Crisis? What crisis?It was hard to believe last week in Cologne during
Popkomm. that this is a critical time for the Germanmusic market. Stands were packed, concerts werejammed, business was definitely happening, politicianspaid their visits (bear in mind, this is election year inGermany)-even Mikhail Gorbatchev was there. Yet, talk-ing to German label executives, the overall picture emerg-ing of the industry was definitely not that rosy.
The problems facing the German music market-downin value and unit terms this year-include a bad economicsituation (with over 4 million unemployed); retailers claim-ing high margins; too many compilation albums available;rising marketing costs, especially on singles (thanks in partto costly videos); increasing advances being paid to artists,and ageing stars who don't deliver as they used to, andwhose sales have not been augmented by a new generationof artists of similar status.
A further problem for the music business is Germanbroadcasting. It's argued that too much power resides inthe hands of music TV channel Viva, which basicallydefines what is going to be a hit in Germany-althoughmany a neighbouring country would like to be "affected" by
a promotional tool with similar power.Radio also seems to be pretty much on the mind of record
labels these days. At a Popkomm panel (see page 8), BMG'sFreddie De Wall's remarks suggested a need for more diver-sity in the German radio market. He said that evenGermany's new breed of public "youth" stations were "notreally playing new kinds of music just types of pop music."
De Wall's comments would surely be echoed by everysingle record company executive in the country. Music radioin Germany is described, depending who you're talking to,as "boring," "unimaginative," or "a Viva copycat."
To be fair, a few broadcasters have attempted to branchoff from the mainstream to follow more challengingroutes. Frankfurt -based public station XXL, awarded theComet prize for Format of the Year at Popkomm., has cer-tainly shown there is space-and an audience-for moreupbeat and contemporary formats than the traditionalMOR, AC and schlager stations which currently dominateGerman airwaves.
Regulators, broadcasters andrecord companies would do well to sitdown at the same table and addresssome of these issues. What is at stakeis the diversity of what consumerswill ultimately listen to, and thecapacity of Germany to nurture anddevelop new talent by giving it thenecessary exposure. At the very least,those are two good reasons to takethis "crisis" seriously.
Dover make landing at Chrysalisby Howell Llewellyn
MADRID- The battle for Dover is over.For months, major labels have been
involved a fight for the signatures ofDover, Spain's most successful indieband ever; now EMI affiliate Chrysalishas emerged as the victor.
However, Chrysalis director JavierLoosen claims the four -piece willremain as independent as when theywere signed to tiny Madrid labelSubterfuge Records, which sold 400,000units of the group's debut album DevilCame To Me-an unheard-of figure foran indie band in Spain.
"We have agreed to set up animprint for Dover called Loli Jackson,named after one of the songs on Devil,"reveals Lozano. "The band wanted to
retain complete artisticand economic indepen-dence-they're adult andmature enough to knowwhat they want."
The band, led by sis-ters Cristina andAmparo Llanos, finallydecided to split withSubterfuge in April inorder to further theirambitions outside Spain. "We[Chrysalis] can offer Dover wider dis-tribution, especially in Europe wheretheir English -language melodic rockcould do well," says Lozano.
He adds that Chrysalis and theband will share their marketingskills, "as Dover are adept at market-ing themselves." The band will decide
when their next album is recordedand released, and the Loli Jacksonimprint will also be open to othergroups in the future.

