Message from Chairman
Dear Members,
Hello students! Hope you have slowly settled with your courses and colleges. How do you
like to proceed? There is a tendency for students to relax once they get into their college and
course of their choice. This is detrimental to you. Unlike other courses, engineering courses
are highly demanding, if one wants to excel. Also without excelling, one would be way
behind. There are cases when really good students at school start relaxing and start failing in
subjects at first year and instead of clearing them soon, start accumulating and get into
psychological issues and depression. So beware that you cannot relax hereafter. Be on your toes and try to cope up
with classes and extra-curricular activities with IEEE and other professional bodies which could be a source for
great learning, team building, career development and also relaxation.
As far as student branches are concerned, it is noticed that there are many student branches in dormant state under
IEEE Madras. I have earlier also expressed my concerns to those colleges. Still many have not revived. As already
announced, we will be formally taking decision to close them down as quality is important and not quantity.
IEEE Madras is planning to conduct a Mini POCO (Panel of Conference Organizers) event soon, in which all
aspects to conduct a conference would be explained by seasoned veterans in the field. Faculty, researchers and
students are welcome to attend the same, the details of which will be put up on our website along with publishing in
the newsletter and reaching you by email. As indicated earlier, I see many proposals for conducting international
conferences, which are one off type. I earnestly suggest members to bid for prestigious IEEE conferences, which are
conducted world over by various societies. These require preparations of more than 5 to 6 years’ time. Let us make a
start at least. Additionally, we have shared the detailed guidelines and norms for the technical sponsorship from the
Section for the conferences being organized by our SBs.
We encourage members to be in touch with the chairs & co-chairs of various sub-committees of the IEEE Madras
Section whose details are published in the newsletter and also available on our website for assistance if required.
Those of you who are regular readers of the IEEE MAS LINK would have got a survey questionnaire as to know
whether the quarterly print edition of the newsletter should be continued or not. While it is good to have a printed
copy, it has both advantages and disadvantages. The cost of printing and posting is a major expenditure unless there
are sponsors for the same. Also, significant efforts are also needed by our editorial team to abstract information from
the detailed digital monthly newsletter to prepare this abstract print edition. It is disheartening to note that there has
been no feedback for our earlier issues of quarterly print editions. Digital ones are now a days easier to read on the
move. Those who need a hardcopy can also print and preserve. I am aware that a number of SBs print the monthly
newsletter and keep them as record for various purposes. I am sure that you would have exercised your option by
filling up the online google survey form indicating your preference. The final decision in this regard will be
communicated soon.

Dear Readers,
We are happy to present the sixth issue of IEEE MAS LINK in 2017. As many universities and colleges were in
summer break, understandably, there is a dip in activities and so the reports in this issue.
On 31st May, 2017, IEEE announced its participation at the World Summit on Information Society (WSIS) Forum to
be held from 12 to 16 June in Geneva. The annual Forum gathers global multi-stakeholders to discuss the role of
Information and Communications Technologies (ICTs) as a means of implementation for the United Nations
(UN) Sustainable Development Goals (SDG). The WSIS Forum focuses on making the information society
accessible to all citizens of the world. It is heartening to see IEEE becoming an import stakeholder in UN SDGs
along with pursuing its mission Advancing Technology for Humanity.
We have published nine college-level reports relating to the activities held at Jeppiaar Engineering College,
Chennai; Kalasalingam University, Krishnankoil; KPR Institute of Engineering and Technology, Coimbatore;
Panimalar Institute of Technology, Chennai; Misrimal Navajee Munoth Jain Engineering, Thoraipakkam; St. Peter’s
College of Engineering and Technology, Chennai; St. Joseph’s College of Engineering, Chenna; St.Joseph’s
Institute of Technology, Chennai; and Thiagarajar College of Engineering, Madurai.
A brief report on the IEEE Madras Section Student Project Funding project demonstrations for the year 2016-2017
held on 20th
May 2017 along with the list of projects selected for funding has been published.
Under “Forthcoming Events” major conferences technically sponsored by Madras Section and Madras Section
Societies which would be of interest to our members have been presented. The details of financial assistance
extended by IEEE Madras Section to SBs to organize events are also listed.
We have compiled and presented a number of announcements of interest to the members and SBs to get maximum
benefit from IEEE and its offerings. We draw your attention mainly to the announcements relating to Hub Congress,
Student Conference cum Paper Contest, SB Website Contest. We are sure that members will find our regular column
on “Information Resources” useful.
We are sure the norms for the technical sponsorship for the conferences from the IEEE Madras Section, details of
the execom, sub-committees published in the newsletter will serve as ref. information for SBs and members at large.
We note a significant number of active SBs have not provided the particulars about their SB Officers which is
essential for effective coordination. Please see the related announcement and provide the information by filling the
google form.
The IEEE day 2017 and IEEE Xtreme Programming Competition 2017 are nearing. Pl. see the announcements
related to them and act accordingly.

