INTRODUCTION: Staff seeks direction from the Village Board on accepting the bid from Midstate Excavation Inc, for construction services for the Sangamon River Greenway Canoe/Kayak Launch Project.

BACKGROUND: The Village applied for and was awarded a grant in 2014 from IDNR through the Boat Access Area Development (B.A.A.D.) program. Subsequently, the grant program funds were not released and made available for the project. In 2017, staff applied for a different grant program administered by IDNR, the Recreation Trails Program. In 2018, the Village received notice of award through this grant program. As a result of the recent award, the Village withdrew from the original unfunded B.A.A.D. grant. The Village accepted the grant agreement with IDNR on November 27, 2018. The Village accepted the grant agreement in November, 2018. Sealed Bids were opened on August 12, 2019 at 10:00AM. Seven bids were received. Bids ranged from $109,826-$192,969. The complete bid tabulation tabs are included. Midstate excavation Inc. is the low bid most advantageous to the Village.

PRIOR BOARD ACTION: The Village Board authorized staff to seek grant funds for this project in 2014 and 2017. This project has been approved and budgeted through the Park and Recreation CIP budget since 2015. COMMUNITY INPUT: Support for the project has been documented in the Champaign County Greenways and Trails Program, the 2004 Park and Recreation Master Plan, the Mahomet Riverwalk committee and supported by the Upper Sangamon River Conservancy Group. BUDGET IMPACT: This is an 80/20 matching grant up to max of $98,000. The preliminary engineers estimate was $134,879 for engineering and construction ($102,370 for construction). The low bid is approximately $7,000 over the engineers estimate. STAFF IMPACT: Park and Recreation Director with support from Fehr-Graham and Village Engineer will coordinate this project. SUMMARY: Staff seeks approval of the resolution as presented and approval to direct the Village President and Village Clerk to execute the subsequent contracts. RESOLUTION 19-10-01

RESOLUTION ACCEPTING THE BID FOR THE CONSTRUCTION OF THE SANGAMON RIVER GREENWAY CANOE/KAYAK LAUNCH FROM MIDSTATE EXCAVATION INC., MAHOMET, ILLINOIS IN THE AMOUNT OF $109,826.00.

WHEREAS, the Village of Mahomet has solicited bids for providing for the construction

of the Canoe/Kayak Launch located at 1404 Division Street, Mahomet, IL; and

WHEREAS, per Section 2-4 of the Village of Mahomet Purchasing Policy, sealed bids

were received and opened on August 12, 2019, with the lowest qualified and responsible bid being that of Midstate Excavation, Inc. in the amount of $109,826; and

WHEREAS, the bid has been reviewed and is in compliance with the specifications and

bidding requirements and has the endorsement of Fehr Graham on behalf of the Village of Mahomet.

NOW, THEREFORE, BE IT RESOLVED this 8th day of October 2019 by the Board of Trustees of the Village of Mahomet that: 1. The Village of Mahomet does hereby award the bid to Midstate Excavation, Inc.

in the amount of $109,826.00.

2. The Village of Mahomet Board of Trustees further authorizes the Village President to execute the proper contract and documents.

INTRODUCTION:

The Village Administration Building shingled roof is due for replacement. It is original to the

building which was constructed in 1993. We have experienced some leakage and

deterioration.

BACKGROUND:

A new roof has been on the CIP project list since FY2015-2016 and budgeted for since

FY2018-2019. We elected to delay the project another year until this current fiscal year.

Since our estimate for the project were below $25,000, in accordance with our Purchasing

Policy, we solicited three quotes from area roofers who do prevailing wage work. The three

quotes are listed below:

Jackson Quality Construction - $ 19,920.00

Adkisson Construction Contractors, Inc, - $21,700.00

Bash Pepper Roofing Company - $27,795.00

DISCUSSION OF ALTERNATIVES:

Take no action and direct staff to instead go through an advertised formal bid process.

PRIOR BOARD ACTION:

The Board approved this project in the FY2019-2020 Budget.

Approval is needed for $19,920.00 to award the purchase of materials and installation of a new

Administration Building roof to Jackson Quality Construction of Mahomet.

RECOMMENDED ACTION:

We recommend approval of this resolution and awarding the purchase and installation from

Jackson Quality Construction.

PROJECT SCOPE: Tear off existing roof and haul away from premises. Nail on aluminum drip edge. Nail on Tiger Paw synthetic felt paper. Install GAF Weather Watch ice and water shield on all eaves and in all valleys. Replace all soil pipe flashings. Install Cobra Snow Country Advanced ridge vent. Flash one chimney. Nail on GAF Timberline architectural design shingles.

