TheNDAWWAEducationandResearchCommitteeheldapre-conferencemeetingat7:30p.m.onMonday,October19,2009,intheCandleliteIRoomoftheGrandInternational.

BoardmeetingswereheldTuesday,October20,2009byNDAWWAat7:30a.m.,intheMinotRoom;NDCAPWAat8:00a.m.,intheInternationalRoom;andNDWEAat8:00a.m.intheMapleLeafRoom.AdditionalNDAWWAcommitteemeetingswereheldat10:30a.m.followingthe9:30a.m.jointboardmeeting.Duringtheboardmeetings,theassociationsplannedtheirbusinessluncheons,heardcommitteereports,formedcommitteesandconductedotherneededbusiness.AssociationbusinessmeetingswereheldTuesday,October20(NDCAPWA);Wednesday,October21(NDWEA);andThursday,October22(NDAWWA).

NorthDakotaDepartmentofHealth(NDDH)waterandwastewater certification exams were written Tuesday, October20,2009from7:30-11:30a.m.intheCandleliteIIRoom,with15operatorstaking16exams.Registrationopenedat8:00a.m.onTuesday,October20,withPattyCarmanandKatieLutherwelcomingall attendees. A total of 331 pre-registered, with final attendancebeing322.

MikeBrisben,presentedtheJanuary1,2009-September30,2009NDWPCCtreasurer’sreport,listinganetincomeof$25,107.25andanetworthof$72,944.27.BillGefrohaskedabouttheOfficial BulletinadvertisersmailingexpensewithMr.Brisbenstatingthattheexpenselistedwasforsolicitingadditionaladvertisersfortheconferenceissue.SkipRappmovedtoacceptthetreasurer’sreportaspresented.SethLynneseconded,andthemotioncarried.PresidentAnsleycalledforareportonthe2013GrandForksproposal.Mr.Brisbenreportedthata$1,413.25nonrefundablemeetingroomdepositwasmadetotheAlerusCenterJune17,2009.Tooffsettheroomdeposit,a$1,500.00sponsorshipcheckfromtheGreaterGrandForksConvention&VisitorsBureauwasreceivedbytheNDWPCCJuly22,2009.RemainingexpenseswillbecoveredbythecityofGrandForks.ConventiondatesarereservedforOctober21-24,2013.Mr.Brisbenfurtherreportedthattentativedatesforthe2014FargoconferenceareOctober13-16,2014orOctober20-23,2014.SethLynnemovedtoaccepttheOctober13-16,2014dates.BillGefrohseconded,andthemotioncarried.

PresidentAnsleycalledforanyotheroldbusiness.Hearingnone,PresidentAnsleyaskedforvolunteersforthenominatingcommittee.BillGefroh,DaleHeglundandMirandaKlevenvolunteeredwithMs.Klevenagreeingto announce the slate of officers at the Thursday business meeting.Next,volunteerswererequestedfortheauditingcommittee,withSkipRappandDeanSlettenagreeingtoserve.

Continuingwithnewbusiness,PresidentAnsleyreviewedtheactivitiesandscheduleforthe81stmeeting.Activitiesincludedgolf,teamtrivia,aspouse/guestluncheonandtour, field trips to Minot and NAWS facilities and three concurrentsessions.PresidentAnsleycalledfortopicsandpresentersforthe2010springtrainingsessionsandthefallconferenceinFargo.

PresidentAnsleynominatedRichardWannerfromBismarckforlifemembershipandcalledforanyothernominees.RustenRoteliuknominatedWaideKritskyfromMinot.Mr.Brisbennotednominationsforlifememberswould be called for from the floor and voted on at the ThursdayNDWPCCbusinessmeeting.

PresidentAnsleycalledforanyothernewbusiness.Mr.BrisbenprovidedtentativedatesfortheJanuary2010andMay2010jointboardmeetingsinMandan.Mr.Brisbenalsonotedthatseveralpartiesthatregisteredaskedtopaybycreditcard.HefurtherindicatedthatapaymentprogramcouldbesetupthroughBNCBankbutwouldrequireset-upanduserfees.EricVolkfromNorthDakotaRuralWatercommentedthathisassociationwouldbestartingatrialcreditcardpaymentprogramusingPayPalfortheupcomingRuralWaterExpoinFebruary2010.SethLynnerecommendedthatfurtherdiscussionbetableduntiltheJanuary2010meeting.

