Ms. Archana is the Joint Secretary International Cooperation and Hydropower at the Agrawal
Ministry of Power, Government of India. Since 2016 she is in-charge of all hydro matters including
CPSUs, namely, National Hydroelectric Power Corporation (NHPC), Satluj Jal Vidyut Nigam Limited
(SJVNL), North Eastern Electric Power Corporation Limited (NEEPCO), Tehri Hydro Development
Corporation (THDC), Environment Management for Hydro Projects; and Bhakra Beas Management
Board (BBMB). She is also in-charge of International Cooperation portfolio of the Ministry of Power
and deals with various bilateral and multilateral cooperation projects.
Ms. Agrawal is a 1990 batch, Indian Administrative Officer of Uttar Pradesh cadre. She holds a Post
Graduate degree in Political Science, Master degree in Business Administration with specialization
in Financial Management and Bachelor degree in Arts in History, Public Administration and Political
Science. During her 26 years long career as an IAS officer, she has held senior positions in a
number of reputed national and international institutions.
Amongst her innumerable responsibilities as Joint Secretary, International Cooperation, Ms
Agrawal is the convener of the Indo-German Energy Forum (IGEF). “I believe that India with its
growing demand for electricity throws many challenges to ensure safe, secure and affordable clean
electricity to all its citizens. But, there is no doubt that India is moving fast towards providing an
accelerated supply of clean and renewable energy. IGEF as a bilateral platform plays a catalytic role
in the exchange of technical know-how, best practices and innovations for the implementation of
an Energy Transition in both our countries. I am looking forward to further strengthen our Indo-
German energy cooperation.”

IGEF partners the 7th India Energy Congress
1 to 2 February 2018
The 7th India Energy Congress organized by the
World Energy Council's Indian member
committee, convened key players within the
Indian and global energy sector, under the theme
“Energy 4.0- Energy Transition towards 2030”.
Indo-German Energy Forum (IGEF-SO) became the
exclusive congress partner where more than 400
experts discussed the “fourth energy revolution”
and outlined a map for 2030, in light of increasing
digital disruptions.
Mr. Christoph Frei, Secretary General, World
Energy Council commented that“Renewable
integration will be a critical focus going forward.
As coal prices go up, renewable prices go down,
there will be a shifting appetite towards
renewables. ”This year the congress was much
more ambitious on renewables than 3 years ago
with Indian ministers predicting that India will
exceed its target of 175GW renewable capacity
and reach around 200 GW by 2022. Mr Piyush
Goyal, Minister of Coal & Railways said that “With
technological advancements in solar power and
large turbines in wind energy, the country should
strive for 50 per cent generation capacity from
renewable sources by 2030.”

German Energiewende Exhibition at IIT Delhi Annual
Technical Festival Tryst 2018

The Indo-German Energy Forum (IGEF-SO) in
collaboration with the Indian Institute of
Technology (IIT Delhi) inaugurated the
exhibition on Energy Transition in Germany on
23 February. The exhibition remained at IIT
Delhi from 23to 26 February 2018 during their
Annual Technical Festival Tryst 2018. The
exhibition was visited by students, faculty
members, researchers from IIT Delhi as well as
many other institutions of Delhi.
The Inauguration ceremony took place in the

Energy Programme, GIZ India. The session was
moderated by Mr. Tobias Winter, Indo-German
Energy Forum.
Mr. Köster in his address elaborated on the
long-standing Indo-German Energy
Cooperation and mentioned that “India is one
of Germany´s global development partners´
for international development cooperation.
More than two decades ago both our
Governments decided to cooperate even
stronger in the field of energy and then to
jointly fight against climate change and to
create more green jobs in India.” Dr. Kumar
spoke about the solar energy market
development in India whereas Dr. Damm gave
an introduction to the German Energy
Transition. Learnings from “Energiewende” -
Energy Transition in Germany and Implications
for India were clearly highlighted in their
addresses.
The inauguration ceremony was attended by
nearly 120 students, faculty members and
representatives from government, public and
private energy sectors. The inauguration was
followed by a guided tour of the German
Energy Transition exhibition and a fruitful
exchange between the participants.