P4 programming 'below standard'by Kai R. Lofthus
OsLo - Norwegian national commer-cial AC station P4 has come underheavy fire from the country's publicbroadcasting council, Almen-kringkast-ingsradet, in its annual report.
The station's programming policy iscriticised for not devoting enough air-time to more in-depth news and cul-tural features, and for broadcastingprogrammes which demand too littletime and resources to put together.
The council, which continuouslyreviews the performance of .all fournational radio stations in Norway, hasa set of criteria which it comparesagainst standards set by the program-ming on the state-owned NRK stations.
Among the council's specific criti-cisms of P4 are: that coverage of art,culture, religion and philosophy
should be stren-gthened; thatthere should bemore niche pro-gramming forLapps and otherminority cul-tures; and thatP4 does not fulfilthe music for-mat obligationsset out in itslicence. The Ministry of Culture hasresponded to the council's report byasking P4 to "explain its program-ming policy as soon as possible."
At a press conference in Oslo, P4president Svein Larsen countered:"There is only one obligation we don'tfulfil-that's the programming forLapps. I've attended parliament's cul-ture committee frequently over the past
two years, and asked 'them 'is[programming for Lapps] whatyou really want?' We don't want toproduce radio the wayAlmenkringkastingsradet wants.Its priorities belong to the '50s,and modern radio doesn't workthat way any more."
P4 programme director SveinTorgersen believes the council isstill stuck in the time whenNRK was the only radio outlet
in the country. "Four national radiostations with different formats has tobe better, because it increases theoptions for listeners," he says, point-ing out that the station whichreceives the least criticism from thecouncil-cultural outlet NRK P2-has second-quarter Gallup figuresshowing a six percent reach, com-pared to P4's 24 percent reach.

Q: Why is there a need for an awardsshow in addition to the 26 -year -oldSpellemannprisen?A: The media who are my owners [radionetwork P4, TV2, and daily newspaperDagbladetl have a need for editorial con-tent which can contribute to buildingtheir own concepts and events. We alsowant to build the brand name "hit" invarious ways, and make it a point of ref-erence within the music, video and mul-timedia industries. I have no ambitionsto complement Spellemannprisen; I'mnot sure whether there is a need to dothat. The music industry always needsconcepts which can make music visibleand give profile to its product.
Q: There's an impressive line-up-Eros Ramazzotti, NatalieImbruglia, Espen Lind and
Cleopatra-pe forming at thehitawards show, but can it have agreater commercial effect on recordsales than Spellemannprisen?A: I wouldn't say that, because allawards look back over a past year. In away, many of the artists appearing inthis show are more "perishable." But Ibelieve hitawards can help build theprofile of many artists. It can be a verygood way to confirm that an artist isexceptionally popular among recordbuyers. There is no jury system; it'smore starkly commercial than that.Then there's also a point in having ashow with good ratings at a good time ofthe year, where the record industry canpromote new artists or other importantautumn releases.
Q: You're part of a chart orientedcompany; are charts being as rele-vant to buying patterns as they were?A: They're more relevant, but in a differ-ent way. People have more options; to alarger extent, they need some tools tomake better buying decisions.Previously, a chart position equalledextra sales. I don't think that will be thecase in the future. Charts will be moreimportant for consumers, but it will beequally more difficult for the industry tosee the connections, and to use thecharts in a promotional sense. Chartsmust become more manageable for con-sumers: for example, charts compiledaccording to certain criteria set by con -sinners themselves. The charts wouldstill be charts, but more interactive.

U.K. radio's ad sharecontinuing to buildby Mike McGeever
LONDON - Commercial radio's over-all audience growth in the U.K. dur-ing the second quarter of this year(M&M, August 22) was complement-ed by healthyadvertising re-venue for thesame threemonth period.
According tofiguresreleased bytrade bodiesthe Advertising Association and theRadio Advertising Bureau, radiocommanded a 5.2 percent share oftotal display advertising in the U.Kduring April -June, the third consecu-tive quarter in which commercialradio's share of advertising wasabove the five percent benchmark.
Investment in commercial radioairtime for both national and localadvertising grew more quickly dur-ing April -June than in any in otherquarter in the past few years.National advertising spend for thatperiod was £70.4 million ($114.5 mil-lion), an increase of 37.2 percent on
the same quarter in 1997 and thebest second quarter rate of growthsince 1994.
Year on year, local advertisingexpenditure jumped 14.3 percent to£41.4 million, representing the best
second-quarter rateof increase for threeyears, according tothe figures.
The biggestnational advertiserduring the secondquarter of 1998 wasBritish Telecom,
which spend about £2.5 million, anincrease of more than 55 percent onthe same quarter in 1997.Meanwhile, video rental and salesgiant Blockbuster Entertainmentfound renewed faith in the mediumas it invested nearly £1.2 million inradio advertising during the threemonth period-about twice theamount it spent during the compara-ble period last year. Blockbuster,which slashed 1998-99 TV advertis-ing budgets to invest in radio, movedinto the Top 10 commercial radionational advertisers during April -June 1998.