ContinuingwithnewbusinessEricDoddsnotedNDWEAwasconsideringastudenttrackfor2010presentations.Hethenintroducedtwostudentsinattendance,DavidCarlsonfromthenewUNDAWWA/WEAstudentchapterandJacobStrombeckfromNDSU.Mr.Doddsalsonotedthatastudent/youngprofessionalreceptionwasbeingconsideredforFargoandencouragedthejointboard’ssupport.

Hearingnoothernewbusiness,PresidentAnsleycalledforamotiontoadjourn.RustenRoteliuksomoved.DaleHeglundseconded,andthemeetingadjournedat9:58a.m.

Watersamplesforthe18thannualwatertastetest,sponsoredbyNDAWWA,wereacceptedattheregistrationtablethroughoutthedayTuesday.

TheTuesdayluncheonandNDCAPWAbusinessmeetingwereheldintheGrandBallroomat11:30a.m.,withNDCAPWAPresidentRustenRoteliukpresiding.AldermanAaronVibetowelcomedallattendeesonbehalfofthecityofMinot,andPresidentRoteliukwelcomedallonbehalfoftheNDWPCC,NDCAPWA,NDWEAandNDAWWA.PresidentRoteliukgaveabriefupdateoninfrastructureimprovementsinMinotandopenedtheNDCAPWAbusinessmeetingbypresenting2009APWAProjectoftheYearawardstoCassRuralWaterUsersDistrictandSouthCentralRegionalWaterDistrict.

At1:00p.m.,theannualgolftournamentteedoffatSourisValleyGolfCoursewithRickHairandJasonSorensonhandlinglocalarrangements.

Old Business1.WebsiteDevelopment:GregWavrahasreceivedandreviewedthewebsiteformatandcodesthatweredevelopedbyPennsylvaniaWARN.SouthDakotaWARNhasusedthecodesandformatfortheirwebsiteaswell.Greghaspreviouslycheckedintothecostofahostsiteandhasfoundthatitisabout$20.00amonth.GregplanstoasktheAmericanWaterWorksAssociation(AWWA)Board of Trustees for the first year’s support of this project.Oncethesiteisupandrunning,advertisingspacetovendorsandsupplierscouldbeusedtofundfuturecostsassociatedwiththesite.SkipRappsuggestedthatweaskallNorthDakotaWaterandPollutionControlConference(NDWPCC) groups to consider first year support as well, sinceNDWARNisawatersectorprogram.ItwasagreedthatrequestswouldbemadeattheOctoberNDWPCC.ItwasnotedthatSouthCentralRegionalWaterDistricthasalreadysetaside$1,200forthedevelopmentoftheNDWARNprogram.JoeLaFavesuggestedSteveEllefson,

aSouthCentralRegionalWaterDistrictboardmember,assomeonetoconsultwithaboutthedevelopmentofthewebsite.EricVolknotedthatwebsitemaintenanceis relatively simple and could be done out of their office oncethesiteisoperational.HazelSlettenbroughtuptheNorthDakotaAWWAPublicRelationscommitteeasanothersourceofassistance.TherewasconsensusthatweshouldhaveabriefdiscussionregardingthewebsiteattheNDWPCCinMinotOctober20-22.

2.ResourceTypingbyAgreementHolders:HazelSlettenreviewedtheAWWAResourceTypingGuideandsuggestedamethodonhowNDWARNmaywanttoproceed.Hazelsuggestedthateachsignedmemberstartmakinglistsofpersonnelandassetsthattheyhaveavailable.Memberswillthenbringtheirliststothenextquarterlymeeting.Atthatmeetingmemberswillsitdownfacetofaceandstarttostandardizenomenclatureaswellasdiscusshowtheseassetscouldbedevelopedintoresponseteamswithinaparticularregion.Listsshouldinclude qualifications and details of the equipment (photos couldbeused).MoreinformationcanbefoundintheAWWAResourceTypingGuidethatwassentalongwithaNDWARNOperationsPlantoeachsignedmember.Attendees agreed that this would be a good first step with regardtoresourcetyping.

