    FOREWORD

    The Vital Statistics Report 2013-2014 presents statistics on marriages, births and deaths in the Philippines with brief analysis for each type of vital event. Statistics contained herein are facts surrounding the occurrences of marriages, births and deaths for the years 2013 and 2014 in the Philippines. These statistics were compiled from the registered certificates/documents received by the Office of the Civil Registrar General (OCRG), through the Provincial Offices of the then National Statistics Office, now Philippine Statistics Authority (PSA), from the Offices of Local Civil Registrars in all cities and municipalities of the country.

    Vital events that occurred among Filipinos living abroad are also included in this report. Data were obtained from the reports on marriages, births, and deaths of the Philippine Foreign Service Posts transmitted to the Department of Foreign Affairs Manila and subsequently submitted to the PSA Civil Registration Service. The scope and coverage of the report, basic data source and limitation, responsibility in the registration process and the definition of terms used in the report are discussed in the Explanatory Notes. Appendix C presents, in capsule form, the civil registration process.

    The statistics and information presented will not only assist planners,

    policy makers, program managers and researchers but also Local Government Units in monitoring, evaluating and developing strategies to improve the socio-economic programmes affecting health and social well being of the population.

    EXPLANATORY NOTES Introduction This Vital Statistics Report (VSR) contains statistics on marriages, births and deaths compiled from documents on vital events registered at the City/Municipal Civil Registry Offices located all over the country and in Philippine Foreign Service Posts (PFSPs). Vital events refer to the marriages, births, deaths, fetal deaths, and all such events that have something to do with an individual's entrance and departure from life together with the changes in civil status that may have occurred during the lifetime of a person. Recording of these events in the civil register is known as vital or civil registration. Scope and Coverage This VSR includes vital events that occurred in 2013 and 2014 compiled from the reports submitted to and received by the Civil Registrar General and Administrator of the then National Statistics Office (NSO) now the National Statistician of the Philippine Statistics Authority (PSA) from all City and Municipal Civil Registrars of the country, Shariah Circuit Courts and from the Department of Foreign Affairs on all registered vital events with PFSPs involving Filipino nationals living abroad. Civil registration is a continuous process. Hence, there is a need to establish certain cut-off period. The data presented are vital events that occurred in 2013 and 2014 but received from the Local Civil Registrars (LCR) from

    January 2013 to March 2015. Births and marriages occurring in 2014 but were received beyond March 2015 were no longer included in the 2013-2014 VSR. However, death statistics presented herein are those occurred, registered and submitted to PSA until December 2014 only. The rationale in the publication of the VSR involving past data series is an attempt to fast track the updating of the vital statistics data to more current levels to provide important information in the civil status of persons as well as the generation of demographic and health indicators that may help in the assessment of health/social services enjoyed by the population. The new data series will also provide national and local executives on the level of registration of vital events at the city/municipality level as a means of monitoring the implementation of the civil registration system. Basic Sources of Vital Statistics The Philippine Statistics Authority, which took over the civil registration function of the former National Statistics Office per Republic Act 10625, maintains an Archive of Civil Registration documents. In the civil registration system, there are several basic forms needed to record vital events from which vital statistics are generated. These are:

    4. Certificate of Fetal Death Municipal Form No. 103A

    A facsimile of the above forms is found in APPENDIX B. The Vital Statistics Report contains statistical tables containing basic data on marriages, births and deaths up to city/municipality level. Summary data are also available at provincial and regional levels for ready reference. However, due to the number of pages devoted to the production of one table, only limited number is presented in this report. In anticipation of requests for more detailed information, unpublished tables are available upon request at the Vital Statistics Division. The limited number of published tables is a new strategy adopted to fast track the publication of back issues of the VSR. A List of Unpublished Tables on Vital Statistics is shown in APPENDIX A. Limitations of the VSR Act No. 3753 otherwise known as the Civil Registration Law of 1930 mandates that all vital events shall be registered. Despite this, there is still a problem of under-registration of vital events, the main reason is due to lack of awareness of the people on the importance of vital registration especially in remote areas. However, there has been an increasing awareness, especially on birth certificate because it is a requirement to enrolment in school and also in obtaining ones passport for foreign travel. Thus, the level of late registration is increasing every year. But the increasing number of late registration also poses a problem in updating the published vital statistics report in the past. Late registration data