Note: Prevailing wages rate will be paid if awarded this contract. Extra: Any sheeting replacement will be added to bill at a cost of $1.75 per square foot. All material is guaranteed to be as specified, and the above work to be completed in a workmanlike manner according to standard practices for the sum of: TWENTY ONE THOUSAND SEVEN HUNDRED and 00/100 With payments to be made as stated below: In full upon completion of job. Prompt remittance would be appreciated. 2% finance charge per month on all accounts 30 days past due. Annual charge 24%. Customer is responsible for all collection costs, including reasonable attorney’s fees. Any alteration or deviation from above specifications involving extra costs, will be executed only upon written orders, and will become an extra charge over and above the estimate. All agreements, contingent upon strikes, accidents or delays beyond our control. Owner to carry fire, tornado and other necessary insurance on above work. We propose to furnish all materials and perform all labor necessary to complete the following job located at:

Job: 503 E. Main St. Mahomet THIS PROPOSAL HAS BEEN PREPARED INCORPORATING SPECIALIZED SAFETY EQUIPMENT COSTS AND INCREASED LABOR COSTS NECESSARY FOR ALL CONSTRUCTION WORKPLACES TO

BE IN COMPLIANCE WITH O.S.H.A. (OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION) FALL PROTECTION STANDARD EFFECTIVE 2/6/1995.

1. Tear off all old roofing on entire building. If any bad roof decking is found after tear off, we will remove and replace at

time & material rate of $50.00 per sheet added to base price. 2. Install two rows 36” Tamko moisture guard plus ice and water shield at all eaves, around all protrusions and along all

walls. 3. Nail one-layer GAF Tiger paw underlayment felt as temporary roof during tear off and reroofing. 4. Install new terra bronze aluminum gutter apron at eaves and style “C” metal at rake edges. 5. Install individual aluminum metal flashing at each course of shingles at the juncture of the shingles and the side of

chimney. 6. Cut new reglet in chimney. Install new .032 white, brown, black or bronze aluminum metal counterflashing. Caulk new

counterflashing with Terpolymer sealant. 7. Install new Lifetime Tool brand 100% Silicone pipe flashing system on existing pipes with manufacturer’s lifetime (50

year max.) product warranty. See at www.lifetimetool.com 8. Remove old vent-a-ridge. Install new Cobra Snow Country advanced concealed vent-a-ridge. Install new individual

ridge shingles over concealed vent-a-ridge to match roofing color. 9. Install precut starter shingles at eaves and all rake edges to provide factory applied thermoplastic sealing at bottom

All of the work listed above, is to be completed in a workman-like manner for the sum of Base Price: $27,795.00 Payable upon completion.

THIS PROPOSAL IS GUARANTEED FOR 30 DAYS Our workmen are covered by Workmen’s Compensation and Public Liability Insurance. The Contract price specified herein includes all labor and materials, not including any repairs or replacements on the job, caused by defective

construction or deterioration due to old age that would be discovered at the time we begin the work listed above. Gutter proposals include no painting and no work below ground. In accepting this proposal, the undersigned agrees that no

alterations will be made, returns of merchandise or custom crafted materials and/or labor, which are especially prepared or ordered for the above work, these items are non-refundable. A two-year service certificate as standardized by the

National Roofing Contractors Association will be issued on all roof workmanship, except repairs. We agree to do only the work listed above. And duty, excise or other tax and/or charge, Federal, State or Municipal now in effect or

hereinafter imposed on the products shall be added to the price quoted, within 14 days of signing this proposal. Any changes in the above specifications involving extra cost of labor and/or material will only be executed upon written

order and will become an extra charge over and above this proposal. All agreements are to be in writing and contingent upon strikes, fires, weather, accidents or any other causes beyond our control. In signing this contract, the

undersigned represent that they are the owners of the property on which the job will occur.

A RESOLUTION AWARDING THE PURCHASE OF MATERIALS AND INSTALLATION OF A REPLACEMENT ROOF FOR THE VILLAGE

ADMINISTRATION BUILDING FROM JACKSON QUALITY CONSTRUCTION IN THE AMOUNT OF $19,920.00

WHEREAS, per Section 2-3 of the Village of Mahomet Purchasing Policy, staff has prepared written non-sealed quotes; and,

WHEREAS, Jackson Quality Construction, Inc. has extensive experience with roofing and general construction and has completed quality work for the Village of Mahomet in the past; and,

WHEREAS, staff recommends Jackson Quality Construction, Inc. for this service.

NOW, THEREFORE, BE IT RESOLVED this 8th day of October 2019, by the Board of Trustees of the Village of Mahomet that:

1. The Village Administrator are hereby authorized to execute the purchase of materials and the installation of a replacement roof from Jackson Quality Construction, Inc. for $19,920.00