MADRID - Spanish radio listeners area loyal bunch, according to a new sur-
vey by market research organisationAIMC; 77.1 percent of Spanish listen-ers always tune to the same station,18.5 percent divide their time betweenjust two stations, while 3.5 percent gofor three or more. The averageSpaniard listens to 97 minutes of radioa day-about half the amount of timedevoted to watching TV. A quarter lis-ten to the radio at work, where musicformats are more popular, but the 66.1percent who do their radio listening athome prefer news/talk stations. Of thethird of Spaniards who listen to theradio outside the home, 8.6 percent doso in their cars.

No pan-European music trends?Individual music -makers may be break-ing down borders across Europe, but,attendees at Popkomm. '98 were told,the age of the pan-European musicaltrend is a long way off.
Speaking at a Popkomm. panel ses-sion entitled "Top sounds-what willwin through in Europe?," BMGInternational's vice-president, market-ing Europe, Freddie De Wall declared:"If it's a European hit, it's basically popmusic," said De Wall. "I can't see pan-European [music] trends."
Continued the London -based BMGexec: "Pop music hits are not reallytrends. German hip hop, for example,will never make it [outside Germany]because of the language barrier."
MTV's recent abandonment of itspan-European programming in favourof regionalisation, insisted De Wall, was"a step forward, not back. They [MTV]realise a lot is going on in local mar-kets." Asked about the impact ofEuropean political unity on music, DeWall noted: "The more we try to pushpeople together, the more they developtheir own culture."
The panel of which De Wall waspart was united in the view that, interms of producing its own repertoire,the continental European music indus-try was in much healthier shape thana decade ago.
"[Music] business people inGermany are getting more confident,"noted Jens Markus Wegener, managingdirector of German music publishing

Wegener added that he believed themerger of PolyGram and Universalmerger would open up more space forindependent labels to develop, andthat those labels would also benefitfrom technological developments suchas the Internet in finding outlets fortheir material.
Aside from Gordon Charlton, of U.Kindie dance label Reverb Music, whopointed to the work of certain U.S. pro-ducers currently pioneering "big beatsinto R&B," most of the panel were
unable-or unwill-ing-to reveal pre-dictions for specificnew music trends.
Charlton did,however, also pre-dict the growth ofcompilation albumsand a more "dispos-able" attitude towards music. Becauseof the CD players' ability to pre -pro-gramme the tracks you wish to hear,Charlton contended that the format has"led to dull albums."
Public Propaganda's Wegener con-cluded that "brands, not trends" will beimportant in the futurc whether thosebrands are artists or labels-but "[con-sistent] quality will be the most impor-tant thing."

