The Coyote Connection Kinsley High School Volume 11 Issue 2 October 5, 2012 Kinsleypublicschools.org Homecoming this year we went up against the Kiowa County Mavericks. We lost by 28-50 but the Coyotes never lost their spirit. At the homecoming dance, everyone had fun dancing and hanging out, and the music was amazing and upbeat. At the dance there weren’t separate groups of people, everyone was a Coyote, having fun together. We have started a new volleyball season. There are only 14 girls on the team; 4 juniors, 4 sophomores, and 6 freshmen. The first game was at Bucklin, against Bucklin, Macksville, Fowler, and Ashland. The varsity team beat Bucklin. Next game was at Bucklin vs. Bucklin, Fowler, and Ashland. Varsity beat Fowler.

Our Kinsley high school boys played the Wilson Dragons in a regular season game. This is their second football game of the season. They recovered from a loss vs. Ness City. At the first quarter we did pretty well; we only let them score one touchdown. The second quarter we didn’t let Wilson score, and at the end it was 48 to 6. We entered the second half really well; they scored 2 times at the end of the third quarter. At the beginning of the fourth quarter Wilson tried to

Third game was at Fowler vs. Satanta, Ashland, and Fowler. We didn’t win any games at Fowler. There was a varsity tournament at Burdett. We placed 6th out of 8 teams, beating Deerfield and Chase. Varsity played a triangular at Central Plains vs. Claflin and LaCrosse. They won against LaCrosse. There was a quad at Larned vs. Larned, Ellinwood, and Hill City but we didn’t win.

come back, which they almost did. The score, with 10 minutes left in the fourth quarter, was 38 to 48. That’s when the boys knew they had to kick it in gear. They finished the game strong; the final score was 70 Kinsley 38 Wilson.

Coach Chambers said, “We need to eliminate little mistakes and put together a complete game and I think we will surprise some teams this year.”

Work Hard, Play Hard! Boom Goes the Dynamite The score was Kiowa County, 38 and Kinsley, 34. The game was close overall. Zach Crockett threw two touchdown passes, and Tyler Espinosa scored three touchdowns.

The Kinsley High School JV team traveled to Coldwater to take on the South Central Timberwolves. The Coyotes came up short 30-20. The score was 6-6 after the first quarter. The Coyotes trailed 14-12 at 2nd quarter. At the end of the 3rd quarter Kinsley was on top 20-14. Costly mistakes in the fourth quarter ended the game 30-20. The Coyotes are 1-1 in the season.

The Kinsley Junior High football game vs. the Victoria Squires was held here, on September 20. We started out well when the Squires got a 15 yard penalty because they started too soon. In the first quarter Humberto made the first two touchdowns of the game. By the end of the first quarter we were leading 12-0. The

second quarter didn’t start out as well when we got a 15 yard penalty for unsportsmanlike conduct. Humberto scored another touchdown and the two point conversion bringing the score up to 20-0 at half time. In the third quarter we got a 5 yard penalty, and then the Squires got a five yard penalty for a false start. The Squires scored a touchdown and made their 2 point conversion bringing the score to 26-8. In the

fourth quarter the Squires scored yet another touchdown and made their 2 point conversion. The Squires got another unsportsmanlike conduct against them. The game ended with our win with a score of 36-28.

The junior high volleyball team is doing well. A lot of girls went out so there is enough for an A, B, and C team. They have played LaCrosse, Macksville, Otis-Bison, and Victoria so far. The A team has beaten Macksville. The B team beat Otis-Bison and Macksville. The C team won against Otis-Bison also.

Always Remember 9-11Eleven years ago, a tragedy happened to our country. Nineteen terrorists went to New York on four planes. Two planes crashed into the World Trade Center; one plane crashed into the Pentagon; the last plane crashed before it got to its destination. Peoples’ lives were lost and changed. Now, on every September 11th, we mourn the deaths of the people who lost their lives that day. At KJSHS, we had a ceremony for those people.

The ceremony started out with Brittney Gleason reading a very interesting speech. Her speech included details about

the 9-11 attacks. After her speech, the pep band played the “National Anthem” while high school cheerleaders Jackie Chavez and Tehren Daubert raised the flag.

We had our moment of silence, and then the Honor Guard did a 21-gun salute in honor of the people who lost their lives that day. After the shots were fired, we went into the auditorium and Staff Sergeant Blake and Sergeant Ruiz showed us a video about people who suffered the tragedies of that day. Finally, they said a touching speech.

We will always remember that mournful day and how it changed our country forever.

We welcome Emalee Zimmerman, our new seventh grader, who has just moved here from Kansas City, Missouri. She moved here to Kinsley, Kansas, because her and her dad decided to.

