The 9th ASEAN Leadership Forum was held on the 4th-5th of April, 2012 in Phnom Penh, Cambodia, and was coorganized by the Asian Strategy and Leadership Institute (ASLI), the Ministry of Commerce, Cambodia, and the Cambodia Chamber of Commerce. The conference brought together experts from various fields and sectors to discuss on the subject of ASEAN, ASEAN Connectivity, what the challenges are and what lies ahead. The Prime Minister of Cambodia Samdech Hun Sen delivered the Official Opening Keynote Address, whereas the Prime Minister of Malaysia Dato Sri Mohd Najib delivered the Leadership Keynote Address. AXIATA was the title sponsor of this Forum whilst Maybank was the dinner host whilst QI Group was the Strategic Partner.

The recurring themes that can be drawn from this conference and the input of all those involved is the necessity to achieve deeper integration among the ASEAN members. The leadership of ASEAN needs to focus on the challenges ahead and ensure that obstacles are correctly and timely overcome, in order to allow for progress in the integration process of the grouping. Issues such as narrowing the development gap among member-states, achieving higher connectivity, and deepening regional integration, developing a crisis resolution mechanism, as

well as human capital development, the involvement of the younger generation and the development of creativity are seen as crucial in achieving a more powerful, well-integrated regional grouping.

The different sessions of the forum discussed various aspects of ASEAN connectivity - the first session focused on the economics of ASEAN and tackled questions such as what is the economic capability of ASEAN at the moment, what are the challenges for further development, and how to overcome them. The second session focused on the roles that the private sector could play in terms of developing smoother connectivity, especially physical connectivity, for ASEAN members. Another session focused on the non-traditional threats that ASEAN members face, and how to go about implementing the mechanisms to face these threats, whereas another one covered aspects of energy, sustainability, and revision of national policies to avoid energy security threats within ASEAN in the future. The penultimate session focused on the ways that people connectivity can be enhanced. The ways most cited include education and knowledge, movement of labour, increase in intra-ASEAN tourism and increasing the understanding between communities. Finally, the final session demonstrated the positions of ASEAN’s dialogue partners and what they view as priorities for ASEAN’s future.

Prime Minister Dato Sri Mohd Najib in his Keynote Address highlighted the importance of increasing the younger generation’s interest in ASEAN. He feels that youths in the region are detached about Asean. “It is this mindset that we need to change by increasing the younger generation’s interest in Asean and helping them see and understand their power and their potential. The Prime Minister also stressed that leadership was key to human development and creativity. He said Asean’s successes did not mean leaders would be complacent. “We must continue to adopt, evolve and reform wherever necessary.”

The Prime Minister of Cambodia Samdech Hun Sen in his Opening Keynote Address spoke about the central theme of Cambodia’s Chairmanship of ASEAN, “One Community, One Destiny”.

Prime Minister Hun Sen said the success of Asean leadership should be measured by the progress the region makes in terms of achieving the theme effectively in as short a time as possible. He stressed that a key challenge of Asean leadership is the forging of a common will for the Asian community to achieve the theme “ASEAN: One Community, One Destiny”.

The Prime Minister as current chair of ASEAN sets out 5 keys challenges. First, Asean leadership must strive for a global role of the region in international economic management rather than focusing on Asean’s role only at the region level. Second, the superpower rivalry meant both challenges and opportunities for the region. Third, Asean leadership must take full advantage of the increasing level of economic interdependence among the members to promote regional production networks. Fourth, Asean leadership must ensure than regional integration is pursued through open regionalism. Fifth, Asean must resist protectionist sentiments leaders & beggar thy neighbour policies.

He also called for narrowing of development gaps among member countries, strengthening Asean connections, promoting agriculture cooperation, having a quick response to a crisis resolution mechanism and disaster management in the context of global warming and climate change.

Principled policing is the foundation for progress and for social justice. There is no more important precondition for rapid economic, social and cultural development than principled policing. Where policing is unprincipled, corruption and rent seeking throttle in the crib many entrepreneurial efforts, particularly among those without capital resources and dependent on favourable patronage. Where policing is unprincipled, the Rule of Law cannot emerge nor can human rights be fully respected. Where policing is unprincipled, judges are compromised and lawyers are irrelevant defenders of fairness and justice.

The Principled Policing Conference was a programme to capture experience-based observations and produce guidelines to enable current and aspiring police personnel to achieve and sustain success in today’s globalised and competitive world. The conference was jointly organised by The Royal Malaysia Police and in association with the Caux Round Table and the International Institute for Public Ethics, on 13-14 February 2012 at the Sunway Hotel Resort and Spa, Bandar Sunway. The Conference was officiated by the Prime Minister of Malaysia, The Hon. Dato’ Seri Mohd Najib Tun Razak.

In his opening keynote address, “Reconnecting Police and the People”, the Prime Minister stated that the police have been providing protection to the people. Nowadays police need to embody the best practices in upholding rule of law. He added that police must serve the communities and not serving the state. Law enforcement officers are instructed to pursue common law objectives without subjugating others rights. He continued that policing is not and can never be a business. Police fidelity is only to the law and public interest it serves to protect and public trust that he must uphold. Police he added must be equipped with necessities to carry out their mandate effectively.

We need a new set of mindset, the Prime Minister continued. We cannot just think of only arresting. We need to have a higher level of professionalism. Investigative officers must be up to the mark. Evidence collections must not

be compromised. Modern police force must be able to achieve such lofty standards. The key operative word is the trust of the people in the police force.

