MINUTES
1. Call to Order:
President Hillebrand called the meeting to order at 6:03 p.m.
2. Roll Call:
Present: President Roger Hillebrand, Trustees Ron Babler, Melissa Francois, Deb Kazmar, Terry Kringle, Gary Salmela, and Dale Yurs.
Staff Present: Brian Wilson, Administrator/Clerk/Treasurer; Becky Olson, Economic Development and Marketing Specialist; William Eichelkraut, Police Chief; Bronna Lehman, Library Director; Angie Runde, Deputy Treasurer; and Rhea McGee, Deputy Clerk. Clerk Wilson stated the meeting had been noticed as required by law.

Bronna Lehman shared this week is local library week. She provided updates on the new library.

6. Consent Agenda:
a. Approval of Village Board Minutes: March 15, 2021 and March 23, 2021 b. Approval of March 2021 Bills to Date c. Approval of February 2021 Treasurer’s Reports
Trustee Kazmar made a motion to approve the Consent Agenda, Trustee Babler seconded, and the motion carried by a voice vote of 7-0.
7. Committee Reports:
Administrator Wilson noted the minutes for Public Works and Parks Committee, Police Committee, and Economic Development Committee.
8. President’s Report:
President Hillebrand shared an update regarding construction on the west end of town.
9. Administrator/Clerk/Treasurer’s Report: Administrator Wilson asked if the organizational meeting should be virtual or in person. Consensus was to wait until everyone is vaccinated. Administrator Wilson shared if the Village could require masks be worn by all present at meeting when we do decide to back to in-person meetings.
10. Unfinished Business:
a. Discussion and Possible Action regarding application process and fees for Special Event Permits Deputy Clerk shared information obtained from the Village Attorney and Insurance agent regarding the need for certificate of insurances for special event applications. Consensus was that a certificate of insurance is required for all special events. The Village Board would have the ability to waive that requirement. Discussion ensued that fees for Public Works and Police will be waived until criteria can be created to determine what and when fees can be waived.
11. New Business:
a. Discussion and Possible Action on Recommendation from the Public Works and Parks Committee to Approve a Professional Services Agreement with MSA Professional Services for Water Quality Trading Implementation – Design, Bidding, and Construction Related Services at a time and materials fee not-to-exceed $398,000 Greg Gunderson, MSA, shared this contract is for the design, bidding, and construction related services for seven projects with five landowners. He clarified that there will be ongoing operation and maintenance costs that are not included in these fees. He shared there is an approximate $4 million savings as opposed to doing treatment plant upgrades. Trustee Salmela made a motion to approve a Professional Services Agreement with MSA Professional Services for Water Quality Trading Implementation – Design, Bidding, and Construction Related Services at a time and materials fee not-to-exceed $398,000, Trustee Kazmar seconded, and the motion carried by a voice vote of 7-0
b. Discussion and Possible Action to approve a Water Quality Trade Agreement with Wayne and Sarah Aeschbach Trustee Salmela made a motion to approve a Water Quality Trade Agreement with Wayne and Sarah Aeschbach, Trustee Francois seconded, and the motion carried by a voice vote of 7-0
c. Discussion and Possible Action to approve a Water Quality Trade Agreement with Michael K. and Katie Jelle Trustee Salmela made a motion to approve a Water Quality Trade Agreement with Michael K. and Katie Jelle, Trustee Kazmar seconded, and the motion carried by a voice vote of 7-0

f. Discussion and Possible Action to approve a Water Quality Trade Agreement with John B. and Carol A. Zimmerman Trustee Salmela made a motion to approve a Water Quality Trade Agreement with John B. and Carol A. Zimmerman, Trustee Francois seconded, and the motion carried by a voice vote of 7-0
g. Discussion and Possible Action on Recommendation from the Finance and Personnel Committee regarding a policy for funds returned to the Village by grants or other sources Administrator Wilson shared the policy is to ensure funds coming into the Village for grants and ither designated projects be applied to the debt. [Clerk’s note: Trustee Kazmar left the meeting at 6:54 p.m.]