The untapped potential of Germansoundtrack recordings was one of thekey topics discussed at Popkomm.98.
The subject was tackled during dis-cussion sessions/panels under the head-ing Into The Charts With The Titanic,including a keynote speech from RandyGerston, music supervisor for thatmulti -platinum soundtrack. The Ger-
industry is eager to learnfrom the success of the Manic andThainspotting soundtracks.
Despite a recent boom in Germanfilms, successful domestic soundtracksare rare. According to Angelika Ruge,marketing director for soundtracks atBMG Germany, for most German film-makers music is an afterthought. "Whatusually happens is the film is done andsuddenly someone realises they don'thave any music! So they run to us andsay: 'We've got this movie coming out infour weeks-what music do you have togo with it?' The result is a soundtrackthat doesn't fit the movie and, conse-quently, doesn't sell."
A recent exception was the music toroad movie Bandits, featuring songssung by the film's four female leads. The
soundtrack was one of Germany's topalbums of 1997, moving over 350,000units for Druck/Polydor.
German director Tom Tykwer is hop-ing to emulate the Bandits success withhis new film Run Lola Run, which pre-miered at Popkomm. Wish, the first sin-gle from the BMG-distributed sound-track (featuring Lola star FrankaPotente and German rapper Thomas D)is number 12 on this week's officialGerman singles chart.
Stephan Ardnt, producer of RunLola Run, says he hopes the film andmusic industries will realise the bene-fits of working together following thePopkomm. discussions-BMG, forexample, only became involved withLola after Ardnt had produced the fullsoundtrack himself, with help fromMunich -based Daydream Filmmusikand Hamburg's MFM Consulting.
"The Wish single only came togetherwhen Tykwer and I sat down withThomas D, showed him the movie andasked him to do a song for it," revealsArdnt. "It would have been nice if wecould have sat down with people fromBMG or Sony at the start and co-oper-ated. It sure would have saved me somesleepless nights."
Majors' anger at Internet adsby Dominic Prideinternational music editor, Billboard
German major labels have reactedangrily to advertisements placed byBerlin -based Internet company MCYMusic in Popkomm.'s daily newspaperlast week.
The ad in the August 13 edition ofthe newspaper intimated that musicby key German artists could be down-loaded from MCY's Web site. It fea-tured a picture of a consumer saying ofhis downloaded track, "and I didn't getit from you, Mr. Stein," taken to be areference to Thomas Stein, presidentof BMG G/S/A & eastern Europe.
Artists named in the ad includedEMTs Falco, Motor Music rock act DieArzte, and Polydor's Lighthouse Family.
A similar ad the following day featuredthe names of Warner Music CentralEurope president Gerd Gebhardt andPolyGram G/S/A president Wolf D.Gramatke. Gebhardt describes the adsas "shameless," and says they confirmthe industry's worst fears about theInternet as a source of piracy.
The New -York based CEO of MCY,Bernhard Fritsch, claims he "neverauthorised" the controversial ads, and islaunching an investigation into howthey appeared. "I am more thanshocked," Fritsch says. He adds thatthe ads portray "the exact oppoiste" ofwhat the company wishes to do-namely, assist labels in selling theirmusic via the Internet. "If this advertcame out of our [organisation], I willhave to take consequent action."

The second convention, which takes place This year in thesame city on August 24-27, looks set to reinforce the status of theregion and its music as one of the main sources of internationalrepertoire and an area of potential growth for the music industry.
For the second Midem LatinAmerica & Caribbean MusicMarket, its Paris -based organ-isers Reed Midem Organisationhave created a programme of
conferences and concerts designed tohighlight the huge diversity of talenton offer from latin-based artists, and toreflect the challenges the music indus-try faces in the region.
Copyright issues and piracy willdominate the conference sessions. OnMidem's pre -opening day, a sympo-sium on "International intellectualproperty in the new millennium" willpresent an opportunity to debate suchissues as the protection of soundrecordings and the importance ofintellectual property rights in ensur-

"Bautista's constant battle todefend musical creation, to supportSpanish and Latin authors and com-posers, and the primal role that he hasplayed in the music industry, greatlyjustify the tribute that I wish to payhim," asserts Xavier Roy in his presen-tation speech during the Midem LatinAmerica and Carribean convention.
Teddy Bautista isthe executive presidentof the Spanish societyof authors and publish-ers (SGAE). Its 41,000members, includinghundreds of artistsfrom Latin America,make it the fifthlargest society of itskind in the world. JuanLuis Guerra, theDominican Republic'smerengue singer whowas the first "latino" artist to breakinto the Spanish market in 1990, is amember, as are some 500 Cubanartists who have no equivalent organ-isation in their own country.
As part of his deep involvement inauthors' rights, Bautista is also vicepresident of the European Group ofAuthors' and Composers' SocietiesGESAC, president of the EuropeanMusic Office, a member of the execu-tive board of the international confed-eration of authors' and composers'societies CISAC, and a member of thesteering committee of the mechanicalrights international office BIEM.
Latin music on the mapBut that's just part of the story.Bautista's award also reflects his suc-cess in putting quality Spanish andLatin American music, especiallyCuban, on the professional map atsuch events as Midem in Cannes,Popkomm. in Cologne, and the NewMusic Seminar in New York.
Since 1990, none of these marketshas been without its Spanish-andoften Cuban-showcase evenings.The SGAE sponsors dozens of eventsoutside Spain which might otherwisehave logistical problems, despite the
fact that it is by law a non-profit making society.
In addition, three yearsago, Bautista engineeredthe formation of a sisterorganisation, the FundacionAutor (Composers'Foundation) which investsabout 10 million Ecus ($9m)a year in musical activi-ties-and is profit -making.Among other things, theFundacilin Autor co -organ-ises Spain's annual Premios
de la Musica award ceremony.
Renaissance man?Although deeply involved in themechanics of promoting Hispanic
music, Bautista is by no means sim-ply a bureaucrat.
After studying at the musical con-servatory in his home city of LasPalmas in the Canary Islands off westAfrica, he won scholarships in the U.S.to study the application of computerscience to music at U.C.L.A., Bostonand Stanford.
Specialising in contemporary elec-tronic music and audiovisual tech-niques, he also studied electro-acoustics in England, Germany and theU.S. His doctoral thesis, Micro Chips,was published in the magazineScientific World, and he has publishedseveral works on the interactionbetween industry and culture.
Bautista's career began back in the'60s as singer and composer with theCanary Islands band, Los Canarios,whose first record was produced in NewYork. After touring the U.S., LosCanarios toured Europe and won somerenown as a "white soul" group.
Jean Loup Tournier, chairman ofthe French collecting rights societySACEM, adds his own tribute toMidem's Man of the Year: "Mr.Bautista has distinguished himself asa composer, a reformer of the SGAE,and the leader of the reorganisationof authors' rights in South America.His efforts and devotion, as well ashis reputation in these fields, bestowupon him all the merits that this welldeserved tribute implies."
Bautista himself calls the award "oneof my greatest professional satisfactions,as it is indeed the recognition of a life-time of devotion to music, and of manyyears' work for cultural affiliation."
He concludes: "It is also, in my opin-ion, a recognition of the extraordinaryand prestigious place that Spanishauthors hold around the world."