The Prime Minister also stated that he is gratified to see PDRM responding to the call of NKRA. The police as he added did not complain but came on board with the government on this programme. Much has been achieved as we see 14% reduction of street crime, 11 % of crime in the first year. This is just the beginning as he concluded. We have to keep on going doing it relentlessly. Gain the trust of the people. Show the results. How do we make police more visible? It can be done! It is a question of rising to the challenge.

Dato’ Seri Hishammuddin Tun Hussein, Minister of Home Affairs, in his keynote address stated that Malaysia has transformed itself democratically with economic development and having a good education system in place. But the success did not come easy. He continued that PDRM has been the pillar of strength in this country and the nation has adapted smoothly with the changing times.

Dato’ Seri Hishammuddin added that through PDRM, Malaysia stood its ground and defended the country in time of need. Now Malaysia is at a critical juncture in redefining police and other agencies in nation building. Those living during war years want security above all else. Nowadays youth want greater freedom, governance, accountability and transparency. Dato’ Seri in his concluding remarks added that when we talk about reforms, there are preventive laws. But it must be met with capacity building. He continued that Malaysia should do a benchmarking exercise with its international partners. As we talk about reforms, we must look beyond our comfort zones. Our transformation has been working well, but it is a work in progress. Peaceful Assembly bill is still being viewed on its effect. EO principles are still important in engaging national security. He hopes that Malaysia can rise beyond and challenge conventional wisdom not to bow to hatred. Look at future fill with

hope and dignity. There is strength in diversity and plurality. Only then can we look forward for a future.

Tan Sri Ismail bin Haji Omar, the Inspector General of Police in his remarks stated that there is a need for a clear vision, exchange of knowledge, human development, and internationalisation of the police function. He added that we need a human face in policing. We need hardware and also “heart”ware. Police as he continued needs to reinforce its relations with society. Police are information managers and also relationship managers. The indicators of society would mean well for sustainable development of policing. Tan Sri Ismail continued with the notion that the importance of universal values and norms are needed. Accountability, integrity, and social responsibility must be held. Knowing the unknown and always be prepared is a must for the police. Tan Sri concluded that the police must continually change in the future. Organisational changes can be from minor tweaks to major overhauls. Leadership commitment is important in managing change. Modem communication and its impact on policing must not be underestimated as information is increasingly mobile.

It was the Political Conference of the year when almost all Chinese Cabinet Ministers and Chinese Leaders from both political divides came together to debate and address pertinent questions and issues which are close to the hearts of many Malaysian Chinese. The Malaysian Chinese at a Political Crossroads Conference was held on the 18 February 2012 at the Berjaya Times Square Hotel. where the leaders from two political party giants - Datuk Seri Dr. Chua Soi Lek, the Malaysia Chinese Association (MCA) and Mr Lim Guan Eng, the Democratic Action Party (DAP), came face to face in a political debate with the theme “Malaysian Chinese at a Political Crossroad” on 18th February 2012 at the Berjaya Time Square Hotel, Kuala Lumpur. The event was well-attended by supporters by both political parties and the media. The objective of the debate was to discuss and assess vital issues concerning the Malaysian Chinese community as well as all Malaysians, especially with the general elections looming around the corner.

Datuk Seri Dr. Chua Soi Lek gave the welcoming speech and he touched on various issues concerning the local politics in Malaysia, especially concerning the Chinese community living in the political and economic realities of a multi ethnic society. ‘Succeeding with Political Transformation’ and stressed that although it is important for us to have a sense of history on our forefathers who built our country and our nation, we shall not forget to look at the future of the nation.

The first session entitled “Malaysia’s Changing Political Landscape - Demand for Good Governance and Civil Society”, the line up of speakers present were YB Datuk Seri Liow Tiong Lai, Minister of Health and Deputy President of Malaysian Chinese Association (MCA); YB Datuk Seri Peter Chin, Minister of Energy, Green Technology and Water; President, Sawarak United People’s Party (SUPP); YB Datuk Chan Ko Yun, Deputy President of Parti Gerakan Rakyat Malaysia; and YB Dr Tan Seng Giaw, National Deputy Chairman, Democratic Action-Party (DAP). They all agreed that good governance and transparency are crucial elements to achieve the objectives of the people and the nation towards 2020. Without a strong civil society and independent media, different interest groups will continue to sway public opinion. Speakers from both political divides also highlighted the numerous transformation plans and programmes that they embarked on for the benefit of the people and the country.

The Education session was a popular issue among the Chinese community entitled “The Vernacular Education Struggle - What are the implications for the Malaysian Chinese”. The session featured 4 speakers, namely YB Datuk lr. Dr. Wee Ka Siong, Deputy Minister of Education; Prof Dr Ho Khai Leong, Dean of Institute of Chinese Studies, UTAR; Mr Chong Sin Woon, MCA Youth Education Bureau Chief; and YB Liew Chin Tong, Member of Parliament, Bukit Bendera. The speakers highlighted the struggles and issues faced by the Chinese community in preserving the Chinese education, and stressed that vernacular education will not hinder National Unity.

In session three, entitled “Social and Cultural Landscape - the challenges ahead”, Deputy Secretary General of PGRM YB Liang Teck Meng, MP Serdang YB Teo Nie Ching, CEO of Centre for Strategic Engagement (CENSE) Ms Fui K. Soong, and Deputy Secretary General of MCA and Deputy Minister YB Datuk Chua Tee Yong shared that the social and cultural issues in this country have not received the right amount of attention, and Malaysians in general lacked the understanding and true meaning of cultures from other ethnic groups. To encourage unity and integration among the people, we need to cultivate collective ownership and efforts, especially in an era of internet and social media.

