PCL National Executive Vice President Benito J. PCL National Chairman and Davao City Councilor Danilo Dayanghirang called for unity of all the supporters of President Rodrigo Roa Duterte for the launching of the new coalition Tapang at Malasakit Alliance for the Philippines on October 23, 2017 in Taguig City,

Alliance for the Philippines is an umbrella organization of groups that support the Duterte administration. This is an alliance of groups who believed in the President and trusted his vision of change for

Dayanghirang lauds 2017 PCL Week

Philippine Councilors League National Chairman Danilo Dayanghirang commended all the PCL local federations/chapters nationwide which spearheaded the PCL week-long celebration on September 1 -7, 2017 with the theme “Philippine Councilors League and the Local Legislators: PARTNERS TOWARD ACHIEVING INTEGRITY AND EXCELLENCE TO ENSURE A PEACEFUL AND PROGRESSIVE NATION.”

Presidential Proclamation

No. 212 declares the first week of September of every year as Philippine Councilors Week.

In line with the said proclamation, the PCL desired to celebrate their founding anniversary with a week-long activities, which include the simultaneous tree planting, dental-medical mission and the giving of recognition to the country’s outstanding farmers, teachers, policemen, and other civil servants.

Other programs and activities conducted by various islands/councils/federations/

chapters in the country are Forum on Federalism, Local Autonomy and Decentralization, sponsorship of Monday convocation (flag ceremony), holding of ecumenical/ interfaith activities, sportsfest/ Fun Run, lecture on Effective Legislation/ Quasi-judicial Functions of Sanggunians, forum on Climate Change Adaptation/ Disaster Risk Reduction & Management, and increase awareness thru motorcade, tarpaulins, media interviews, etc. Production of PCL ID cards in partnership with SM E-Plus.

PCL Aurora goes to Vigan CityPCL National President

Luis “Chavit” Singson welcomed the delegates of the 2nd Provincial Assembly of PCL Aurora Chapter in Calle Crisologo, Vigan, Ilocos Sur on October 4, 2017.

The meeting was convened by the National President Governor Al Francis Bichara. Professor Edmund Tayao of the Local Government Development Foundation presented a comparative approach on Federalism while DILG Assistant Secretary Ricojudge Janvier Echiverri presented the DILG working

comprehensively discussed the details of the proposals in preparation for the National Consultation Workshop on the proposed amendments to the 1991 Local Government Code on 6 October 2017 at Crowne Plaza, Ortigas Center, Pasig City.

PCL expresses full support to Tax Reform

The Philippine Councilors League was invited by the Senate as one of the resource persons for the general synthesis hearing on the Tax Reform for Acceleration and Inclusion (TRAIN) bill on 13 September 2017, Wednesday, 9:30 A.M., at the Senator Laurel-Recto Room of the Senate of the Philippines, Pasay City, Metro Manila.

According to the Senate Ways and Means Committee, PCL as an organization of 16,000 local leaders in the country, will be a key beneficiary of the proposed crucial reform. The last

hearing on the bill aimed to consolidate all the discussions that have been made for the past thirteen (13) hearings and finalize the questions and concerns in order for the bill to be deliberated in the plenary.

The hearing was presided by Senator Juan Edgardo ‘Sonny” Angara, Chairman of the Committee on Ways and Means. In attendance were Department of Finance headed by Under Secretary Karl Kendrick Chua, Secretary Benjamin Diokno of Department of Budget and Management, Secretary Ernesto Pernia

of National Economic and Development Authority, Secretary Paulyn Jean Rosell-Ubial of Department of Health, Dr. Roberto de Ocampo, former Finance Secretary, Commissioner Caesar Dulay of Bureau of Internal Revenue, Under Secretary Ceferino Rodolfo of Department of Trade and Industry, Margarito Teves, former DOF Secretary, Philippine Chamber of Commerce, Canadian Chamber of Commerce, SGV and Co., Philippine Society for Cosmetics Surgery, National Tax Research Center, and other Non-Government

Organizations.In general, the attendees

expressed their support to the said bill emphasizing the importance of making taxation simpler, fairer and comparative on top of the additional infrastructures to be accomplished. Several members suggested details on how to improve the draft, discussed supplemental information while few made some compromise agreements.

