Subject No 1a/36 CMS, RBA

Inconvenience faced by employees at BAY Section.

a) At Ballari, when Rajbhasha (Hindi) meeting is conducted ADMO/BAY being the Chairperson has to attend the meeting which will be lasting for three hours and more Patients with various health problems are made to suffer in the absence of Doctors, Therefore, this Union urges the administration to make alternative arrangements by ADMO/BAY.

Subject No 1b/36 CMS

b) The staff of BAY who attend PME at HPT are put into untold hardship due to irregular visit of Sr.DMO/GDG, staff are reaching HPT at 07:00 hours , it is informed that Doctor will be coming train No.57273 Passenger. There were many occasions when doctor doesn’t turn up by the said train and his visit to HPT becomes uncertain. Therefore the staff has to return to their HQrs and will attend in next week. Hence, this Union demands to take remedial action by posting Sr.DMO at HPT who can conduct PME.

Subject No 1c/36 DMM

c) Uniform was supplied in the year 2015, now, it is learnt that, instructions were given to all Supervisors to submit the size of pant & shirt of each employee. In the past,it was seen uniforms (readymade) which were received were unsize. Therefore, this Union demands to continue the existing practice of supplying cloth with stitching charges.

Subject No 2a/36 Sr.DEN/E

Problems of Engineering Staff at Ballari.

a) At BAY Trackman, while working, they will be plunged with dust which is health hazardous, also soap to be supplied and at present an amount of Rs.450/- paid for purchase of shoes for trackman. The amount paid is not sufficient to purchase good quality shoes. Hence, this Union demands to supply masks, soap and good & branded shoe which will protect the employees from health hazards.

b) At BAY the trackman are made to carry Jack which is weighing around 25 kgs to a length of 6 kms daily which is very difficult to carry. Hence, this Union demands to provide hydraulic jack which is less in weight or with some remedy.

Subject No 3/36 Sr.DEN/E

Insufficient Water Supply at Ballari Railway Colony.The water supply at BAY Railway Colony from Municipal Corporation is not sufficient and they are supplying water once in 15 days. With this supplied water they are not in a position to meet minimum requirement and this problem became perennial. Hence, this union demands the administration to pursue this issue with concerned authorities of Municipal Corporation to enhance the quantity of water to avoid the crisis faced by the colony people until alternative arrangements.

Subject No 4/36 Sr.DOM, Sr.DEN/E

Problems faced by staffs at Nandihalli Station.On the demand of JSWT separate siding was provided and also a station was built namely Nandihalli station for want of take off to facilitate the loading of iron ore from Nandihalli JSWT siding (NJWS). Safety and safe working condition of employees is not taken care.

There is no approach road to station; staffs are facing untold hardship to reach the station to attend their duties. This area is plunged into thick forest and hills, known for wild animals moving in & around the station. In recent past, it also appeared in print & electronic media that Cheetah (Leopard) menace has created unrest & alarm in this location. The Bheemanagundi tunnel is attached to the station, staffs are required to pass through the tunnel to discharge their duties which is unsafe to work in this place since there is no minimum facilities provided even lighting is not provided in the tunnel, staffs working at station are put into untold difficulties specially during summer season due to erratic power supply since power supply is available only 8 hrs in a day.

Hence, this Union demands immediately to discuss with JSWT and arrange one four wheeler to the station staff so that they can be protected from any untoward incidents. An approach road has to be provided, lighting has to be provided in the tunnel and also get express feeder/Niranthara Jyothi immediately.

Subject No 5/36 Sr.DSTE

Problems of S&T Staff at Ballari.

Staffs are deployed for attending failures after duty hours in emergency and even in night times they are forced to attend. Hence, this Union demands to pay Over Time (O.T) allowance when they are working beyond duty hours.

Subject No 6/36 CMS, Sr.DEN/Hq

Sub No 6: Earmarking/Construction of Toilet particularly for Pharmacists at CH/UBL.

At CH/UBL, the causality is functioning round the clock and providing service/treatment to patients. The Pharmacists who are performing duty are supposed to use common toilets of CH/UBL. Therefore, this Union requests the administration to earmark any one of the toilet particularly for Pharmacists/Causality or a separate toilet may be constructed.

Subject No 7/36 Sr.DPO, Sr.DSTE

Sub No 7: Posting of Clerical Staff at SSE/Sig/M/O/UBL and Sr.DSTE Office.

Shri.Puttaraju, Jr.Clerk who is presently working in SSE/Sig/M/O/UBL and Shri.Iranna Kashiappa, Jr.Clerk working at Sr.DSTE/M/O/UBL has been posted to SSE/Sig/M/O/UBL. Shri.Iranna Kashiappa is physically handicapped & partially blind and is unable cross the rails in old loco shed area, Therefore, this Union requests to post some other clerical staff in place of Shri.Iranna Kashiappa and he may be shifted to Sr.DSTE/M/O/UBL to avoid inconvenience to this physically handicapped employee.