3.NIMS/ICSEmployeeTraining:GregWavranotedthattherewasNationalIncidentManagementSystem/IncidentCommandSystem(NIMS/ICS)trainingscheduledforSeptember22,2009inBismarck.About20peoplehaveregistered for this class that will be specific to the water sector.GregnotedthatwhenthistrainingwasheldinOctober2008,24peoplealsoparticipatedinthetraining.DiscussionfollowedthatseveralparticipatingutilitiesalreadyhavepersonneltrainedinNIMS/ICS100and700 courses; however, they were not specific to the water sector.TrainingforNIMS/ICS100and700coursesalsoareavailableon-line.IfNIMS/ICStrainingisofferedinthefuture,itcouldbeatahigherlevelofaccreditation.

4.AccessingWARNDuringEmergencies:EricVolkupdatedthegrouponaccessingNDWARNandgaveasummaryofthetraining“AreYouPreparedforaWaterorWastewaterEmergency?”heldinEnderlin,GrandForks,DickinsonandMinotduringJuly.Therewere67attendeesrepresenting31systems,andninecountyemergencymanagers.Contentincludeddiscussiononemergencyresponseplans,NDWARNandlessonslearnedfrompastdisasters.SkipRapp,AlanWalter,RickGillundandHazelSlettenassistedwiththetraining.DiscussiononNDWARNmembershipshowsthatwehave18signed

5.UtilityDevelopmentofEmergencyPlans:SkipRappwillbepresentinghis“NeedforEmergencyResponsePlanning”attheNDWPCC.HewilladdressthecityofDickinson’srecoveryfromicestormsin2006andfromfloods and the tornado in 2009. Greg Wavra noted that thisisatopicthatwillcontinuetobeaddressedduringtheNorthDakotaDepartmentofHealth’sOperatorTrainingand Certification programs.

6.DevelopmentofEmergencyMobileOperationsVehicle:JoeLaFaveupdatedthegrouponthedevelopmentofanemergencyresponsevehicleandtrailer.Therequestforfundingforthemobileunithadbeenturneddown,butJoewillbecontinuingtoworkondetailsforfuturedevelopment.Someoftheissuesthatneedresolutioninclude:(1)partyresponsibleforthetrailer,(2)trainingneeds,and(3)equipmenttobeincludedinthetrailer.Atthispoint,otheravenuesoffundingmustbefound.Thegroupwillcontinuetoworkontheabovementioneddetailssothatifandwhenfundingcanbeobtainedforthisprojectwewillbeready.

New Business1.EPASecurity/EmergencyPreparednessGrant:GregWavraupdatedthegrouponarequestforgrantmoneyfromtheEnvironmentalProtectionAgency(EPA)thatwasappliedforbytheNorthDakotaDepartmentofHealthforusebytheNDWARNprogram.Themoneywasrequestedforuseonanemergencyresponsetrailer.Therequestwasturneddownbecausethegrant’soriginalintentwasfortrainingandeducationonsecurityandemergencypreparednessissues.EPAstated,“Althoughamobileunitwouldbeinsupportofwatersectorsecurityefforts,theprimarypurposeoftheequipmentwouldnotfulfill requirements under the water security guidance and statutoryauthority.”Inotherwords,EPAbelievedthattrainingandeducationwouldbeaminoruseofthefunds.

2.PublicHealthEmergencyPreparednessCooperativeAgreement(PHEPCA):GregWavrainformedthegroupthatarequestwassenttotheNorthDakotaDepartmentofHealth’sDivisionofEmergencyPreparednessonMay1,2009,inquiringiftherecouldbefundsavailablethroughitsprogramforthedevelopmentofanemergencyresponsevehicle.TherequestalsoaskedforfeedbackregardingwhethertheNDWARNProgramwouldcomplementotheractivitieswithinthePHEPCAprogram,qualifyforfunding,andifanapplicationforfundingshouldbepursued.Todate,noresponsetothisrequesthasbeenreceived.Futurefollow-upwillbeneeded.