The Philippine Councilors League National Board passed a Resolution of Support to TRAIN after the Department of Finance

presented and explained by Assistant Secretary Ma. Teresa S. Habitan during the 2nd National Executive Officers-National Board Meeting and 1st Series of Continuing Local Legislative Education Program in Bacolod City on June 14-16, 2017. National Chairman Danilo Dayanghirang of Davao City said the Councilors are happy that there will be additional appropriation of funds for local projects and programs to be allocated to the Local Government Units (LGUs) once this proposed law will be passed.

PCL Holds Coordination Meetings in ViganPCL National Executive

Vice President Benny Brizuela from Lucena City headed the PCL National Secretariat during the 2nd Coordination Meeting for the upcoming 4th National Executive Officers-National Board Meeting and 3rd Continuing Local Legislative Education Program in Vigan City on December 6-8, 2017. The meeting was held on 4 October 2017 at the Vigan City Hall and attended by the Ilocos Sur Tourism Office, Vigan City Sanggunian, Vigan City Tourism Office, Vigan Convention Center and Vigan City Hotels.

The PCL National Secretariat was welcomed by the Vigan City Vice Mayor Honorable Lourdes DG. Baquiran and City Councilor Honorable Ramil Arce. On behalf of PCL Regional Chairperson Honorable Janina Medina Fariñas, the two city officials assisted PCL on the said meeting.

The group also conducted ocular inspections on the possible venues like the Vigan City Convention Center, Calle Crisologo and Plaza Burgos.

Another Coordination Meeting was held on 26 October 2017 at the Provincial Capitol of Ilocos Sur to officially reserve 557 rooms to accommodate 1254 delegates. This meeting was attended by the PCL National Secretariat once again headed by NEVP Brizuela with RCC Janina Fariñas, Councilor Arce, Provincial Tourism Officer Ryan Astom and Provincial Administrator Cara Peredo.

PCL National celebrates PCL Week

While PCL Local Chapters, situated on different areas in the country, conduct their simultaneous activities, on 3 September 2017 the Philippine Councilors League National Officers celebrated Sunday Mass at ABS-CBN Studio 5 in Quezon City in observance of the PCL Week.

The mass was attended by PCL National Chairman Danilo Dayanghirang, National Vice-Chairman Elmer Datuin, National Executive Vice President Benito Brizuela, National Secretary General Joaquin Emmanuel Pimentel, National PRO Beeethoven Bermejo, National Liaison Officer Jesus Cruz, Mindanao Vice-Chairman Oliver Owen

Garcia. Councilor Serafin Bernardino of Marikina City and Councilor Edward Tan of Manila City.

After the mass, the group proceeded to PCL Hostel in Las Pinas City for the donation of books in partnership with Book Media Press Incorporated. Ms. Christine Joy Gracia, GPTA President, extended her gratitude to the League on behalf of Las Pinas National High School.

NEVP Brizuela on his message, highlighted the importance of the teacher’s role in educating the youth. He was accompanied by NC Dayanghirang, NSG Pimentel, NPRO Bermejo, Mindanao VC Garcia and ED Paclibar in the books distribution.

Province of Cebu Approves 2018 PCL Hostel ProjectGovernor Hilario Perez

Davide III of the Cebu Provincial Government has agreed to support the joint project of PCL Provincial Federation Chapter of Cebu and Liga ng mga Barangay Cebu Provincial Chapter to construct a dormitory/ mini-hostel for its members.

On 16 October 2017, the Office of the Governor transmitted his Budget

Message to the Honorable Sanggunian Panlalawigan Members of Cebu through the Secretary to the Sanggunian that an amount of Php 25 Million shall be provided for the construction of a dormitory. This aspires to house the local officials from component cities and municipalities and even other provinces who have official business in the Provincial

Capitol and other government agencies situated in the Province of Cebu.

Honorable Earl Tidy Oyas, President of PCL-Cebu Federation extended his gratitude to the Governor for his full support. He said the project will accommodate primordially the official businesses and other significant activities that will certainly ascent PCL

Cebu’s service to the public. Councilor Oyas added that he considers the hostel as one good project that will not only incline their standing in the Province of Cebu but will also help improve their performance for the country. On behalf of all other Honorable Members of the PCL Provincial Federation Chapter of Cebu, President Oyas once again expressed his

blissfulness to the Governor and his staff.

It can be recalled that only last September 2017 during an informal meeting, Governor Jun Jun Davide personally assured the councilors and barangay officials that an amount of Php50 Million for next year’s budget shall be allocated to the PCL-ABC Hostel.

NC Dayanghirang calls for the massive use of PCL Website, Social Media

National Chairman Danilo Dayanghirang considers the media as powerful tool in effectively connecting the councilors all across the regions. He then called for the PCL local chapters to be more innovative by forming Viber Groups to constantly communicate with one another.

