message from the chief As Chief of Police, I am pleased to share with you the Village of Mukwonago Police Department’s 2015 Annual Report.

The department is located at 627 S. Rochester Street (STH 83), about ½ a mile north of I-43. The department consists of 14 officers, which includes command staff, 7 dispatchers/clerks, and currently 9 Police Reserve Officers who assist the department at special events.

The department provides police service to the Village of Mukwonago 24-hours-per-day, 7 days-per-week. Our dispatch center provides dispatch service to the Village of Mukwonago PD, the Town of Mukwonago PD and boat patrol, the Town of Eagle Boat Patrol, and the Mukwonago Fire Department.

The Village of Mukwonago Police Department members remain committed to our core values (Competence, Courage, Integrity, Leadership, Respect, and Restraint). We strive to achieve our vision of a community where all citizens can live safely and without fear. We are dedicated to our mission of providing professional law enforcement to all by being responsive to the community needs, be proactive in crime prevention and community involvement, be impartial in our contacts with everyone and work together with all members of the community.

I would like to thank the Village Board, Police Commission and all other employee of theVillage of Mukwonago. Together we can and have made a difference. On behalf of all the members of the department, thank you for providing us with the resources to complete our mission.

I’d also like to express my profound gratitude to every one of the Police Department’s employees. The real essence of the success of our department can be found in their enthusiasm, ability, and dedication. All of the members of the Police Department take seriously their responsibility to provide our community with professional, innovative and efficient police services.

I am confident with the commitment of our staff, the continued support of our public officials and leadership, along with the unending support from community members, we will continue to face and overcome the challenges ahead.

New in 2015 Police Chaplain Program

In late 2015, the Village Board approved a Mukwonago Police and Fire Department Chaplain Program. The Chaplain program is designed to provide assistance to Police and Fire Department members, their families, and the community in crisis or emergency situations. The chaplains will offer comfort to those in need who request the service

Chaplains shall serve as volunteers and the program will be funded through donations to the Police and Fire Department. After going through training as a Police and Fire Chaplain, the chaplains will be availa-ble to the departments and the community.

Two local pastors have been selected as the initial Police and Fire Chaplains. Pastor Kevin Clark has served as the Senior Pastor of the First Congregational Church since June of 2014. Chaplain Clark brings experience as he served as a Police Chaplain in Rockford, IL prior to coming to Mukwonago. Pastor Robert Jadrnicek has been the Pastor of LifePoint Church since 2011.

Thank you to Chaplain Clark and Chaplain Jadrnicek for their service to our department, the Mukwonago Fire Department and the Mukwonago community.

HVE (High Visibility Enforcement) Traffic Deployments

The Village of Mukwonago Police Department participated in several Wisconsin Department of Transportation traffic grant programs in 2015.

We were part of the Milwaukee and Waukesha County Operating While Intoxicated Task Force Grant, which began October 10, 2014 and ended September 30, 2015. Twenty-nine (29) agencies in the two counties were selected to participate on the Task Force. We received $10,000 reimbursement of our officer’s overtime during selected dates. Between the above dates, task force members made 217 OWI arrests; 2,821 other citations were issued, 1,493 warnings were issued, 85 warrant arrests, and 91 other arrests (mainly possession of controlled substances) were made.

The Village of Mukwonago Police Department joined with the Town of Mukwonago Police Department and received a Speed Enforcement Grant through the Wisconsin Department of Transportation’s Highway Safety Project. Both departments received $15,000 to cover officer’s overtime to work selected dates between April 1st and September 30th. Officers worked targeted dates for four hours and were requested to issue 4 citations, targeting speeding violations. We also shared $5,000 which we could use to purchase equipment related to traffic enforcement. Our department used the money to purchase a new radar unit.