RE Evacuation Study Tour by CBIP and IGEF-SO
8 to 10 March, Madurai
A Following the success of the first study
tour cum capacity building programme on
RE Evacuation held in May 2017, the Indo-
German Energy Forum (IGEF-SO) and the
Central Board of Irrigation and Power
(CBIP) organized the second study tour
from 8 to 10 March 2018 for Indian
stakeholders and professionals from the
Power Sector in South Asian Region. 60
officials from state transmission utilities,
state and regional load dispatch centres,
state electricity generating companies and
electricity regulatory authorities from 10
states: SPDC Telangana, HPGCL, KPTCL,
APTRANSCO, MPTCL, GRIDCO, UPPTCL,
GETCO, MSEDCL, HPPCL, MERC,
Mahagenco together with private players
like Tata Power, academic institutions like
PEC Chandigarh and leading Central
Power Sector Agencies like POWERGRID,
POSOCO, CERC, IREDA participated in the
tour. The tour included representatives
from neighbouring countries namely
Bangladesh, Bhutan, and Nepal in
addition to representatives from German
Development Bank (KfW) and Government
power sector agencies. The objectives of
the three-day study tour were to provide
the STUs and other stakeholders an
opportunity to share their experiences
and success stories and discuss the
challenges faced by grid operators at the
working level.

During inaugural workshop on 8 March in
Madurai, Mr. Anil Kumar Bellary, Co-
Director, IGEF-SO welcomed the speakers
and delegates from different parts of the
country and from Bangladesh, Bhutan and
Nepal. Mr. Bellary introduced the two
special guests of honour: Mr. N.S. Sodha,
Former Executive Director- POWERGRID
who was with the delegation throughout
the Study Tour and Mr. V. Suresh, General
Manager POSOCO along with the other
speakers. The speakers in their
presentations covered a wide range of
topics on RE growth in the country and its
implications to grid security and stability.
Since the inaugural event coincided with
the International Women's Day, as a
special gesture, all women delegates were
greeted with a bouquet of flowers. The
study tour also focused on showcasing
best practices in the field of renewable
energy in India. Visits to Adani solar plant
and Suzlon wind farm in Tamil Nadu were
planned with live demonstration of SCADA
systems and power flows at STUs. A vote
of thanks was proposed by Mr. I B
Srivastava from CBIP.

German Energy Transition Exhibition at TERI School of
Advanced Studies
19 March, New Delhi
The Indo-German Energy Forum (IGEF-SO) in
collaboration with the TERI School of Advanced
Studies (TERI SAS) inaugurated the exhibition
on Energy Transition in Germany on 19 March
2018, at TERI SAS campus, Vasant Kunj. The
exhibition explained the German Energy
Transition, highlighting the importance of
energy efficiency and renewable energy for the
future, and way forward for India to achieve
“Energy for All”.

India were clearly highlighted in their

Dr. Garbade said “Energy Transition in
Germany also known as the "Energiewende", is
the transition to a low-carbon, nuclear-free
economy. By now, already more than 38% of
Germany's electricity comes from renewable
energy sources. Around 50% of all solar panels
installed in Germany are mounted on roofs,
mainly of private houses. This exhibition comes
to India with the aim of knowledge sharing for
India's ambitious renewable energy targets.“
In her address Dr Leena Srivastava, Vice
Chancellor TERI SAS said, “The TERI School of
Advanced Studies is proud to be hosting the
German Energy Transition Exhibition on its
campus. The Energiewende (or Energy
Transformation) Project of Germany served to
inspire the global community with its can-do
approach, its multi-stakeholder partnerships
and innovative models and instruments for
market creation.
India needs a similar approach and, with a
more favourable resource endowment, can
better Germany's achievements over a shorter
period of time.“

German Energy Transition Exhibition unveiled at the
New Delhi World Book Fair 2018
International Events Corner in the EU Pavilion
on 9 January in the presence of Dr. Caroline-
Silva Garbade, Head of the Economic Affairs
Division, Embassy of the Federal Republic of
Germany in India, Ms. Prashasti Rastogi,
Director, German Book Office in New Delhi, Ms.
Rita Chowdhury, Director, National Book Trust
and Mr. Tobias Winter, Director, Indo-German
Energy Forum (IGEF-SO). In her opening
remarks, Dr. Garbade underlined the Energy
Transition in Germany and the stress on the
use of renewable energy in the next three
decades as a way to handle the problem of
greenhouse emissions and environment
protection.
Highlighting the role of literature and writers in
environment protection, Dr. Rita Chowdhury, in
her address said, “Writers cutting across
political boundaries, colours and race must
come to the forefront to tell people the need to
save energy and all the goodness of mother
earth. They are the seers, they can foresee,
they can be the catalyst for a better tomorrow.”
The New Delhi World Book Fair hosted the
exhibition on “German Energiewende” –
German Energy Transition from 9 to 14 January
2018 at Pragati Maidan. The exhibition with
illustrative panels, video films and a touch
screen for quiz questions revealed startling
facts like all new buildings in Europe would
have to be nearly zero-energy buildings from
2021 and by 2022 Germany will switch off all
Nuclear Power Plants for good. Explained in a
very lucid language the exhibition offered a
visual treat even for the uninitiated.