As of the moment,

PCL has established group chats in Facebook and Viber on the national, regional and island levels. These mediums have become the regular communication link among the Provincial Federation Presidents, City Chapter Presidents and the PCL National Officers. Announcements and important information are

successively passed on through the FB and Viber Groups. Urgent concerns and queries from the officers and their members are immediately addressed inside those chatrooms: these include medical and death claims, m e m o r a n d u m circulars, invitations,

RCC Hon. Myra Paz Abubakar of Zamboanga City, PCL Committee on Tourism Vice-Chair, Councilor Eduardo Piano of Olongapo City, Member of Tourism Committee and UP Film Professor and City Chapter President Elaine Sembrano of Baguio City served as the members of the Panel of Judges. More than

thirty delegates enlisted for the competition and due to time constraints, only fifteen (15) contestants were accepted. The judges selected the top three (3) winners with cash prizes of Php15,000, Php10,000 and Php5,000 respectively.

The winners were: (1) Councilor Beverly Ganzon, Champion; (2) Councilor Teddy De Dios, First Runner Up; and (3) Councilor Harry Benitez, Second Runner Up. The Davao Champion will be challenged by the PCL Got Talent Series 2 in Vigan City on 7 December 2017.

PCL Got Talent is open to all councilors within the current term. This friendly competition aspires to showcase the different talents of the PCL Members to achieve camaraderie, fun and entertainment during the fellowship dinners of the said quarterly event.

Passage of Revenue Code- Vital in the City Operations says NEVP Benny

PCL National Executive Vice President Benito J. Brizuela shared that in the City Government of Lucena, they have approved the Revenue Code, Market Code and Tourism Code which have certainly boosted their revenues to Php 1.1B making them one of the Billionaire LGUs in the country.

After eighteen months of continuous consultations with the concerned sectors from huge companies to sari-sari stores, plus a strong political will, the approval of the Revenue Code was a big help according to NEVP Brizuela. Now the Lucenahins greatly benefit from the numerous social programs the City Government offers to them, he added.

The Philippine Councilors League has a present program on sharing of best practices among Sanggunians. NEVP Brizuela from his end as a seasoned City Councilor,

opened up the importance of having a stable source of local revenues apart from reliance to the IRA. In Lucena City, they have established their own economic enterprises to assist its community projects. Every year, Lucena City Public Market generates Php 21M, Slaughterhouse earns Php 11M, Auction Market provides an income of Php 1.2M while the Transportation Fees has a total of Php 2.1M these sum up to a total amount of Php36.8M annually under the Special Accounts.

Lucena City enlisted an amount of Php 131 Million for the development projects under the internal revenue allotment or IRA. This has been approved recently by the Lucena Development Council. Highlighting the importance of assisting the said community during calamities, Lucena City has allocated Php 51 Million for local disaster risk reduction management.

Opening CeremonyThe Philippine Councilors

League 3rd National Executive Officers-National Board Meeting and 2nd Series of Continuing Local Legislative Education Program, with the theme “Philippine Councilors League: Christian-Muslim Councilors are one for Peace and Development”, was held at SMX Convention Center, SM Lanang Premier, Davao City on September 18-20, 2017.

On September 18, 2017 at around 11 in the morning, PCL Legislative Academy Executive Director Dr. Helario Caminero introduced the continuing education program to the delegates. He explained about the courses under PCL LA, how the councilors can enroll and obtain their degrees in Public Administration. After his talk, City Councilor Atty. Rey Quitain of Davao City presented various ordinances and resolutions of the Sanggunian Panlungsod of Davao which can be replicated by other Sanggunians. On the other hand, National Executive Vice President Architect Benjamin Panganiban, Jr. of United Architects of the Philippines, discussed about the details of the Memorandum of Understanding (MOU) between PCL and UAP. He likewise appealed for support from the local legislators on their advocacies and programs at UAP. Lastly, Atty. Aileen Lizada, Board Member of LTFRB, presented their current proposal on the PUV Modernization Program and LGU Capacity Building. She sought support from the PCL members and other stakeholders as they intend to target reform on the system and regulations of LTFRB including the requirements for PUVs and Operators.