music market is the fastest -growingin the world, and represented 6.8 per-cent ($2.6 billion) of worldwide salesin 1997. However, it is estimated thatpirates control nearly 50 percent ofthe market.
Musical showcasesAs for the music itself, some 26 liveshows are planned duringconvention, featuring over 130 artistsfrom the region and from Europe.
For the first time in Miami Beach,artists from Cuba such as CompaySegundo, Chucho Valdes, CharangaRubalcaba and Orlando Valle will alsobe appearing. Last year, Cubanartists were prevented from playingat the Midem market under a specificregulation which banned Cuban per-formers from Dade County, of whichMiami Beach is part.
Aside from Cuban sounds, Midemwill reverberate to the beats of samba(BMG Brazil's new sensation So PraContrariar); flamenco (Ketama,Enrique Morente); reggae (MosesLivingston, Third World, Papa San,Andrew Combs, Lucky Dube); theCarribean/Latin hybrid which is puntarock (Garifuna Legacy, Titiman Flores,James Lovell), and latin rock(Aterciopelados, El Gran Silencio).
David Byrne's label Luaka Bop,which celebrates its 10th anniversaryin 1999, will have its own showcase,with Venezuelan acts Los AmigosInvisibles and Kid Chango, plusBloque de Busqueda from Columbia.Live music for the opening party willbe provided by artists signed to Miami -based label Caiman Music: rappersPapote y Fresh, merengue house actLa Calle, Peruvian pop singer Karinaand vocalist Juan Manuel.

