The City College of Tagaytay has conducted its summer activity and
Capability training for faculty members to ensure adoption of CHED
Flexible Learning Modality as a coping mechanism for the COVID 19
pandemic. An action research on the student’s perception on online teaching
was immediately conducted to determine the current situation of the
students in doing flexible learning. The institutional health protocols and
practices guidelines were drafted and presented to the faculty members.
Using video tutorials, the use of Google classroom and Google meet were
emphasized in handling classes, giving assignment, preparing exams,
student feedbacks.
Prior to this, a Continuity Plan for Flexible Learning Program was set that
entailed collaboration with other HEIs, to share webinar series through the
CHED HiEd Bayanihan Program and AFTA Balikturo Online Program
which presented Instructional foundations of Remote Learning; Unleashing
Zoom, Google Meet & Microsoft Team Functionalism, Streamlining &
Linking via Google Classroom, G-suites Galore: Google form, Google
Slides….., Student Assessment tool for online/offline Learning
environment, Online/offline instructional applications for Remote learning,
Creating science lessons for Live Presentation and Asynchronous Learning
using Google Classroom, Utilizing Science Instructional Resources in
bridging offsite and on-site Learning, Navigating the essentials of
Microsoft One note 101, Differentiation of Assessment with Online Math
Resources in transitioning to Virtual Instruction, Developing lab
experiments using everyday household materials via distance learning and
Resilience and staring present Mindfulness for better teaching and learning.
The webinar also tackled lessons on how to impart knowledge using
synchronous and asynchronous learning together with improving awareness
on digital Learning Management system using G-suites for education
platform. A series of webinars on “Flexible Design and Delivery in
Challenging Times,” sponsored by CHEDRO IV and AUP, that include
Methods and Strategies in Teaching, Developing Course Syllabus and
Assessments were very useful tools in increasing the competencies of the
faculty members. As a requirement to get a Certificate of Completion, the
faculty members were tasked to submit their prepared course syllabus which
reflect the synchronous and asynchronous mode of delivery in an OBE-
based course syllabus.
Administrative support is continuously being done by improving the internet
connectivity in school offices, purchasing additional desktop, construction
of additional wash area, provision of policies and guidelines for safety
protocols and health practices, online student qualifying examination,
admission and registration, academic collaboration with other institutions,
up scaling the competencies of faculty members and college officials and
revising student handbook and faculty manual.