Mr. Tobias Winter began with an interactive
session with the audience comprising some
senior officials from India's energy sector.
Briefing audience about the imminent energy
transformation, he said that in the next 20
years all the vehicles would go electric, which
would bring about some fundamental lifestyle
changes and help alleviate the energy crisis.
The inauguration was followed by ribbon-
cutting and guided-tour of the exhibition
highlighting Energy Transition in Germany. The
programme was attended by nearly 50 energy
enthusiasts from Indian and international
energy institutions.

Having travelled to various countries like the
USA, Australia and so on, the exhibition will
remain in India from December to April 2018.
The exhibition was displayed at the German
House in December and at the World Book Fair
followed by Manav Rachna International
Institute of Research and Studies, Faridabad in
January where it was visited by thousands of
visitors keen to gain insight into energy
transition.

Research and Studies (MRIIRS), Faridabad
hosted the German Energy Transition
exhibition from 22 January to 3 February 2018.
Indo-German Energy Forum (IGEF-SO)
organized the Inauguration ceremony &
Ribbon cutting of the Exhibition was held on 22
January in the presence of Mr. Tobias Winter,
Director, Mr. Anil Kumar Bellary, Co-director
and Mr. Michael Reck from Indo-German
Energy Forum (IGEF-SO) and Dr. N.C. Wadhwa,
Vice-Chancellor and Dr. Krishan Kant, Executive
Director, MRIIRS. The inauguration was
attended by nearly 350 students from the
institution and was followed by a guided tour
of the exhibition.
The German Federal Foreign Office has put
together the exhibition “Germany's
Energiewende”- German Energy Transition,
which is being presented for the first time in
India. This travelling exhibition explains the
German Energy Transition, highlighting the
importance of energy efficiency and renewable
energy for the future. IndoGerman Energy
Forum (IGEF-SO) has been charged with the
responsibility of taking this exhibition around
different institutions and events to reach
interested audience and educate people about
energy transition.

Germany's Energiewende or Energy Transition
is a project for sustainable, affordable and
secure supply of energy in the country in the
future. The project thus directly addresses the
challenges of climate change in the world. The
exhibition at MRIIRS was visited by young
energy enthusiasts, research scholars, students
and faculty from reputed institutes in the
vicinity.

special context to Germany and India“ on 26
February. The workshop was conducted as part
of the programme of IIT's Annual Technical
Festival Tryst which was held from 23 to 26
February 2018. German and Indian speakers
from private and public sectors together with
IIT Delhi faculty talked about sustainable
energy development, energy conservation and
efficiency enhancement, RE policies in India,
Financial investments, technical and innovative
solutions for the Indian market and so on.