Subject No 8/36 Sr.DPO, Sr.DSTE

Increasing of Staff Strength of S&T Dept due to doubling of assets.

Due to doubling, the assets of S&T department have increased but till date staff strength remains the same by which it has become difficult for the existing staff to perform duties without availing proper rest. Therefore, this Union urges the administration to post additional staff as per the increased workload.

Subject No 9a&b/36 Sr.DME/C&W, Sr.DPO

Increasing of Staff Strength of C&W/UBL & Supply of Shoes & Raincoats.a) No of trains are increasing day by day and the staff strength is not increased, the existing staff are finding

difficulty to manage the workload i.e. maintaining, watering, under-gear and rolling examination with the platform. Therefore, this Union urges to increase/sanction additional staff of 25 staff per batch for safe and smooth running of trains.

b) In order to check through under gear and other check in coaching yard since no of trains are increased it is very difficult to maintain the train with existing staff. Therefore, this union urges to increase the strength of staff to 20/22 staff to carry out safe through check & smooth running of trains.

Subject No 9c/36 Sr.DME/C&W, DMM

c) Supply of Shoes & Raincoats to C&W Staff of Coaching Yard & Station: Since rainy season is approaching very fast, this Union urges the administration to supply shoes and rain coats to C&W Staff of coaching yard and station to ensure proper safety of staff during rainy season.

Subject No 10/36 Sr.DME/C&W

Regular supply of Aluminium Tower Bolts to C&W/UBL.

On arrival of Tr.No.16591/16592 (Hampi Exp), it was noticed that Aluminium Tower Bolts were found missing and staff are facing lot of problems in replacing the same due to shortage of stock/no supply from GSD/UBL. Passengers are complaining frequently regarding this problem. Therefore, this Union urges the administration to supply Aluminium Tower Bolts regularly to avoid complaints from passengers and embarrassment to the Railways.

Subject No 11/36 Sr.DCM, DEE

Sub No.11: Shifting of Generator attached to Parcel Office/BAY.

At BAY, Staff working in Parcel office are facing problems due to generator sound when it is on it generates huge sound by which staff are not able to receive any phone calls and also not able to interact on phone even with customers who come for booking/delivery of parcels. Hence, this Union urges the administration to shift the generator which is attached with Parcel office/BAY to avoid problems faced by the parcel office staff.

Subject No 12/36 Sr.DCM

Sub No.12: Provision of Aluminium Ladder for Parcel Office/BAY.

At BAY Parcel Office luggage porters are put into untold hardships while sealing brake van almost every train whether it is loading & unloading they have to seal the brake van specially while, sealing at off side they are put into high risk of life. Hence, this Union demands to provide Aluminium ladder which will be convenient & safe while sealing the brake van.

Sub No.13: Separate Ladies Room for Electrical (TL) Staff at Coaching Yard.

At SSE/E/TLD/UBL, there are 16 no. of ladies staff working in yard for train lighting maintenance, but they don’t have any separate ladies rest room for changing and keeping their required belongings at the time of their duty. Therefore, this Union urges the administration to allot separate ladies room for Electrical (TL) staff at coaching yard.

Subject No 14/36 Sr.DEN/C, Sr.DPO Sub No.14: Wrong Booking of Keyman in Civil Engineering Department in UBL Division.

In UBL Division Civil Engineering department there is a post of Keyman GP.4200/- whereas GP.1800/- Gangman are utilized as Keyman and they are being punished. But there are GP.2400/- Gangman are available in all the units but they are booked as Keyman and GP.1800/- Gangman are booked as Keyman and punished for any fault and they are going to the next grade which is highly irregular.

For example Shri.Salim Bellary, GP.1800/- Gangman is booked as Keyman and suspended for a small mistake happened in his absence and suspended and called for enquiry and waiting for promotion. Being a sincere employee carried out the Supervisors order and worked as Keyman and no fault of him he is placed under suspension and his promotion is held up. Hence, this Union urges to set right this irregularity in Civil Engineering department.

Subject No 15/36 Sr.DME/Dsl, Sr.DPO

Sub No.15: Allotment of Railway Quarters for staff of EMD Diesel Shed.

There is a continuous demand for Railway Quarters of Type-I, Type-II, Type-III & Type-IV, since a number of employees are appointed in EMD Diesel Shed are from RRB & Compassionate Grounds, most of them are from distant places.EMD Shed staff are struggling to get Rly.Qtrs. though the employees have been waiting for years together.Hence, this urges the administration to allot some quarters of all types from upcoming Railway qtrs. from almost all the areas i.e, Brook Road, New Vinobhanagar,Rail Nagar.


Sub No.16: Filling up vacancies of Tech-III at EMD Shed through PQ & LDCE quota.