Designation of New School Deans
President Pacita Aquino appointed new Deans for the School of Computer Studies, School of
Education, , and School of Hospitality and Tourism Management.
Mr. Michael Jeffrey Añonuevo, the new dean of the School of Computer Studies, was a
BSIT graduate of Rogationist College (2014) and Masters in
I.T. in Technological University of the Philippines (2006). He has been employed at the
City College of Tagaytay since 2015. His motivational skills, leadership and knowledge in
dealing with people and managing time were his tools to work as manager in Jolibee Food
Corporation (July 2006-Nov. 2007) and then full time I.T. instructor at Cavite State
University (Nov.2007-
Oct.2012); Computer Programmer II, PICTO, Cavite Provincial Board (Nov.2012- May 2014); Part time I.T.
Instructor, PUP, Alfonso, Cavite (June2014- Nov. 2015); I.T. Consultant; and, Saint Paul Seminary (June-Nov.
2016). He has TESDA National Certificate (NCII) and skillful in Windows Operating System and Linux/Edubuntu
Operating System.
While working with the Provincial Information Technology Office, Dean Jepoy, as he is popularly called, worked
on a project to automate the Real Property Tax System for all the municipalities of Cavite using cloud technology.
He is currently the CCT’s UniFAST Focal person who is responsible in the preparation and submission of reports
for “Listahan Grantees” and “Tertiary Education Subsidy” (AY 2019-2020). As an IT instructor, he prepared course
analyses, course modules and laboratory manual and had background in the AACCUP program accreditation as
member of the CvSU Task force member for Faculty Area.
The CCT is grateful for his effort to mobilize the entire SCS staff to enhance internet connectivity of the institution
and the Summer Capability Training of the Faculty members to prepare them in teaching tertiary education courses
using Flexible Learning Modalities as an off shoot of the COVID-19 pandemic.
Dr. Lupita U. Jung is the new dean of the School of Education. She was a 2016 PhD
graduate of UPHS in Educational Management; a faculty member of Aniban Central
School, Bacoor City (2003-2006) , Technological Institute of the Philippines (2006-2007),
and University of Perpetual Help System –DALTA (2007-2019). Dr. Jung had her BSE
degree major in English at the University of Batangas (1992) and MA in Teaching English
Language Arts at the Philippine Normal University (2006).
As such, she worked as an Inter-cultural English tutor at Royal House of HRH Prince Turki
Al-Saud – Kingdom of Saudi Arabia (April 1995-April 2001 and at Changwon English
Academy, South Korea (May 2001-April 2002).
Prior to her assignment as the CCT’s SEd Dean, she worked at Olivares College, Tagaytay branch, as Head of BEED
Department (July 2019- June 2020). She was also a UPHS Area Coordinator of Career Planning and Development
for Students’ Continuous Quality Improvement for Level 4 PAPCUCOA Accreditation (SY 2016-2017) and UPHS
Faculty Club President (AY 2017-2019). She taught English and its related courses like Speech and Oral
Communication, Literature, Research, Technical Writing and Editing; and Education Courses like Social Dimension
and Curriculum Development.
Mrs. Eufrecina T Manguinao- Victor, 2019 Teacher of the Year awardee, was appointed as
the new dean of the school of Hospitality and Tourism Management this July 2020. She is
married to Mr. Alfred G. Victor with whom they share their happy married life with their
son, Victor Adonis (MD, AFP Medical Corps) and daughter Leonila Anne (WA, USA),
Mam “Nene”, as she is fondly called, attained her BS Foods and Nutrition (1977) and BS
HRM (ETEEAP Program (2012) from Philippine Women’s University, Manila and MM,
Pubic Administration (2004) from Philippine Christian College, Cavite. She is currently
pursuing her PhD, Educational Management in St. Jude College, Manila. She also gained
NCII accreditation from TESDA as competency assessor for Food and Beverages,
Housekeeping, and trainer for Front Office Services.
Her work experience in the academe include HRM/Tourism Program coordinator in FEU
((2004-2009), BA/HRM/Tourism Academic Head/Program Chair in South Forbes City
College, Cavite (2015-2012). Her broad range of experience in industry covered the
positions of Customer Service Manager, Sales Department in Earle & Jones Inc. New
York (1981-1987); and Assistant Dining Manager/Dietary Supervisor, Food Service Industry in Thomas Jefferson
University Hospital, Philadelphia, USA (1987-1997). Locally, she worked as Reservationist. Hotel Industry, in Phil.
Plaza Hotel, Manila; Deputy Tourism Officer, Tourism Industry, Tagaytay (1999-2007); and owner / manager. Real
Estate/HRM/Tourism Industry. Century 21, Tagaytay Dacha Villas (1997-2010).
She joined the CCT as an HRM faculty member in June 2015 and acted as Tourism Program Chair from
November 2018 to June 2020.

A total of 16 faculty members enjoyed CHED scholarships from SY 2016 (12) and 2017 (4).
Among these scholars, ,Jennifer M. Abellana, Orbel M Canoy and Hazel M. Garcia have finished
their doctoral degree and are now working as BSBM dean, college registrar and NSTP
Coordinator, respectively. The other 10 faculty members also have finished their Master’s degree
namely Elma E. Gappe, Allan S. Gilles Jr., Loreta B. Marilejos, Mhirphet Joy S. Pinlac, Kathleen
Joy P. Vida, Maria Lyn S. Alcanses, Joanna Belle L. Bawar, Jessie I Canapi, Maria Teresa B,
Flaminiano. The rest are still working on their thesis/ dissertation.
Batch 2019-2020 CCT Graduates
A total of 128 students finished their curriculum requirements and are considered
Batch 2020 graduates, although no graduation rites took place. They were composed

Born on January 16, 1980 and presently residing at
Banaba Cerca, Indang Cavite, Dr. Garcia is happily
married for 16 years to Alexander M. Garcia and blessed
with a loving daughter, Jan Francine Alexia who is now
15 years old. .
Her qualities of being able to deal and communicate
with other people, flexible, willing to learn new
experiences, resourceful, inquisitive, with good
communication skills and able to work with minimum
supervision won the confidence of President Pacita
Aquino for her to be appointed as Administrative
Assistant of the College President (2018- to date) She is
also the CCT’s College Registar since June 2010.
Having gained a BS degree in Psychology (2000) and MA
in Guidance and Counseling (2013) she worked as a
Human Resource Assistant in RCVJ Manpower and
General Services in Dasmarinas, Cavite (Aug 2008-Jan
2009); Marketing Staff / Special Project Coordinator, 156