Indo-German Energy Forum (IGEF-SO) became
supporting partner of the 4th edition of Smart
Grid Week (ISGW) held from 5 to 9 March 2018
which was attended by more than 2.000
delegates and visitors. India Smart Grid Week
is considered as one of the top five
international event on Smart Grids. 245
experts from 38 countries from power sector
discussed about the advanced solutions for
grid modernization, e-mobility and renewable
energy integration at the event.
The conference and exhibition were
inaugurated by Mr. A K Bhalla, Secretary,
Ministry of Power and Co-Chair of the Indo-
German Energy Forum; together with Dr. Ajay
Mathur, Director General, TERI; His Excellency
Mr. Upendra Tripathy, Interim Director General
of International Solar Alliance; Mr. Praveer
Sinha, CEO & MD, Tata Power Delhi Distribution
Ltd; His Excellency Mr. Klas Molin, Ambassador
of Sweden to India; Dr. Reji Kumar Pillai
President of ISGF and Chairman of Global
Smart Grid Federation among other high-
profile guests from the global power sector.
Experts from 38 countries from power sector
discussed about the advanced solutions for
grid modernization, e-mobility and renewable
energy integration at the event.
The event included different technical sessions,
technical paper presentations and an
exhibition which was a showcase of latest
Smart Grid technologies. Mr. Anuj Sharma,
Indo-German Energy Programme, participated
in the sessions on “Digitalization of Utilities,
Grid Modernization, Smart
Metering”withpresentations on the present
status of “Smart Grid Pilot Projects”. GIZ India
representatives interacted with officers of
companies like Tata power-DDL who shared
their experience about reduction of the
technical and commercial (AT&C) losses of
electricity in Delhi from 53.1% to 8.59% in 16
years.
IGEF is proud to be the supporting partner of
the think-tank who closely works with
government institutions such as CEA, CPRI,
CERC, NSGM and NCIIPC; ministries such as
MNRE, DoT, MoUD, MoHI etc. and other
stakeholders like state governments, electric

Fluence announces India operations during
Energy Storage India 2018
10 to 12 January, New Delhi
Indo-German Energy Forum (IGEF-SO)
welcomes the new electrical storage company
Fluence to India. Fluence is a 50-50 joint
venture of Siemens and AES Company and has
just started its operations in India with a
globally established client base in over 160
countries. Both the companies merged their
energy storage departments in order to cater
to the world's largest storage projects. As per
Bloomberg New Energy Finance, the market for
energy storage is to reach US$ 100 billion by
2030. Fluence was presented at the 5th
International Conference & Exhibition, Energy
Storage India held from 10 to 12 January 2018
in New Delhi. Jointly organized by Messe
Düsseldorf India, Customized Energy Solutions
and powered by India Energy Storage Alliance
(IESA), ESI 2018 was supported by Indo-
German Energy Forum (IGEF-SO).
Echoing the theme of “Implementing the
Energy Storage Mission”, Energy Storage India
concluded following three absorbing days of
collaborations, networking and of sharing best
practices. Held from April 10th to 12th January
2018 at India Habitat Centre, Energy Storage
India attracted more than 1000+ industry
experts, 100+ speakers, 50+ exhibitors and
partners participating from over 25 countries.
ESI 2018 once again gave a solid push to the
growth of Energy Storage sector!

be held from 22 to 23 January 2019 at The

German President Frank-Walter Steinmeier sees India as
a partner for development of Clean Energy Technologies
German President Frank-Walter Steinmeier has
held talks with the Indian Prime Minister
Narendra Modi during his India visit from 22 to
25 March 2018. Their talks underlined how
Germany and India could work together in
developing new clean energy technologies.
"Our bilateral cooperation must look at how we
can contribute to global issues, for example
when it comes to protecting the environment,"
Steinmeier said. The German president's
remarks were echoed by the Indian Foreign
Ministry, which said in a statement: "India's
current priorities in most areas match with
German expertise, such as renewable energy,
skills development, water and waste
management, cleaning of rivers, railways, etc.
These could be synergized for tangible, result-
oriented outcomes."
India has made its desire to move ever faster
towards renewable energy sources well-known.
Earlier this month, Prime Minister Narendra
Modi and the French President Emmanuel
Macron kick-started the International Solar
Alliance (ISA) during a summit in New Delhi.
3Some 120 nations have signed up to the Indo-
French-led initiative with the shared ambition
of reducing costs of solar energy and future
environmental technologies.
Germany has "heavily invested in India”,
Steinmeier told reporters as he arrived, but
added that "there is still a huge potential and
we should give new dynamics in trade between
Germany and India, developing technology and
communication between Germany and India.
Worth special mention is our trailblazing
cooperation on renewable energies, in
particular in the field of solar technology.
"Following talks with Modi and Indian officials,
Steinmeier called on the German government
back in Berlin to deepen ties with India. He also
signaled that India would serve as a key
partner on the international stage.

