DAKOTA COUNTY PLANNING COMMISSION Date AGENDA ITEM: June 25th Dakota County School Travel Safety Assessment PURPOSE Provide Planning Commission: 1. Overview of the Study 2. Share study purpose, process and information for the upcoming virtual open house. BACKGROUND Dakota County is partnering with MnDOT to proactively address safety for students traveling to and from schools, with a focus on safety for those who walk and bike to school. There are about 43 schools in Dakota County adjacent to the County and MnDOT highway systems.

The assessments will focus on safety issues near the schools and recommendations for improvements. The recommendations developed as part of the study will take a comprehensive approach to improving safety by identifying solutions in engineering, education, and enforcement.

Dakota County is committed to providing a safe environment for all people who use the transportation system. School zones are a priority for safety since they involve younger pedestrians, bicyclists, and new drivers navigating County and State roadways. Through past work with schools and school districts, County staff has heard common themes including concerns for pedestrians, bicyclists, and younger drivers traveling along and across higher speed roadways. Dakota County has worked with several schools in the County to address safety concerns in school zones. However, a consistent and proactive approach is needed to review safety at all the schools on the County and MnDOT highway network. The assessment will take a systemic approach to safety within school zones to identify common challenges and recommended treatments that are appropriate to apply throughout the County. The evaluation will include many partners including Dakota County, MnDOT, schools, cities, and law enforcement. An advisory committee has been formed with representatives from these partner agencies, and the committee will meet throughout the study process to provide input on the safety assessments and recommendations. Solutions will focus on a comprehensive approach to safety including engineering, education, and enforcement.

Dakota County School Travel Safety Assessments

STUDY ANNOUNCEMENT #1 (MAY 2020) Dakota County Is Assessing Safety Near Schools Dakota County, in collaboration with MnDOT, is conducting a study to proactively address safety for students traveling to and from the 50 schools in Dakota County adjacent to County Roads and State Highways. The study and recommendations will focus on pedestrian and bicyclist safety. In the coming weeks, the study will be hosting a virtual open house to share study goals and process and get your feedback on what works and what is challenging about walking and bicycling to school. The virtual open house materials will be available starting on June 17 and will remain open for four weeks.

The schedule is recognizing the potential to implement some action identified through the assessment when school starts in fall but also recognizes the evaluation and assessment will likely continue.

DAKOTA COUNTY PLANNING COMMISSION June 25, 2020 AGENDA ITEM: County Highway 42 Visioning Study (CSAH 42 from W. county line to US Hwy 52) PURPOSE Provide Planning Commission: 1. An introduction to the Highway 42 Visioning Study (County Project 42-144) – scope, process, and schedule

(through mid-2021) 2. The opportunity to provide early input into the Study BACKGROUND Dakota County is working with the cities of Burnsville, Apple Valley and Rosemount to update the long-term vision for County Highway 42, from the W. County Line to US Hwy 52. The highway is designated a principal arterial, which means it is managed to emphasize efficient and safe travel over long distances. Highway 42 also has dozens of intersections to provide controlled access to residential and commercial areas.

A long-term plan for the roadway was last completed in 1999. This current major update will address traffic growth, land uses, future needs, and improvement priorities through 2040. The goals include finding cost-effective ways to improve mobility and safety for pedestrians, bicyclists, bus transit riders, and all vehicles. The three major phases of the work include efforts to: (1) understand community priorities and needs; (2) establish visions and performance goals; and (3) develop the updated plan, including proposed projects and implementation steps. Overall, the Visioning Study will provide a plan for managing and improving Highway 42, to provide for safety and connections for all users along and across the roadway.