Born on October 18, 1980 and currently residing at
Amadeo, Cavite, he happily lives with two sons and a
daughter as a single parent.
His ideology and Educational Visions to extend skills,
knowledge and leadership among both the students and
educators promotes quality education in the Academic
Organizations inside the Colleges he is affiliated to. His
charm entails hardship, enthusiasm, and dynamic
professionalism to encourage good human relationship
inside and outside the work place. He is flexible,
approachable and equally-able to relate well with people
at all levels with adaptable and goal-oriented attitude that
makes him highly adept at budget preparation and
administration, program management, and curriculum
development.
His humble beginning as a graduate of AB Liberal Arts
(2001) and Associate in Computer Design and
Programming (2002) opens the door of academe where he
became an instructor and coordinator at St. Bridget
College. This inspired him to take Teacher Education
Certificate Program and Master’s Degrees in Education
(2013) and Public Administration (2015) as his entry tool
to work in Local Colleges. He is currently the CCT;s
NSTP Coordinator and Extension Unit Head, RD&E,
All the success is brought by his patience and hard-work.
He also believes that all should look up to praise the Lord

RESEARCH IN FOCUS
Psychometrician Arvid Amiscosa, Office of Student Affairs and Services, conducted an action
research on which was presented last July 10, 2020 at ANT Hall as one of the papers in the CCT
series of summer activities.
The online survey questions for faculty performance comprised of 30 items divided into 70%
Teaching styles & strategies (Performance) and 30%Teacher-Student Interaction(Critical factors).
Rating was done using a Likert’s scale that ranged from none of the time (1) to most of the time
(5). The analyzed rating came from the evaluation of randomly selected students of each faculty.

In another survey, a total of 1168 out of 2254 (51/82%) students responded to Amiscosa’s survey
monkey on students’ perception about online class from May 26 to June 6, 2020. The respondents’
year level were 564 (48.29%) first year, 560 (47.95%) second year; 32 (2.74%) third year; and 12
(1.03%) fourth year. When the student respondents were classified by school, there were 480
(41.09%) SBM, 392 (33.56%) SCS, 178 (15.24%) SEd and 118 (10.10%) SHTM.
The results revealed that about 526 (45%) students have internet accessibility and generally using
cellular data followed by fiber optic internet. There 642 (55%) students without internet
connectivity. A total of 1110 (93%) students have smart phone but 853 (73%) students neither
have computer nor laptop.
The class environment (60%) and class instructors (40%) were rated. For the class environment,
the survey questions include student’ internet accessibility, management of study time, timely
completion of assignments and other requirements on time, provision of class materials, online
communication, discussion and responses with classmates and teachers inside and outside of class,
feedbacks from instructors, provision of right amount of theoretical and practical experience, and
online similarity to in-person class modality. Rating scale ranged from poor (1) to excellent (5).
The instructors rating came from the questions that include: instructor exhibits personal,
interpersonal relations, shows average level of preparedness (class preparation, innovative
methods of teaching, knowledge of the materials available) to provide services that the students
deserves such as maintaining punctuality; sustain initiative and work attitude in maximizing
academic learning type ; presents and carries physical attribute with neatness and high confidence
by following the standards of the organization
The analyzed data reveals a mean rating of 3.21 or Satisfactory as the students’ perceived level of
the combined online class environment and class instructors.
Considering that 45 percent of the respondents did not have hardware to access to internet, a
question was asked as “If ever you do not have internet accessibility and available hardware how
were you able to comply with the online class requirements? The answers ranged from: writing
the answer/ activity in the paper, having it photographed through a borrowed cellphone from
sibling/parent/friends and have it sent to group chat (gc); make all requirements from friends’
place and using the borrowed laptop, go to a place with high internet connectivity; spending
maximum effort from the roof of the house to find some network signals that work for smart