The fourth session discussed about the New Chinese Dilemma. Panelists on this session were YB Senator Gan Ping Sieu Deputy Minister of Youth and Sports; Dr Dominic Lau representing Teng Chang Yeow Secretary-General of PGRM; YB Chong Eng MP of Bukit Mertajam, and Datuk David Teng Lung Chi Party Treasurer of Sarawak United People’s Party (SUPP). They stressed that the two party system will encourage healthy political competition. Although the speakers did not believe that this is the new chinese dilemma, they shared the view that both the government and the opposition parties are now more sensitive towards the needs of the different ethnic groups in Malaysia especially post 2008 12th General Elections.

The inaugural Debate between Datuk Seri Dr. Chua Soi Lek President of MCA and YAB Lim Guan Eng Chief Minister of Penang, was the highlight of the Conference. The debate, conducted entirely in Mandarin with the theme “Is the two Party System Becoming a 2 Race System?” brought together approximately 1000 audience and the emotions of the audience were heated and emotional during the Public Q&A session. Different issues were highlighted by both debaters, ranging from corruption, Hudud Law, Chinese community issues, Ketuanan Melayu, governance issues, etc.

The Prime Minister Dato Sri Mohd Najib Tun Razak said that Malaysia can play an important part in the creation of a new growth corridor encompassing China through Southeast Asia and India to the Middle East. He stressed the importance of the new corridor in creating huge business and investment opportunities through the China-Asean-India-Middle East partnership. The Prime Minister was speaking at the Official Launching of the Global Business Council established by the World Chinese Economic Forum with ASLI as the Secretariat.

He said the Launch of the Global Business Council is timely as it would be an effective means of bringing together business leaders and entrepreneurs not just from China, India, Asean and the Middle East but also from the Chinese Diaspora around the world. “This is our time and this is our opportunity. So let us capitalise on this momentous occasion in world economic history to ensure that the 21st Century is a century that is led by Asia”. The Prime Minister said that in the current economic climate and with the Eurozone still in a precarious financial situation, “it falls to this part of the world - the East - particularly to China, India, Asean and the Gulf states to fuel the global recovery and to propel world economic growth. If we seize the moment, I have no doubt the future belongs to us”.

The Global Business Council will be co-chaired by former Lord Mayor of Melbourne Mr. John So and Tan Sri Khoo Kay Peng Chairman, MUI Group. The Global Business Council will further link business leaders and entrepreneurs from China, Southeast Asia, Australia and Europe and will provide another platform for business ideas exchange, sharing of experiences and strengthening of relationships between countries in the region. It is open not only for Chinese businessmen but for all business people across all ethnic and nationality background. The Council will also promote global corporate citizenship, good corporate governance, business ethics and green growth, said the WCEF Chairman Tan Sri Dr. Michael Yeoh.

At the same ceremony, the Prime Minister Dato Sri Mohd Najib was conferred with a Lifetime Achievement Award. He was presented the Award by WCEF Adviser Dato’ Seri Dr. Chua Soi Lek and Patron Tan Sri Lee Kim Yew in recognition of his bold measures and contributions to transform Malaysia, especially his ambitious economic transformation programmes.

The next World Chinese Economic Forum, the 4th in the Annual Series will be held in Melbourne, Australia on 12th and13th November 2012.

ASLI together with the Embassy of the Philippines and the Asian Institute of Management Alumni Association (Kelab AIM), jointly organised the Philippines-Malaysia Investment Forum in conjunction with the visit of the Vice President of the Philippines Mr. Jejomar Binay. The Deputy Minister of International Trade and Industry, Dato’ Muhkriz spoke about expanding trade and investment ties between the Philippines and Malaysia. He also stressed the need to work together to enhance ASEAN integration and stressed the importance of getting more cross-border economic projects growing in the BIMP-EAGA sub-region. He also welcomed the reactivation of the Philippines-Malaysia Business Council.

The Vice President of the Philippines Mr. Binay emphasised the importance of peace and security in the region. He stressed the importance of the South China Sea being an important sea link for the region. The Vice President also complimented Malaysia for being a facilitator for peace negotiations in the Southern Philippines. He felt that the 21st Century can be destined to be our Century in Asia.

Mr. Binay said the Philippines and Malaysia can be the best of neighbours but we need to have more face to face interactions. The Vice President called for more Malaysian investors to participate in public-private partnerships projects in the Philippines.

In recent years, Malaysia has intensified its effort to transform its education system with various efforts aimed at improving student outcome, elevating academic integrity and institutional excellence. Meanwhile, international and private sector players are also encouraged to actively participate in this transformation process in hopes of bringing global linkages, technological transfer and corporate best practices to the education space.

Amidst this evolving landscape, ASLI’s 16th Malaysian Education Summit was held to provide a platform for a critical review of the progress thus far. It was also meant to serve as a meeting of minds where decision makers, policy formulators, private sectors players, educationists, academicians and investors are to discuss the critical challenges they face in striving towards the next milestones of an evolving education system.