    covering the period 2013 to 2014 are included as addendum in this report. Another source of underreporting in the VSR is the late submission of reports by most reporting agencies. In the processing of vital documents, there is usually a cut-off time of inclusion. After the cut-off time, the late documents are no longer included in the current year being compiled. In view of the above limitations, caution is necessary in the interpretation of data, since information presented is not adjusted for under registration both for local and foreign vital events. Observed marked fluctuations in vital events for specific areas may not necessarily reflect differentials, but rather an indication of variations in registration/registered submission of events. Responsibility in the registration of vital events Registration of vital events is the responsibility of the Local Government Units (LGUs) through the Local Civil Registrars (LCRs) who are under the technical supervision of the Civil Registrar General of the National Statistics Office (NSO) by virtue of the provisions of Act 3753. However, by virtue of the provision of the Philippine Statistical Act of 2013, the Philippine Statistics Authority (PSA) took over the civil registration function of NSO with the National Statistician as the Civil Registrar General who provides overall directions in the implementation of the Civil Registry Law and related issuances and exercise technical supervision over the Local Civil Registrars. The administrators of hospitals, clinics, rural health units and similar institutions including barangay secretaries,

    practicing physicians, midwives, nurses, traditional birth attendants who attended births and deaths, and solemnizing officers from various religious sects and denominations who officiated the marriage ceremonies, are responsible in causing registration and shall certify to the facts of the events at the LCR Offices. The concerned parents, next of kin, contracting parties, a witness or the person who has full knowledge of the occurrence of the event shall report the event, in default of the above mentioned set of informants. For foreign vital events, reports of births, marriages, and deaths from the Philippine Foreign Service Posts (PFSPs) are forwarded to the Department of Foreign Affairs (DFA) and subsequently submitted to the Philippine Statistics Authority - Civil Registration Service. For the registration process of the civil registration system, see APPENDIX C. Definition of terms and concepts The terms that are defined here are those used in the VSR. For ready reference of users, some vital statistics indicators are defined. Civil registration is defined as the continuous, permanent and compulsory recording of the occurrences and characteristics of vital events, primarily for their value as legal documents and secondary for their usefulness as a source of statistics. Marriage is a special contract of permanent union between a man and a woman entered into in accordance with law for the establishment of conjugal and family life.

    Live Birth is a complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of the pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached; each product of such birth is considered liveborn. Death refers to the permanent disappearance of all evidence of life at any time after live birth has taken place (postnatal cessation of vital function without capability of resuscitation). Foreign Vital Events refer to births, deaths, and marriages involving Filipinos that occurred outside the country. Fetal Death refers to death prior to the complete expulsion or extraction of a product of conception from its mother, irrespective of the duration of pregnancy. The death is indicated by the fact that after such separation, the fetus does not breathe or show any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, and definite movement of voluntary muscles. Early Neonatal Death refers to death among live births during the first seven days of life. Infant Mortality refers to deaths of infants under one year of age. Perinatal Mortality refers to the deaths of fetuses, weighing at least 500 grams or had 22 completed weeks of gestation, and of infants seven days of age. Maternal Mortality refers to the death of a woman while pregnant or within 42 days of termination of pregnancy,

