Title of the Keynote LectureDevelopment of the second generation of eurocode 8: a move towards performance-based design for geotechnical structures

AbstractThe Member States enquiry about Eurocode 8 Part 5, the geotechnical part of Eurocode 8, clearly pointed out some deficiencies and lacks in the present version of the code. One of the main criticism was the overconservatism introduced in the code by the pseudo–sta-tic approach. The ongoing revision aims at providing more practical and easy to use recommendations and design rules but also at reducing this conservatism. The intent of the revision is to give consideration to this aspect by attributing more importance to a displa-cement–based approach rather than to a force–based approach. Displacement checks for defining the dynamic failure of geotechnical structures like foundations, retaining structures, slopes, underground structures will be introduced in the revised document. These criteria will be tentatively dependent on the limit states to check: significant damage (SD), near collapse (NC) and damage limitation (DL) to move towards performance–based–design. All these topics are presently under discussion within the project team in charge and within the SC8 committee and it is expected that at the time of the conference a consensus will be reached that can be presented.

BioAlain PECKER graduated from Ecole Nationale des Ponts et Chaussées (France) in 1972 and obtained a Master of Science degree from the University of California, at Berkeley in 1973. Until 2015 he was Chairman and Managing Director of Géodynamique et Structure, a French engineering consulting firm in Earthquake Engineering that he founded 35 years ago; upon retiring he became independent consultant. His professional interest lies in soil dynamics, liquefaction, wave propagation, soil structure interaction and foundation engineering. He has been consultant to major worldwide civil engineering projects in seismic areas, most notably the Vasco de Gama bridge in Lisbon, the Rion Antirion bridge in Greece, the Athens metro, the Second Severn bridge in UK, the Chiloe bridge in Chile, the Atlantic bridge in Panama and several nuclear power plants in France, South Africa and Iran. Alain Pecker is Past President of the French Society of Soil Mechanics and Geotechnical Engineering, Honorary President of the French Association on Earthquake Engineering and member of the executive committee of the European Association for Earthquake Engineering. He is a member of the drafting panel of Eurocode 8 and President of the French Committee for seismic codes. He is also Professor at Ecole Nationale des Ponts et Chaussées and at the European School for Advanced Studies in Reduction of Seismic Risk (IUSS of Pavia, Italy).
