziodisu. The monthly remuneration and any form of reimbursement

of expenses for subsistence will be borne by Laziodisu in compliance with the approved project.

Art. 7 Educational/company tutor

1. The host nominates Mr./Ms ……………………………… as tutor in charge of the educational and organisational activities. The tutor is required to carry out the tasks of support and guidance in executing the project approved for the guest and to countersign the monthly attendance register endorsed by Laziodisu.

2. “The host is required to implement INAIL insurance cover of the tutor in charge of the educational and organisational activities which must be entered in the event of one of the risks included in Presidential Decree 1124/65, in the INAIL territorial insurance position of the host company.”

Personal data processing

1. Laziodisu and the host both declare that they are aware of and expressly consent to the processing of the personal data of those signing this agreement as a result of and during the execution of the agreement, to be used exclusively for the purposes of the agreement itself. 1. KEY ELEMENTS OF PRELIMINARY FACT-FINDING ENQUIRY FOR THE DEFINITIONS OF THE SCALES OF STANDARD COSTS

The key elements of the preliminary fact-finding enquiry for the definition of the scales of standard costs can be summed up in the following categories: travel, meals and accommodation (hereinafter “ancillary expenses”) in order to reduce the burden associated with demonstrating and checking these elements and at the same time, to ensure an efficient and timely implementation of the operation.

This document takes, as its basis and as a whole, the result of the study carried out to identify the parameters to use for the recognition of mobility costs as part of actions to promote pathways for vocational transnational and interregional mobility aimed at acquiring and improving the skills of people who have never worked, the unemployed and the employed. Specifically, in order to fully meet allocation requirements, a fact-finding survey was conducted on both a regional/national and EC level on Programmes/Call for Tenders which fund mobility actions.

For interregional programmes, the survey identified the “Catalogo Interregionale Alta Formazione 2013” (Interregional Catalogue for Higher Education) as a key element, adopted by the Regione Lazio with Executive Decision No B01887 of 20/05/2013 which identifies, on the basis of a national survey, lump sums for mobility costs when attending training courses.

For international mobility programmes, EU guidelines were mainly taken into account which regulate and identify costs for mobility within the Lifelong Learning Programme – LLP. Specifically, the Programme funded by DG Education and Culture identified the scales of costs in the Guide for Applicants 2013 – general provisions to be used for mobility schemes. A second EU programme referred to for identifying standard costs in international mobility schemes is the Jean Monnet programme (promoting teaching and research) for periods of

2. LUMP SUMS RECOGNISED FOR STANDARD COST COMPONENTS2.1 Explanation of the application of standard costs

The Standard Scales of Unit Costs, defined by this document for technical guidance, will be used in the implementation of the activities included in the first phase of the Call for Proposals, limited to the ancillary expenses incurred for the cost of meals, accommodation and travel.

A reference framework for expenses is given below for the definition of the Standard Scales of Unit Costs for ancillary expenses, depending on where the activity mainly takes place for which the costs are incurred: - remuneration for national mobility, outside the Lazio region;- remuneration for international mobility, in European countries;- remuneration for international mobility, in other European and foreign countries.

2.2 Technical and methodological aspects for calculating the standard costs components

For the reimbursement of expenses incurred in the first phase – learning outside the Lazio region, the cost parameters from the analysis which was carried out will be used, as outlined below.

A) Remuneration for national mobility, outside the Lazio region;A.1) Cost of meals A monthly remuneration of €222 was considered reasonable to cover the cost of meals in the first phase of learning when taking place in Italy. This parameter is calculated on the basis of two meals per day in the university canteen (at a cost of €11) for the number of days attending the course (twenty days per month). The cost of a single meal in the canteen is €5.50, taken from the average cost of a meal in university canteens outlined in the table (Table no. 1) of the Catalogo Interregionale Alta Formazione (CIAF).

4. METHOD OF CALCULATING PUBLIC CONTRIBUTION Once the value of the single standard components for phase 1 has been defined, the definition of the standard cost will be calculated as follows:

- the product of the identified cost parameters and the number of months included in the training phase of the individual plan with completion of the training objective by the participant;

- the sum of the amount obtained plus the eventual standard cost of travel.

The result of the above-mentioned calculations determines the amount of funds to be paid, net of any expenses to be reported as real costs.The operations must be carried out in full accordance with the provisions of the Call for Proposals “Torno Subito” and must guarantee the minimum levels of attendance as indicated in the same.Therefore, except for the specific provisions included in the Call of Proposals in question, the parameters for Standard Cost, indicated in the attached tables, will be applied in full if: a) the entire pathway for the training scheme is actually completed by the participant, in

Italy or abroad; b) the participant actually attends at least 80% of the overall time required by the pathway

for the training scheme, in Italy or abroad. All the above-mentioned factors and elements are subject to systematic checks and controls by the Management Authority and the other authorities appointed to carry out audits in accordance with regional, national and EC regulations.

5. VERIFICATION ELEMENTSThe grant for the recipients’ subsistence and travel costs is determined on the basis of pre-determined standard costs and depends on the activity being effectively completed. Therefore, in order to demonstrate that the activity in question has taken place, the participant must submit a declaration on the specific form provided with the following attachments:

- a certificate of attendance of the training scheme issued by the Italian or foreign partner showing that the participant attended at least 80% of the hours required by

the training scheme outside the region;- a final report on the activities performed, the training objectives achieved and the

period of stay, submitted by the participant.

Failure to complete the operation, in accordance with the provision of the Call for Proposals, will result in immediate disqualification of the operation and withdrawal of the grant.

Given that payments will be made only if the training scheme is actually completed, all participants will be required to keep and give access to the documentation required by the implementation arrangements (Regional notice) to the regional authorities concerned, for inspections and audits to be implemented systematically in itinere and ex post phases.

Specifically, the checks under Regulation (EC) No 1303/2013, from being predominantly financial checks (justification of real costs), will be redirected towards the technical and physical aspects of the operations, so that the on-the-spot checks and in itinere (so-called “surprise” checks) take precedence and become more frequent, thus a guaranteed percentage of checks will be established for the total number of funded operations, using the simplification option.