There are 10 vacancies in Tech-III (Mech Wing) including the 19 sliding vacancy, totally 29 vacancies in Tech-III (Mech Wing). There are approximately 134 staff in Helper grade in EMD Shed without any promotion, about 23 staff have completed more than 10 years service in the same bottom grade itself. Hence, this Union urges the administration to fill all the vacancies of Tech-III immediately through PQ & LDCE.

Subject No 17/36 Sr.DPO

Sub No.17: Provision of Office accommodation for branches of SWRMU/UBL Division. Following branches of SWRMU - UBL Division is functioning without branch office accommodation.

1. EMD Diesel Shed Branch. 2. Loco & Traffic Running Staff (LTRS) Branch.3. Station Branch. 4. Medical Branch.5. VSG Branch ( Room besides existing office which is vacant may be allotted to SWRMU/VSG branch)

Till date, there is no proper accommodation provided by the administration for conducting branch level meetings and to conduct other union activities. This Union being single union in this Railway has to attended staff grievances at workspot/depots etc., it is very essential to provide office for this Union. Therefore, this Union urges to provide office accommodation to the above said branches of SWRMU/UBL division immediately.


Sub No.18: Provision of Office accommodation for Comml.Staff at BMM/Siding/MBIV/VC

Presently there is no proper office accommodation at BMM siding for Commercial staff. In the existing weighbridge the staffs are accommodated. There is no proper place for sitting two on duty persons in the present office. As the weigh bridge is being shared by BMM weighbridge staff and railway commercial staff. There is no security for FOIS equipment, books and records. There is no toilet and drinking water facility at the existing office only a can of 20 ltrs water is supplied by BMM Company for drinking and other all purposes. Hence this Union urges the administration to kindly arrange to provide Commercial office and toilets at the BMM siding.

Subject No 19/36 Sr.DME/C&W, Sr.DEN/E

Sub No.19: Provision of Pathway in the HPT Yard.

At HPT yard as there is no proper way to attend for C&W Staff This Union urges the administration to provide a pathway between the Road No.8-9, 9-10, 10-11 and 11-12.

Subject No 20/36 Sr.DOM, DEE

Sub No.20: Provision of High Mast light in the TNGL yard towards BAY end.

Whenever the formations are kept waiting in the yard for LC etc., for long duration the Brake Van is left at very far end when there is no light and pitch dark. Hence, this Union urges the administration to provide a high mast light at the BAY end of TNGL yard.

Subject No 21/36 Sr.DOM, DEE

Sub No.21: Provision of Air Coolers, Revolving Chairs for SS/HPT, Dy.SS/PF/HPT, Yard Master & 4 Cabins.

Due to increasing temperature it is very hot and inconvenient for staffs to work at SS/O/HPT, Dy.SS/O/PF/HPT, Yard Master Office and 4 Cabins. Therefore, this Union urges the administration to provide Air coolers & Revolving Chairs for all the above said operating offices of HPT.

Subject No 22/36 Sr.DEN/W, Sr.DPO

Sub No.22: LC Gate No.25 between CSM - MJU.

Traffic LC Gate 25 situated near CSM (Cansaulim) Station between CSM-MJU, staffs are working 72 hrs roster. This Union urges to immediately conduct job analysis since road vehicle traffic has increased in many folds.

a) Filling up of vacancies in CDO/C&W/VSG.

a) Carpenter: 2 Carpenters transferred to UBL on 4.4.2013.b) Trimmer : Retired on 30.11.2013.c) Painter : transferred to UBL on 22.01.2015.d) Welder : 1 vacancy.

Till date, the above said vacancies are not filled by the administration. This Union urges to fill up the vacancies immediately.

Subject No 23b/36 Sr.DEN/W, Sr.DPO

b) Filling up vacancies of SSE/W/VSG.

Since one year the post of SSE/W post is vacant at VSG, only a single JE is managing VSG-QLM, which is a major section and in addition CLR depot also and often visiting Colva Holiday Home. Due to heavy workload lots of work like Qtrs. repairs etc. is pending. This Union urges to fill the vacancy of SSE/W/VSG immediately.

Subject No 24/36 Sr.DEN/W Sub No.24: Roof Leakage at Block No.66/VSG.

Rook Leakage of block No.66/VSG 1st Floor E to H (4 Qtrs) leaking very badly during monsoon season. This Union urges the administration to provide water proofing or AC sheets immediately.

Subject No 25/36 Sr.DEN/W

Sub No.25: QLM natural source water problem.

From QLM Station to natural source river distance is 4.5 kms and from river 1.5 km there is no pipe connection due to this always staffs from VSG are attending to clean the dry leaves and mud which always blocks the water flowing path. This Union urges to provide 1.5kms 4 inch GI pipe to solve the water problem QLM station, Rly Qtrs & Running Room.