At 12 noon, the Program was officially opened through a welcome presentation by Kalumon and welcome address of PCL Davao City Chapter President Hon. Nilo Abellera. On behalf of OIC Catalino Cuy, DILG Assistant Secretary Hon. Epimaco V. Densing III served as the Distinguished Guest and talked about the spirit of Bayanihan and participatory governance. He likewise talked about extremism and the present conflict in Marawi City. The PCL National Officers expressed appreciation to DILG through a Plaque of Recognition to DILG OIC Catalino Cuy and ASec Densing.

Davao City featured its best practices of local governance through the following speakers: Chief Emmanuel Jaldon of Davao City Central 911, Chief Inspector Pio Rosero of Davao City Bureau of Jail, Dr. Aland Mizelle of the Female Jail Academy and Dr. Gene Gulanes of Davao City Drug Rehabilitation Center. PowerPoint Presentations were attached.

The morning session ended

with the Masters of Ceremony Hon. Bernard Al-Ag and Hon. Mabel Acosta, Councilors of Davao City thanking the delegates.

NEO MeetingAt 3:30 in the afternoon,

while the delegates checked-in to their respective hotels, the National Officers, Island Vice Presidents, Provincial Federation Presidents and City Chapter Presidents proceeded to the National Executive Officers (NEO) Meeting. The highlights of discussion were as follows:

NC Danilo C. Dayanghirang discussed the proposed Memorandum of Understanding with PDEA and signed MOU with the United Architects of the Philippines. He opened up the present advocacy on GSIS and amendment of RA 7160. NC Danny Dayanghirang emphasized transparency as part of the continuous administrative priority. As to the current programs, PCL Legislative Academy is on-going while they intend to dissolve the inactive PCL Credit Cooperative and return the funds to the PCL National. Regarding Calamity Assistance, he suggested to improve the system on distribution of the financial aid. On Capability Building, NC Dayanghirang suggested that they should conduct training for the PCL and come up a separate program for the same. Lastly, he recommended that Viber be used as tool for communication.

On behalf of National President Luis “Chavit” Singson, NEVP Benito J. Brizuela reported that they have a net surplus of Php 11.5 Million from the Bacolod event. He added that for the second project, they have purchased a brand new Hyundai coaster. They also proposed to buy the hostel for the use of the Philippine Councilor’s league and consequently the building will be rehabilitated.

It was reported that during the 2nd Quarterly National Executive Officers-National Board Meeting and Continuing Local Legislative Education Program in Bacolod City, the total number of delegates reached Two Thousand Seven Hundred Two (2,702) with total receipts amounting to Php 29,924,500.00, the surplus from operations was Php 11,574,118.55. On the Cash Position as of July 31, 2017, the Net Cash was Php 36,842,501.38 and the remaining available fund for appropriation was Php 15,757,925.

As to the update on the External Auditor, it was noted that during the previous National Officers-NB Meeting with the Secretary of DILG, it was agreed to have an External Auditor. Moreover, the first task of the External Auditor is the current NEO-NB Meeting/CLLEP in Davao City.

PFP Oliver Owen L. Garcia

gave an update on the PCL Legislative Academy that during the previous NEO Meeting, they had an ongoing activity in Davao City such as the Baccalaureate and Masteral Programs which are already in the fourth month. Meanwhile, in Cagayan De Oro City, they are on their second month. He added that in Mindanao, the partner institution was the University of Makati. Whereas, in Negros Oriental, the partner institution was the Siliman University but it can only accommodate Masteral Program and no Baccalaureate. For Butuan and Caraga Region, it can cater Masteral and Baccalaureate. He noted that there was no Doctoral Program yet because they need at least fifteen (15) members to start the class. Atty. Garcia mentioned that for the last five (5) years, they experienced a reduction of students in their respective classes due to absences and some students have withdrawn from the university.

PFP Oliver Owen L. Garcia reported that PCL Advocacy Committee was included on the proposed amendment to the Local Government Code as Technical Working Group (TWG) at the Senate Hearings. One of the proposed amendments in the Local Government Code is the Real Property Tax which was supported by PCL. It was recalled that one of the issues which came up during the discussion was the determination of fair market value of the property considering that LGU determines the same. As such, the National Government proposed to remove the power of the Sangguniang Panlungsod concerning the matter and transfer instead to other national agencies like DILG. The remaining

policy which will be left to the Sangguniang Panlungsod is to fix the assessment level considering that the Bureau of Internal Revenue (BIR) determines Zonal Value.

It also was suggested to amend Section 457 and Section 458 of the Local Government Code by increasing the maximum amount as penalty for violation of local ordinances likewise amend Section 133, (j), by imposing tax on transportation business.