IEEE MAS Student Project Funding (SPF 2016-17)
The seventh edition of the IEEE MAS Student Project Funding started in the year 2010-2011 for the IEEE student
members of UG courses for the year 2016-2017 was successfully carried out with final demonstrations on 20th
May
2017. An eminent panel of judges evaluated the demonstrations of the student projects. Six projects were selected
for the funding. The students of these selected projects will receive the project completion certificate and cash
prizes of varying amount as specified in the table. At the start of the SPF demo event, Dr. T. Micheal Kumar,
Secretary, IEEE Madras Section welcomed the project team members, faculty members, panel of judges and the
invitees. Project demos were validated for the working model by the judges and graded them for cash awards which
were finalised by Dr. P.A. Manoharan, Chairman and Dr. S. Elangovan, Co-Chairman of SPF sub-committee and
approved by Mr. H.R. Mohan, Vice Chairman, IEEE Madras Section and Dr. Sakthivel, Treasurer, IEEE Madras
Section. At the valedictory function, Mr. C. R. Sasi, Ombudsman and Past Chair, IEEE Madras Section addressed
the student participants on the importance of the projects in their career. Dr. P. A. Manoharan, Chairman, SPF
highlighted the process adopted for the SPF. Mr. H R. Mohan, announced the list of projects selected for Project
Funding for the period 2016-17 and congratulated the prize winners and also appreciated the others for their efforts.
The event concluded with the vote of thanks by Dr. S. Elangovan, Co-Chairman, SPF. All the student participants
were provided with travel support.

available freely. Enter the Initiative for Open Citations (I4OC), a project aiming to make citation data free to all,
formally announced today by six organizations, including the Wikimedia Foundation, publisher Public Library of

anyone to access citation data from about 14 million papers indexed by Crossref, a nonprofit collaboration that

What is the Blockchain and Why is it So Important?: Blockchain is growing in importance. Increasingly
organisations have to explore what this revolutionary technology will mean for their business. Marc Andreessen
from the well-known VC firm Andreessen Horowitz calls it as big an invention as the internet. Last year, in my Big
Data Trends prediction for 2016, I already foresaw that 2016 would become the year of the Blockchain and now also
Gartner has included in their Hype Cycle for Emerging Technologies. Many organisations are already exploring the
possibilities of the Blockchain, although primarily still in the Financial Services industry. The R3 Partnership is a
consortium of 45 of the biggest financial institutions, investigating what the Blockchain means for them. Next to the
R3 consortium, four of the biggest global banks, led by Swiss bank UBS, have developed a “Utility Settlement
Coin” (USC), which is the digital counterpart of each of the major currencies backed by central banks. Their
objective is to develop a settlement system that processes transactions in (near) real-time instead of days. A third
example is Australia Post, who have released plans for developing a blockchain-based e-voting system for the state
of Victoria. The possibilities of the Blockchain are enormous and it seems that almost any industry that deals with
some sort of transaction, which would mean any industry, can and will be disrupted by the Blockchain. As a result,
it is likely that many of these industries will face job losses since intermediaries will be needed a lot less.