Sub No.26: New Roster for Points man of Kulem (KM) Station.

On 14.11.2011, ADEN/CLR, SSE/W/VSG conducted joint inspection and declared that all Qtrs are in damaged condition and beyond repairs limit and also unfit for human occupation, due to this all the Pointsman are without Qtrs. Hence, this Union urges the administration for new roster with WR & R for all Pointsman.

Subject No 27/36 Sr.DEN/W, Sr.DPO, Sr.DSTE, DEE, DMM

Sub No.27: Staff Grievances and Basic Amenities to staff of CLR/LD Section.a) LD Electrical Pump house building and river bed buildings are totally damaged and needs urgent repairs.b) Pathway from HU/LD to Electrical Substation LD is required.c) At CLR, Loco Shed area, Rly Qtrs. No.123/A to 123/H block Doors and Windows are in decayed

condition and some toilet rooms, walls are in cracked condition, to be repaired immediately.

d) At HU/CLR, doors & windows are in decayed condition. This Union urges to replace with new ones and painting done at HU/CLR some eight years ago needs painting.

e) Behind the station at CLR, two wheeler parking is required for the staff vehicles parking.f) Requirement of posting of additional staff in Ghat section at S&T department and request for formulation

transfer policies like other department in Ghat section.g) Allotment of additional Rly.Qtrs for S&T pool at CLR.h) Provision of Rest Room at Doodhsagar Station for ESM Staff who attend night failures.i) R.O Drinking water system in CLR Section for staff.j) Shoes to CLR/LD Electrical Staff to be provided immediately.Hence This Union urges the administration to take action on the above said grievances immediately.

k) Provide a rest room with auto phone in platform & yard for SHR’s, so that they can take rest whenever there is no shunting and they can keep their belongings safely and loco reversers with them and the YM can easily contact the SHR’s through auto phone instead of VHF and instruct the shunting movements.

l) At UBL yard towards GDG end there is no proper pathway and lighting arrangements to walk from platform to marshalling yard. The staffs has to cross the rails and go to take over charge of train/loco’s which is very unsafe particularly in rainy season. The Union urges to take necessary action to provide the same.

m) Taking over and handing over of Walkie Talkies in UBL lobby, is leading to damaging the sets which was already damaged and removing and replacing of battery after every trip makes the contact tips in handsets slack and broken. Hence, this Union urges the administration to procure sufficient number of Walkie Talkies sets/spare batteries and issue to individual LP’s/SHR’s, as it was earlier to avoid unsafe working.

n) Provision of rest room at DWR: The existing rest room at DWR is far way from station and it is maintained very poorly and it is unsafe to walk so far in the dark. Hence, the Union urges the administration to provide rest room in the DWR platform itself as it is in LD and change the linens regularly.

o) Provision of Drinking water at HPT/Lobby & CPRC/O/UBL: It is noticed that there is no drinking water provision at HPT/Lobby and CPRC/O/UBL, staffs are working round the clock and it is very much essential. The Union urges to take necessary action to provide the same.

p) Sending of Crew Pilot to LD by Tr.No.56921 instead of Tr.No.17305: Nowadays, mail/express crew are sending pilot to LD by Tr.No.17305 to work Tr.No.12780 This Union urges to take necessary action to send the crew pilot to LD by Tr.No.56921 to work the above said train, so that crew can avail extra rest at HQ.

q) Mileage not granted for BJP crew for attending PME.r) Shunting mileage/short trip duty mileage/through working mileage not generating while signing off

through CRIS.

Subject No 29/36 Sr.DME/C&W, Sr.DEN/C

Ladies Toilet at SSE/C&W/O/UBL.The toilet which was available behind SSE/C&W/O/UBL was recently demolished. The ladies are finding difficulty without toilet facilities. Therefore, this Union urges to provide toilet at SSE/C&W/O/UBL immediately.

Problems of Staff faced of BGM Section.a) All way side station quarters of BGM section meant for station staff are older than 50 years and are in a

condemned state and some quarters have already been abandoned. At present all the traffic staff (Gr. D) are eligible for Type-II quarters. This Union urges to build new quarters or introduce RLT roster in these stations.

Water Filtration Plant for big stations in BGM sectionb) The following stations are having heavy passenger traffic and staff strength in this section without any

proper and hygienic drinking water supply. BGM Railway colonies consist of 197 units, GPB & KUD with 30 plus units. At BGM, the present system of potable water supply is being done by pumping water from an open well which is not even covered are walled. This water is directly pumped into an overhead tank and being supplied to all the quarters without purification. This is totally unhygienic and leads to communicable diseases spreading among the residents. At GPB, canal water is directly being pumped to OH tank and being supplied to all the quarters. At KUD, Krishna river water is being directly pumped to OH tank without any sort of purification to all the quarters. This Union urges to provide one water purification plant (RO plant) in each of the stations to provide purified water to all the quarters.