    irrespective of the duration and the site of the pregnancy, from any cause related to or aggravated by the pregnancy or its management, but not from accidental or incidental causes. Neonatal Mortality refers to deaths among live births during the first 28 completed days of life. Crude Marriage Rate (CMR) is a gross measure of the level of the relative frequency of marriages in an area for a given year. It expresses additions, by the formal means of legal marriage, being made to the married segment of the total population. This refers to the number of marriages per 1,000 mid-year population. Crude Birth Rate (CBR) refers to the number of live births per 1,000 mid-year population. Crude Death Rate (CDR) refers to the number of deaths per 1,000 mid-year population. Infant Mortality Rate (IMR) refers to the number of infant deaths per 1,000 live births in a given year. Maternal Mortality Rate (MMR) refers to the number of maternal deaths in a given year per 100,000 live births in that year. Total Fertility Rate (TFR) refers to the number of children who would be born per woman (or per 1,000 per women) if she/they were to pass through the childbearing years bearing children according to a current schedule of age-specific fertility rates. Natural Increase refers to the excess of births over deaths. Crude Rate of Natural Increase (CRNI) refers to the difference between crude birth rate and crude death rate.

    Age Specific Fertility Rate (ASFR) refers to the number of live births born to woman of a given age or age group by the mid-year female population of the same age or age group during the same year. This refers to the average number of births per 1,000 females of specific age group. Birth Order refers to the numerical order of a child in relation to all previous deliveries of the mother. Daily Average refers to the arithmetic mean of birth, death or marriage occurrences per day. Daily Index is the increase/decrease from the overall daily average of event occurrences. Period of Gestation refers to the number of completed weeks which have elapsed between the first day of the last normal menstrual period and the date of delivery irrespective of whether the product of conception was live-born or born without evidence of life. Sex Ratio refers to the number of males per one hundred females. Usual Residence refers to the place where the person habitually or permanently resides. Place of Occurrence refers to the place where the vital event took place.

    MARRIAGE STATISTICS MARRIAGE BY PLACE OF OCCURRENCE In a span of 10 years, there was a recorded decrease in registered marriages by 26.2 percent from 582,281 in 2004 to 429,723 in 2014 (Figure 1). These reported marriages in 2014 decreased by 2.9 percent from its level in 2013 which was 442,603, see Table 1. Data by province, city and municipality are also shown in Table 1. The number of registered marriages contracted between 2013 and 2014 declined in most regions, except for National Capital Region (NCR), Region

    VII, Region IX and Caraga. Region VIII reported the highest decrease (18.3%), followed by Region V (12.0%) and Region IV-B (11.9%). (See Figure 2)

    The National Capital Region (NCR) recorded the highest number of reported marriages of 60,238, which is 14.0

    percent of the total marriages in the country in 2014. It was followed by Region IV-A and Region III with 55,080

    (12.8%) and 51,408 (12.0%) marriages, respectively. The least number of marriages was recorded in ARMM at 814 (0.2%).

    The rest of the regions in the country had recorded less than 10 percent each of the total reported marriages.

    TYPE OF CEREMONY On the average, there are 1,177 marriages solemnized daily, in the Philippines, either through church, civil, tribal, Muslim and other religious rites. Marriages through civil rites accounted for 42.0 percent (180,406) of the totalmarriages in 2014, followed by marriage ceremonies solemnized in Roman Catholic churches (37.0%), while marriages performed in Muslim rites, tribal and other religious rites comprised 21.0 percent or 90,435 of the total marriages. In 2013 the trend was almost the same, with 44.1 percent of marriages were solemnized in civil rites followed by

    Roman Catholic churches at 35.4 percent or 156,824 of total reported marriages, Figure 3 above.

    AGE OF BRIDE AND GROOM

    Generally, women marry at a younger age than men. In 2014, the median age for bride is 26 years old while that for groom is 28 years old, as reflected in Figure 4. Meanwhile, marriages involving teenage brides were four to five times more in number than teenage grooms. On the other hand, grooms who settled down at age 50 and over were two to three times higher proportionally than the brides in the same age group (Figures 5a and 5b).

