MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING September 12, 2011...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Protem Anderson called the meeting to order. The following Council members were present: Morgan, Anderson, Clark, Stokes, Jacobsen. Leggio, absent. MOTION BY JACOBSEN, seconded by Stokes to approve consent agenda. Morgan, Anderson, Stokes, Clark, Jacobsen, all ayes. Motion carried. DENNY’S LIQUOR LICENSE submitted. MOTION BY CLARK, seconded by Jacobsen to approve Denny’s liquor license. Morgan, Anderson, Stokes, Clark, Jacobsen, all ayes. Motion carried. KIEF’S FULL THROTTLE BAR & GRILL special liquor license submitted. MOTION BY CLARK, seconded by Stokes to approve Kief’s liquor license. Morgan, Anderson, Stokes, Clark, Jacobsen, all ayes. Morgan, Anderson, Stokes, Clark, Jacobsen, all ayes. Motion carried. CLARK/POWELLS ADDITION ROAD (SOUTH END) was discussed. Planning & Zoning did some testing in the area. 5 holes were drilled to determine the depth of rock per the previous agreement of Oct. 2008 with the city. Each of the 5 holes had a different depth. Stokes did go up in 2009 and admits that he did not see and 3” rock as what was in the original agreement. It states in the July 2009 minutes that Stokes saw �0” rock but it was not the rock that was agreed upon in the Oct. 2008 agreement. Clark stated that he did not use 3” rock as his contractor said that would not work. Clark also stated that then Mayor, Tony Delgado asked him to cut the road to the water tower and widen it for the city. P & Zoning stated that the city spent $2500.00 for an engineering study on how to properly do the road and then the city did nothing with the study. There was a considerable debate on determining a resolution to this problem. Clark states that there was over �0” rock put on that road at his expense. The question is now; is the standard of the road up to the contract? Is the thickness of the road and the amount of gravel on the road up to the city contract between Clark and the city? MOTION BY JACOBSEN, seconded by Stokes to accept what Clark has done. Morgan, Anderson, Stokes, Jacobsen, all ayes. Clark, abstain. Motion carried. JIM CAMPIN/PARK DIRECTOR reported on the items needed at the park. The Fall Festival needs to be scheduled, front posts on the dugouts need to be lowered for the roofing to be put on, the roofing materials (lumber) is on site and ready once the posts are lowered. Site for the playground equipment has been dug out and everything has been laid out for easier installation. Volleyball stands are nearly ready and they are waiting on an install date for the volleyball lights (grant). The old restrooms have now been wired and have lights. This building will be getting a new roof as it was hail damaged. Discussion on putting pavers between tennis court and batting cage to deter the water run-off. GALEN BARRETT/FIRE CHIEF stated that at this time of year the department is usually at 220-225 calls. But due to the flood and half of fire/ems district under water calls are down to �73 for the year. He wanted council to be aware of this at budget time. Barrett and Clerk met with IMWCA (workman’s comp ins.) representative and reported that all the physicals have been done. Barrett commended Mary Martin (clerk) for making sure all paperwork was in compliance with IMWCA requirements. There are 5 firefighters in EMTB class and the pancake feeds will be starting up with the first one being Sept. �8, 20��. Barrett is now on the flood recovery response team and he reported that Mormon Bridge Rd. between Crescent and interstate is not damaged too severely. Barricades still mark any roads that are closed. Please abide by the barricades. RON OLSON/PLANNING COMMISSION reported they approved a garage application for 407 Crescent Dr. MOTION BY STOKES, seconded by Jacobsen to approve. Morgan, Anderson, Stokes, Clark, Jacobsen, all ayes. Motion carried. STOKES/MAINTENANCE reported the new maintenance facility is done. Crescent should be proud of the new building and the park is in excellent shape. Only emergency repairs are being done on the highway until traffic slows down, clerk has met with FEMA and the road category has not opened as of yet. When this category opens the city will put in damages.CHRIS STOFFEL addressed the council regarding the gravel run-off on Powell’s Addition Rd. This situation will be looked at. A lot of the gravel is coming from Powell’s Lane, not just the south end of Powell’s. Stokes stated that the city gravels and plows Powell’s Lane as a courtesy. MOTION BY ANDERSON, seconded by Stokes to adjourn the meeting. MEETING adjourned at 8:�5pm.

Walk Across Iowa! • We have started a Walking Club at school. Students are encouraged to walk several laps and their miles are counted and totaled. The goal is to reach Davenport, IA in �2 weeks. If you have a student at Crescent, encourage them to participate. Several prizes will be awarded along the route.

Thank you Papa John’s! • Did you know that Papa John’s Pizza now delivers to the Crescent area? They also offer a very generous fundraising program to our school. They donate 25% of our order totals on the 2nd Thursday of each month when a fundraising sheet is turned in with the order. Additionally, they award the winning classroom a pizza party monthly. A big thank you to Papa John’s!