Filling up of vacancy of OS/Stores at KUDc) One post of OS/Stores in SSE/P.Way/KUD is vacant for the last 2 years and not filled up. OS/Stores post

being an important and sensitive one, This Union urges the administration to fill up the vacant post immediately. In ADEN/BGM’s office, the sanctioned post of OS is 1 only. But, there are 3 OS’s working there, 2 OS’s are excess. One willing OS can be shifted to KUD.

d) Relieving of Helpers selected against 40%-10% from UBL Division to join UBLS. This subject was discussed with DRM/UBL on several meetings to relieve the employees selected against 40%-10% lateral intake to join UBLS from Engg, C&W and EMD Diesel Shed etc. Till date, after months passed after the order was passed the employees are not relieved. Hence, this Union urges to relieve the selected from various departments of UBL division to join UBLS immediately, with no further delay.

Provision of Rly Qtrs Type-II & Type-III and improvement to existing Rly Qtrs:As of now, more than 30 staff are working in SMR/O/LD; none of them are having Railway Qtrs. Hence sufficient number of Rly Qtrs should be constructed and also the existing Rly Qtrs are in bad shape, the street lights are not sufficient and not functioning, the approach road for entire colony should be redone as they are in bad condition. 35th PNM Minutes (19 & 20.01.2017) (a) Size of the rooms constructed by RVNL at LD is very small.(b) Quality for laying of the concrete block is not upto the standard, to be checked. Rest room to be provided for the Guards and Loco pilots at UGR:Guards and Loco Pilots are staying at platform at Ugar station till loading get over. Hence they required rest room to take rest at UGAR station.35th PNM Minutes (19 & 20.01.2017): Sr.DOM will decide on allotting the vacant room available in the station for utilizing the same by Guards and Loco Pilots at UGR.


Maintenance of Multistoried Rly Qtrs building and roof leakage at Kudachi:Grills are not provided for the verandah of some Qtrs of multistoried buildings in view of safety of the residents grills to be provided. And in rainy season almost all occupants of Rly Qtrs are facing roof leakage problem. Hence leakage should be arrested before rainy season35th PNM Minutes (19 & 20.01.2017) Inspection will be conducted by SSE/Works/BGM and ADEN/BGM and tender for repairs to roof leakage and provision of grill and any other required item will be called by 15th February 2017.


Construction of new drainages at Belagavi colonies:The drainage systems provided in colonies at BGM are not in good condition and not having concrete bed so water is stagnated. In approach road of running room there is no way to flow rain water and it is very difficult for

the staff of running room and the employees those who are coming to Hospital for treatment. Hence proper drainage systems are to be provided for all sides of colonies at BGM.35th PNM Minutes (19 & 20.01.2017) Tender for repairs to above drain is scheduled to open on 17th February 2017. Work will be taken up after finalization of the tender.


Poor maintenance of road & drainage and Tools for Track Maintainers at GDG: At Gadag North and South colony roads are damaged and required the attention. North and South Rly Colony drainages are fully damaged immediate attention is required.Remarks: In GDG colony for Type-1 Qtrs. Of 112 units and open drains are constructed with sufficient gradient and width by special agreement in 2015-16. At present for these quarters there is no problem regarding drainage system, for remaining quarters tender has been called.

At GDG, Due to insufficient of tools the track maintainers facing lot of problems to maintain main line and branch line. This union requests the administration to provide the new tools to SSE/P Way/GDG.

35th PNM Minutes (19 & 20.01.2017): P.Way materials such as guage level, etc., has been supplied but shovels are still expected from GSD.


Provide new RCC roof to Branch office/ SWRMU at GDG: At GDG branch office ACC sheets roof to be replaced with RCC roof. This union requests the administration to provide new RCC roof to Branch office of Mazdoor union at GDG. Since roof is leaking and also looks shabby.35th PNM Minutes (19 & 20.01.2017) Joint inspection will be done by Sr.DEN/East and Representative of SWRMU, before deciding future course of action.

Providing permanent roofing for courier room in Commercial branch at UBL:In Commercial branch Courier room, leaking badly and it is not safe. During monsoon it is heavily leaking and all the records and furniture is likely to destroy. And in summer staff facing more problems to sit inside the room. Problems of Mechanical C&W Branch:At IOH shed of Hubli, there is no proper lighting arrangements and staff are facing lot of problem &At IOH/Box N R shed sufficient staff is not posted causing much problem for the deployed staff and Separate dressing and wash room for ladies to be provided.35th PNM Minutes (19 & 20.01.2017) (a) LED strips are indented for proper lighting arrangements. (b) Once Laundry work is outsourced staff at present in laundry will be shifted to IOH shed.(c) Bio toilet for staff has been commissioned in CLR. After observing its performance, similar toilet can be

Problems of S&T-Branch:In S&T department all the Ancillary staffs to be merged into one cadre for the staff to get benefit of promotion further implication of yard stick in S&T dept as per SEM and periodical rest for Supervisors also filling up of vacancies, due to increase of assets of S&T dept and doubling work.