Finally, The Village and Town of Mukwonago Police Department was also targeted for a Seat Belt Grant through the Wisconsin Department of Transportation Click It or Ticket program. From April 11 through November 17th. Again, officers were brought in on overtime during selected dates for a four (4) hour shift. Officers were to target vehicles where drivers or passengers were not wearing seatbelts. The Village of Mukwonago Police Department received $6,048 in reimbursement for the officer’s overtime.

The Police Department installed a medication disposal unit in the lobby in 2014. The disposal unit is secure and has a chute to prevent anyone from reaching in to remove medication. The anonymous program is for individuals, not businesses. Only medications are accepted, no liquids or sharps.

In 2015 we accepted approximately 105 pounds of medications in the drop box!

This drop box can be accessed in the police department lobby24-hours-per-day.

Prescription Drop Box

The Suburban Critical Incident Team was formed in 2013. The team consists of select officers from nine area police departments. The current police departments on S.C.I.T. are the City of Brookfield, City of New Berlin, City of Muskego, City of Delafield, Village of Mukwonago, Village of Pewaukee, Village of Chenequa, Village of Hartland and the Village of Elm Grove. The team has 38 tactical officers, 15 negotiators and 4 personnel designated as part of its medical staff.

Sergeant DeMotto and Officer Melo are assigned to the team from Mukwonago. In 2015 between the two they took part in 9 operations. Photos below are from a breaching training operation.

The Police Resource Officer program began in December 1999 and is the result of a partnership with the Village of Mukwonago Police Department and the Mukwonago Area School District. This program is a proactive approach towards reducing and preventing problems associated with adolescents in the school. The program assists in providing the students with a safe learning environment and preventing incidents of school violence. The Officer is also involved in many programs in the High School and the community.

Prime for Life - a program which provides drug and alcohol information to at risk students.Tobacco Abatement Resolution – Developing measures to stop using tobacco products.Quick 25/50 Program - Coordinator of crime stoppers and the Quick 25/50 Program.Our current School Resource Officer is Jason Steinbrenner.

Mukwonago Police Reserve ProgramSubmitted by Officer Melo

The Mukwonago Policed Reserve Program was created over 30 yearsago as a way for people who wanted to give back to the community ina very special capacity. Reserve officers function as police officers atspecial events as well as ridding with and assisting the regular officers throughout their normal patrol duties. This is a very unique organizationand one of the few in the state. Many departments have reserve and auxilary posts within their departments. What make Mukwonago special is that over half of our 12 man contingent are sworn and certified officers. Many of our reserve officers have no intention of pursuing law enforcement as a career, they are only interested in helping our community in a manner over and above what is normally associated with giving back to the Village. Reserve officers are exposed to the exact same risks and all of the positives and negatives associated with wearing a badge . And for this they cannot be commended enough. I am proud to be the director of the reserve program and look forward to seeing the program flourish and continue to serve the people of Mukwonago for many years to come.

The Village of Mukwonago Police Explorer Post 429 is designed togive young adults between the ages of 16-21 years of age anopportunity to gain first hand experience in Law Enforcement fromactive duty police officers. Police explorers are offered the opportunityto participate in monthly trainings in fields such as conducting a trafficstop, evidence collection, disturbance resolution, and crisis management. Explorers frequently assist with parade duties,special events, and other special duties which arise within the police department. The police explorer post is chartered through the Boy Scouts of America and Learning for Life. Participation in the post is open to any young adult in good standing with the community who would like an opportunity to learn more about law enforcement. This program operates under the authority of the Chief of Police and is run by officers whom the Chief of Police designates as advisors. The officer advisors develop training material which is presented at monthly meetings which include both classroom and hands on activities.

The program currently has two active explorer members and is currently recruiting other potential candidates.

The Village of Mukwonago Police Department, working in conjunction with the Mukwonago Neighborhood Watch group, is very proud of the growing popularity of this annual event held at Field Park on the first Tuesday of August each year.

The National Night Out event aims to heighten crime and drug prevention awareness, generate support for and the participation in local anti-crime efforts, strengthen neighborhood spirit and police-community partnerships, and send a message to local criminals that neighborhoods are organized, on the look out, and fighting back!