phone; either go to computer shop if it is open but students find it difficult to get out and do the
assignment/activities due to ECQ/GCQ; compiling all activities first and sending them all upon
availability of load and internet connectivity …and so many more.
The CCT Faculty Dreams and Wishes
During last year’s Teacher Day Celebration,
the CCT faculty participants were requested to
write in a blank post-it paper their innermost
dreams for their future, their wishes for the
institution, the attributes of a good teacher, and
things that the teachers should avoid.
Results reveal that peers and students
appreciate teachers who are efficient, kind,
humble, sincere, productive, loving, friendly,
lively, approachable, respectful, and attentive.
The participants claimed that quality
education can be provided to students if the
teachers create a learning environment that is
suitable to all, respect each other, give their
best in teaching, punctual and prepared for
effective teaching, select the right words when
teaching, teach with heart and love of
profession, be a leader and a good follower,
keep the classroom clean before class
dismissal, treat students as own children, and
always do the right thing for the students, co-
workers and the institution.
To satisfactorily work in the school premises,
the participants cited that the faculty members
must always pray and refrain from being
unprofessional; a burden to others; being a
pessimist; saying bad words; telling a lie;
being stressed; gossiping and judging people;
punishing, underestimating, competing and
humiliating students; giving exam that is not
part of the course; feeling isolated; treating
students and co-workers as enemies; pointing
fingers at other person; and sharing personal
life to students. Finally, the biblical quote was
cited as “.”do unto others what you want
others do unto you.”
The faculty members also revealed their
utmost dreams and wishes for themselves,
their relationships, their students, the
institution, and the world.
For themselves, they dream that they be
given permanent plantilla position for
security of tenure; to succeed in teaching
career; receive an increase in salary; stay in
CCT for longer years; a city ordinance that
benefits the CCT teachers other than the
plantilla positions like 13th month pay,
holidays and class suspensions with pay;
become more productive and a millionaire
someday.
They dream that CCT will become a
University and be home of the champions
both in academics and in sports with well-
ventilated classrooms and faculty rooms
and accredited curricular programs to act as
medium of progressive city.
For relationships, they dream that they may
have stable and better life with loved ones;
have more time with the family; be happy
and successful in love all the time; and have
good relationship to everyone.
For students, the faculty members wished
that they could touch the hearts and lives of
the students so as to inspire them to learn
and to behave well inside the class; truly
value and remember what was taught to
them; be professional and be remembered
as their former teachers as they succeed in
their chosen career
For the world, the faculty members wished
for peace, joy, and unity. jrrint
Teaching is a noble profession that shape the character, caliber, and future of an
individual. If the people remember me as a good teacher, that will be the greatest honor
for me.

COVID-19 : Its Challenges and Issues
In January 2020 the CCT community has just resumed classes after the Taal Volcanic eruption and
everybody were busy removing the unwanted ashes from the infrastructures and the affected
surrounding. The suffering of the local residents was still fresh on their minds when suddenly,
another major problem came up. The community was again shuttered when a deadly virus slowly
crawl into the lives of the people that started with the pneumonia cases from an unknown origin,
tagged as Corona virus. Although, the disease was first detected in Wuhan, China as early as
December 2019, its spread later became a worldwide problem resulting to a large scale socio-
economic losses.
The creeping spread of the Corona virus, brought to the country by Chinese tourists, cause health
and social disturbances that led to President Duterte’s issuance of a partial lockdown order on
Metro Manila. On March 17, the Philippines was declared under the state of calamity for a period
of six months through Presidential Proclamation 929. Banning entry of international flights,
restricting the movement of domestic flights, and closure of major establishments followed.
Luzon lockdown entailed suspension of school classes and restricting the movements of
individuals below the ages of 20 and above 60. This initially caused fear and uncertainty among
people that resulted to panic buying of food, groceries, and basic amenities. A lot of people were
trapped in their workplace and did not have the chance to go back home due to lack of transport.
Poor people who lost their source of income started to ask for food and financial assistance from
the government. Work from home was encouraged in most of the government agencies leaving
only skeletal force to operationalize the establishments.
Food and street vendors lost their costumers due to Emergency Community Quarantine ECQ) and
movement of people within the community was restricted to one family member per household.
Drivers lost their income due to lack of passengers and restriction from the ITIAF. Malls were
refrained from super cooling their premises to ward off the shoppers from staying in the mall
premises. With the GCQ, the transport system was given due permission but the available vehicles
are still inadequate to provide transport to passengers who have to wait for 2-3 hours before they
could go to work or go back home.
The DOH instructed the creation of pool of front liners who are in charge of filtering the visitors
in the hospitals, checking the temperature of shoppers in malls and pharmacies, cleaning premises
and dumping garbage, stopping vehicles to determine the presence of travel pass, and ensuring
peace and order on their place of assignment.. Hospitals which were initially ill prepared for the
entry of the new virus that are short of PPE supplies, insufficient number of intubators’ and without
definite drug to treat the disease, had their COVID 19 patients isolated at the risk of the lives of
medical staff. Those who succumbed to disease were absolutely cremated without being seen by
their loved ones. Face masks and disinfectants were out of stocks and the price rose sky high. The
closure of malls, hotels, and restaurants resulted to job retrenchment of thousands of employees.
Children and seniors were considered vulnerable to COVID 19 infection and were ordered to stay
at home
The government released order to delay the payment of taxes and rentals, payment of loans were
suspended, and some establishments provided separation pay to retrenched employees.
Department of Labor financially assisted employees who were on no work no pay policy. GSIS
and SSS opened calamity loans for their members and pension loans for retirees. DSWD extended
services to stranded OFW’s by giving them basic necessities. Guidelines on health protocols and
social distancing were implemented.
The long months of ECQ seriously affected the economic status of employees on establishments
with no work no pay policy and self-employed individuals who were forced to stop their business
due to quarantine policy, etc. This results to deprivation of daily meals and difficulty in providing
the family’s basic necessities. Hence, some of them were forced to beg for food on the street.
Financial assistance of the government through the Social Amelioration Program, was
implemented but not all needy were benefited by this program. “Ayuda” was also initiated but the
frequency and volume of assistance also depend on the financial stability of the local government.

