APPENDIX 1-7: COMMENTS FROM AND RESPONSES TO INTERESTED AND AFFECTED PARTIES
I&AP ISSUE RAISED RESPONSE
Dr Paul Martin A problem for residents at present is that local brickworks burn sludge from the FWF WWTW, sometimes causing a nuisance odour. Will the biogas process mean that all sludge from FWF will in future be used in this process? If there is any left over sludge, what will happen to it? What solid and other waste products result from the biogas process & how will they be dealt with? Will the biogas process result in odours and of so how will they be controlled? Overall, will the biogas process result in more or less odour releases compared to the present?
The sludge may be used for brickmaking and the nuisance odour associated with this will be addressed as part of the air quality specialist study proposed for the EIA phase of the project. The other option is to dispose the sludge as general waste and the method for this will be included in the Environmental Management Programme to be submitted with the Environmental Impact Report. The Risk Assessment specialist assigned to this project has stated that odours will not be an issue with regards to the biogas plant. It is highly likely that the biogas plant will result in far less odour releases in comparison to the present situation as the proposed technology is far more advanced than the current technology implemented on site.
John HM Carter Thank you for including me in the circulation of this set of documents. I found them most interesting and sincerely hope that your organisation has well experienced input on this process from successful operations that can be pointed to elsewhere. I was Chairman of an Ethanol Extraction Plant adjacent to a stockpile of sugar cane waste we were persuaded to set up a 'biogas' plant. WE were assured that everyone knew their business and the process would be trouble free. Indeed it was for some months until the gas produced was found to have compromised the plant and we had a massive leak into the atmosphere. We were away from significant population concentrations but it became a major problem. Solution then was - close down at massive loss and with on-going other issues after many attempts to 'fix it'. I hope you can confirm a better safety situation for this proposed
A Quantitative Risk Assessment has already been completed by Riscom (Pty) Ltd and is included in Appendix 5 of this report.