The Village of Mukwonago Police Department was proud to partner with the Town of Mukwonago Police Department, Village of Mukwonago Public Works, and Mukwonago Fire Department to host the event in 2015. Donors included:

As usual, the face painters were the longest line of the night, staying long after the endof the event.

The delicious food was provided by Scott the Hot Dog guy, David Alan Alan’s Smokehouse & Saloon and Sweet Delight Kettle Corn. A HUGE thank you to both the United States Army who was in attend-ance with a basketball game and the popular dog tag machine and to Skydive Milwaukee for the sky dive jump demonstration. We are looking forward to continuing the growth of this awesome event with so many wonderful people that make up the fabric of our community - all in the name of keeping Mukwonago a safe place to work, visit and play!

We are also very proud to partner with the Village of Mukwonago Board of Trustees and President who all attended this event as well as the staff of the Mukwonago Police who also volunteered for this event.

The bicycle patrol program was started in 2004 with donations from the Knights of Columbus and Wonago Biking.

In 2015, Officer Kreiser utilized the bicycle patrol for the Memorial Day parade and the Father’s Day parade, totaling 10.4 miles for the two parades. Officer Kreiser was also able to work four shifts, including Summerfeste, the Bike Rodeo, Pro Heath Cancer Walk and Mukwonago High School Homecoming events focusing on extra patrols utilizing the bicycle. The bicycle patrol put on a total of 22 miles during these four (4) shifts.

Bike Patrol Program

The Village of Mukwonago Neighborhood Watch Group meets approximately bi-monthly to discuss various criminal incidents occurring within different neighborhoods in the Village of Mukwonago. The Mukwonago Neighborhood Watch Group, specifically from Meadow Park Estates, has been a huge driver of the National Night Out event and the group has spent countless hours coordinating and assisting Mukwonago Police Department staff in conducting the event.

The partnership between the Police Department and Neighborhood Watch group is invaluable. The message is very simple that we want to convey - if you see something happening or out of the ordinary – call your Police Department!

In 2015, Lt. Streit began working to upgrade the department’s crime reporting from the Uniform Crime Report (UCR) to the National Incident Based Reporting System (NIBRS). He obtained a grant to fund updating the department’s ProPhoenix Records Management System and developed tools to assist officers with NIBRS compliant data entry. The department has been submitting NIBRS test data since January 2015 and anticipates NIBRS submission certification by the Wisconsin Department of Justice in 2016.

UCR and NIBRS are both regulated by the FBI and both use the same general concepts. NIBRS goes into greater detail than UCR and has 46 Group A offenses while UCR only has 8 Part I offenses. UCR does not differentiate between completed and attempted crimes while NIBRS does. Also, UCR tends to only report the most serious offense reported when multiple crimes are reported in the same period of time, location, and person/group of people. The great thing about NIBRS is the data can be submitted electronically in the form of ASCII text files, needing no manual input. UCR data is written documents that have to be hand entered into a computer system for analysis. Within a few years, the FBI will require all law enforcement agencies to report NIBRS data instead of UCR data.

2015 Activity Citation & Arrest by Month

In 2015 the Village of Mukwonago Police Department removed (38) drunk drivers from the streets. Officers also wrote (48) citations for possession of controlled substance and drug paraphernalia.

Residents may have noticed officers out of their squads and on foot patrol in residential areas. Officers began these foot patrols in order to deter crime, to make officers available for service, and to enhance the feelings of public safety. The patrols are also beneficial to agency relationships with the community as while officers are out walking they make contacts with the community. Many residents have called into the Police Department to say they appreciated the extra effort.

It should also be noted that officers gave tours to both Girl Scout and Cub Scout Troops. The groups are shown all facets of the department, from dispatch to the evidence lab, to interview/interrogation room and patrol squads. The officer facilitator then hands out items that contain anti-drug, crime prevention, stranger danger and general safety messages.