The summit was held on 23 - 24 April 2012 at Sunway Resort Hotel & Spa and had attracted more than 200 delegates representing key industry players from private & public sector tertiary institutions, government bodies & policy makers, scholarship & education foundations, international & private schools, teachers’ councils & unions, parent-teacher associations, partner companies & organisations of universities and colleges, private sector & industry experts as well as foreign embassies & high commissions.

Themed Transformation in Motion: Opportunities and Challenges for Malaysian Education, the summit was officiated by Y.A.B. Tan Sri Muhyiddin Mohd Yassin, Deputy Prime Minister & Minister of Education.

In his keynote address entitled Improving Student Outcome - Enhancing the Education Delivery System, Tan Sri Muhyiddin said, “In our quest to move from efficiency-driven middle income economy to knowledge and innovation-driven high income economy, we need to dive deep into the fabrics of our education system and to ask whether immediate improvements are needed in order to meet the pressing challenges”. He further called on all stakeholders to engage more frequently with one another and have an open and informed discussion on what was best for the national education system.

The summit also heard from Y.B. Dato’ Seri Mohamed Khaled Nordin, Minister of Higher Education, who delivered a Ministerial Address entitled Higher Education and Economic Growth - Building Innovative Human Capital. Dato’ Seri Mohamed Khaled touched on the topic of social entrepreneurship and said that, “Only by creating an environment where entrepreneurship can prosper and where entrepreneurs are free to try new ideas and empower others, can we ensure that jobs, opportunities and wealth are created. That is why, access and exposure to entrepreneurship within educational systems at all levels are important.” As such, the Ministry of Higher Education has been working to ensure that all higher education students are exposed to entrepreneurial elements in their programmes of study, and that there is an increased percentage of graduates becoming entrepreneurs after six months of graduating (from the current 1.6% to 5%).

The issue of talent and HR strategies will stay at the top of companies’ agendas as Malaysia becomes even more integrated with international trade linkages and overall global economy. Crossing over the threshold into a regional and international arena, our business and HR practices need to be on par with global players and yet dynamic enough to adapt to the new environment. Hence the HR function will be required to rapidly respond to changing organisational needs, marketplace challenges and greater exposure to overseas competition.

Hence the most critical step for Human Resource professionals in a global Malaysia is to re-think and re-align HR strategies with future business objectives and immediately address any skills, competency and capacity deficiencies. With this in mind, Asian Strategy & Leadership Institute’s (ASLI) 13th National Human Resources Summit was organized to serve as an ideal platform for leading chief executives and senior HR practitioners to share thoughts, raise issues and brain storm on solutions to emerging talent woes as well as the many HR challenges facing them in light of this development.

Themed “Next Generation Human Resources - HR Strategies for a Global Malaysia”, the summit was held on 27 March 2012 at Prince Hotel & Residence Kuala Lumpur. The Malaysia Strategic Outlook Conference is an annual conference organised by the Asian Strategy & Leadership Institute (ASLI) at the beginning of each year to take stock of the state of the nation, in particular the economy and business environment.

The 14th Malaysia Strategic Outlook Conference was held on 17th January 2012 at Sunway Resort Hotel & Spa. The Deputy Secretary General (Green Technology and Water), Ministry of Energy, Green Technology and Water Puan Hajjah Nor’ Aini Abdul Wahab, represented the Minister at the Opening Keynote Address on “Towards a Green Malaysia: Challenges and Opportunities from Green Technology”.

Puan Hajjah Nor’ Aini in her speech mentioned that Going green is a necessity in today’s world which is facing the challenge of energy security and global warming. Adopting a greener lifestyle is an important aspect pertaining to the sustainability of modern living, as well as the preservation of our precious natural resources. Seeing the need to shift to a more sustainable economic growth, Malaysia has voluntarily committed to 40% reduction of its carbon footprint in terms of GDP emission intensity by 2020 compared with the 2005 levels. At the conference, Puan Nor’ Aini gave a brief insight on what the Malaysian Government is currently doing in order to accelerate our path towards turning Malaysia to a green economy and society.

To start with, it is important to have an overview of what is the National Green Technology Policy. The 4 pillars of the National Green Technology Policy namely Energy, Environment, Economy and Social, drive the aims of the policy and describe its commitment in the advancement of these 4 sectors. The policy aims to see the adoption of green technology in the energy sector, the building sector, the water and waste water management sector, as well as the transportation sector. The Government has been offering incentives for green technologies. On 15th October 2010, the Prime Minister introduced the 2011 Budget to give renewable energy initiatives a higher momentum. The Feed-in-Tariff (FiT) System is Malaysia’s new mechanism under the Renewable Energy Policy and Action Plan and the Renewable Energy Act 2011, catalyzing generation of renewable energy up to 300 MW in size. This mechanism allows electricity produced from indigenous renewable resources to be sold to power utilities at a fixed premium price for a specific duration.

In conclusion, Puan Hajjah Nor’ Aini said that the Government of Malaysia is very committed in accelerating Malaysia’s adoption of green technologies

and that Malaysia is in a very favourable condition to do so with its vast natural resources. Also the challenges ahead can be overcome with the right incentives and with higher levels of commitment.

The Minister of Plantation Industries and Commodities Tan Sri Bernard Dompok delivered the Luncheon Keynote Address on “Malaysia’s Commodities - Golden Crops for Sustained Prosperity: Future Trends and Challenges”.