h. Discussion and Approval of Resolution No. 2021-04-01 Resolution Establishing A Policy Regarding Funds Returned From Grants Or Other Sources That Are Offsets Of Money Borrowed For Capital Projects In The Village Of Belleville, Dane And Green Counties, Wisconsin Trustee Kringle made a motion to approve a Resolution No. 2021-04-01 Resolution Establishing A Policy Regarding Funds Returned From Grants Or Other Sources That Are Offsets Of Money Borrowed For Capital Projects, Trustee Babler seconded, and the motion carried by a voice vote of 6-0
i. Discussion and Action on Recommendation from the Police Committee to install new traffic control signs Chief Eichelkraut shared for safety stop signs need to be installed in the west side development.
j. Discussion and Approval of Resolution No. 2021-04-02 Resolution of Village of Belleville, Counties of Dane and Green, Regarding Installation of Traffic Control Trustee Salmela made a motion to approve a Resolution No. 2021-04-02 Resolution of Village of Belleville, Counties of Dane and Green, Regarding Installation of Traffic Control, President Hillebrand seconded, and the motion carried by a roll call vote: Yes: Hillebrand, Babler, Francois, Kringle, Salmela, and Yurs (6) No: None (0) Abstain: None (0)
k. Discussion and Possible Action on Recommendation from the Historic Preservation Committee to allow the old vault door in the basement of Village Hall to be designated as surplus property President Hillebrand shared the Historic Preservation Committee did not identify the bank vault door as a historical item and can be disposed of by the village. It will be disposed of by a sealed bid process. Trustee Hillebrand made a motion to approve a Recommendation from the Historic Preservation Committee to allow the old vault door in the basement of Village Hall to be designated as surplus property and disposed of through the bidding process, Trustee Yurs seconded, and the motion carried by a voice vote of 6-0
l. Discussion and Possible Action on Recommendation from the Public Works and Parks Committee to Approve a Park Fee Schedule Deputy Clerk McGee shared the fee schedule would clarify what the Village charges for park services and identify a separate fee schedule for those conducting for profit and non-for-profit business. Discussion ensued that there needs to be a permitting process established first and this item was set over.
m. Discussion and Approval of Resolution No. 2021-04-03 Resolution of Village of Belleville, Counties
of Dane and Green, Amending a Fee Schedule This topic was put on hold until a later date.
n. Discussion and Possible Action on Recommendation from the Public Works and Parks Committee to install a new street light at the northeast corner of CTH D and STH 69 for approximately $2,000 with funds to come from the 2021 Budget for Infrastructure Administrator Wilson shared a citizen had raised concerns about this intersection several months ago. Public Works evaluated the issues and a new light could be installed for $2,000. Trustee Francois made a motion to approve a Recommendation from the Public Works and Parks Committee to install a new street light at the northeast corner of CTH D and STH 69 for approximately $2,000 with funds to come from the 2021 Budget for Infrastructure, Trustee Yurs seconded, and the motion carried by a voice vote of 6-0
o. Discussion and Approval of Resolution No. 2021-04-04 Resolution To Appoint An Interim Village Clerk In The Village of Belleville, Dane And Green Counties, Wisconsin Administrator Wilson shared Deputy Clerk Rhea McGee is recommended as interim Clerk until the vacancy is filled. Trustee Kringle made a motion to approve Resolution No. 2021-04-04 Resolution To Appoint An Interim Village Clerk, Trustee Yurs seconded, and the motion carried by a roll call vote: Yes: Hillebrand, Babler, Francois, Kringle, Salmela, and Yurs (6) No: None (0) Abstain: None (0)
p. Discussion and Approval of Resolution No. 2021-04-05 Resolution To Appoint An Interim Village Treasurer In The Village of Belleville, Dane And Green Counties, Wisconsin Administrator Wilson shared Deputy Treasurer Angela Runde is recommended as interim Treasurer and Administrator until the vacancy is filled. Trustee Yurs made a motion to approve Resolution No. 2021-04-05 Resolution To Appoint An Interim Village Treasurer, Trustee Babler seconded, and the motion carried by a roll call vote: Yes: Hillebrand, Babler, Francois, Kringle, Salmela, and Yurs (6) No: None (0) Abstain: None (0)
q. Discussion and Possible Action to establish a checking account for the Economic Development Commission Administrator Wilson shared that there needs to be a pass-through checking account established to allow the EDC to collect fees and pay for services. Trustee Francois made a motion to approve establishment of a checking account for the Economic Development Commission, Trustee Salmela seconded, and the motion carried by a voice vote of 6-0
r. Discussion and Possible Action to hire a Limited Term Employee (Clerical) for the Police Department Chief Eichelkraut shared the workload on the Police Clerk has exceeded their capacity and he is asking for a limited term employee to catch up the workload. Trustee Yurs made a motion to hire a Limited Term Employee (Clerical) for the Police Department not to exceed $2000, Trustee Salmela seconded, and the motion carried by a voice vote of 6-0
s. Discussion and Possible Action regarding the recruitment and selection process of the Village Administrator/Clerk/Treasurer position
Administrator Wilson updated that the draft position schedule and announcement should be up soon.