Norms for Technical Sponsorship by IEEE Madras Section for Conferences
Preamble:
In order to bring standards in all aspects of the international conferences technically sponsored by IEEE Madras
Section, it is decided to streamline approval process. The following guidelines will be followed by IEEE Madras.
All institutions / IEEE Organisational Units attached to IEEE Madras Section desirous of organising the
International Conferences are required to follow these guidelines. Further, they are also advised to go through the
relevant IEEE websites and adhere to the norms specified there too.
1. Student Branch:
Active student Branch is essential
SB should have a well maintained and updated website to publish all the activities
The SBs should periodically provide information to the Section as and when required to facilitate good
coordination
A minimum 12 (6 in case of SB society chapter) active student members on the date of submission of the
application
A minimum 12 (6 in case of SB society chapter) activities in the preceding 1 year
SB report for the previous year should be enclosed as proof of activities
Additionally a photo of the stage showing IEEE logo displayed prominently on the top right hand corner of
the stage and a report should have been submitted to IEEE MAS LINK
EXCOM members / Society or Affinity group Office Bearers / Senior Members of IEEE to be one of the
guests (travel to be paid as per IEEE MAS norms)
The details (Names, location, mail id & mobile number) of EXCOM members / Society or Affinity group
Office Bearers / Senior Members of IEEE will be made available on the IEEE Madras section website
Professional Membership
The proposer should be a member of IEEE & Society if applicable at least for 2 years
At the time of submission of application, there should be a minimum of 6 professional members and 2
society members if applicable, in the host Institution.
With the experience obtained in organizing these events the SB is encouraged to bid for Section / India council /
Region 10 / IEEE International events rather than local one of its kind international conferences. Be assured of
Madras Section support.
2. Proposal
The applications for technical sponsorship should be routed through Society (if sponsorship is sought) and
then Section and if not, it may be liable to be rejected at a later stage for not fulfilling the norms
If the application is co-sponsored, Society Chair should also ensure that the prescribed norms for the SB
Society chapters in terms of membership and activities are fulfilled
IEEE MAS section will give only technical sponsorship and no financial commitment
The application for the technical sponsorship should be made sufficiently earlier, about 12 months in
advance of the conference.
3. Conference
Society Chair, if Society is a co-sponsor is to be included in the Technical committee
The Chairman of IEEE Madras Section and a few EXECOM members are to be included in any one of the
committees – Advisory / Technical depending on their interest
Any one of the Office Bearers of Madras Section is to be Invited to Conference (meeting the travel and
hospitality) either for Inauguration or Valediction
Conference promotional website, brochure etc. should have logo of IEEE Madras section clearly shown.

4. Publication / Proceedings
Plagiarism
The Conference Chair / Organizing Secretary along with a responsible official of the Institute
should give an undertaking that
1. They will take an undertaking from the authors that the work submitted s original and is not / will not be
published elsewhere
2. The papers which are selected for publication should be checked for plagiarism through legal software.
3. The organizers will solely be responsible for any plagiarism and dealing with cases related to plagiarism
4. IEEE and IEEE Madras are indemnified in this exercise
5. It should be noted that If any published work is identified as plagiarized later the SB & Organizers are
liable to be blacklisted for a minimum period of 5 years
Reviewers
1. The number of reviewers should be proportional to the number of papers proposed to be published
2. Name, Designation, Establishment, Highest degree and years of service after highest degree should be
given.
3. One fourth of reviewers must be resident abroad
4. Another one fourth must be IEEE members with a minimum of 3 years membership
5. The rest of the reviewers may be from any reputed institutions / organizations, qualified in the areas of
interest to the conf.
6. Acceptance letters/email from the reviewers is a must.
7. Every paper must be reviewed at least by two reviewers and at least one of them must be from the panel
listed in item 3 and 4.
The organizers are encouraged to get at least 10% of the publications from authors resident abroad
The organisers should communicate clearly to the authors that the acceptance of any publication by the
Reviewers / conference does not guarantee publication by IEEE Explorer or any other IEEE Journals; since
they have their own quality control process
5. Involvement of IEEE
Conference Chair / Organizing Secretary should give
A brief presentation to be made to IEEE Madras either in person / by sending a PPT, if required
Monthly status updates have to be sent to IEEE Madras OBs
A detailed report along with few photos to be submitted to IEEE MAS LINK; depending on the importance
of and response for the conference, the report may be forwarded to IEEE India Council newsletter by the
Section
Also the closing requirement like Technical Program Questionnaire to be completed as required by the
IEEE HQ.
If these formalities are not completed the next application for sponsorship by the people concerned may not
be considered
IMPORTANT NOTE
While the above norms and guidelines will be followed to provide technical sponsorship of the IEEE Madras
Section to the conferences organized by the SBs and other OUs in the Section, it is requested that the
convener / coordinators of all the conferences already approved till date by the Section (as listed in the
Forthcoming Events published in this newsletter) to make sure that the norms are complied with. The
compliance of the norms will be reviewed by the sub-committee on conferences. If we note that the norms
have not been complied with, the approval granted will be withdrawn. Hence please make sure that you are
in line with the norms and guidelines published.