Recognising the strategic importance of the
integrated energy plan, a MoU was signed
between Department of Power, Government of
West Bengal and German Development
Cooperation Agency GIZ India under the Indo-
German Energy Programme IGEN-Access. The
MoU was signed on 17 January 2018 during the
fourth edition of the Bengal Global Business
Summit 2018 (BGBS 2018) in Kolkata in the
presence of Chief Minister Smt. Mamata
Banerjee and other state ministers; top
bureaucrats, various top industry leaders as
well as international partners. The objective is
to develop an Energy and Energy action plan
for West Bengal and also to develop an
assistance programme to implement the said
plan in coming years.
A delegation from the German state of North
Rhine-Westphalia headed by Dr Tobias Traupel,
Director General of the Foreign Economic
Affairs Department, Ministry of Energy NRW
actively participated in the BGBS2018 country
session „Germany & West Bengal Partners in
Growth” which was also attended by Mr.
Bernhard Steinrücke, Director General, Indo-
German Chamber of Commerce. Among
others, Germany was partner country of the
summit. Indo-German Energy Forum Support
Office gave the delegation a briefing on the

The “State Designed Agencies (SDA)
Partnership Summit” in Lucknow on 8 to 9
February 2018. The summit was inaugurated in
the presence of Shri. Brajesh Pathak, Minister
of Law & Justice, Additional Energy Resource
and Political Pension, Government of Uttar
Pradesh, Shri. Alok Kumar, Principal Secretary,
Additional Energy Resources, Shri. Abhay
Bakre, Director General, BEE, Shri. Pankaj
Kumar, Secretary, BEE and Dr. Winfried Damm,
Head, Indo-German Energy Programme in GIZ
India.
Speaking on the occasion, Shri. Pathak
highlighted the various government initiatives
in the field of energy efficiency and
emphasized on the need of energy
conservation and use of renewable energies.
He expressed his special thanks to GIZ and Dr.
Winfried Damm for supporting the BEE and
facilitating the provision of German expertise
to Indian Energy Sector. He also appreciated
the efforts of Bureau of Energy Efficiency and
State Designated Agencies for various
initiatives taken for energy conservation and
awareness among the society.
Mr. Alok Kumar, Principal Secretary also
highlighted in his address the areas in which
the Bureau of Energy Efficiency, State
Designated Agencies and the Government are
working in close collaboration for meeting the
energy efficiency targets. Shri. Abhay Bakre, DG
BEE and Shri. Pankaj Kumar promised to
extend every possible support to SDAs for
strengthening the agencies in order to achieve
desired results. He also thanked IGEN EE
Programme for successfully organizing the
event and is looking forward to enhanced
cooperation in the future.
During this 2-day event more than 50
participants, from 29 Indian states, discussed
and developed the future strategies of energy
efficiency. This interactive platform brought
together the state agencies to interact directly
with the officials of Bureau and discuss
opportunities and challenges in their individual
states.

Germany became partner country of the
leadership forum, the World Utility Summit™
(WUS) 2018 organized from 11 to 13 March
2018 in Greater Noida. The WUS 2018 provided
a common ground for electricity, water and gas
Utility personnel to discuss with Industries,
Consultants, Service Providers, Researchers
and Regulators and re-define the “Utility of
Utilities” in the changing business
environment.
Dr. Jasper Wieck, Deputy Chief of Mission
(DCM) and Head, Department for Economic
and Global Affairs, Embassy of Federal
Republic of Germany in India, inaugurated the
Summit and highlighted that “India and
Germany are natural partners when it comes

and underlined the importance of the Indo-
German Energy Forum. The event coincided
with ELECRAMA, the flagship show of the
Indian electrical industry and the largest
congregation of power sector ecosystem,
wherein many German companies showcased

German Development Cooperation Agency GIZ
India and German Development Bank KfW also
organized an additional half-day workshop on
the “Future Distribution Systems in India” on 13
March under the aegis of WUS2018. This
workshop discussed focused deliberations on
the possible transformation of distribution
systems in India with the introduction of
renewable energy and electric vehicles into the
system. It was attended by more than 60
international experts and participants from
Indian DISCOMS. Experts from India and
Germany shared their learnings and discussed
the potential interventions required in the
context of Indian utilities.