    It is observed that the modal age group of marrying among brides in 2014 was at 20-24 years old consisting of 34.9 percent or 149,871 of the total brides in the country while that among the grooms was 25-29

    years old with 35.1 percent or 150,639 of the total grooms. The same marrying modal age trend is observed in 2013 for both the brides and the grooms, see Table M1.

    NATIONALITY OF BRIDE AND GROOM

    Most marriages were contracted between Filipino brides and grooms. Intermarriages of Filipino brides with foreign nationals were observed to be minimal, however, the trend seems to be slightly increasing from 3.0 percent or 13,223 in 2013 to 3.1 percent or

    13,254 in 2014. On the other hand, the proportion or number of Filipino grooms marrying foreign nationals was observed to be decreasing which was only 0.5 percent or 1,993 of the total Filipino grooms in 2013 to 0.4 percent or 1,771 in 2014, see Table M2 below.

    BIRTH STATISTICS TOTAL REGISTERED LIVE BIRTHS The number of registered live births within a period of 10 years increased by 3,753 or 2.2 percent between 2004 (1,710,994) and 2014 (1,748.857). As shown in Figure 6 below, the reported births showed an erratic trend, although the fitted trend line shows an uptrend. The reported births between 2013 and

    2014 seem to be going down, from 1,761,602 births in 2013 to 1,748,857 in 2014, a decrease of about 0.7 percent. On the average, there were 4,791 babies born daily in 2014 or about 200 babies born per hour, which is approximately three babies per minute.

    More males (912,465 or 52.2%) were born than females (836,392 or 47.8%)

    which resulted to a sex ratio of 109 males per 100 females (Figure 7).

    BIRTHS BY PLACE OF OCCURRENCE AND PLACE OF USUAL RESIDENCE OF THE MOTHER

    The difference between the place of birth by occurrence and place of birth by usual residence of the mother by region is shown in the last two columns of Table B1. Seven regions out of 17 reported positive differentials in the number of births by place of occurrence both for 2013 and 2014. These positive differentials may be indicative of expectant mothers giving birth outside of their usual place of residence due to better health care facilities and social services in the receiving region. The receiving regions are: (1) National Capital Region (NCR), (2) Cordillera Administrative Region (CAR), (3) Region II (Cagayan Valley), (4) Region VII (Central Visayas), (5) Region X (Northern Mindanao), Region XI (Davao) and (7) Region XII (SOCCSKSARGEN).

    On the other hand, regions with negative differentials in Table B1 indicated that there were more mothers that had given birth outside the region of their usual residence. Region IV-A reported the largest negative differential with a total of 32,673 births in a span of 2 years (Table B1). These are the extent of mothers giving birth outside their usual residence. Second in rank is ARMM with negative differential of 6,709 births and third is Region III with 4,347 births. The region of preference could be in neighbouring regions, e.g. NCR for those in Region IV-A, Region VII in the Visayas and Regions X, XI and XII, in Mindanao, where health facilities are available or in areas where the parents of expectant mothers or relatives reside.

    Four out of five birth deliveries were attended by health professionals for the two-year period. It was worth noting that births attended by medical professionals increased from 85.1 percent in 2013 to

    87.4 percent in 2014, while births attended by Traditional Birth Attendants (TBAs) or hilots decreased from 14.3 percent in 2013 down to 11.8 percent in 2014, see Table B2 below.

    The number of births by place of occurrence had decreased in number in many regions, proportionally, however, all regions showed an increasing trend on births attended by health professionals. This is indicative of improving health services in terms of maternal and child health care. Among regions, NCR showed the highest proportion of births attended by health professionals, wherein for every 100 births that occurred, 95 of them or nine out of ten were attended to by health professionals.

    Region I, Region III, CAR, and Region VII also showed high proportions of births that were medically attended with 9 out of 10 births reported to have been attended by health professionals. Among regions that have very low proportion of medically attended births, only ARMM had one-third of births that occurred in its area was medically attended in 2013 (32.7%) but this proportion had improved to 38.8 percent in 2014 (Table B2). This increase had resulted to the decrease in the number of births attended by traditional attendants from 66.4 percent in 2013 to 59.0 percent in 2014.