On the case of PCL Credit Cooperative, PFP Earl Tidy H. Oyas stated that there was a CDA Resolution recommending for the dissolution of the aforesaid Cooperative. Further, there was already a draft Resolution dissolving the aforesaid Cooperative as the product of the last Board Meeting where all of the Board Members agreed that the PCL Credit Cooperative will be voluntarily dissolved. He requested for a copy of the Resolution so that he can forward to Ms. Ivy Durano, former Chair.

It was noted that the Board finally agreed to pass a Resolution approving the dissolution of the PCL Cooperative and in turn Ms. Ivy Durano will release all the necessary documents, funds, passbook and everything which will be deposited as a trust fund under the name of the Philippine Councilor’s League. Further, the Board will sign the aforesaid Resolution and then, copy furnish Ms. Ivy Durano and the CDA.

The following Chapters expressed formal intent to host the first quarter NEO-NB/CLLEP for 2018: (1) Olongapo, (2) Baguio and (3) Albay. They were told to discuss among themselves, however if the concern cannot be resolved, the PCL NB will

conduct an election through secret balloting. Iloilo City on the other hand, is the sole bidder for the second quarter for 2018 in Visayas Island.

On other matters, the following resolutions were approved: (1) To retain the Association of Barangay Captain (ABC), (2) Resolution strengthening the Public Attorney’s Office (PAO) to assist all the indigent constituents in their respective area of jurisdiction, (3) Resolution requesting for the extension of the local election and (4) Increase of honorarium.

The communication from PFP Mildred Sanchez re appointment of Coun. Ronald Cruz was referred to the PCL General Legal Counsel. The Audit Observation will be forwarded to National Auditor Kerby Salazar. With no other items to tackle, the NEO Meeting was adjourned at 5:30 in the afternoon.

Welcome DinnerAt 6 in the evening, the

delegates were entertained by the Girl’s Choir, Naughty Notes Band and Sta. Ana National High School. Local Program Committee in-charge and PCL Davao City Vice President Hon. Al Ryan Alejandre gave the welcome remarks. Honorable Luis “Chavit” Singson rendered the National President’s report on the status of PCL operations and current projects. Honorable Danilo Dayanghirang presented the League’s direction through the National Chairman’s Report. This contained the accomplishments of the League from March to September 2017. Hon. Gener Vergara of Tagaytay City introduced Presidential Adviser Atty. Francis Tolentino, the Guest of Honor, who represented

President Rodrigo Roa Duterte as the Keynote Speaker. Atty. Tolentino read the message of the President and personally extended his appreciation to the members.

MOU SigningPCL National Chairman

Danilo Dayanghirang discussed for several minutes the rationale behind the highlight of the evening program. He reported that PCL met PDEA Officials on May 2017 and initially discussed a potential partnership where the local legislators may be of assistance to the said agency in fighting illegal drugs. Former MMDA Chairman Atty. Francis Tolentino served as a witness, the Philippine Councilors League through the National Chairman Danilo Dayanghirang and National President Luis “Chavit” Singson, signed the Memorandum of Understanding with the Philippine Drugs Enforcement Agency (PDEA) through its Director General Arron Aquino.

During his speech, DG Aaron Aquino valued the League’s full intention to become PDEA’s pro-active partner in the fight against illegal drugs. He then congratulated PCL for the sense of responsibility to help attain the vision of a drug-free Philippines as he likewise appreciated the initiative of exerting time and resources hence will greatly complement the operations of PDEA. The Director General also said he acknowledges PCL as an independent third party which could validate and bolster the activities of PDEA.

In the same manner, a Plaque of Recognition was similarly given to former PDEA Director General now Commissioner of the Bureau of Customs General Isidro Lapena. The plaque was received by Atty. Erastus Sandino B. Austria, Port of Davao District Collector, on his behalf. He also delivered the message of the BOC Commissioner who cannot attend on the last minute due to emergency activities in the Bureau of Customs.

The first day ended with raffle and entertainment. The Master of Ceremony was Mr. Joey Domingo.

Second Day September 19, 2017

Continuing Local Legislative Education Program(CLLEP)

On 19 September 2017, the PCL Legislative Academy with DILG was at the forefront for the classes under the Continuing Local Legislative Education Program of the League. The delegates were assigned to three break-out sessions: 1. Role of Legislators in Peace and Development by Atty. Jose Lorena of the Bangsamoro Transition Committee; 2. Role of Legislators in Conflict Sensitivity and Peace and Development by Atty. Jesus Villardo of the GIZ Conflict Sensitivity and Resource Assets Management; 3. Social Justice and the Common Good by Atty. Arlene Cosape of the Ateneo de Davao University Center for Local Government. PowerPoint Presentations were attached.