RESOLUTION WAIVING FEES FOR PUBLIC SERVICES FOR
SPECIAL EVENT APPLICATIONS IN THE VILLAGE OF BELLEVILLE, DANE AND GREEN COUNTIES, WISCONSIN
WHEREAS, the Village Code of Ordinances Chapter 446 governs Special Events and Block Parties within the Village of Belleville, and WHEREAS, the Village Code of Ordinances § 446-5 governs the fees required when making application for a special event or block party, and WHEREAS, the applicant must pay the costs of any additional Village services, including but not limited to, services provided by Village police, fire, emergency medical, and public works personnel, and WHEREAS, the Village Board of Trustees desires to support the financial viability of special events and block parties during the foreseeable duration of the COVID-19 pandemic which has restricted public gatherings since early 2020. NOW THEREFORE BE IT RESOLVED the Village Board hereby finds and authorizes that fees related to the costs for providing additional Village services to special events and block parties are hereby waived through December 31, 2021. The Primary Economic Development & Marketing Goals of this event are:
• Promote Belleville’s Lake & River amenities • Promote Belleville’s Park amenities • Increase family-friendly activities inside the Village • Begin to build emotional connections to the Lake & a sense of “happening” inside the Village • Begin to build a sense of success and momentum for EDC & the general business community
Secondary Economic Development & Marketing Goals include:
• Promote availability of unique local businesses inside the Village of Belleville o Such as Canoe & Kayak Outfitters, bike repair shops, other?
• Promote Downtown restaurants or other local food & beverage providers o Begin to develop the Park/Trail User-to-Business Experience/Relationship
Basic description: The Event will feature week-night, family-friendly paddling instruction & outings on Lake Belle View (Community Park) at a reduced-cost, provided by Sugar River Outfitters, LLC. Sugar River Outfitters is a local Business, owned by a Belleville resident, who is already successfully operating, in areas to the North (Paoli, Verona). Food & Beverage Vendors, especially from downtown, may be invited.
Our community has already determined through multiple ordinary and outdoor comprehensive planning processes that our parks & water recreation opportunities are the most attractive, and yet under-utilized, engine of potential economic growth. Community members have also indicated that while there are activities for adults, and activities for children, there is a shortage of regular “family-friendly” venues and activities engaging groups of varied age and ability. This event will attempt to reach that audience.
The Main Paddling Activity will occur on 4 dates, with 2 repeating variable formats:
• Week #1: 5:00 – 7:00 PM, Wednesday, June 9, 2021 – Beginner Level Instruction & Paddling • Week #2: 5:00 – 7:00 PM, Wednesday, June 16, 2021 – Open Paddling (Supervised) • Week #3: 5:00 – 7:00 PM, Wednesday, July 7, 2021 – Beginner Level Instruction & Paddling • Week #4: 5:00 – 7:00 PM, Wednesday, July 21, 2021 – Open Paddling (Supervised)
EDC Sponsorship Costs & Roles: Sugar River Outfitters, LLC $650/session (Total: $2, 600.00 for 4 outings) (Note: this is a discounted rate) Includes:
• Participant Sign-up via Village Event Brite (or similar) online reservation account, with funds directly deposited at time of reservation to Village EDC account (Account set-up approved at Village Board meeting 4-5-2021).