A number of prominent individuals also extended their assistance to the needy. The current
situation changed the mindset of some individuals who opened on line businesses. You name it
and they have it. Sewers produced face masks.
Many private schools in 150 countries closed with a negative impact on 1.3 billion students.
Caught unprepared, the educational system suddenly shifted its teaching modalities to fill up the
gap created by the off shoot of COVID 19. The DeptEd and CHED officials were tasked to
mobilize planning and implementing alternative learning modalities last semester using an open
learning system for teachers to at least enhance the learning capability of students who were
quarantined to stay at home. Enrollment is now through on line registration. Unfortunately, some
private schools have to close down this coming school year due to financial instability.
The problems on accessibility to internet and availability of hardware to be used by the faculty
members are one of the major problems voiced out by the secondary and elementary teachers.
Financial difficulty is also being felt by those working from home due to payment provision for
the pre/post internet connection. Added to these is the underdeveloped competencies of teachers
in using LMS and difficulty in adjusting to flexible learning.
To resolve these problems, CHED conducted a series of webinars and an online public consultation
on flexible learning last June 10, 2020. The PHL CHED Connect was launched on June 23, 2020
which intended to share and strengthen the resources of the different HEIs, The promotion of
empowered faculty were attended by different institution with the aim of sharing of knowledge,
human and physical resources, data, learning materials and LMS among HEIs. This was done
through virtual communication, meetings, conferences and series of webinars. This is in close
coordination with DICT that takes charge in upgrading internet connectivity of institutions.
Delay of schooling was suggested by many parents and school teachers to give time for
development of COVID 19 vaccine, strengthening of internet connectivity and empowerment of
faculty members in flexible learning. Dr. de Vera, however, cited that two months, which covers
summer vacation, will be enough to provide solution to these cited problems.
The effect of COVID 19 greatly affected the lives of every Filipinos. The number of frontlines is
starting to fall due to exhaustive job of caring for overflowing patients. Hence, President Duterte
listened to their request of having Metro Manila and nearby provinces be under MECQ from
August 4-18.
With the increasing number of infected COVID 19 patients that has reached > 100,000, it is hoped
that an effective vaccine be developed, that the nation be able to recover from economic losses,
that people strictly follow the preventive measures, that social distancing not be the cue for loss
of care and affection among families, friends and peers, that the CCT planned Flexible Learning
Model be successful, that the disease be a make up call for us to believe and trust in God to heal
the world and, that everybody will unify and work as one, for United we stand, divided we fall. jrrint

CCT Building Disinfection
The School of Computer Studies (CSC) mobilized its staff to upgrade the internet connectivity
of the CCT in preparation for the incoming AY 2020-2021