The Minister in his speech mentioned that for the period from January to October 2011, exports of commodity based products was valued at RM 118.2 billion, an increase of 28.1 % compared to the corresponding period in 2010. Among the commodity products, palm oil recorded the highest growth at 41.1% to RM69.8 billion for the period January to October 2010, compared to RM49.4 billion for the same period in 2009. This was partly contributed by the strengthening in the price of palm oil, where the average price in 2010 was RM2,739 per tone, compared to an average price of RM3,300 per tone in the first 10 months of 2011. Other commodity products that recorded an increase in exports for the period January to October 2011 compared to the similar period in 2010 include rubber products at RM27.3 billion (increase of 28.2%), cocoa products at RM3.5 billion (increase of 1.4%) and pepper products at RM224 million (increase of 42.3%). In the case of timber products, exports for the period January to October 2011 declined to RM16.5 billion compared to RM17 billion for the same period in 2010. This was partly contributed by the financial crisis in major markets, especially in Europe.

The Minister touched briefly on some of the issues confronting the commodities sector in Malaysia. There is of course much work that needs to be done to ensure that this important pillar of the economy continues to prosper. The Government on its part will continue to facilitate the development of this sector through the implementation of appropriate policies and incentives. The Minister is optimistic that Malaysia will continue to feature prominently in the commodities sector in the future.

The Co-Chairman of the British Conservative Party and Minister without Portfolio in the British Cabinet, Baroness Sayeeda Warsi delivered a Luncheon Address at a Luncheon organised by ASLI during her recent visit to Kuala Lumpur. Baroness Warsi is the 1st Muslim to be appointed a full Member of the British Cabinet.

Baroness Warsi on her 1st official visit to Malaysia spoke about growing bilateral ties between Malaysia and Britain. She eloquently put forward the case that bilateral trade ties can be further expanded and that the 2 countries should strive towards the target set by the two Prime Ministers for the doubling of bilateral trade by 2016.

The lunch was attended by business, government and thought leaders. and trade relations, educational, tourism and sports relationships. He also announced that the next Malaysia-UK Partnership Dialogue will be held in September this year in Malaysia.

In her speech, Baroness Warsi said that Malaysia was part of the world’s fastest growing region and markets. This, she said, was good reason to be excited about trade and business. Besides the bilateral trade partnership, both countries have a shared history in education, common law and economy. She explained that it was evident that the relationship between the two countries was only moving in an upwards direction.

Baroness Warsi then made mention of the individual visits of both countries’ Prime Ministers _ David Cameron and Dato Sri Najib Tun Razak. During Prime Minister Cameron’s visit to Malaysia for the Global Movement for Moderates just last month, he made it clear that the era of benign neglect from Britain was over. On an equally positive note, Dato Sri Najib’s visit to London emphasised the importance of building strong relationships between the two countries.

Touching on the subject of the UK specifically, she commented the UK has recently adopted new strategies for growth, drawing lessons from the financial crisis. It realises that it cannot rely on government spending fueled by debt. To this end, the government is encouraging more investment. The UK has also taken steps to cut back on the national deficit, before being forced to do so by the market.

The Hong Kong Economic and Trade Office (ASEAN) and the Asian Strategy & Leadership Institute (ASLI) recently hosted a Luncheon on 25 April 2012 in conjunction with a visit by The Hon. John C TSANG, GBM, JP, Financial Secretary of Hong Kong to Malaysia at the Mandarin Oriental Kuala Lumpur.

The Luncheon was also attended by The Hon. Senator Dato’ Ir. Donald Lim Siang Chai, Deputy Finance Minister of Malaysia. Both The Hon. Mr Tsang and The Hon. Senator Dato’ Lim delivered a speech at the Luncheon, with Mr Tsang’s speech entitled “Hong Kong as an International Financial Centre”

The Luncheon’s theme of “Enhanced Financial Cooperation Opportunities Ahead” was an apt one. The Hong Kong and Malaysian economies complement one another and effective collaboration will most definitely promote mutual long-term benefits.

The Hon. John C Tsang said that in 2009, the Hong Kong Monetary Authority and Bank Negara Malaysia signed a Memorandum of Understanding on co-operation in the development of Islamic Finance. Since then, the impact of the global financial crisis has caused a frustrating but necessary delay to these initiatives. “Now, we are firmly back on track” he added.

Mr Tsang also said the future was bright for even closer business and economic collaboration between both countries.

“While there may inevitably be an element of competition for Islamic finance in Asia, I believe that the most significant opportunities will come from our collaboration in establishing a dual-hub for Islamic finance. This way Hong Kong and Malaysia can make the most of their respective advantages,” he elaborated further at the luncheon.

Meanwhile, Deputy Finance Minister, The Hon. Senator Datuk Donald Lim Siang Chai said Hong Kong should consider making Malaysia its financial hub in the ASEAN region given its positive attributes, said.

He said Malaysia had created a conducive environment for foreign investors with some of its reforms aimed at improving the efficiency of government and creating a safe destination for foreign investment.

“Hong Kong plays a unique role in the global financial market, facilitating the free-flow of financial capital in a stable business environment. It is also the gateway to mainland China,” The Hon. Dato’ Lim said in his speech.

Last month, Hong Kong launched a consultation exercise on the proposed legislative amendments to pave the way for the development of an Islamic bond market in Hong Kong.

It is hoped that this exciting and mutually beneficial cooperation between Hong Kong and Malaysia will only grow stronger.

On February 10, 2012 at the Shangri-La Hotel Kuala Lumpur, SIF organised a special dialogue with the Minister of Defence Malaysia and Vice President of UMNO, Dato’ Seri Dr Ahmad Zahid Hamidi. The dialogue was well attended by corporate figures, Ambassadors, High Commissioners and several civil societies.