    BIRTHS BY AGE GROUP OF MOTHER As shown in Table B3 below, the modal age group of childbearing both in 2013 and 2014 was at 20-24 years old. Three in ten babies born in 2013-2014 belong to mothers with this age group. It can also be noted that there was an increase in the number of births attributed to teenage mothers aged 19 years old and below, from 209,582 in 2013 to 209,872 in 2014. The government maternal health care and services should provide programs

    on the welfare of this age group, less than 19 years old, on how to delay the start of childbearing because it is more likely that complications experienced during pregnancy and labor of mother may result to higher morbidity and mortality both to mother and child. The danger of pregnancy is also true for women aged 50 years old and over because of complications not only to the mother but also to the child.

    For the past 10 years (2004-2014), the number of deaths in the Philippines increased continuously. In 2014, a total of 536,999 deaths were recorded with an increase of 0.9 percent from 2013. The highest percentage of increase in the span of 10 years was seen in 2008 with 4.4 percent. On the other hand, the lowest increase was recorded in 2007 with 0.2 percent only.

    Among regions of the country, the highest number of deaths was recorded in Region IV-A with 78,326 or 14.6 percent of the total deaths. It was followed by the NCR with 72,235 deaths

    (13.5%) and Region III with 62,297 (11.6%), which ranked second and third, respectively. On the other hand, the lowest number of registered deaths was recorded in ARMM with 1,634 deaths (0.3%). More than half of the total deaths were males which accounted for 57.3 percent.

    DEATHS BY PLACE OF OCCURRENCE AND USUAL RESIDENCE OF THE DECEASED

    Out of the 17 regions in the country, 12 regions had greater number of registered deaths on the usual residence of the deceased than by place of occurrence. Only five (5) regions had higher number of registered deaths by place of occurrence than usual residence. The NCR had the highest registration which could be an indicative of better

    hospital/health facilities in this region among other regions. Regions with negative differences in Table D2 indicated that there were more deaths outside the region of usual residence of the deceased. On the other hand, Region IVA had the largest negative difference.(See Table 8)

    INFANT DEATHS

    Registered infant deaths showed a slight decrease from 21,992 in 2013 to 21,108 in 2014. It was noted that there were more male infants than female infants dying with sex ratio of 137 male infants per 100 female infants dying in 2013, and 138 male infants per 100 female infants dying in 2014.

    The top three regions in terms of high proportion of registered infant deaths were NCR, Region IV-A and Region III, and these were the only regions that contributed 10 percent or more of the total infant deaths in the country (Table

    9). On the other hand, ARMM had the lowest number of registered infant deaths in the country all throughout the five-year period and the only region that contributed less than one percent share of the proportion of infant deaths.

    MATERNAL DEATHS Maternal deaths are deaths that occur to women while pregnant or within 42 days of termination of their pregnancy, irrespective of the duration and the site of the pregnancy, from any cause related to or aggravated by the pregnancy or its management, but not from accidental or incidental causes. A total of 1,570 maternal deaths were recorded in the country in 2014, a decrease of about 48 maternal deaths from the 2013 record of 1,522.

    CAUSES OF DEATHS On the average, the ten leading causes of deaths are responsible for 71.3 percent of the total deaths in the Philippines from 2013 to 2014. Ischaemic heart diseases remained on top for two consecutive years. It was followed by malignant neoplasm, pneumonia and cerebrovascular diseases which ranked second, third and fourth in 2014, respectively. These were randomly arranged in 2013.

    Hypertensive diseases and other heart diseases were on the fifth and sixth spots. The rank order of the seventh to tenth leading causes of deaths among Filipinos remained unchanged from 2013 to 2014. Among the ten leading causes of deaths in 2013-2014, more than half (53%) of the total deaths in the country were due to non-communicable diseases.