Cassye Olivarez is a new 8th grader at KJSHS. She came from Dodge City because her mom wanted to. Cassye likes to play basketball, text, and hang out with friends. She says the best thing about school is seeing her friends.

Her old school was a lot bigger than ours. Cassye’s favorite color is red and her favorite food is tacos. Her favorite song is “Rack City” by Tyga. She’s not sure what she wants to be when she grows up.

New student Joey Hays moved from Guymon, Oklahoma, to attend school here at Kinsley Junior Senior High School. He lives with his dad here in Kinsley while attending KJSHS. He enjoys it here at our school for all the free time

Hmmm . . . what does being American mean to YOU? That has been the question Mrs. Dockendorf’s third graders have been contemplating lately. Our class has discussed how America’s heroes truly shined on that tragic day on Sept. 11, 2001. We’ve also been learning about the Constitution, which is a very reliable document the USA has been using for the past 225 years. Proudly, our class is stating the Preamble to the Constitution

every morning after the flag salute. Third graders have come to the conclusion that Americans are pretty lucky people! Here are some snippets of some thoughts from young citizens on what it means to be an American:“To be free. Right now I am free. My mom and dad are free too. On 9-11 people didn’t feel free.” (Taylor)“Freedom. We have the right to vote. We can go to any school we want. We can have any job we want. We can be friends, even if we’re black, white, or brown.” (Zammy)

The voters in Edwards County will again have the opportunity to vote on a slight sales tax increase that would fund Economic Development initiatives in the county. In April of 2011, the question failed to pass by just 15 votes. The question on the November 6, 2012 ballot will read:

SHALL THE BOARD OF COUNTY COMMISSIONERS OF EDWARDS COUNTY, KANSAS, IMPOSE A .375% ADDITIONAL COUNTYWIDE SALES TAX FOR THE PURPOSE OF FINANCING ECONOMIC DEVELOPMENT INITIATIVES, CHANGING THE PRIMARY FUNDING SOURCE FROM PROPERTY TAX TO SALES TAX? SAID SALES TAX TO BECOME EFFECTIVE AS OF THE 1ST DAY OF APRIL, 2013?

Currently, the Edwards County Economic Development Corporation is funded through general fund allocations

from Edwards County in the amount of $40,000 and the City of Kinsley in the amount of $20,000. The additional $9,879.81of the budget is raised by providing grant and loan administration services to organizations and governmental units in the county. If the sales tax question passes, Economic Development will be funded solely by sales taxes and administrative services fees.

The sales tax rate in Kinsley would be raised to 8.675% and 7.675% in the remainder of the county. If the sales tax is increased it will still be comparable to the regional destinations where many Edwards County residents go to shop. Sales tax rates in Dodge City are 8.9%, Garden City 8.45%, Great Bend 8.05%, Larned 8.8%, Salina, 8.2% and Hays 8.55%.

According to the Kansas Department of Revenue website, sales tax is charged on retail sale, rental or lease of

Economic Development Initiative on November Ballottangible personal property; labor services to install, apply, repair, service, alter, or maintain tangible personal property, and admissions to entertainment, amusement, or recreation places in Kansas.

The State of Kansas collects 6.3%, Edwards County collects 1% and the City of Kinsley collects 1% in retailer’s sales taxes. If the question passes, Economic Development would collect .375%. A 3/8th cent raise in sales tax will provide enough to entirely fund Economic Development as well as special projects. Edwards County and the City of Kinsley can then choose to either utilize the allocations they are currently giving to Economic Development on other projects or provide residents with property tax relief.

Sales taxes are paid by anyone who purchases goods or services in the county. This means that the tax burden is spread over all residents rather than just those who own property. In addition, a

portion of the burden is paid by individuals who come from out of the county and make purchases.

A gallon of milk costs approximately $3.89. If the sales tax question passes, 1.5 cents would go toward the Economic Development sales tax. If you purchase $100 in groceries, the amount collected by Economic Development would equal .38 cents. The additional rate on a $1,000 purchase would equal $3.75.

The Economic Development Corporation in Edwards County provides many critical services to the community including promoting our communities for tourism and growth, improving quality of life issues, facilitating planning for the future, assisting non-profit and government agencies in obtaining grant funding, and assisting businesses in start-ups and expansions.

In just 4 years, since the reorganization of the corporation in 2008, they have written and received grant funding in excess of $750,000 for various agencies and governmental units in Edwards County. They were instrumental in the funding and opening of a convenience store and fitness center and helped to retain a 100 year old business in Lewis. They have assisted with the opening of a restaurant in Belpre.

