Hurricanes Irma & Maria’s Impact on the USVI’s Ports

On September 6 and 19, 2017, the

US Virgin Islands were struck by two

Category 5 hurricanes, which both

damaged and in some cases

completely destroyed our port

infrastructure territory-wide.

The VI Port Authority assessed over

$85 million in damages to its

aviation and marine properties -

including its administrative offices.

Rebuilding will be a mammoth task,

but we are well underway towards

restoring and replacing our facilities. Damages to VIPA’s headquarters on St. Thomas

REBUILDING WITH LEMARTEC, INC.VIPA’s Construction Manager at Risk

VIPA’s board of governors

competitively selected Lemartec, Inc.

as its construction manager at risk to

perform hurricane damage repairs to

all its facilities in the territory.

Task orders for repairs must be

approved by VIPA’s board and VIPA’s

insurance provider.

Lemartec, Inc. will employ local

contractors to perform the repairs –

which ensures a portion of the

monies to repair our properties stay

in the USVI.

The Cyril E. King Airport was our most

damaged facility. The entire second

floor was rendered unusable and

surrounding cargo buildings and

supporting facilities were also damaged.

CEKA reopened on September 28, 2017

on a limited basis and was fully

reopened (with the exception of one

gate) in December 2017 after temporary

repairs were completed.

Our first major permanent repair will

begin shortly as we replace the

entire CEKA terminal roof. The

$10.3 million project should be

completed by early November 2018.

CEKA runway’s skip circuit repairs

are ongoing and should be

completed by June 2018.

CEKA’s complete roof replacement will be

finished by November 2018

VIPA is working to restore the exterior and interior of the CEKA Terminal.

Other improvements are also underway.

Pavement resurfacing at Gate 5 is being

designed by our aviation consultant and

work will start by October 2018.

Rehabilitation of Taxiway Bravo at CEKA,

which began before the storms, has also

resumed with expected completion by May

2018.

While renovating the King Airport we are working

closely with our Aviation Consultant, Kimley-Horn

and Associates to renovate with the intent to

expand the CEKA in the near future.

Expansion plans include:

✓ Construction of a multi-level parking garage to

increase parking spaces;

✓ Designated areas for taxis, rental cars and other

ground transportation;

✓ Additional lounge and concession spaces to provide

more eateries, retail stores and modern traveler

amenities;

✓ Tropical landscaping, improvements to the flow of

vehicular traffic; and more.

HERA reopened for commercial traffic

in October 2017.

A task order to repair the HERA

Terminal is expected from Lemartec

in April. The terminal received roof

and water damages during Hurricane

Maria.

Interior restoration is ongoing.

A task order to repair HERA’s roof will be submitted to VIPA’s board in early March 2018.

VIPA was poised to open the new HERA Fire station when Hurricane Maria struck and

damaged the roof. The entire roof will be replaced to ensure warranty coverage.

Crown Bay Center at the Austin Monsanto Marine Facility on St. Thomas sustained significant damages. We were able to fast track repairs and welcome cruise ships on Nov. 10, 2017.

Crown Bay Center is a high priorityitem for VIPA in terms of permanentrepairs.

It is anticipated that Lemartec willhave a Task Order proposal to VIPAfor this scope of work in April.

The study for a third berth in Crown Bay has

been submitted to the F-CCA and

received positive feedback.

A study for a third Berth at Crown Bay iscompleted and was recently presented tothe Florida-Caribbean Cruise Association(F-CCA).

The feedback was extremely positive andVIPA will now move the study forward todesign development.

VIPA has also authorized its MarineConsultant to undertake a completeMasterplan Redevelopment of the CrownBay and Sub-Base District.

VIPA is working on a design to allow the WICO

dock to accommodate Oasis-class vessels.

VIPA is currently assisting the West IndianCompany, Ltd. (WICO) to achieve themuch-needed maintenance dredging oftheir channel, anticipated to commencein the fall of this year.

VIPA has begun the design to widen anddeepen the channel at the West IndianCompany, Ltd.'s dock to accommodateOasis-class vessels.

The Ann E. Abramson Marine Facility sustained extensive damage to the catwalk mooringextension which was totally unusable after the storm. This had to be repaired in record time inorder to facilitate the arrival of the first cruise ship.

The new two-level parking garage in Red Hook will be completed by the end of this summer.

The VIPA administrative office and the US

Customs Building in Cruz Bay will be

replaced with pre-cast concrete structures.

Both the US Customs Building and VIPA’sadministrative offices at the Loredon BoynesSr. Dock and the Victor Sewer Marine Facility,Cruz Bay, St. John were destroyed.

All foreign vessels have had to traveldowntown to the Blyden Terminal in St.Thomas to clear Customs – which has beeninconvenient to travelers.

VIPA is building a temporary US Customs

area inside the Red Hook terminal for use by

passenger ferries arriving from foreign ports.

A notice to proceed has been issued toour contractor to begin construction of atemporary US Customs and BorderProtection operation at the Urman V.Fredericks Marine Terminal in Red Hook.

Ferries arriving from foreign destinationswill clear in Red Hook.

VIPA is working with US Customs to haveyachts and other smaller pleasure vesselsclear Customs at the Victor Sewer facilityon St. John (The Creek).

VIPA is working with Lemartec to replacethe badly damaged administrative andcargo building at the Wilfred “Bomba”Allick Port and Transshipment Center.

Paving work being perform was halted bythe storms, but will resume in March.

Our contactor will begin Phase A –Marine Improvements of the Gordon A.Finch Molasses Pier Cargo TerminalProject next month (March 2018).

VIPA received $10.67 million via theTransportation Investment GeneratingEconomic Recovery (TIGER) discretionarygrant funds for these improvements. Thelocal funding match is $2.6 million.

Once completed, all cargo activities willmove from Gallows Bay to the MolassesPier.

Mini cruise lines, such as those operated bymajor hotel chains, are actively seeking portsto berth.

Permit to dredge Schooner Bay Channel toaccommodate mini cruise ships was submittedto the US Army Corp in December 2014.

USAC is coming to St. Croix to conduct a sitevisit.

Senator Kurt Vialet has introduced anamendment for an additional $3.5 million fromthe Government of the VI for this project.
