SJoanne ApodacaWith 24 years of experience in construction administration, Joanne Apodaca
is proficient in accounting, accounts receivable, accounts payable, titles
and liens for both subcontractors and suppliers. Joanne is admired for her
ability to streamline transactions between owners, lenders and design
professionals, as well as for her expertise in workers compensation, liability
and health insurance.
Professional History 1988-present: President of Westport Construction, Arcadia, CA. Responsible for daily administration of all office operations for a medium-
size construction and design-build firm involved in projects ranging in
scope from million-dollar custom homes and Type II commercial buildings
to high-end remodels, tract homes and multi-family residential units, both
market-rate and affordable housing.
1986-1988: Department of Public Works, Technical Specialist, Pasadena, CA. Responsible for issuing permits to contractors performing construction

Details: This AIA award-winning complex is proof that affordable housing does not equal blight. The 53,000-square foot circular housing complex’s units loop around the central courtyard which also features a dramatic stairway that doubles as stadium seating. NewCarver, in partnership with Westport, did exactly what it was designed to do – make an impact.

Parkview on the Park Project: Renovation of a 4-story, 55,000-square foot mixed-use building with 80 units. Cost: $11.7 Million
Details: Parkview on the Park involved the complete rehabilitation of the circa-1920’s Parkview Hotel in MacArthur Park into amodern, transit-oriented community of affordable housing for seniors. The project was a reconfiguration of an existing residential building over commercial/retail spaces, changing 196 SRO units into 79 efficiency apartments. Westport also constructed a 2-bedroom manager’s unit and community space.

Abbey Apartments Project: New construction of a 5-story permanent supportive housing development with 115 studio apartments.
Cost: $15.8 Million Details: The Abbey Apartments are another step in the direction of taking care of our own. Westport, through its reputation for vision and integrity, was contracted to construct this beautiful residential community with integrated offices, community spaces, supportive services and on-site social services for formerly chronically homeless men and women.
Project: New construction of a 4-storyhousing development for senior citizens, with 57 affordable rental units over podium parking. Cost: $11.3 Million
Details: Seven Maples Apartments is an‘Enterprise Community Partners 2007 Green Communities Award Winner,’ with each unit designed to have 95% maximum daylight and flow-through ventilation. Other green design features include solar water heating, recycled materials and a project-specific recycling facility.

The Ford Project: Renovation of an86-year-old 6-story structure with 295 units, streamlined to 151 units and now featuring a central courtyard. Cost: $15.7 Million Details: Once one of LA’s most infamous landmarks, The Ford Hotel has undergone a massive makeover by Westport Construction. It now boasts furnished rooms 220 squarefeet and up, as opposed to the previous almostramshackle spaces of 96 square feet or less. Perhaps the most profound statement that illustrates the structure’s physical and metaphysicaltransformation – a sign that once read “The Ford Hotel” now simply reads, “Ford.”

Renato Apartments
Project: New construction of a 6-story apartment building with 96 units over 2 levels of subterranean parking. Cost: $18.9 Million
Details: The Renato replaces the dilapidated Leo Hotel in San Julian Park area of downtown Los Angeles. The Renato and neighboring James M. Woods Apartments, also built by Westport, are quite literally shining new additions to one of the most blighted stretches of Skid Row. Each apartment is now inhabited by someone who was chronically homeless, surrounded by a community room, library, classroom and offices for management and services.

Project: New construction of 5-story,68-unit affordable family housing development with subterraneanparking.
Cost: $18.5 Million
Details: Coronado Plaza is not only family housing but green housing as well, featuring solar panels, solar hotwater and green finishes throughout the property that have earned it a Leadership in Energy and Environmental Design (LEED) Platinum rating. Designedand built to make a connection withneighboring senior housing, also owned by the Los Angeles HousingPartnership (LAHP).

Cost: $10 Million Details: Named after a man who fought for affordable housing in downtown Los Angeles, the James M. Wood Apartments are designed not only to be affordable, but were designed with green features and conservation in mind. The structure utilizes building materials that increase energy efficiency by at least 15 percent, like high-grade insulation, windows and a centralcirculating hot water system, low-VOC paints, sealants and adhesives.
The Boyle Hotel Project: Rehabilitation of historic landmark hotel and 31 existing units. Adding 20 new construction units, parking garage and retail space. Cost: $12.2 Million Details: The historic Boyle Hotel sits at the corner of Boyle Avenue and First Street in the East Los Angeles community of Boyle Heights. This prominent building, formerly a hotel and grocery store, contains both Queen Anne and Richardson Romanesque influences and was declared a Los Angeles Cultural Monument in 2007.