In Kinsley, they facilitated the building and obtained the funding for the Kinsley Walking Trail in South Park. They facilitated and obtained the funding for the Downtown Window Project and were instrumental in the opening of the new variety store. Due to a grant written and administered through the corporation, the residents of Kinsley will save

$500,000 in crucial water system upgrades.

The corporation recently facilitated a county-wide Housing Study and is working with local communities to increase available rental and senior housing in the county. They are working with the county to find funding for a new ambulance, the Wayne Township for Community Building upgrades, the City of Lewis for sewer system upgrades and the City of Kinsley for built infrastructure improvements.

The agency is also the lead on all tourism promotion in the county and has developed a comprehensive website that receives over 1,000 hits per month as well as Hunter’s and Visitor’s guides to aid tourists and visitors in locating lodging and retail venues in the county. The website is also a valuable resource for residents by providing housing, employment, community, recreation, government, business, and event information at no cost.

In addition, the agency has provided training for existing businesses owners, coaching for new businesses and facilitates the County microloan program which has seen one $25,000 loan completely repaid and is currently administrating 4 additional loans to businesses in the county.

Multipurpose Facility and Community Shelteron November Ballot

BALLOT QUESTION:Shall Unified School District No. 347, Edwards County, Kansas (Kinsley-Offerle), issue general obligation bonds in an amount not to exceed $5,900,000, to pay the costs to: (a) construct, furnish and equip additions to the existing Junior/Senior High School building, including a new gymnasium, additional parking areas, and classrooms; (b) construct, furnish and equip renovations to the existing Junior/Senior High School building, including but not limited to HVAC systems, computer infrastructure, plumbing, lighting, restrooms, Americans with Disabilities Act accessibility measures and additional parking areas; (c) construct, furnish and equip renovations to the existing Elementary School building, including but not limited to HVAC systems, computer infrastructure, plumbing, lighting, restrooms, and Americans with Disabilities

Act accessibility measures; (d) make all other necessary improvements appurtenant thereto (collectively the “Project”); and (e) pay costs of issuance on said general obligation bonds in the District and make all other necessary appurtenances thereto; all pursuant to the provisions of K.S.A. 10-101 et seq.; K.S.A. 25-2018(f); K.S.A. 72-6761; and K.S.A. 75-2315 et seq.?

COST OF BOND ISSUE:In 2012-2013, the Bond & Interest Mill Levy of the District was 0 mills. With voter approval of the proposed project, the District’s Bond & Interest Fund mill levy is projected to increase to 13.90 mills. This increase amounts to:$6.66 per month for a $50,000

REASONS DISTRICT IS CONSIDERING PROJECT NOW: The Project will provide many benefits to the students and will serve as a storm shelter. Construction costs are favorable and are near their lowest point in many years. Interest rates for municipal bonds are currently well below the average for the past 20 years and recently set a record low rate for the past 50 years. Under the current school finance formula, the State of Kansas will pay 13% of all principal and interest payments due on the District’s bond issues. This equates to approximately $1,089,747 of the principal and interest payments due on the District’s bond issue that will be paid by the State of Kansas. It is anticipated that the

bonds will be structured with a 20-year repayment schedule at an average interest rate of approximately 3.35%.

Why is the District considering these improvements?The present gymnasium is outdated and has some safety concerns. The existing junior high/high school facilities do not have a place for students to go during inclement weather and this facility will incorporate a safe room for our students as well as the citizens of Kinsley. In addition to these benefits, interest rates are near record lows and construction costs are at their most favorable point in many years. Furthermore, the State of Kansas will pay 13% of all principal and interest payments on the bonds.

What are the benefits associated with the project?This project will help with a safe and orderly environment for inclement weather and a safe HVAC system that will

be reliable. Also, the facilities will replace existing modular classroom spaces that include a preschool, kindergarten, and ITV. The new gymnasium will reduce travel time between facilities for junior high and high school activities and allow students more time after school to complete other tasks instead of waiting to have practice.

REGISTRATION AND ADVANCE VOTING:To vote in the school bond election, you must be registered to vote by October 16, 2012. Forms are available at the County Clerk’s office or can be printed from the Secretary of State’s website, www.kssos.org.

Drafting tables - The Kinsley-Offerle School District has 6 tilting drafting tables that measure 48” x 36”.

The district will be selling these drafting tables for $50.00 each until October 19 @ 4:30 p.m. on a first-come first-served basis. After that date, the price will drop $10.00 each week until they are all gone. If they become free using this model, they will be available for a week and then they will be destroyed. We will not hold them for you and this is cash and carry. If you would like to see one, please call and make an appointment at the central