Indo-German Expert Exchange on Standards for
Electric Vehicle Charging Infrastructure

27 experts from both Germany and India
discussed standardization approaches during
the expert exchange on Standards for Electric
Vehicle (EV) Charging Infrastructure held in
New Delhi, India on 17 January 2018. Both
Germany and India are experiencing dynamic
developments with respect to electromobility.
The Indian government plans to massively
increase the share of EVs by 2030 while
Germany has outlined their process in the
Standardization Roadmap on Electro Mobility
2020. The expert exchange provided a platform
to discuss topics related to the required
standards for a public charging infrastructure
including the latest technological
developments in 2 and 3 wheelers, the
relevance of Combined Charging System (CCS) -
a free of cost standard for EV charging
infrastructure as well as cyber security
standards. The meeting helped identify the
scope of cooperation between both sides and
their priorities.
The Bureau of Indian Standards (BIS) was
represented by both the chairman of its
Electrotechnology Committee in Mobility, Mr.
Sajid Mubashir and members. Mr. Schnorr,
Director General, Ministry for Economic Affairs,
chaired the session from the German side. He
pointed out the importance of listening to
industry and harmonising standards
accordingly as it will be the private sector,
which is producing the vehicles and who will
have to invest heavily in a pubic charging
infrastructure in the long run. Further insights
from the German side were presented by
representatives from the German Commission
for Electrical, Electronic & Information
Technologies Standards (DKE), the Indo-
German Energy Forum (IGEF) and Charging
Interface Initiative e.V. (CharIN).
The exchange took place within the framework
of the Indo-German Working Group on Quality
Infrastructure chaired by the Indian Ministry
for Consumer Affairs, Food and Public
Distribution and the German Federal Ministry
for Economic Affairs and Energy.

Indian DISCOMs need not fear expansion of
Rooftop Solar PV

Integration of Renewable Energies into the
Indian Electricity System (I-RE) project,
conducted a one-of-its-kind study on the
Analysis of Indian electricity distribution
systems for the integration of high shares of
rooftop PV, financed by the German Federal
Ministry for the Environment, Nature
conservation and Nuclear Safety (BMU) and
supported by Indian Ministry of New and
Renewable Energy (MNRE). This simulation-
based study highlights that the 40 GW target
by 2022 set by the Government of India for grid
connected rooftop PV shall not pose any major
technical challenge with respect to integration
with the electricity distribution network. These
findings were presented at a workshop on the
“Expeditious execution of rooftop solar power
in Eastern and North-Eastern States” organized
by Forum of Regulators for Eastern & North
Eastern States (FORENS) on 22 February 2018.

The session emphasized that microgrids are
complementary to grid-connectedpower and
not an alternative. Dr Sanjay Bajpai
emphasized that the challenge is to make
renewable energy-based micro-grids
affordable. Dr Kolhe presented his
implementation of micro-grids in Norway's
villages under the SEMIAH (Scalable Energy
Management Infrastructure for Aggregation of
Households) project and Dr Das presented his
experiences in a remote village in Odisha
where electricity access also created
employment opportunities. Mr. Gaebler
pointed out the role of small scale rooftop
systems for self-consumption. Mr Reji Pillai
predicted that smart contracts executed
through block chain will become a reality to sell
excess power from micro-gridsbetween
consumers who will become prosumers.

GIZ organizes Capacity Building Workshops in the
Indian Solar Rooftop PV Sector
Under the Indo-German Bilateral Cooperation,
GIZ India is implementing the IGEN Green
Energy Corridors and Energy System
Optimization (GEC/EE) – Rooftp PV project in
partnership with Ministry of New and
Renewable Energy (MNRE), Government of
India. The objective of this project is to focus
on training and capacity building in the Indian
solar rooftop PV sector. Therefore, GIZ has
commissioned Renewables Academy (RENAC)

in Berlin and Steinbeis India for implementing
the TROHI Project to carry out direct trainings
and train-the-trainer seminars for different
target groups contributing to skill development
of the human resource in this sector.
In total 29 trainings are planned to be
conducted till March 2019. The first training for
officials from Solar Energy Corporation of India
(SECI) and State Nodal Agencies (SNA) held
from 20 to 22 March 2018 by expert trainers
from Germany, involved the inspection of
rooftop PV systems. The training aims to help
the officers to take up good quality inspection
and identify quality issues in the systems
before qualifying them for commercial
operation or for receiving subsidy. Other
trainings for Distribution licensees, SNA
officials and trainers from Power Sector Skill
Council (PSSC) and Skill Council for Green Jobs
(SCGJ) are schedules in the upcoming months.

