MINUTES OF THE CITY OF CRESCENT COUNCIL MEETING August 4th, 2014...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Brian Shea called the meeting to order. The following Council members were present: Jacobsen, Hildreth, and Anderson, Beck, and Morgan. MOTION BY ANDERSON, seconded by Beck to accept consent agenda with the exception of $355.00 bill from Design & Signs. Clerk instructed to send to the insurance co. of the man that hit the sign. Jacobsen, Hildreth, and Anderson, Beck, Morgan. Motion carried. DAVE JOHNSON & TODD SCHEITEL of MidAmerican Energy addressed the council regarding the power outages in Crescent. They have been going pole by pole to determine the problem. They both feel comfortable now that the problem has been resolved. RESOLUTION 080472014 FIRE SAVINGS. Clerk instructed to continue putting money into savings acct. for the fire for any future equipment or purchases needed. MOTION BY HILDRETH, seconded by Morgan to approve Res. 08042014. Jacobsen, Hildreth, and Anderson, Beck, Morgan. Motion carried. RESOLUTION 08042014 WATER SAVINGS. Clerk instructed to start putting money into a savings acct. once the water loan is paid off. MOTION BY JACOBSEN, seconded by Anderson to approve Res. 08042014-1. Jacobsen, Hildreth, and Anderson, Beck, Morgan. Motion carried. LAGOON REPAIR PAY REQUEST #1 submitted for payment. Pay request is in the amount of $246,735.90. Advance request submitted to FEMA for 75% being $185,051.92. City share is $61,683.98. This will be paid upon FEMA dollars being received. MOTION BY HILDRETH, seconded by Beck to pay #1 pay request. Jacobsen, Hildreth, and Anderson, Beck, Morgan. Motion carried. DEBT REPORT submitted to Council for their information. This report is sent to state. PARK BOARD- NO REPORT GALEN BARRETT/FIRE CHIEF reported department is at 191 calls as of the end of July. Color Guard presented at Westfair. The new SCBA’s have arrived and training will be August 11th. IA. West Foundation grant for $10,000 and donation from Fire Auxiliary for $10,000 made this purchase possible. PLANNING COMMISSION reported that deck application at 115 E. Welch was approved. Garage application for 1125 Old Lincoln Hwy was approved. Shed applications for both 517 Crescent Dr. and 1412 Golden Hills Dr. were approved. BOB ANDERSON/MAINTENANCE reported the skid loader has arrived and the maintenance man is already putting it to use. Anderson updated council on lagoon repair progress. MOTION BY Anderson, seconded by Jacobsen to adjourn the meeting. Meeting adjourned at 8:04PM. MINUTES OF THE SPECIAL CITY OF CRESCENT COUNCIL MEETING August 13, 2014...THE CRESCENT CITY COUNCIL met in special session in the Crescent Community Hall at 5:12pm pursuant to the law. Mayor Protem Bob Anderson called the meeting to order. The following Council members were present: Jacobsen, Beck, Morgan. Hildreth, Mayor Shea, absent. Some discussion on possibly getting entire town surveyed at some point in the future. Discussion on preparing an ordinance that upon any selling, buying, or rebuilding, property be surveyed. MOTION BY MORGAN, seconded by Beck to approve vacate of portion of Johnson St. Per Council, Title Co. reimburses the City for the recording costs of $24.00. Morgan, Beck, Anderson, ayes. Jacobsen, nay. Motion carried. MOTION BY BECK, seconded by Anderson to adjourn the meeting. Meeting adjourned @ 5:31PM.