ForumAfter the classes, the SMX

Convention Center was once again completely opened for the forum. Councilors Mary Joselle Villafuerte and J. Melchor Quitain Jr. hosted the activity. Undersecretary of National Economic and Development Authority Atty. Jose Miguel Dela Rosa was the first speaker and discussed the country’s development plans. The Chief of Philippine National Police General Ronald Dela Rosa talked about the current programs of PNP and announced that the crime rates went down. Former Mandaluyong Mayor Hon. Benjamin Abalos Jr. presented various models of outstanding governance being accomplished in Mandaluyong City. Davao City Mayor Sarah Duterte Carpio extended appreciation for the support extended to her father in winning the presidency. She likewise thanked the PCL for holding the event in Davao. The

morning session ended with numerous photo opportunities with the Mayor of Davao City.

NB MeetingThe members of the PCL

National Board, composed of the PCL National Chairman, National Vice-Chairman, National President/NEVP, Island Vice-Chairmen, Regional Chairpersons and representatives of PCL Legislative Academy, Credit Cooperative and PCL Advocacy, proceeded to the NB Meeting set at Rooms 4-5 of the SMX Convention Center, SM Lanang Premier. The meeting commenced at 3:45 in the afternoon.

During the Privilege Hour, National Chairman Danilo Dayanghirang discussed the dissolution of the Negros Island Region and its implications on the composition of the National Board

specifically on the membership of NIR’s Regional Chapter Chairperson Mark Aurelia. NC Dayanghirang expressed his intention of appointing Hon. Mark Aurelia as his Liaison Officer and Hon. Ferdinand Dysico as Deputy Secretary General to replace Hon. Renan Morales. The Chair also expressed concerns on the new development regarding DILG’s Memorandum Circulars for Government Organizations prohibiting assemblies outside its jurisdiction.

RCC Ma. Sheila Gange informed and extended invitations to the body of her region’s Assembly to be held on October 18 to 20, 2017 at New Town Plaza, Baguio City.

Visayas Island Vice-Chairman Mitchelle Patricio announced that the PFPs workshop was moved to November 17, 2017 at Henan Resort in Bohol Province.

Executive Director Wilson Paclibar provided updates on the scheduled 4th Quarterly NEO-NB-CLLEP and informed the body of possible problems that may arise on the type of room accommodations provided by the Hotels in Vigan City. It was observed that many were family rooms, dormitory type rooms, homestays and not the usual room accommodations provided during PCL assemblies.

5. NB RESOLUTION NO.57, S. 2017 – Resolution Officially Dissolving the PCL Negros Island Region Chapter and Terminating its Membership in the PCL National Board Effective October 7, 2017.

Closing DinnerAt around 7 in the evening,

the Closing Dinner/Fellowship commenced with Undersecretary Atty. Ranibai Dilangalen as the Guest of Honor representing Department of Agriculture Secretary Emmanuel Piñol.

Usec Dilangalen disclosed that the Department of Agriculture is exerting efforts in improving the country’s quality of life through Urban Agriculture Pagkain Para sa Masa, Farm to Market and Special Area for Agricultural Development. She likewise reported the crafting of Convergence Area Development Plan (CADP), national greening program and technology machineries.

On behalf of Vice Mayor Honorable Paolo Z. Duterte, Councilor April Marie Dayap delivered his message. The head of Davao City Sanggunian emphasized the challenges of being a good legislator. He reminded PCL members on the technical duty to create, alter, amend and repeal sound and good legislations. According to VM Duterte, local laws should be compliant with

the due process, police power and equal protection of laws. Councilor Dayap also enumerated the hallmark legislations of Davao City.

National Treasurer Sharon De Leon Macabebe rendered the PCL Financial Report to the audience. National PRO Beethoven Bermejo presented a certificate awarded to Book Media Press, through its Vice-President PCL National Executive Vice President Benito Brizuela, for the appreciation of the Samar Province in the company’s donation of books and other reading materials to their students.