35th PNM Minutes (19 & 20.01.2017) A joint meeting with SWRMU representatives shall be convened to arrive at a JPO in order to examine the proposal for merger of Ancillary staff to safety category (ESMs).


Sanction of staff for EMD Dsl shed:Presently EMD Diesel Loco shed, UBL is maintaining 201 locos with the staff sanction for 150 Locos. Staffs are facing difficulty to maintain. So this union requests the administration to sanction staff for EMD Dsl Shed.35th PNM Minutes (19 & 20.01.2017) Few ancillary posts will be identified for merger with Artizan posts, thereby increasing the sanction strength.

Subject No 16/35 Sr.DEN/C

At BJP there is no water facility at manual LC gates from BGK to HG: In Tadval Engg Qtrs are not having drainage, toilet facilities and staff are facing difficulties. Hence this union requests to provide water facility to the staff and arrange drainage, toilet facilities.35th PNM Minutes (19 & 20.01.2017) Tender opened on 22.11.2016 and the same will be finalized by 19th February 2017, which will facilitate supply of water through tanker to all LCs where water is not available.


At BALLARI HTE facing lot of difficulties in washing the bed sheets and pillow covers etc, which are used for AC, Non AC retiring rooms and dormitory. Since Feb-2016 washing amount to laundry has not paid and they are refusing to wash this will invite public complaints. HTE/BAY complaints that washing amount to be paid by CCI/BAY by number of requests to CCI/BAY but no action is taken. Hence this Union urges to make arrangements for early payment of washing of bed sheets etc.Remarks: Instructed to Sectional Commercial Inspector/BAY to submit the vouchers for recoupment from CCIs imprest35th PNM Minutes (19 & 20.01.2017) A proposal for splitting / additional imprest to be maintained by HTC, at BAY and BJP stations, will be sent to Accounts and the same will be followed up.

Subject No 21/35 Sr.DEN/E, DSC/RPF

At BALLARI staffs staying in Railway colony are facing untold hardships while entering into the colony & going out from the colony due to unauthorized parking of Lorries in very hazard manner and blocking the entrance. This problem was discussed in 30th PNM and the decision was taken to remove the unauthorized parking of Lorries immediately and this exercise was continued for few days to the utter disappointment of the staff staying in colony, but still unauthorized parking of Lorries is continued. This union requests to provide a gate at the entrance and also depute RPF staff to avoid entering of unauthorized Lorries into the Railway colony and also it is requested to provide CCTV Cameras in this area.35th PNM Minutes (19 & 20.01.2017) As done earlier, RPF will ensure proper policing and try to prevent unauthorized parking in the area.

At LC Gate No.12 between BAY-OBM: there is no light provided in gate lodge, a solar system is provided to cater the lighting outside for the operation of the gate. The solar which was provided will work for only two hours and also there is no proper winch shelter is provided. This union urges to provide light at gate lodge and improve lighting by drawing supply from APSEB which is nearer to the gate and to provide winch shelter at the earliest to avoid sufferings of the staff.35th PNM Minutes (19 & 20.01.2017) No nearby LT supply available (2KM away). Estimate collected from GESCOM for 7.5 Lakhs. Work will be proposed in 2017-18. Meanwhile 640Wp Solar power pack for Goomty & Road Approach lighting will be provided by March 2017.

Subject No 22a/35 Sr.DEN/E, DEE

At OBM Station a bore well is provided to cater the water supply to the entire colony, which is away by 1Km from the OBM station. At present to operate the bore we need to depend on power supply which is very erratic, due to this we are not able to pump the water to over head tank which will be feeding to the Railway colony and station and staff staying in Railway colony are put to suffer. This Union requests to get connected switch to the station supply which is having express feeder, to solve the problem.Remarks of Sr.DEN/E: Remarks: Sr.DEN/E: Proposal regarding water supply to railway station and colony has been sent to PDO Obulapuram for willingness for permanent solution. However, DEE may take necessary action to ensure water supply for water available in railway premises.35th PNM Minutes (19 & 20.01.2017) Low voltage problem due to rural feeder connection. TC was installed 200 Mtrs, away. Once energized, voltage profile will be good. However, it is not a continuous problem.