Dato’ Seri Dr Ahmad Zahid spoke on two important issues, firstly on the National Defence Policy, namely the background of the Malaysian defence industry, role of the private sector in the defence industry and secondly on the opportunities for companies in the defence industry. Dato’ Seri Zahid explained that the Malaysian Defence Policy advocates the sustenance of national defence though directing of all national resources available. The need to build up capabilities to sustain the nation own equipment and weaponry for engaging intruders into Malaysian territories. He added that the national Defence Policy is based on the three main fundamental elements namely, self reliance, total defence and international cooperation. The ability to maintain the national defence hardware and software will enable Malaysia to sustain its defence deterrent capabilities.

The Malaysian Defence Industry he carried on, contributed to a growing supply of military assault rifles, small caliberammunitions, aerial reconnaissance vehicle (ARV), patrol vessels, information and communications technology (lCT) based solutions and common user items. It has also developed capabilities to undertake activities in the area of maintenance, repair and overhaul, upgrades and modernisation in certain areas as well as the capability to manufacture parts and components for both local and foreign markets.

However as he added, much needed to be done in enhancing indigenous defence capability. Various challenges stand in the way of accelerating the pace of growth for the defence industry. Dato’ Seri stated that the lack of critical mass, high capital investment, lack of research and development, rigid specifications, lack of competencies, absence of uniformity and lack of promotion and marketing activities are the challenges faced by the defence industry.

Malaysia has but limited resources, technology and know-how. But since there is an increase in defence collaboration throughout the world there is impetus for Government and the Private sector to say the least to gamer bilateral and multilateral defence collaboration. The Government is using offset programmes to foster strategic international partnership that can contribute and industrial enhancement leading towards developing and strengthening the Malaysia Defence Industry. This programme as he added will also maximise the usage of local content and promote transfer of technology.

In concluding his speech, the Minister stated that the government will continue to play a vital role in nurturing Malaysian Defence Industry through various means and mechanism such as MIDES, Defence procurements and offsets. However the government will never be able to walk alone. It needs collaboration with industrial players to ensure that Malaysia defence capability is self sufficient and self reliance. The minister hopes that all industry players especially those who are present in the meeting will work hand in hand with the government to develop the national capabilities and not focus solely on profit making.

Business is undergoing a tremendous shift, with increased complexity, competition, regulation, liberalisation and volatility all in the mix. Indeed, the only certain thing about business today is its uncertainty. Technology revolution is placing dramatic new demands on Senior Management and Directors; from performance measurement to decision-making to changes in leadership style, the impact is profound and far-reaching.

Corporate Entrepreneurship is not a new word in the business world. It refers to the formal and informal process of creating new businesses, products, services, and processes to create value and generate new business growth inside of existing organisations. Individuals that do this work are referred to as corporate entrepreneurs, intraprenerus, or mavericks. They are the pioneers, business builders, and change agents that initiate growth inside organisations.

With that in mind, the Malaysian Directors Academy (MINDA) and ASLI teaming up to jointly organise the inaugural International Directors Summit 2012 which focused on the changing nature, perception, locus, and generators of risks and rewards and its implications for the business community; specifically in relation to what Directors need to know to keep up with the changing nature of risks associated with IT-enabled technologies and the impact it can have on the success of any organisation as Malaysian businesses move in tandem with the Economic Transformation Programme (ETP). The event was held at the Royale Chulan Hotel Kuala Lumpur on the 21-22 May 2012 and was officiated by the Minister of Finance II, The Hon. Dato’ Seri Ahmad Husni Hanadzlah.

Reengineering, benchmarking, continued improvements, total quality management, lean production, time-based competition - these have all proven vital for survival. But getting better at what we do is just about keeping ourselves in the race - it’s not winning the race. To win, we will need to get in front of the competition, decide where we should be going and make sure we get there first as stated by the Minister of Finance II, Dato’ Seri Husni. He added that the new leaders will not be content to sit back and let the cruise control do the driving. They will be looking forward, scanning the landscape, watching the competition, spotting emerging trends and new opportunities.

He added that entrepreneurship has always been what successful businesses are known for. Yet, as companies grow in size, some of them lost the edge of entrepreneurship they are known when they were small. Two main factors that drive Corporate Entrepreneurship are Excellent Innovation and People programmes. In his concluding remarks, the Minister stated that Malaysian government is heavily invested in the country’s transformation process.

However, the public sector must work hand-in-hand with the private sector if the NEM and ETP are to come to fruition. He urge everyone to support the evolution of the business services sector, which in turn will help build up the calibre and quality of the nation as it strives to join the high-income club.

Dato’ Jaffar Indot, President & CEO of the Malaysian Alliance for Corporate Directors (MACD) in his presentation, Boards on the driver’s seat, stated that the Board must be willing and able to recognise whether or not the company has a winning strategy - and if not, to urge corrective actions. He added that the strategic role of the Board cannot be over-emphasised - neither can it be outsourced. The Board should take full responsibility with “Driver’s Seat” control. Dato’ Jaffar started off his presentation with a contrarian view why Boards are, in reality, not in the “Driver’s Seat” but in the “Driven Seat.” He continued that to be in the “Driver’s Seat,” Boards need to take up the strategic leadership, chart the destiny of the company and monitor the execution of the strategies. What about the governance and regulatory compliance issues? Should that be lowered in priority? Not at all! He concluded that MACD view that there ought to be a paradigm shift in Boards’ thinking to positively engage the regulators and take charge of the business environment they operate in. Boards should manage, or even demand, the level of services expected of corporate professionals in regulatory compliance, but at the same time, constantly in alignment with the Companies’ overall strategic direction. Then, and only then, the Boards could confidently secure the “Driver’s Seat” of the company.