Indo-German Cooperation on Co-Benefits
of Renewable Energy
Understanding the co-benefits of climate
change mitigation – in particular those with
immediate or near-term effects – enables
policymakers to formulate, promote, and
implement ambitious climate policies. By
fostering cross-sectoral cooperation for the
implementation of National Development
Contributions (NDCs) adopted under the Paris
Agreement, the COBENEFITS project bolsters
efforts to close ambition gaps. COBENEFITS,
led by the Institute for Advanced Sustainability
Studies (IASS) in Potsdam, Germany, aims at
strengthening the ability of government
departments and agencies in charge of climate
and energy issues in the target countries –
India, Turkey, South Africa, and Vietnam – to
advise ministerial clients on the co-benefits of
renewable power generation in order to spur
the ambitious and effective implementation of
NDCs. In India, the project works in close

Institute (TERI) and political partners from six
different ministries.
The COBENEFITS project is part of the
International Climate Initiative (IKI). The Federal
Ministry for the Environment, Nature
Conservation and Nuclear Safety (BMU)
supports this initiative on the basis of a
decision adopted by the German Bundestag.
The project leader Dr Sebastian Helgenberger
and his team closely cooperate with
government ministries, agencies, research
institutions, and think tanks as well as political
partners and knowledge partners in India. The
organizational consortium consists of Institute
for Advanced Sustainability Studies e. V. (IASS,
lead), Renewables Academy AG (RENAC), the
Independent Institute for Environmental Issues
(UfU), and International Energy Transition (IET).
Final results are expected to be presented in

Countries in the world who want to be part
of the energy transition growing
Like Germany and India, many countries across
the globe are seeking to fundamentally
overhaul their energy systems, moving away
from fossil fuels such as coal and gas to
renewable energies that are compatible with
the environment and our climate. Depending
on where each country starts from and what its
priorities are, there will be very different ways
to achieve this. But despite the need for
different strategies, it is often possible to take
existing solutions and adapt them to a new
context.
Joined forces to speed up the energy
transition and to bring down its cost
Germany's energy partnership with India is
designed to foster dialogue about the energy
transition, and to allow for both sides to learn
from one another. Items on the agenda include
the expansion of renewable capacity, energy
efficiency, grid and systems integration of
renewables as well as grid expansion. If both
sides can find better solutions for these issues,
this is good news for their economies and for
the global energy transition, which will proceed
more quickly and – thanks to economies of
5scale – at a lower price. Across the globe,
funding rates for renewables are decreasing
where they are determined by way of auction,
as is the case in Germany and other countries.
The lowest rate paid for a solar installation in
Saudi Arabia is currently 2.2 U.S. cents per
kilowatt hour. And Germany is no exception. In
fact, funding rates have been halved compared
to 2015 levels: the lowest rate for solar power
is now 3.86 euro cents per kilowatt hour, the
figure for onshore wind power is 3.8 cents, and
three offshore wind installations are already
able to manage completely without guaranteed
prices – with operators relying entirely on the
future prices paid on the power market.
A time to make friends: The Berlin Energy
Transition Dialogue
The annual Berlin Energy Transition Dialogue
(BETD), which has been hosted by the German
Federal Government on 17 and 18 April 2018 at
the Federal Foreign Office, aimed to add fresh
momentum to the global energy transition. It
was the fourth consecutive gathering of
ministers and other high-ranking policy-
makers, business representatives, scientists
and civil society activists. They were all coming
together to discuss the latest trends,
multilateral agreements and promising
business models: In what ways and how fast
are block chain technology, virtual power
plants and smart business ideas changing the
world's energy markets? Does the future
belong to electric mobility or to synthetic fuels?
How can we meet the targets set out in the
Paris Agreement? And what should be the
energy sector's contribution to this?

Global Energy Transformation – Roadmap to 2050 by IRENA
"To meet climate goals, progress in the power sector needs to accelerate
further, while the decarbonization of transport and heating must pick up

roadmap to 2050 from IRENA features the role of renewables and their
contribution to the global energy transition. It provides new insights with
relevance to political decision-makers from all over the world.

National Electricity Plan 2027 of India
Out of 47,855 MW of the coal-based power plants currently under
construction, only 6,445 MW of additional capacity would be required
between FY17-22, the National Electricity Plan (NEP) published by the
Central Electricity Authority (CEA) has said. The forecast was based on
estimating power demand growth at 6.2% CAGR and capacity addition of
other electricity generating sources such as gas (406 MW), hydro (6,823
MW), nuclear (3,300 MW) and renewable energy (1,17,756 MW). The
capacity requirement forecast also took into account the possible
retirement of 22,716 MW capacity of generation units due to their old age
and inability to adhere to environmental norms. However, the NEP
estimates that these under-construction power plants would be put to
use after FY22, with additional coal-based capacity requirements jumping
up to whopping 46,420 MW for the FY22-27 period.