Help Us Collect! • We continue to collect Box Tops, Labels for Education (Campbell’s soup labels), Super Saver receipts, and Hy-Vee receipts. There is a collection box located in the Peoples Bank lobby in Crescent. These collections can also be dropped off at the school. How do we spend the money that is generated from these collections? • We purchase Scholastic reading materials for use in the classroom and at home. • We pay for educational field trips. • We purchase equipment and supplies for use in classes. • We purchase books for the school l ibrary. • We offer school events for students, families, and staff.

CresCent Fall FestivalIn the Park

4th Annual

Join us October �st for this year’s Fall Festival. For the first time, the Crescent Optimists will be in charge of the event. In past years, it’s been a fund-raiser for the Veterans’ Monument Committee with lots of help from the Optimists. The VM Committee no longer needs to raise money so rather than dropping the ball, the Crescent Optimists volunteered to take on the challenge. And take it on, they did! This years event will have many of the same fun, fall activities plus many new ones. There will be a BBQ contest in the lawn of the Community of Christ church. A Dunk Tank with city officials in the “hot seat”. Along with some new games for the kids as well. Best of all...it’s free! So come down and get into the Fall spirit! As for the parade, it will be cancelled this year due to the traffic on our highway. They hope to bring it back next year. If you’d like to help with the festival, they need cake donations for the cake walk and quilts for the quilt show. Both of those can be delivered to Yvonne Allen at ��� West Welch (behind Allen’s Signs). They’re also looking for tractors for the tractor show. Call Kris Smith at 545-3��8 if you’d like to participate.

What’s Up at CECC?Submitted by Linda Brewer

Thank goodness the summer of natural disasters is over! A record setting flood and baseball-size hail! We know the flood is not over for some of you and hope that when you finally get back into your homes they are reclaimable. But the threat seems to be over that water will creep into Crescent. Now we have the sounds of the roofers all over Crescent, which is a sound of recovery. We do thank board member Steve Hultman who put into place a plan if our site did get flooded. Fortunately we did not need to use it. We did lose some of our kids who had to move because of the water, but we hope to see them again soon. We know all the businesses in Crescent lost money because of the flood. Our preschool class has been underway for a couple of weeks. Because so many of last year’s class “graduated”, this year’s class is small so far. We do welcome Tristin and Dylan and welcome back Evan. It is never too late to start preschool because we don’t start at the beginning of textbooks and go to the end. So if you are looking for preschool for your child, stop by or give us a call. A smaller class gives teachers a chance to work with kids individually. We’ve been working on shapes. So we’ve been going on shapes scavenger hunts, both inside and out and practicing writing them. If you can draw shapes, you can draw lots of things and eventually you can write letters and numbers. We’re hoping the weather stays nice so we can go out and experience fall in the coming days. Our school-agers are back in full force and energy. It is great to see them all out on the playground running and yelling and getting the 60 minutes of vigorous physical activity that is recommended by health experts. Last month, we mentioned that people drop off toys and other materials occasionally. Recently someone left a pile of toys by our door, a pogo stick, Frisbees, balls and other outdoor equipment. We do not know whom to thank. But if it was you, thank you. The kids love the things, especially the pogo stick, which, as it turns out, is very hard to do, but very good exercise. Once in awhile we like to acknowledge our board of directors, who give lots of their time and hard work to CECC. Our president is Kris Hopkins, treasurer is Myung Collins, secretary is Shirley Collins. Other members are Troy Thomason, Steve Hultman, Mike Harmon, Lara Blair, and Kim McKenzie. The majority do not even have kids still at the center but stay on (we hope) because they feel CECC is a worthy cause and fills an important need in Crescent. On behalf of the staff and kids we say a big “thank you” to them.

8/26/�� �7:�� Deputy McCoy was dispatched to the 22000 Block of Old Lincoln Highway to investigate a Burglary. Upon meeting with the complainant it was learned that the burglary had occurred that day and that personal property had been taken. Anyone with information regarding this case should contact Investigator Rob Ambrose at 7�2-890-2200

9/�4/�� at 09:2� Deputy Pattee was dispatched to the �400 Block of Golden Hills Dr. to investigate credit card fraud.

The Maintenance Building Open House held September 7th gave residents the opportunity to browse through the new facility. It’s a wonderful and much-needed addition to the city. Unlike the previous decades-old, quonset hut; this one is spacious, well-lit, clean and HEATED! Craig’s even got his own office. There’s also storage space for him as well as the Parks Department. With the new welding area Craig will be able to do repairs rather than send them out. The building also hosts a nice concession stand and public restrooms. Councilman, Bob Andersen stated, “We used gas heat wherever possible to keep it energy-efficient.” The project was spear-headed by Bob and fellow councilman, Elvis Jacobsen. It was built by Construct, Inc. “Don Bassler (owner, of Honey Creek) played a major roll in coming up with ideas to include unexpected extras while staying within the budget.” says Bob. Kudos to all involved on a job well done!