Atty. Resci Rizada, the Master of Ceremony, turned over the program to Regional Chairman Hon. Dan Mark Aurelia for the raffle and PCL Got Talent Competition. RCC Hon. Myra Paz Abubakar, PCL Committee on Tourism Vice-Chair, Councilor Eduardo Piano, Member of Tourism Committee and UP Film Professor and City Chapter President Elaine Sembrano were the members of the Panel of Judges. Many delegates enlisted for the competition and due to time constraints, only fifteen (15) contestants were accepted. The judges selected the top three (3) winners with cash prizes of Php15,000, Php10,000 and Php5,000 respectively. The winners were: (1) Councilor Beverly Ganzon, Champion; (2) Councilor Teddy De Dios, First Runner Up; and (3) Councilor Harry Benitez, Second Runner Up. The Davao Champion will be challenged by the PCL Got Talent Series 2 in Vigan City on 7 December 2017.

PCL attends congressional hearing on Constitutional Amendment

Philippine Councilors League National Chairman Danilo Dayanghirang of Davao City represented the nationwide organization of local legislators for the Lower House Committee on Constitutional Reform Sub-Committee 1 Meeting/Review on Article X.

Local Government Units of the Philippine Constitution at Conference Rooms 7-8 Ramon Mitra Building, House of Representatives, Quezon City on 4 October 2017.

The Committee on Constitutional Reform recorded the following issues and concerns by the participants: As to the fiscal matters, it was a major concern if the Regions will survive noting that LGUs were given devolved functions but not resources, will the LGUs receive more resources given additional responsibilities and can the Federal Government survive with 20% given

debts/equity /subsidy; As to the creation of Regional Governments, the participants in general, reacted that there will be larger bureaucracy, more expenses, responsibilities will be divided. The party-list system should also be revisited. Lastly, the attendees to the said meeting suggested to increase or remove term limit, increase the eligibility requirements for elected officials, investment be directed to LGUs to accomplish projects during the three (3) year term and pass Anti-Dynasty Law.

With the aforesaid concerns, the group agreed to have the following actions be taken: creation of a Technical Working Group (TWG) under ULAP and the Philippine Senate; the Committee on Constitutional Amendments will request the required data; the proposed models should have corresponding fiscal viability analysis.

Senate launches nationwide consultation on RA 7160The National

Consultation Workshop on proposed amendments to the 1991 Local Government Code was held on 6 October 2017 at Crowne Plaza, Ortigas Center, Pasig City.

During the said event, Senator Sonny Angara, Chairman of the Senate Committee on Local Government enumerated nine (9) key reform areas in the proposed amendments: Strengthening LGUs to remove the confusion, overlaps, and ambiguities to their respective functions and mandates; Reform the Barangay and ensure that their mandate will be limited to health, safety, and justice. Mechanisms should be in place to assure the funding for new barangays. Two consecutive 5-year terms of office were also proposed hence barangay officials are given incentives to develop plans and services within the 10-year development plans. Certain appointive positions in the barangay should also be made permanent and professionalized; Discussions revolved on how inter-LGU/inter-local cooperation can be promoted, especially in areas where resources and capacities are better pooled like natural resource management, disaster risk reduction (DRR), or the delivery of basic social services; The panels agreed that for certain strategic projects, better synergy and participation between LGUs and the national government,

also the private sector, should be promoted. LGUs should also be given incentives to synchronize their activities and integrate their respective activities with each other; Other discussions involved reviewing the criteria for the creation and conversions of LGUs, namely the income, land area, and population requirements; The panels also covered the oversight functions of every level of the government in relation to every other level where they agreed that clarifications are needed on the regulatory function and the extent of local autonomy vis-à-vis the accountability between the National Government and LGUs, especially in terms of the delivery of devolved basic services. It was unanimous that a performance management accountability system should be established. The panels agreed that the current system of awarding LGUs Seals of Good Governance should be institutionalized; Across the board, the panels agreed to improve and professionalize the human resources of every LGU; The panels agreed to revisit the LGU’s land reclassification standards and processes, particularly in the management of water resources. Another recommendation was for LGUs to let go of the graduated schedule for their local business taxes, and replace it with a simple, easier to administer flat tax;

On Financing, the panels

suggested that (1) the taxing powers of LGUs should be enhanced to make them less dependent on IRA; (2) that the overall cost of doing business in LGUs should be reduced; and that (3) local taxes should

be simplified to enhance compliance.

Legal Counsel Atty. Rey Oliver Alejandrino and Executive Director Wilson Paclibar together with other local government officials, leagues, DILG and the Asian Development Bank.

STATEMENT FROM THE PCL NATIONAL CHAIRMAN DANILO C. DAYANGHIRANG

Warmest greetings of peace to all Councilors!