Appointment on Compassionate Ground:a) Smt. K. Vijayamma, w/o. late. Sri. K. Mohan Rao, LP/Goods/CCC/O/UBL.As her husband expired on

18.06.2006 leaving behind her two daughters. Thereafter she has requested for appointment on compassionate ground in favour of elder daughter Ms. K. Mahima vide her letter dated 23.07.2009, as she is not in a position to opt for CG appointment due to her health reasons. Mean while settlement of ex-employee has been completed and family pension orders have been issued in favour of Smt. K. Vijayamma, widow of ex-employee. The family is not having any other source of income. Hence this union urges to look into the above genuine case sympathetically on humanitarian grounds and arrange to issue necessary orders for appointment on compassionate grounds, early, since the family is suffering financially facing lot of difficulties.

b) Sri. Mudakappa Adiveppa who was working as Track Maintainer-IV under SSE/P.Way/GDG ( ML) expired on 13.01.2015 while in service due to run over ( off duty). Sri Adiveppa Shivasangappa Karugal, father of ex-employee in his representation to administration dated 05.04.2015 and 31.07.2015 has requested for appointment on compassionate grounds to his younger son Sri. Gavisiddappa Adiveppa Karugal who has completed SSLC (Xth Std). The family was totally dependent on the salary of the ex-employee as he was sole bread winner. After the demise of the employee the family is suffering without any source of income. The ex-employee has registered the names of his father and brother in his family composition and nominees under National Pension System. This union requests the administration to consider the above case sympathetically on humanitarian grounds and offer an appointment on compassionate ground to brother of ex-employee since the employee was unmarried ( bachelor).

c) Late Sri. Poora Satheesh, Helper/C&W/HPT expired on 09/10/2013 in Central hospital at Hubli. His widowed mother Smt. Subadra has requested for appointment on compassionate grounds in favour of her married daughter Smt. Swapna Poora vide application dated 15/09/2014. In his case, the widowed mother of who is aged about 50 years with minimum pension of Rs. 6000/- is facing lot of financial difficulties and depending on her married daughter who is having a child and husband is not having any job. She has to take care of her mother and her family. This case is genuine and needy for considering appointment on compassionate grounds.

As per Board’s instructions married daughters can be considered for appointment on compassionate grounds. Rightly, the administration has made enquiries of the daughter and her husband and confirmed that he is not having any job. But so far no appointment is given. Bore well to be repaired at AGL LC gate no: 287: At AGL LC gate no: 287 bore well is not working condition and hence this union requests the administration to repair the bore well immediately and Replacement of syntax at AGL LC gate no: At present the previous syntax is damaged and this union urges the administration to replace the syntax at the earliest. It was agreed in 34th PNM of Preamble subjects but no action is taken.

Filling up of vacancies in SSE/P/E/VSG:In SSE/P/VSG as per the scale check statement is showing 07 vacancies. Total sanction is 17 existing staff is 10 including 01 Supervisor, 01 Sr.Tech and 04 staff utilizing for pump, operation in three shifts, daily available staff is only 04 in that 01 or 02 staff having weekly rest. It is observed that daily 02 staff’s are available Vasco to QLM sanction is a big section and 141 Qtrs and 08 stations building and 01 Colva holiday home at Madgaon to be managed by this staff. It is very difficult to maintenance with 02 or 03 staff and staffs are unable to take weekly rest. Hence, this union urges to fill up the vacancies in SSE/P/VSG.35th PNM Minutes (19 & 20.01.2017)The process for filling up of the vacancies in Artisans/Gr.III from Kh/Helper to be processed by Sr.DPO on priority for entire UBL Division.

New TTE rest room required at Vasco:Existing TTE rest room is in bad condition particularly in midnight passing the goods train. Total building is under vibration. TTE checking staffs unable to sleep during night time, and also due to heavy roof leakage all the beds are becoming wet and smelling badly. Hence this union urges to construct new TTE rest room at VSG.35th PNM Minutes (19 & 20.01.2017)New linen and mattress will be supplied to the TTE rest room by 26.1.2017.

Out station detention of GDR to be minimized to 36 hrs especially in GDG-BJP section.34th PNM Minutes (29 & 30.03.2016) Sr.DOM: Instructions have been issued to CHC/UBL to bring the guards who have been detained at Out stations to HQrs by pilot without affecting the train movements. These instructions have been implemented and on an average 2-3 guards have been brought pilot to UBL resulting in the reduction of detention to guards at out station. This process is being monitored continuously.

Now they are complaining to this union it is not possible to look after two works that is train movements and fertilizers rakes. At present they are place to work without any accommodation with necessary furniture and computers. Provision of proper facilities at Railway Institute A.S.Gudi Colony at Hospet: The Railway Institute for functioning well with some limited facilities and fetching revenue to railways by way of renting it to marriage and other non-communal purposes, but of late the Institute completely damaged for want of maintenance and provision of facilities. At present following facilities are required to repair the earlier splendor:

Opening of Crew Booking Lobby at BAY:The Running staff of Hospet i.e, LPs ,ALPs and Guards have given representation to this union for opening of Crew booking Lobby at Bellari for smooth operating of GDR for the following reasons:-

1. Operating of Goods train towards KPTCL for placement and pulling out of empty rakes, ACC siding for placement and pulling out of empty rakes, loads at KDN stations for which the crew changing at BAY.

