VISION Strong Community. Strong Economy. Vibrant City. Unleashing Lancaster’s Future.
MISSION Through daring conversations, unique partnerships and measurable outcomes, deliver on our stated aspirations.
We are pleased to share with you the Lancaster City Alliance 2015-2016 Annual Report. Aligned with our new Strategic Game Plan, this report proudly demonstrates the results of the hard work of our LCA community, including reflections through the eyes and words of some of our key partners. On July 1, 2016 we celebrated the third anniversary of LCA and also marked the end of a busy year that saw significant progress, including:
• Implementing the Building On Strength economic development strategic plan for the City. Just one year into this 15-year effort saw great advancement toward the established goals and outcomes. Nearly $400 million of investment was completed, under construction or announced throughout the City over the last year.
• Neighborhood partnerships remained a priority with key projects in several communities advancing. Working with Neighbors United, the fundraising goal was met to expand LCA Bike Ambassador services to the NE quadrant of the City, and under the leadership of Lancaster Housing Opportunity Partnership (LHOP) and the Southwest community, a neighborhood plan funded by Wells Fargo was completed that sets the stage for additional significant funding to enhance this area of the City.
• The Bike Ambassadors and Downtown Investment District Clean Team continued to provide critical services in ensuring clean and comfortable neighborhoods while abating quality of life issues in the areas they serve.
• Through the Cultivate Lancaster Entrepreneur Forums, LCA brought together over 500 budding business leaders with resource providers that are resulting in key partnerships and productive relationships. Also, we’ve seen new businesses relocate from both the region and around the country to Lancaster City. The merchant community remains strong with the LCA/DID Merchant Committee drawing over 50 businesses monthly to collaborate on events such as the annual Velocity Lancaster event and the growing (now twice yearly) Restaurant Week.
As an organization, we are pleased to share that we remain fiscally strong and our focus will continue to ensure that we are a worthy investment to our many advocates who generously contribute to our work. July 1, 2016 marked the beginning of a new era for LCA with a transition in leadership and the commencing of our new three-year LCA Strategic Game (revealed within). All of this as we prepare a move to our new home at 115 E. King Street in the spring of 2017, joining several of our key partners.
In the spirit of contributing to a great City,
John T. Reed Chair, LCA
Marshall W. Snively President, LCA and Executive Director, DID
A Message from our Board Chair and President
LCA is rewarded to be one of the resource providers that affirm and support the efforts of our energetic, articulate businesses and look to continue our support of Cultivate Lancaster, as embracing entrepreneurs is one of the primary strategies of Building On Strength.

We are harnessing the energy of a community-owned Plan. We realize the scope and potential of Building On Strength eclipses what the LCA Team might accomplish alone, and are so rewarded by an astounding team of volunteer organizations and individuals bringing specific skill sets and the desire to WIN.
We see the opportunity to promote real difference in the Commercial Hubs and understand the unique nature of each, requiring a customized game plan to realize the most success possible.
By measuring progress and adjusting our sails, we will best assure we achieve the desired outcomes over the next 15 years. We are aware measuring results is an essential gauge of progress, and we will continue to regularly share our success and challenges.
IMPLEMENTING BUILDING ON STRENGTH
We here at SACA recognize we have an important role to play in successfully implementing
“Building On Strength.” LCA is harnessing
community resources in a way that is results focused and engaging.
LCA’s work on West King is tailored to our unique businesses, the physical environment and City-wide perspective. They build relationships and are a catalyst for collaborations among stakeholders and help to drive investment so our entire community can benefit.

By our training and empowering of grassroots leaders in the City’s Northeast to engage their neighbors and stakeholders and helping to resource programs and measure progress, the Northeast is becoming a model of sustainable community development.
Lancaster City’s walkable neighborhoods facilitate neighborhood pride and the opportunity for sections of our City to develop a greater sense of identity based on existing assets. LCA helps grow this “sense of place” for our many neighborhoods.

I created the Neighbors Page as a place where residents can connect with each other, information can quickly be distributed and ideas can be discussed. It’s acted as a bridge to help us connect and better see each other in a more inclusive way.

Retaining, growing and attracting business to Lancaster City is essential to an improved quality of life and vibrancy for our City. Pictured are leaders and Team members from BrandYourself, along with community leaders and local and state officials participating in the May 2016 ribbon cutting. BrandYourself, headquartered in Manhattan, chose Lancaster for its second location largely due to the feeling everyone here worked together as a City to help the community flourish.