Young Cubans growing timbaOne of the ironies of the current latin music scene is that theCuban music grabbing headlines around the world is barelyacknowledged in its native land. So, warns Howell Llewellyn, ifyou're planning a trip to the island for Afro-Cuban All Stars orCompay Segundo -style concerts, forget it.
The cutting -edge music ofCuban youth is "timba," alsovariously known as Cubansalsa or "popular danceablemusic," but differing from
other Caribbean or New York salsa inits added percussion -driven aggres-sion and complexity.
In May, an open-air concert in oldHavana drew an audience of morethan 80,000 Cubans to see timba andmodern son and salsa artists-manyof them signed to European labels.
Timba lyrics reflect the problemsand contradictions of contemporaryCuban life, something which excitesoccasional disapproval from Castro'srevolutionary government but is toler-ated mainly because it generatestourism revenue.
The major playersAs timba blurs into salsa, it's not easyto define its parameters, but themusic's prime exponents are probablyLa Charanga Habanera.
The band are signed to UniversalMusic Hispania in Spain, through a
licensing deal with Barcelona indieMagic Music. Back in 1992, the formerbrass band's leader David Calzadodecreed a radical shift of sound andimage for the act. They changed theirdinner jackets for tropical "rapper"outfits, and their act became explosiveto the point where, in July, the Cubangovernment imposed a six month banon live performances and radio airplayfor the band, citing "unseemly lyrics"and "dancing in an indecent manner."
Although the most famous Cubansalsa band internationally is Los VanVan (EMI), led by Juan Formell, theband which really started thechanges which have now crystallisedas timba is NG La Banda (EMI), ledby Jose Luis Cortes, known as ElTosco (which translates as uncouth).Other undisputed timba exponentsinclude Manolito y su Trabuco, signedto Spanish indie ManzanaDiscos/Eurotropical.
By public demand"What we play is different to the salsaof Puerto Rico or New York, not to
mention the salsa that was playedbefore in Cuba," says La Charanga'sDavid Calzado. "[Timba's] success hasbeen demanded by the people, andradio has had to bend to what thestreet wants."
Calzado says he welcomes theinternational success of old son musi-cians such as Compay Segundo, butadds: "What bugs me is the subliminalmessage that what has come since theRevolution is worthless. Compay'sgeneration had a lot of feeling, but thesystem then did not allow them toacquire a musical education. We arenot like them." Calzado concludes: "Itwould be like travelling by horse andcart when you have cars and planes."
Commercial potentialLast year, Eurotropical became thefirst foreign label to open offices inCuba, signing only Cuban artists.
Director Alberto Segura says Cubansalsa and timba is less commercialthan the "sweeter" version in mostother countries. "It is also more com-plex," he adds, "and you must remem-ber that the Cuban musicians havealmost without exception received anexcellent musical training."
Segura believes timba has a promis-ing future outside Cuba: "I have signeddistribution deals in Germany (StellaRecords), France (Disques Concord
Media 7), Japan, Colombia, Peru,Portugal, and with GB Records in NewYork and Reyes Records in Miami."
Jose Amer, head of classical reper-toire at Spain's authors' and publish-ers' society SGAE, comments thatextra percussion has enriched Cubansalsa, and that timba reaches all sociallevels because its lyrics are the onlyform of mass communication whichdeals with daily life on the street.
He concludes that the question ofcrossover appeal "is very politicalbecause of the ban [on Cuban prod-uct] effectively imposed by the U.S."

Despite a surfeit of gui-tar soloing, the extra thump'n'grind grafted on by EliJanney merits recognition beyond the dancefloor. Head -nod meets Hendrix.
SUBMIT TO SUBIMOSUnsurprisingly, Recall 22's Subimos Juntos(Champion/U.K.), with its fizzy, eurobeat-driven shout -along chorus, is currently ripping up the dancefloors of Ibizaand the Mediterranean coast. An irresistibly dumb singa-long melody, a bouncy, aerobic beat and lots of people shout-ing in Spanish make this track an almost certain crossover.Music for clubs and window -cleaners by the Maddladds, theduo responsible for the bootleg mix of Lisa Stansfield'sPeople Hold On.
TRACTOR BEAM ONOn Flex sub -label FX, Dub Tractor's Tractor Pull EP(FX/Denmark) shows that when it comes to well -structuredand credible music that ebbs and flows in a genteel yet force-ful manner, few do it better than Anders Remmer, aka. DubTractor. With so much "ambient" being little more thanhippy wallpaper music, it's refreshing to find gentle but sub-stantial music with a backbone.
DRINKING AT THE SPACEBARBig, in-yer-face bass and a toaster to move things alongmake the A -side of Plexic's Spacebar (Big TimeInternational/Belgium) a prime slice of the better, darkerside of the Belgian underground. Speed garage meets raggawith an industrial/junglist slant to make one of the mostoriginal records of the summer. Not much in the way of con-ventional music here, but this has lots of attitude, a toughgroove and fierce intensity.
DANISH BLUESA jazzy, laidback album of semi -instrumental R&B andfunk by a bunch of Danes? The geographically misleading-ly named Tokyo Combo's debut recording, Uh Yeah (April
Records/Denmark) isminimalist bedroomfunk laced with bassriffs, a gravelly, lowkey voice and sleazy,filtered trumpet.
The album may bean unlikely contenderfor crossover success,but its unhurried soulvibe is perfect fare for
a late summer's afternoon. Domestic sales are moving alongnicely and business is picking up in Germany and the U.K."Reviewers either love it or hate it," says promotion manag-er Torsten Kjaer. "Thankfully, most love it !"
Aside from its excellent track record April Records hasbeen gaining a reputation as a club promoter due tomonthly April soirees in Copenhagen. Thanks to anexchange deal with Oslo club Jazid, these will soon be hap-pening in Norway and Jazid will be coming toCopenhagen. "I expect there'll be more live action soonfrom April's acts," adds Kjaer, "we just hooked -up with[Swedish] concert promoters Motor. The first step is to puttogether an April artists label tour."