2. Trains coming from JRU going towards JVSL, MBIV for which crew changing at BYC.3. Trains coming from JRU going towards GTL for which crew changing at BAY.4. Trains coming from JVSL going towards JRU for which crew changing at BYC.5. Trains to BYC ( FCI siding) for placement and pulling out of rakes.

At present for the above the operations Goods crew are moved to and fro Pilot from HPT, where an average of 8*30=240 No. of crews per month involving 480 of hours for pilot movement and to avoid detention of crew at running room BAY. Hence it is requested to open a crew depot at BAY. And moreover a number of Loco Pilots Goods, Asst. Loco Pilots, Guards are prepared to work from BAY and have applied for request transfer for the better education of their children and medical facilities at BAY. On opening a crew depot at BAY, BAY based GDR can be utilized for extended crew working trains up to Gooty (BAY-GY) and Raichur ( BAY-RC). Bay based crew can be utilized on BAY-JVSL-RNJP-HPT-BAY sections efficiently.33rd PNM Minutes (22 &23.12.2015)Requirement for Lobby at BAY at present not required. Less man power of group ‘D’ employees: At BJP MG (Meter – Gauge) period there were 53 luggage porters posted with lesser trains and small platforms. Now train services are increased about ½ km about 90 trains ( daily and non-daily trains) will have to attend with only 16 Luggage porters is round the clock in 3 links ie, 8 hrs shift hardly 2 or 3 luggage porters are working per shift.33rd PNM Minutes (22 & 23.12.2015)An imprest cash of Rs.10,000/- will be made available with the CPSR initially for engaging coolie porters for unloading parcels. This amount can be increased/decreased based on review.34th PNM Minutes (29 & 30.03.2016) Imprest cash of Rs 5000/- was provided with CPSR/UBL (Ref: H/C.321/CPSR/Imprest/07 dated 21.09.2007) for engaging private laborers in case of exigencies upto 2015. As there was no regular utilization of imprest cash Sr.DFM/UBL has advised to surrender the same. The engaging private laborers for loading/unloading work have been stopped from March-2013. Hence surrendered the imprest cash of Rs 5000/- vide MR No 181349 dated: 28.12.2015Once again this will be reviewed and imprest cash will again be provided on need basis, after taking sanction from competent authority. Remarks: CPSR/UBL & CCI/UBL (E) reported that there is no necessity of imprest cash to parcel office/UBL and BJP for engaging private porters. 32nd PNM Minutes (17 & 18.6.2015)(a) Works was proposed to provide GLR along with pumping arrangement for station side and driver hill colony. The same is sanctioned in LAW 2015-2016, will be taken-up shortly.(b) The work consists of GLR, pipeline and water tank with one water tap connection in each kitchen as per sanction. 160 KVA (Kilo Volt Ampere): At Toranagallu station earlier 160 KVA was provided which used to feed all most essential units like Running Room, Station building, PRS ,UTS and signal department’s equipment rooms, work was carried on without any hassles. Now for the best reasons known, high capacity generator .i.e.160KVA generator been shifted and replaced with least capacity generator 10 KVA ,by which untold hardships faced by the employees. Due to this there is unrest among employees. Provision of pit line to 140 tonne BD crane :

140 tonne Diesel Hydraulic crane of ART is stabled on ART siding and it is not having pit line. This crane is to be attended daily, weekly, monthly schedules and to attend these schedules pit line is essential. To attend these schedules crane to be moved to pit line and every movement of BD Crane DRM permission to be obtained and sometimes could not get permission due to administration reason. Average at the rate of 450 trains been dealt by BNHT staff, the work load to points man is increased by many folds. Problems of SSE/Water works/Hubli:At Hubli Railway Qtrs and service building extended to large extent and there are five SSE/Works to maintain Qtrs and service building. To maintain Water works supply for the area covered by five SSE/works there is only one SSE/Water works is posted and there is no sufficient staff is available with SSE/Water works causing much problem to maintain the supply of water. Out of 23 sanction of skilled strength there are 16 employees are available and against sanction of 67 Helpers only 49 staff are available and there is a vacancy of 25 staff (7 Group C & 18 Group D ). Unless otherwise vacancies are filled in all the categories, it is very difficult to carry out the maintenance of water supply. Hence necessary action to be taken to supply sufficient materials with one vehicle and action to be taken to fill up the vacancies of SSE/WW to overcome the problems. Problems of BJP Station :Improvement to drainage system at Bijapur Railway Colony:Railway Colony is totally open drainage system it is technically failed and having no proper slope, and sewage water of toilet and Bathrooms are mixed and left in open drainage which is overflowing in low lying old quarters which are having below ground level and stagnated in the colony by this entire colony occupants are facing in hygienic and may cause to Dengue mosquitoes are being spread.