ASLI organised its 2nd National Conference on Greater KL with the theme “Towards a World Class Sustainable Smart City” on 22nd May 2012 at Sunway Putra Hotel Kuala Lumpur. This Annual Series of National Conference on Greater KL, now in its 2nd year has been a premier gathering of key experts in city planning and development, policy formulators and decision makers, entrepreneurs and investors, foreign multinational corporations, universities, think tanks and civil society organizations to discuss how the Greater KL NKEA will benefit the stakeholders and the business community. How can we become a smarter city of the 21st Century that will achieve social, economic and technological transformation of Greater KL and create a safer, modern metropolis.

The Minister of Federal Territories and Urban Wellbeing, Senator Dato’ Raja Nong Chik delivered the Opening Keynote Address. The Minister, in his Opening Keynote Speech mentioned that many of the challenges and opportunities that are coming to define the early part of the 21st Century are at their most visible in the cities in which a growing proportion of the world’s population now lives. We are looking at capitals that cover the people, knowledge, natural resources, technical infrastructure, finances, democratic and political aspects and cultural values that a city embodies. Using these capitals as a starting point, we could then examine how different cities around the world are developing their understanding of each form of capital and assessing how they can ensure that they develop the city intelligence to make the best use of the capitals they have and develop those which may be in shorter supply.

The Minister also said that building cities that are green, inclusive and sustainable should be the foundation of any local and national transformation agenda. This requires better management of cities, mobilization of a global array of stakeholders, additional financing and strengthened partnerships, as well as specific strategic reform initiatives to allow competitiveness and efficient operations across urban transport, city planning and energy efficiency.

In conclusion, the Minister mentioned that cities are a wonderful place to take advantage of being close to other humans. New technologies and globalization have increased the returns from being smart and we get smart by being around each other. We must remember, as quoted by Dale Carnegie, “We are all dreaming of some magical rose garden over the horizon instead of enjoying the roses blooming outside our windows today”.

CORPORATE ROUNDTABLE ON 13TH GENERAL ELECTION

The Asian Strategy and Leadership Institute in collaboration with the European Union Delegation to Malaysia have organised, for the second time, a Doha-style debate session with distinguished debaters representing both ASEAN and EU perspectives, debating on the issue of whether economic integration drives the integration processes in the EU and ASEAN at the moment, or whether it is political integration that is the prime engine of unity - in other words, whether the EU and ASEAN put markets first, or people first.

The debate attracted a sizable and lively international audience, and allowed for the expression of interesting viewpoints from the 4 debaters, but also the participants. The debate was conducted on the eve of Europe Day, and at a time when the EU and ASEAN are marking the 35th anniversary of bilateral relations.

Standing up for the side of ‘Markets First’, the two debaters were Professor Neville Wylie; Dean, Faculty of Arts & Social Science, University of Nottingham Malaysia, and Datuk Seri Mohamed Iqbal

The session started with the opening statements of the four debaters, followed by one question to each side by the moderator, and then questions from the participants and debate among the two groups. Towards the end, the debaters were allowed to make their closing statements, and then the votes were cast, rendering the ‘People First’ side a clear winner with a voting result of 71 to 27. The session finished with the closing remarks delivered by H.R.H. Norodom Arunsamy; Ambassador of Cambodia to Malaysia, reminding of the importance of both economic and political aspects for both the regional groupings, as well as the interconnectedness and inter-dependence of the two.

The Islamic Bonds (Sukuk) Conference was held on 25-26 April, 2012 at the Prince Hotel & Residence Kuala Lumpur. Themed “Reviving markets and seizing opportunities for continuous growth”, the conference has attracted participants from financial institutions from both the private and public sectors.

The opening keynote titled, “Outlook and Way forward for Malaysian Sukuk Market” was delivered by Dato’ Dr. Nik Ramlah Mahmood, Deputy Chief Executive, Securities Commission Malaysia. Dato’ Dr. Nik stressed that “while the outlook for Sukuk remains bright not only in Malaysia but also globally we cannot and must not rest on our laurels reminiscing about past achievements. Efforts to broaden the base of both our issuers and investors of Sukuk must be more vigorously pursued.

This conference then proceeded with impactful presentations addressing topics including the latest scoop on development of bond markets; emerging issues relevant to bond market development; lessons learnt from current sukuk defaults; risk management techniques; familiarising with the new establishment of Islamic Interbank Benchmark Rate (IIBR); legal and regulatory framework for Sukuk and a panel discussion on cross border Sukuk.

ASLI acts as a Consultant to Invest Hong Kong, the Special Administrative Region’s Investment Promotion Agency. ASLI’s role is to promote Hong Kong as an investment centre and to encourage companies from the ASEAN region to consider setting up a base in Hong Kong and to use Hong Kong as a springboard to China.