Long chart reign for Umbrellosby Sally Stratton
A year after Danish trioLos Umbrellos entered theUS Hot 100 with No TengoDinero, the catchy songwith its Greek melody andSpanish/English lyrics hasbeen enjoying a secondchart tenure in Europe.
On this side of the Atlantic, the record hasenjoyed its biggest success to date in Austria,where it became the fastest -selling single sinceElton John's Candle In The Wind 1997. Publicbroadcaster 03, Austria's biggest and most influ-ential CHR station, started playing the singleback in March.
03 head of music Alfred Rosenauer says hewas sure from day one "that No Tengo was goingto be the summer hit of 1998." Rosenauer wasproven correct when the single went triple gold(75,000 units sold) and topped the Austriancharts for 11 consecutive weeks.
Switzerland, Italy, Spain, the Netherlandsand Germany have also made the song a hit, andit's now being released in the U.K. to capture thehomecoming holidaymakers market.
The band are signed to EMI -Medley's danceimprint Flex and marketed by Virgin Records inthe U.S. and Europe, except for Denmark. "Itseems this type of summer hit takes time todevelop," notes EMI -Medley director of interna-tional Thomas Hoehne, comparing the perfor-mance of No Tengo Dinero with that of similardelayed -action records such as La Macarena.
Copenhagen -based Los Umbrellos hadbecome used to crossing the Atlantic by the timethe single arrived on European radio. Their firstpromotional trip last year helped to make NoTengo Dinero a U.S. hit despite the odds beingstacked against it.
"What happened was the single, without any
form of promotion whatsoev-er, was creating a stir inTexas and Miami," explainsgroup member Al Agami."We got signed to EMI U.S.and two weeks later theyshut down their operationsso we had a single out withno-one pushing it. VirginRecords picked it up and we
went out to salvage what we could. We stayedeight months on the Billboard Hot 100 and ourmanagement over there hooked up a supportslot with the Backstreet Boys so we went back[to the U.S.] in January."
"We were out in the States before wereleased in Denmark," remarks his colleagueGrith Hojfeldt. Third member Stine Kinckjoined the group earlier this year, after thealbum had been recorded but in time to fulfillthe group's heavy promotional schedule on bothsides of the Atlantic.
"We've had another single here in Denmark,Easy Come Easy Go, which was a big hit in theclubs and at radio," says Hoehne, "and we're nowpreparing the next Danish and second interna-tional single Gigolo, with remixes by Cutfatherand Joe."
Rosenauer, however, remains to be con-vinced by the new single. "I don't think it's[going to be] a hit," he comments. "It's too weakand now that autumn is approaching fast itmay be too late for Gigolo."
Despite a lukewarm response on the new sin-gle, EMI -Medley and Virgin are hoping to estab-lish Los Umbrellos as more than a one -hit -won-der with the album Flamenco Funk and aEuropean tour scheduled for later in the year,the dates of which have yet to be confirmed.Meanwhile, there is still plenty of "radio -activity"left in No Tengo Dinero, which is still on M&M'sBorder Breakers chart after more than 20 weeks.
Minx escape across U.K.by Paul Sexton
It's said that radio always loves a song aboutitself-viz Radio Radio, Radio Gaga, RadioAfrica and all the rest. But another, less recog-nised musical genre that often bends the ear ofprogrammers is the "list" song.
Fresh proof that the genre is alive comesfrom Anglo-French five -piece Hillman Minx,whose first full -release single for Mercury, I'veHad Enough, was released in the U.K sinceAugust 10 and has been enjoying considerableregional playlisting, for example at CHR stationMetro FM/Newcastle, and great support fromnational public CHR network Radio 1.
In the song, lead singer MalcolmMcQuattie-who co -wrote the track with key-board player Mark Keegan-holds court oneverything and everyone in the modern worldthat he can't stand. "Courteney Cox, Versacefrocks" stand next to "conspiracies, referees,"the more mundane "mountain bikes, postalstrikes" and so on.
"It's about the third version of the song,"reveals McQuattie. "It used to have Liam[Gallagher] and Patsy and [Oasis' hit]Wonderwall in it, but that went out of date."But the Minx are not fixated on McQuattie'sobsessions, audiences get to chip in their pethates as well. "We've just done a regional radiotour where people called the stations with theirown lists of things they hated, and we hadabout twenty minutes to work them into the
song and play it live."Hillman Minx debuted earlier this year with
a limited edition single, Heavens Above. Theirline-up is Anglo-French, with McQuattie,Keegan and drummer Dave Roberts joined byvocalist -percussionist Beatrice Mayera andbassist Pascal Macaigne.