Energy Solutions – Made in Germany
The promotion of smart and sustainable energy solutions in Germany has
resulted in the establishment of an industry which offers some of the
world's leading technologies. This industry encompasses several
thousand small and medium-sized enterprises specialized in the
development, design and production of renewable energy systems,
energy efficiency solutions, smart grids and storage technologies. Also
new energy technologies like Power-to-Gas and fuel cells are the basis for
cutting-edge energy solutions. The transfer of energy expertise, the pro-
motion of foreign trade and the facilitation of international development

Renewable Energy Prospects for the European Union
For more than two decades, the European Union (EU) has been at the
forefront of global renewable energy deployment. The adoption of long-
term targets and supporting policy measures has resulted in strong
growth in renewable energy deployment across the region, from a 9%
share in gross final energy consumption in 2005 to 16.7% in 2015.The RE
map study by the International Renewable Energy Agency (IRENA),
prepared in co-operation with the European Commission, identifies cost-
effective renewable energy options for all EU Member States, spanning a

Variable Renewable Energy Sources Integration in India by WEC
While economic, environmental and energy security concerns have been
the key influencers for promotion and development of Renewable Energy
sources, these sources are characterized by inherent issues like variability,
intermittency and fast ramping, etc. Various countries have been facing
concerns with respect to these issues with the increasing proportion of
renewable energy sources in the grid. The need to effectively integrate
such large scale Renewable Energy in the Grid has been one of the key
concern for all stakeholders including the policy makers, planners and
regulators. Countries such as the US and Germany have innovated
technical and procedural solutions that enable their grids to
accommodate increasing volumes of RE, even as research continues on
improved grid management and storage technologies. India is on its way
to build from this international experience and develop and apply local
grid integration solutions that are both cost effective and scalable.

Reaching the Last Mile in India by WEC
The participation of all stakeholders is key to achieving any objective. To
address issues and challenges in electricity and clean cooking source
availability, there is a need for think tanks and the workforce to work
hand in hand. Apart from the government, regulatory bodies, utilities, oil
marketing companies (OMCs), self-help groups (SHGs) and NGOs need to
display a participative approach to diagnose, report and manifest quick
changes to planned activities and further implement them with improved
solutions. A one-size-fits all approach may not work for all areas
considering the socioeconomic standard of consumers, financing and
technology options available and the terrain in different parts of the
country. However, close monitoring and reporting mechanisms through
the involvement of all stakeholders will help identify the best deployed
strategies in one area and later expand them to others.

Sustainable Mobility in India by WEC
Tas EVs gain momentum and penetrate the Indian market, the shift could
impact not only the mobility and transportation industry but also the
energy sector. For example, while energy infrastructure companies might
have to rethink their long-term investment focus and explore new
partnerships, oil companies may need to reassess their capacity planning,
accounting for a fall in diesel and petrol demand. Similarly, if solar rooftop
panels become more popular, they could threaten power distribution
companies. With EVs likely to play an important role in the future of
mobility in India, a newer, sustainable transport landscape might emerge.

Green Wicket Workshop
Intersolar Europe with focus on storage and emobility

The 'Green Wicket Project' designed by Deutsche Gesellschaft für
Internationale Zusammenarbeit (GIZ) is an initiative to promote –
“Energy Management and Resource Efficiency” using sports, especially
cricket as the medium in India. Karnataka State Cricket Association
(KSCA) with the support of GIZ India has implemented a 400 kW rooftop
solar photovoltaic power plant at the Chinnaswamy Stadium in
Bengaluru along with other eco-measures which includes rain water
harvesting, waste water recycle, waste water management and solid
waste management. To further scale up this concept to other potential
sports facilities across India, GIZ is organizing “Green Wicket Workshop”
in Bengaluru on 29 and 30 May in cooperation with KSCA. This workshop
aims to motivate the sports fraternity into adopting green measures in
their sports facilities. The participants from various state cricket
associations as well as other sports associations such as hockey, football,
tennis etc are expected to attend.