ASEAN YOUNG LEADERS’ DIALOGUE

CPPS RANKED NO. 16 IN GLOBAL THINK TANKS RANKING

The inaugural ASEAN Young Leaders Dialogue was part of the 9th ASEAN leadership Forum which was held on the 4th-6th of April, 2012 in Phnom Penh, Cambodia. The ASEAN Young Leaders Dialogue component of the forum was co-organized by the Asian Strategy and Leadership Institute (ASLI), ASLI’s Center for Public Policy Studies (CPPS), and the Cambodian Institute for Cooperation and Peace (CICP). The dialogue brought together up-and-coming leaders of the younger generation of ASEAN, to discuss issues that relate to their generation in particular, and what they can do to help with the overall ASEAN objectives. This inaugural ASEAN Young Leaders Dialogue is to provide a platform for more effective communication and become a driver for open dialogue and understanding for the years to come.

The Global Think Tanks Report 2011 released in New York on the 18 January 2012 ranked ASLI’s Centre for Public Policy Studies (CPPS) 16 for the Top Asia Think Tank out of 1198 think tanks in Asia. CPPS came 29th, and was the only Malaysian think tank ranked in the Top 30 Transparency and Good Governance Think Tank; and ranked 14 for Top Think Tanks with annual operating budget of less than USD5m.

This is an international survey conducted by the International Relations Programme at the University of Pennsylvania, and supported by the United Nations and United Nations University. The Rankings’ primary objective is to recognize some of the world’s leading public policy think tanks and highlight the notable contributions these institutions are making to governments and civil societies worldwide.

CPPS Chairman Tan Sri Ramon Navaratnam congratulated the CPPS team and commented that ‘ as Chairman of CPPS, I am humbled, gratified, encouraged and grateful to our small but dedicated team under the leadership of CPPS Director Ms Ng Yeen Seen.’

A total of 5329 think tanks were nominated and a total of 25,000 nominations were received across the 30 categories.

McGann mentioned that ‘think tanks are so important, filtering, sorting and synthesizing information that they can provide to policymakers.’ He also added that “Top Think Tanks with Annual Operating Budgets of Less Than $5 Million USD” category was added in an attempt to recognize the work of smaller think tanks that nevertheless produce influential research but might otherwise be edged out the rankings by think tanks with bigger budgets and more manpower.

“There are a number of major political, economic, social, and technological trends that are converging at this moment in history and that have a profound impact on governments and the institutions that serve them,” reads the beginning of the report. “It is essential that think tanks understand these trends and be ahead of them so that we are all not buried by them.”

CPPS is an independent and non-partisan public policy institute that aims at fostering open minded dialogue, enlightened leadership and better governance. CPPS believes that a cohesive, competitive and successful multi-racial Malaysia can best be met by open discussion buttressed by rigorous analytical work and a spirit of tolerance and respect for the needs and aspirations of all stakeholders in the country.

ASLI CEO CONFERRED TAN SRI AWARD AND APPOINTED TO MACC ADVISORY BOARD

The first half of 2012 went very well for the Centre for Public Policy Studies CPPS. The CPPS managed to successfully complete its rebranding process and launch its new website. Furthermore, the team managed to successfully organized few events, remaining loyal to the ideals that CPPS always strives to promote.

Our first event for the year was held back in February and was open to the general public. Its topic was ‘Assessing the next General Elections’, and the event took the form of a discussion panel, with audience that contributed to the Question and Answer session that followed the discussion among the distinguished speakers we invited. The event was followed by policy recommendations that were inspired by the issues raised during the discussion. Later on the same month, and once more in April, the CPPS organized two closed-door experts’ roundtables to discuss on vernacular education in Malaysia. The second roundtable emerged from the findings of the first, and both concluded with some interesting ideas and the view that much more is needed to protect vernacular education in Malaysia.

Another roundtable discussion was organized by the CPPS bringing together in a closed door setting people from the blogging sphere as well as the online press to discuss on the issue of internet censorship in Malaysia. Once again, many fruitful ideas were put forward and the position that Malaysia does not require and does not want any limits on internet access and usage was reiterated.

A larger event in which the CPPS was co-organiser together with ASLI and the Cambodian Institute for Cooperation and Peace was the ASEAN Young Leaders Dialogue 2012, which was conducted in conjunction with the 9th ASEAN Leadership Forum shortly after the

ASEAN Summit took place in Phnom Penh, Cambodia. This was the first attempt to establish a platform for the young leaders of ASEAN nations to come together and discuss issues related to their position in ASEAN and what they can do for ASEAN unity.

In addition to CPPS-organised events, members of the CPPS team participated and engaged on outside activities, in various roundtables, seminars and conferences, such as the Roundtable prepared by SUHAKAM to discuss on the New National Human Rights Action Plan, the roundtable to discuss the possibility of a new National Unity and Harmony Act, as well as Proham’s Young Voices Say No to Racism stance.

Other than that, the CPPS has been involved in some international projects - a few proposals are under consideration at the moment, and currently the CPPS is acting as the reviewer for the Revenue Watch Index on Mineral Resources 2012, for the Malaysian part. Furthermore, a few short research pieces have been uploaded on the CPPS website, and more in-depth research is on the way.

The CPPS is honoured to have been ranked for the first time, #16 out of 1198 think tanks in Asia in the 2011 Global Think Tank Report released in New York on the 18 January 2011 conducted by the University of Pennsylvania and United Nations Universities. CPPS was the only Malaysian think tank, and ranked 29th in the Top 30 Transparency and Good Governance Think Tank; and ranked #14 for Top Think Tanks with annual operating budget of less than USD5m.

The CPPS is starting the second part of 2012 with many exciting prospects ahead and a few new projects lined up.