Mayor’s Corner A quick update on the sewage pond rebuild. The heavy August rains have set the project back approximately 2 weeks. The crew is having difficulty drying the dirt, which is critical to getting the correct compaction for reinstallation of the base and the dikes. Hopefully the rains will subside and we will get back on track. The park director, Chris Smith, has resigned the position. I would like to thank her for all the efforts and time. I have asked Mindy Hively to step into that position and she has excepted. In a small town all positions are pretty much volunteer. It takes people who love the community to make everything work. I want to wish Mindy and the park board well. We hope to do some paving in front of the post office and the Pink Poodle this fall. Hopefully those 2 places will be a start to cleaning up our streets! If we keep doing a little here and there it will start looking a lot better. The Fall Festival is coming up on Sept 20th. The Crescent Optimist Club is sponsoring the events of the day. Fire Auxiliary breakfast, parade at noon, junk fest at the park, kids games, volleyball tournament, car show, street dance at the Roadhouse, and much more. I hope that you show up to support our community. Again everyone involved has volunteered their time. Thank you! I don’t know if Pat Morgan owns a megaphone or pompoms, but he should. He is a very effective cheerleader for the town of Crescent, its citizens and the swimming pool. In an hour’s conversation, he was totally upbeat and enthusiastic about everything. Morgan has lived in Crescent for eight years. He is married, has two children and one grandson. He is a deputy sheriff for Pottawattamie County. He grew up in Missouri Valley but left 30 years ago and held various law enforcement jobs around Iowa. In 2004, he retired from the Clay County sheriff’s office, built a house in Golden Hills and got a job with Pottawattamie County. “I love Crescent and the people,” he said. “This is a good down-to-earth community. The problem is, as a bedroom community, there are fewer volunteers to tap into. People’s loyalties are spread around. So in 2007, I decided to run for city council and have been on the council since.” As part of the council, Morgan has worked on lots of projects: the new road through Crescent, the sewer lagoon, the maintenance building. Currently, he is applying for grants for a new fire barn and city building. But his “baby” for now has become the swimming pool. As with many narratives in Crescent, the evolution of the pool is pre and post flood. “I met with the YMCA in 2011 to ask if they would be interested in a partnership with Crescent for Camp Pokamoke. Our idea was that Crescent could share use of the pool and the camp. They were very enthusiastic. But then came the flood, and they closed the camp and sold the land to the Shillberg Gravel Quarry, which is next to the property. “Six months later, Mark Shillberg approached the city about leasing the pool. What a great neighbor he is! He leased it to us for $1.00 a year for 100 years. So it will be around as long as we want it to be. And then he gave us a large donation to pay for the clean-up and getting it going.” As would be expected, the pool, machinery and building needed a lot of renovation. “That’s where other “great neighbors” stepped in,” Morgan said. “Jeremy Sindelar was looking for an Eagle Scout project. He and his scout troop volunteered for a lot
of the clean up. Brian Shea donated the sod and installation for our “green space”. We cleaned out the pool and the building, plumed the showers, fixed the pumps, got a new liner which was under warranty and were finally ready to go. Since I had been the contact, I offered to be volunteer manager.” The pool opened in June, 2012. Rachel Steenson was the one and only lifeguard the first summer. “Thank goodness for her,” Morgan said. “She worked a lot of hours and was very dedicated. This summer Josh and Jeremy Sindelar are our life guards. They got certified on their own, and I hired them. They are equally dedicated. They’re asked to do water testing, maintenance, yard work, and office work as well as lifeguarding. Next summer, I hope we get Jeremy back, but Josh will be off at Iowa University. So we’ll need two more. If you might be interested in a job as a life guard next summer, PLEASE contact me, or leave your name with the city clerk. We’d love to have people in place before June.” Morgan says he will also need volunteers for next season. They work the concession stand, answer the phone, maybe mow the grass. If you might be willing, contact Morgan or leave your name with the city clerk. “That’s how we keep the price down,” he says. “We only charge $3.00 for the day. This year, a membership has been $100.00 for a whole family for the whole summer. That is a great deal! And you can rent the pool for private parties. Plus, we have wifi! We aim to make this a truly community pool.” The pool is run as part of the city’s recreation budget, just like the park, Morgan said. Craig Peterson the city maintenance person is certified to monitor the water and work on the machinery involved. “This is one of the best services tax payers get for their money. Our biggest expenses are insurance and salaries, and our goal is just to break even. I have big plans for improvement next season. We want to get a slide, some more games, maybe add lessons if we can find a person to do that. So I hope more families will buy memberships and everyone will come up and enjoy our pool.” “And I want to say ‘thank you’ to the community. People stepped up during the flood and now for the pool. They’re just good Crescent people. And if you see me at Henry’s or somewhere, come up and shake my hand. And ask any questions you have about the pool or any council business,” Morgan said. “I love this town and want everyone else to.”