• 12 adults maximum & up to 12 children (about 24 individuals) • 2-hours instruction and/or supervision by 2 experienced instructors; 1 is CPR certified • Insurance for any transport of people or equipment • All equipment: canoes/kayaks, paddles, safety vests, provided by vendor etc.. • Each adult participant will be given a coupon for a discounted future excursion.
Participants will be charged $10/person to attend. Links to the event sign-up will be placed on Village Development Website and shared on Village Social Media. Sugar River Outfitters does have a Website & social media, and will also advertise this as a Village of Belleville EDC-sponsored recreation event as they are able; however, it will link back to the Village resources to sign-up/accept payment. We will work with the Owner of Sugar River Outfitters, and also determine if this will work to reach EDC target audience and goals of sponsorship.
EDC Staff will facilitate the Event Permit and Park Shelter Reservations; & will work with Sugar River Outfitters & the Village Deputy Clerk for needed certificates of insurance, etc.
Members of the Economic Development Committee & EDC staff will reach out to local food vendors; particularly those downtown. This will need to be finalized before the event permit deadline (mid-late April) or, it could be simply announcements that list Belleville restaurants willing to deliver to the Park.

RESOLUTION OF VILLAGE OF BELLEVILLE, COUNTIES OF DANE AND GREEN, REGARDING INSTALLATION OF NO PARKING SIGNS
BE IT HEREBY RESOLVED by the Village Board of Trustees of the Village of Belleville, Dane and Green Counties, Wisconsin, that no parking signs are authorized to be erected at the following locations:
The north side of E. Main St. from the intersection of S. Park St. east to the west edge of the driveway for 111 E. Main St. The south side of E. Main St. from the intersection of S. Park St. east to the west edge of the driveway for 15 Mitchell St.
FURTHERMORE, the Director of Public Works is hereby directed to cause said no parking signs to be installed in conformity with this resolution at his earliest convenience. RESOLUTION ESTABLISHING A POLICY REGARDING UTILIZATION OF PARK
IMPROVEMENT FEE REVENUES IN THE VILLAGE OF BELLEVILLE, DANE AND GREEN COUNTIES, WISCONSIN
The Board of Trustees of the Village of Belleville do hereby ordain as follows: WHEREAS, residential subdivisions and land divisions create a need for capital improvements to parks, and WHEREAS, the Village Code of Ordinances § 600-8 governs the development of park areas and establishes that subdividers shall pay a park improvement fee for each dwelling unit proposed to be created within each subdivision or land division, and WHEREAS, the Village recognizes the need to track park improvement fee revenues and restrict them to being expended only for those purposes for which they were intended; NOW THEREFORE the Village Board hereby declares that revenues collected as park improvement fees will be used for capital improvements in parks, such as new or replacement playground equipment, new or replacement facilities, etc. but not normal operation and maintenance costs and at the end of each calendar year these funds will be placed in a restricted account labeled “Park Improvement”. RESOLUTION ESTABLISHING A POLICY REGARDING UTILIZATION OF FEE IN
LIEU OF PARKLAND DEDICATION REVENUES IN THE VILLAGE OF BELLEVILLE, DANE AND GREEN COUNTIES, WISCONSIN
The Board of Trustees of the Village of Belleville do hereby ordain as follows: WHEREAS, continued residential construction requires development of new parks to meet the needs of a growing population, and WHEREAS, the Village Code of Ordinances § 600-7 requires subdividers to dedicate a portion of each new preliminary plat for residential subdivisions for park or playground purposes unless they are granted permission to pay a fee in lieu of parkland dedication, and WHEREAS, the Village Code of Ordinances § 600-7 also requires that funds generated for parkland dedication shall go into a designated park fund to be used for public park purposes; NOW THEREFORE the Village Board hereby declares that revenues collected as fees in lieu of parkland dedication will be used for capital improvements in parks, such as new or replacement playground equipment, new or replacement facilities, etc. but not normal operation and maintenance costs and at the end of each calendar year these funds will be placed in a restricted account labeled “Park Improvement”.