3.North Dakota Nonprofit Corporation Articles of Incorporation: Greg Wavra discussed the need to file for North Dakota Nonprofit Corporation Articles of Incorporation with the Secretary of State’s Office. Consumernoticeofleadtapwatermonitoringresultswasaddedtotheleadandcopperrulebytheshort-termrevisionstotherulepublishedin2007.Whilethisisafairlysimpleprocess,ithascausedsomesystemstoreceiveviolationsrecently.

Whensystemsreceivetheirleadandcopperresults,therewillnowbetwoadditionalsheetsofpaperincludedinthepacket.Oneistherequiredlanguagethatmustbegiventothepeoplewhotookthesamples,andtheotherisa“ProofofConsumerNotice”form.

Systemsmustnotifythepeoplewhotooksamplesofleadresultswithin30daysofwhenthesystemreceivesthemandcertifytotheNorthDakotaDepartmentofHealththatthiswasdone.

Making a Difference:Water for People Fund-raising Summary

Fund-raisingeffortsoftheWaterforPeopleCommitteeisanannualactivityattheNorthDakotaWaterandPollutionControlConference.Throughsponsorshipofthegolfouting, raffle tickets and the sale of mulligans, funds are raisedtoassistunderdevelopednationsinprovidingcleanwater,waterqualityeducationandtraining,andpropersanitationforitscitizens.

North Dakota Chapter APWA Announces 2009 Project of the Year Winners

ProjectoftheYearawardswerepresentedatthe2009NorthDakotaWaterandPollutionControlConferenceinMinotbytheNorthDakotaChapteroftheAmericanPublicWorksAssociation(APWA).Theawardsarepresentedintwocategories:largecommunity(servingpopulationsgreaterthan5000)andsmallcommunity(servingpopulationslessthan5000).Eligiblepublicworks projects are defined as the physical structures and facilitiesthataredeveloped,ownedandmaintainedbypublicagenciestoprovidewater,power,wastedisposal,transportationandsimilarpublicservices.Projectselectioncriteriaincludedconstructiontechniques,safetyissues,communityrelations,environmentalprotection,unique accomplishments, public benefit and other similar criteria.

Large Community Winner-SouthCentralRegionalWaterDistrict’sNorthBurleighWaterTreatmentFacility;Engineer:Bartlett&West,Inc.

TheSouthCentralRegionalWaterDistrict’sNorthBurleighWaterTreatmentFacilityincorporatesanglewellsundertheeastbankoftheMissouriRiver;ozonefor oxidation of iron and manganese; microfiltration (MF) membranesforremovalofpathogensandtheoxidizediron and manganese; nanofiltration (NF) for softening; and ozonefordisinfection.Thisuniquecombinationrepresentsseveral firsts for regional water systems in the region.

The angle wells take advantage of river bank filtration toremovesuspendedsolidsandharmfulwaterbornepathogens.Fromtheanglewells,waterisfedintotheoxidationbasinwhereozonegasisinjected.TheozoneoxidizestheironandmanganeseformingparticleswhicharethenremovedbytheMFmembranes.WaterpassingthroughtheMFmembranesentersasupplytankforthe

Small Community Winner-CassRuralWaterUsersDistrict – Effluent ReUse Facility; Engineer: Moore Engineering,Inc.

InJuly2007,athree-partyMOUagreementwasexecutedfordeveloping,operatingandmaintainingasupplyofwaterforusebyanewethanolplant.Thenewethanolplant,located26mileswestofthecityofFargo,N.D.,requiredacleansourceofreadilyavailablewater.Withtheruralwatersystemunabletoprovidethequantityrequiredandcostofthecity’sdrinkingwaterbeingprohibitive,theproject involved the construction of the Effluent ReUse Facility utilizing secondary effluent to meet specified qualityandquantityrequirements.