After the SB revamping exercise, we wish to have closer interaction with the SBs to make our Section a vibrant one
among all the Sections in the India Council. In this context, some essential details about each SB are being collected
through a google form at https://goo.gl/QK426B We note that out of 115 active SBs, only a fraction of SBs have
provided the information by filling up the google form. All the SB officers are requested to kindly fill-up this google
form with all fields immediately.
IEEE MAS SB Website Contest (Contest period extended up to 15h Aug 2017)
The IEEE Computer Society, IEEE Professional Communication Society in association with the IEEE Madras
Section announces a Website Contest for all the Student Branches (SBs). IEEE Madras Section (IEEE MAS)
desires all its SBs to have web presence through an exclusive website for each SB. In fact, IEEE MAS recognizes
the SBs having their websites by providing 10 points during the annual evaluation of the SBs for awarding them at
the annual meeting. However, it is noticed that not many SBs have their websites. To encourage the SBs to have
their websites, the IEEE CS & IEEE PCS along with IEEE MAS have come forward with this contest. The contest
will be open for three months from 15th
May 2017 to 15th
Aug 2017.
At the end of the contest period (after 15th Aug 2017) the websites developed by the SBs will be evaluated and the
following cash prizes along with the certificates will be presented to the teams.

Survey on the continuance of the "Quarterly Print Edition of IEEE MAS LINK Newsletter"
The IEEE Madras Section has been publishing a comprehensive monthly eNewsletter IEEE MAS LINK.
Also, for the last 18 months, we are also coming out with a quarterly print edition of the MAS LINK as a condensed
version with matter extracted from the monthly eNewsletter.

all engineering institutions in our Madras Section.
It has been observed that a significant amount of money is being spent in the printing and posting of this quarterly
print edition of IEEE MAS LINK. Over and above, a considerable amount of our editorial team time is also utilized
in this exercise.
However, we do not seen to have any feedback on this print edition from the recipients.
In this context, to ascertain whether we should continue with the print edition or not, a survey is being conducted. If
we do not receive significant support to continue the print edition, we would like to discontinue it from the 2nd
quarter issue of 2017 and use the amount saved for other activities at the Section.

IEEE Madras Student Hub Congress
For our call for proposals to host IEEE MAS Student Hub Congress at various hubs, we had received multiple
proposals from SBs. A common framework of sessions including entrepreneurship sessions has been proposed.
Based on the scope of the proposal, accessibility of the SB and the opportunity to an emerging SB, the following
SBs have been shortlisted to host the Hub Congress in this semester.
Chennai Hub Congress: Hindustan University
Salem/Coimbatore Hub Congress: Knowledge Institute of Technology
Tirunelveli Hub Congress: Kalasilingam Univeristy
Madurai Hub Congress: Thiagarajar College of Engineering
A sub-committee under SAC to coordinate with the activities related to these Hub Congresses have been formed
with Mr. NIvas Ravichandran, Chair, Entrepreneurship sub-committee of the IEEE MAS as the lead. Members
from these hubs who are interested to be a part in this sub-committee on Hub Congress may please write to
[email protected] with a copy to [email protected]
Call for participation in these Hub Congresses will be made by the respective SBs in due course. We request the
members, particularly the students and SB Officers to attend and get benefited.
IEEE Madras Student Conference cum Paper Contest
The IEEE Madras Student Conference cum Paper Contest will be hosted by Sri Eshwar College of Engineering in
Sep 2017. Call for Papers and Registration will be made shortly. Cash prizes worth Rs. 45000/- is being offered to
best papers in three streams.-- Electrical, Electronics and Communication Engineering; Computing and Information
Technology; and Mechanical, Civil and other branches of Engineering. All UG and PG students are advised to look
forward to the announcement and participate in the conference cum paper contest and benefited. The overall

Call for IEEE Day 2017 Ambassadors
IEEE Day 2017will be held on Tuesday, 3 October. This will be the eighth anniversary of our members celebrating
the anniversary of the first time IEEE members gathered to share their technical ideas in 1884. The call for Section
Ambassadors of IEEE Day (to promote IEEE Day within respective section) has been announced. Student members
and YPs interested please fill the Ambassadors Form at http://www.ieeeday.org/ambassadors-application/ by Friday
June 30th 2017. Pl. follow IEEE Day on Facebook and Twitter.
IEEE Xtreme Programming Competition:
Student Branches interested in hosting the IEEE Xtreme Programming Competiton this year in Oct 2017 at Chennai
may pl. send their proposal to [email protected] with a copy to [email protected] and to the chair,
SAC at [email protected] The SB shortlisted to host will be duly recognized while evaluating for the annual
awards. .
Guidelines for submitting reports and articles to get published in the IEEE MAS LINK newsletter
We are still getting the reports not adhering to the guidelines. While we write back to the SBCs and request them to
re-submit the reports as per the guidelines, some respond positively and quite a few do not. The editorial team is
constrained to ignore such reports. Further, it takes considerable time to communicate and keep track. Once again
we request all SBCs to follow the guidelines at https://goo.gl/bYB44pwhile submitting the reports.