The Fire Department Auxiliary is looking for some new recruits. They are currently down to two members. Which makes it a little challenging to do a pancake breakfast for 500. The Firebarn Breakfasts are the main job of the Auxiliary. These are done the third Sunday, seven and sometimes eight months a year. “And it’s not just a girl thing,” says Michell Bose, Auxiliary member. “They can be male or female.” Age doesn’t matter either. It could be a fun experience for a grandmother, mother and daughter as well as a husband and wife. Ideally, the Auxiliary would like to have six to eight members so if someone is sick the show still goes on. The main goal of the Auxiliary is to support the CVFD. Money they raise from the breakfasts is how they do that. This money is used for several different things... • It’s used to purchase safety equipment for the department. For instance, breathing apparatus and medical equipment for the rescue squad. • It’s been used to purchase uniforms and other equipment for the Crescent Color Guard • It helps keep our firefighters in good physical shape by purchasing exercise equipment like treadmills, etc. If the need were ever to arise, members of the Auxiliary would also aid the department with meals during a catastrophic event. They also hold receptions for fallen department members. If you’d like to join, contact Michelle Bose at 402-689-5084. There will be a meeting September 28th at the firebarn. Graeve Receives Hagie Heritage Award

Honey Creek resident, Brenda Moran, was chosen from a crowd of over �50 people to star on Wheel of Fortune! Brenda says the opportunity came when she attended the Wheel Mobile event at Harrah’s Casino. She was among the final �9 that were called for a second interview in June. Much to her surprise, she was selected to be a contestant. The show was taped in July. Her husband Craig and their two daughters, Stephanie and Sarah cheered her on from the audience. Brenda said, “It was GREEEAT FUN! I just can’t say enough about how much fun it was!” She’s sworn to secrecy as to how she did so tune in to The Wheel on Friday, October 14th to see for yourselves.

Brenda Spins the Wheel! We are please to report that Chad Graeve of Hitchcock Nature Center will be

the recipient of the 20�� Lawrence and Eula Hagie Heritage Award. He was choosen for this statewide award because of his commitment to conservation of the Loess Hills and throughout Iowa. The Hagie award, endowed by the family of Lawrence and Eula Hagie, is given annually by the Iowa Natural Heritage Foundation (INHF), a statewide conservation organization that protects and restores Iowa’s land, water and wildlife. INHF’s work in Pottawattamie County includes the Hitchcock Nature Center and the Wabash Trace Nature Trail. The award presentation will be part of a public open house in Chad’s honor Sunday, October 9th, from 2-3:30 pm, at Hitchcock Nature Center. Graeve was nominated for the Hagie Award by Shelley Bishop and Cal Parrott, along with Paul Koch and Melvyn Houser of the Pottawattamie County Board of Supervisors. “Chad has been a driving force in developing an innovative 50-year plan to develop the area around Hitchcock Nature Center so this area of Iowa’s Loess Hills will be preserved for generations to come,” said Melvyn Houser, a member of the Pottawattamie County Board of Supervisors. “Chad didn’t have to do this, yet he saw the need and stepped up to meet that need.” Chad has been an advocate for nature conservation for over twenty years. After graduating with a degree in biology from Loras College, Graeve worked on the Wabash Trace Trail Crew, a project of the Iowa Natural Heritage Foundation. Graeve started working for Pottawattamie County Conservation in �997 as a seasonal employee, and later as a naturalist and park ranger at Hitchcock. His current title is Natural Resource Specialist. After spending nearly all of his professional life in the Hills, Graeve is a respected figure in the region. He remembers a time - not long ago - when appreciation of the Loess Hills was much less prevalent than it is today. “The increased awareness is tremendous and the result of attention from many different players all of a sudden, people were paying attention,” Graeve said. It is this mentality that makes Graeve a leader among Loess Hills advocates. His dedication to his state and region are unmistakable and – luckily for us – not temporary.“My wife and I looked at some other opportunities and just decided that the vision here is something that I need to keep plugging away on,” Graeve said. “This is home.”Chad and his wife, Amy, a former school teacher, first met when she brought her class on a field trip to Hitchcock. Graeve said he draws much of his inspiration from his two young children, Mary and Alex. “I hope there’s a better world for my kids when they’re my age,” Graeve said. “It is my responsibility to raise them in a way that they have an appreciation for the natural world, and that they consider this appreciation when they make day-to-day decisions.” We hope you’l l join us in honoring Chad’s achievements, both local ly and statewide.