The city of Fargo operates a trickling filter Wastewater TreatmentPlant(WWTP)withasustainedsecondaryeffluent discharge of 11 million gallons per day (mgd). A portion of this discharge is diverted to the Effluent ReUseFacilitywhereitistreatedtomeetthequantityrequirements,estimatedtobe1.4mgd.

FromdesignstartinginJulyof2007throughtheendofconstruction,MooreEngineering,Inc.metallexpectationsandsuccessfullymettheowners“fasttrack”forthe

Lastspring“MotherNature”issuedawarningaboutthepossibility of a virulent pandemic, with the H1N1 flu spreadingrapidlyacrosstheglobe.Fortunately,inNorthDakota the flu in 2009 was relatively mild. However, it maynotbesomildduringthenextwave.Apandemicisadiseaseoutbreakthatoccurswhenanewvirusemergesforwhichthereislittleornoimmunityandwillinevitablybespreadgloballyinwaves.Expertsestimatethatabout40percentofworkerswillbeabsentduringavirulentpandemicbecausetheyaresick,caringforsickfamilymembersorareafraidofexposure.

You’veplannedforemergenciessuchassevereweatherevents,malevolentactsandaccidentalsystembreakdownsatyourplant,butdoespandemicabsenteeismlooklikeanythingyouhavealreadyplannedfor?Probablynot.

Foronething,ifyou’resufferingfrom40percentabsenteeism,it’slikelyeveryoneelseistoo,sohelpfrommutualaidagreementsandWARNsandotheroutsidepartieswillbehardorimpossibletoget.Utilitieswillneedtorelyontheirowninternalresources.If40percentofyourworkforceisunavailableonagivenday,andyou’reonyourown,doyouknowhowyouwilloperatethewaterorwastewatertreatmentplantorperformneededmaintenancetocontinueservicestoyourcommunity?

Forpandemicplanning,organizationshavetokeepinmindthatthe40percentabsenteeismwillberandom.Thatmeansautilitycouldendupwithalladministrativestaffatworkandallengineersabsent.Thereisaquickandsimplewaytoseewhatrandom40percentabsenteeismcouldlooklikeatyourfacility.Writethenamesofallofyouremployeesonslipsofpaperandplacetheminahat.Don’texcludeanyone.Pullout40percentofthosenames.Thosearetheemployeeswhowillbeabsentfromwork.Pulltheremainingnamesoutofthehat.Thosearetheemployeeslefttooperateandmaintaintheplant.Thinkabouthowyouwilloperatetheplantwiththoseremainingemployees.Performtheexerciseagainandthinkabouthowyouwillruntheplantwiththatdifferentsetofemployees.Performthisexerciseagain.Andagain.Therandomnessofpickingnamesoutofthehatinthisexerciserepresentstheabsencesyoumightface.

Seeingwhatarandom40percentabsenteeismlookslikecanhelpshapeautility’spandemicplanning.Essentialfunctions,servicesandprocessesneedtobeidentified. If needed, employees should be cross trained tomaintainthosefunctions,servicesandprocessessothattheremaining60percentofemployeeswhoareondutywillbeabletomaintainbasicoperations.Itmaybe

advisabletopostplacardsoncriticalequipmentorbeforeessentialprocesses,withstandardoperatingproceduresordirectionsinsimplelanguageforthenon-experttofollowtokeepcriticalequipmentandprocessoperating.Otherplanningactionsincludeassessingsupplychainsandcoordinatingwithvendors,developingacommunicationsplanandworkingwithcommunitypandemicplanners.Allofthesepandemicplanningactionsshouldthenbeintegratedintoexistingbusinesscontinuityandemergencyresponseplans.

Theminutesforlastyear’smeetingwerepublishedintheOfficial Bulletin.PresidentDoddsaskediftherewereanyobjectionstodispensingwiththereadingoftheminutes.Therewerenoobjections,andMarkBlonigenmadeamotiontodispensewiththereadingoftheminutes.MirandaKlevenseconded,andthemotionpassed.SethLynnemovedthattheminutesbeapprovedaspublished.MirandaKlevensecondedthemotion.Therewasnofurtherdiscussion,andthemotionpassed.
