One of VDAB’s most basic tasks is to

intermediate between job seekers and

employers. We do not act in a vacuum,

but instead take a realistic view of

today’s employment market. Therefore

we will first take a look at ‘the world

of VDAB’, or the actual employment

market data that influences our work.

In 2014 we recorded 246,134 vacancies in the Normal Economic Circuit without Temporary Employment Work. 159,088 of these were reported directly to VDAB (not through recruitment and selection agencies), an increase of 3.5% from the previous year.

5.8While from the global perspective, 5.6 unemployed Job seekers were available for each open job vacancy at the end of 2013, the tension indicator had risen slightly to 5.8 at the end of 2014.

Face-to-face-contacts34% of the 497,814 registrations in 2014 were done via VDAB counsellors.

OnlineIn 2014 we registered 34,925,387 visitors on the VDAB website. This represents some 95,686 consultations per day. Apart from the vacancy data base, the training data base, My Career and My VDAB are the applications that are most visited by employers. 390,083 job seekers were offered one or more vacancies via the automatic matching. vdab.be

Service lineThe Service Line had 248,866 contacts with clients, 7% more than in 2013.

The Youth Employment Plan wants to conclusively reach young people 4 months after labelling. In 2014 VDAB conclusively reached 66,753 young people within 4 months of labelling, which is 93.18% of the young people labelled.

The Youth Employment Plan wants to provide young people with options that are tailored to their require-ments within 4 months of registration. On an annual basis 37,308 young people accepted a service offered by VDAB in the form of intensive, customised coaching, first work experience, (traineeships, IBO, WIJ), vacancies or training opportunities tuned to their requirements. This is 52.08% of the young people that were labelled.

After 4 months, 63% were no longer unemployed, and 51% were already in work.

At the end of December 2014, 33.7% of job seekers over the age of 50 had found work within 12 months of registering.

Intensive counselling and employment servicesOn the basis of these two tenders, VDAB referred 26,198 clients in 2014, and this is almost 20% more than the proposed number of 21,980 guaranteed trajectories. At the end of their training trajectory with the partner, around 73% of the Job seekers had found work.

After activation coaching • 35% of the participants had overcome enough

obstacles to be able to perform paid work in the normal or social economic circuit. Half of them are already employed.

• 19% has attained the minimum employment care level.

• The other 54% turned out to be not suitable for this kind of coaching and in need of more long-term help and appropriate welfare assistance.

There was a slight decrease in youth

unemployment, which is conjuncture-

sensitive: at the end of 2014 we

counted 45,092 job seekers under the

age of 25, 5.2% less than a year earlier.

5,294 The number of people in 2014 who used the job application help desk, an online service on our website, rose to 5,294. Anyone can contact this help desk to ask the e-coaches for feedback or help with applying for a job. It is not necessary to register with VDAB or to be on our files: the only requirement is access to internet as coaching is provided through e-mail, chat or video conversations. This service to prepare people for a job interview through a video conversation was launched in early 2014. Although it was only offered to a limited number of people it immediately proved to be popular. 249 people used it to practice for a job interview.

I want someone who fits in my company

65,514 vacancies filledThe filling percentage rose slightly this year, from 80.9% in 2013 to 81.0% in 2014. In absolute figures this meant that 65,514 out of a total of 80,898 vacancies were filled in 2014. 50% of the vacancies were filled within 41 days.

What we offerVDAB uses its website to offer as many vacancies as possible to all job seekers. In 2014, the cumulative total of received vacancies was 795,080.

This is an annual increase of 11.1% in comparison to 2013.

Satisfaction among employersMost employers (86%) consider our information provision to be good to excellent. Employers also said that satisfaction with the way in which their vacancies were handled had increased since last year. Their score increased to an average of around 66%.

I want trainingFrom January until December 2014 the competency centre reached out to 67,400 job seekers. The number of training hours completed increased on an annual basis: throughout 2014, the CC facilitated 15 million hours of training.

At the end of 2014 68.3% of former course participants were back at work within 6 months of the competency- enhancing training.

5,502 Our competency centre’s infrastructure was made available free of charge to pupils in the final year of secondary education. In the school year 2013-2014, for the sixth school year in a row, pupils from TSO BSO and BUSO followed a 72 hour training course for a total of 5,502 training events and/or 108,713 hours. Most of the courses were in construction, industry and logistics.

88 In 2014, 88 training courses were given that led to a diploma in secondary education/a SenSe certificate (Se-condary-after-Secondary)/ a Higher Vocational Education (HBO) diploma or a professional Bachelor diploma.

17,500 From January to December 2014, VDAB reached over 17,500 people with work places or coaching on the work floor (separate from a training course in the competency centre).

76% and 81.5% satisfaction Increase in satisfaction among the partners compared to 2013:

• among operational partners: 76% satisfaction

• among institutional partners: 81.5% satisfaction.

This means that we performed much better than the management agreement (MA) and annual business plan (ABP) objectives.

1,228 Activation care concerning tender

Looking for work outside of FlandersThe labour market situations in the Flemish, Walloon and Brussels-Capital Regions greatly differ from each other. Yet, Synerjob, the association of public services for employment and vocational training in Belgium, was es-tablished to promote interregional cooperation precisely because the proximity of the different regions offers opportunities.

This makes it possible to exchange tens of thousands of vacancies each year. In 2014 81,046 Flemish job vacancies were received by Le Forem, while 68,268 were received by Actiris.

Wallonia5,728 validated Flemish jobs were offered to job seekers in Wallonia. In addition to this, VDAB and FOREM set up several job dates that introduced Flemish employers to Walloon job seekers.

Thanks to these mixed-team events, at least 1,805 people from Wallonia found a job in Flanders.

BrusselsIn 2014, 1,114 vacancies offering 1,620 jobs, were passed on to Actiris. For this Actiris mobilised a total of 7,586 Job seekers in Brussels. They were invited, informed, screened, prepared and coached. 1,820 people from Brussels found a job in Flanders thanks to the action undertaken by the focussed intermediary services.

Europa VDAB set up a close collaboration with public em-ployment services in other European member states through the EURES network. VDAB deploys this network to fill structural bottleneck vacancies in Flanders with candidates from other European countries that have a job market surplus. In concrete terms this involves vacancies for engineers, IT specialists and nurses that we cannot fill in the mid or long-term in Flanders with our own and/or Brussels and Walloon labour reserve. The VDAB has been able to fill 375 job vacancies in this manner from May 2012 up until the present.

Some job seekers are faced with obstacles on their path to employment, such as MMPP problems (medical, mental, psychological or psychiatric impairments) or social and/or psychosocial barriers. Care coaching, i.e. customised counselling, works very hard to first tackle these very obstacles in pathways to employment. In 2014, 1,228 customised counselling pathways were initiated. The intended objective of 1,100 was thus significantly exceeded.

478 Engaging and empowering group training for job seekers living in poverty in October 2012, VDAB initiated the integrated work/well-being pathways. This includes both an individual component and a group component. The objective of this group component is for job seekers living in poverty to exchange experiences, coupled with job orientation and job application support. In 2014, 478 work/well-being pathways were initiated.

4,681 staff membersOn 31 December 2014, VDAB employed 4,681 people. This noticeable decrease was caused by sustained optimisa-tion efforts that involve analysing staffing needs and actively searching for alternative solutions to external recruitment