To my fellow comrades in public service who work hard for the betterment of this country, I would like to express my immense gratitude for the support and trust given to me.

It is my honor to update the Honorable Members of Philippine Councilors League of the recent developments in our organization since we have assumed office.

Transparency. In the interest of transparency, we make sure that the transactions are transparent in nature. This has resulted to a considerable amount of surplus which support our ongoing projects and special activities.

Legislative Program. Every participant of the NEO NB conference allocated 200 pesos to finance our Educational Enhancement Program which is now ongoing in the different areas of the Philippines. This program provides degree courses to Councilors who have not completed their degree (i.e. Masters and Doctors). In relation to this, you may coordinate with Larry Caminero and Wilson Paclibar or with your Regional and Provincial Presidents.

Social Media. The PCL has established group chats in Facebook and Viber on the national, regional and island levels. These media have become the regular communication link among the Provincial Federation Presidents, City Chapter Presidents and the PCL National Officers. Announcements and important information are successively passed on through the FB and Viber Groups. Urgent concerns and queries from the officers and their members are immediately addressed inside those chatrooms: these include medical and death claims, memorandum circulars, invitations, transportation and accommodation concerns and legislative matters.

Also, what is important here is the sharing of good legislative ordinances and practices that would create impact to the community.

PCL Website. Members can visit the PCL Website (https://www.philippinecouncilorsleague.org). This website contains PCL History, Constitution and by-laws, legal documents, activities, claims, present officers, and etc. The official Facebook Page regularly publishes current activities and timely announcements. I encourage everyone to fervently like and share the PCL website.

Multi-purpose ID and Directory. The PCL IDs will be totally distributed to all the PCL members after a long-delayed production. Also, the directory of members are all in process.

Lastly, let us adhere to the national office in advocating for what is right and fitting for the PCL members and above all, what is helpful for nation building. Let us continue to work together and move as one in advancing the PCL interest.

It is an honor to once again realize the major breakthroughs we have accomplished altogether.

We are happy to announce that the 3rd National Executive Officers-National Board Meeting and 2nd Series of Continuing Local Legislative Education Program on 18-20 September 2017 in Davao City registered 2,430 delegates from different regions in the country. The provinces of B o h o l , Iloilo and Cebu respectively have listed the most

number of attendees. However, we sincerely extend our appreciation to all who, one way or the other, have contributed their efforts in ensuring the success of the said event. Of course, we cannot thank enough the City Government of Davao for the wonderful assistance to PCL.

Good Governance. We have exerted great efforts to realize transparency in all our transactions. From Bacolod to Davao City, our

surplus this time is around Php 6.5M with a share provided to the host chapter.

This large amount of funds can be allocated to the priority advocacy programs and special projects of the Philippine Councilors League. We believe it will be a great help to empower our dear members to becoming more efficient local legislators hence elevate the League as an epitome of excellence in governance. Once again our heartfelt congratulations and sincerest appreciation to everyone.

Message from the PCL National OfficersInterior and Local Government. As observed, we had very good attendance in Davao City during the three break-out sessions. In Vigan City, we will have five classes adhering to the suggestions of DILG as this will provide a more focused discussion on our chosen topics.

We remain steadfast in our support to the national government agencies, organizations and individuals through Memorandum of Understanding and other forms of partnership. With these, we can spearhead more activities, approve legislative measures and accomplish local programs of the PCL Islands, Regions, Provinces and City Chapters.

We are active on our membership with the Union of Local Authorities of the Philippines. PCL has participated to the consultations, hearings and reviews of the Philippine Constitution and the Local Government Code (RA 7160). Like you, we also envision a more progressive and serene community for all Filipinos.

It is our utmost desire that the achievement of our objectives be of maximum advantage to you. For the 4th NEO-NB/CLLEP in Vigan City, we have prepared a good line-up of activities to once again enrich our mind, body and conviction for public service. Please do bear in mind that our mandate as elected councilors is extremely important. The process of legislation is not easy for it entails a sharp mind that is sensitive to the needs of the community. We all need each other’s assistance to fulfill our duty to the country. In PCL, we need to be more united as local legislators en route to noble change.

This Christmas Season, let us recognize the real spirit of sharing with the others specially to those who are in need. Giving is not just donating goods and other material necessities. It is the manner on how we extend this genuine kindness to the others. Beauty may fade, wealth may vanish away while power and authority may expire, nevertheless our DIGNITY remains as the symbol of our honor as government official who is willing to serve will all his heart, might and strength.