Having firstappeared in 1981 as part of the wave of young gui-tar -pop bands with attitude who appeared on leg-endary Scottish label Postcard, Aztec Camera's 1983debut album High Land Hard Rain (Rough Trade)established them in the U.K. Mainstream successcame after a move to WEA, where their third-andbest selling-album, Love (1987) provided four U.K.Top 40 singles, but diminishing returns eventuallysaw their sixth and last album, Frestonia (WEA,1995), sink without trace. Aztec Camera's strengthalways was Frame's songwriting, and his first-soldout-solo gig in London on August 18 showed him intop form on a set largely culled from this album. Jan Brodde, music coordinator at CHR station RadioUptown/Copenhagen explains: "We playlisted it simply because it waseasy to do so... it's got an incredibly catchy refrain, and it seems that ourlisteners agree with us because they've been inundating us with requestsand queries-for example, they want to find out if there is an album on thehorizon." In April, Marius Lillelien left SonyMusic Norway after a decade asproduct manager of U.S. repertoireand local A&R manager, to take upthe highly coveted position as musicdirector of national station P3.
However, 32 year -old Lillelienwas hardly a newcomer to broad-casting: the son of one of thenation's most publicly admiredradio sports commentators, as achild he had strolled the corridors of the HQ of NRK, hisfather's employers.
Nowadays, he helms the music policy of a station withsomething of a split personality. "The best P3 song," hesays, "would probably be a hit by a band like the BeastieBoys; hits with rough edges, and artists with higher cred-ibility than others. [However] it's possible to become a bitschizophrenic by listening to P3.
"It's hard to tell exactly what our format is," heexplains, "and that is intentional. People accept a widevariety of music styles, more than you might think. Ourtarget audience is 10-30 year -olds, and there's a muchhigher leap [in listeners' musical preferences] from 10-30than from 20-40, so the big challenge is how to maintaina consistent P3 profile."

The station aims, Lil-lien says, "to respect theintelligence of listenersby playing music theydidn't know they wantedto hear." Accordingly, P3seeks to attain a highlevel of integrity andcredibility instead ofautomatically chasingafter the highest possibleratings-but ironically,that's just how they gettheir ratings. Local
record companies have reaped substantial benefits fromP3's early support of once relatively unknown artists likeThe Verve, Oasis, Beastie Boys, Propellerheads and BranVan 3000.
With an exceptional ear for-and a profound under-standing of how a record becomes-a hit, Lillelien is poisedto take a strong part in moving P3 into the next milleni-ura. He's part of a team of between five and eight musicproducers who every weekend listen to a pile of around 10albums and between 30 and 50 singles prior to theirplaylist meeting on Tuesdays. Between 10-30 percent ofthe songs on the stations seven playlists change weekly.
Asked whether there are any types of music which P3wants to stay clear of, Lillelien says: "We decided not toplaylist, for instance, Modern Talking. Not that we havetotally banned the record, and their single You're MyHeart, You're My Soul has been played on a few occa-sions, but I haven't seen it as an essential task for us toplay it. We also play oldies, but joining a [record compa-ny's] campaign around a reissue or a Best Of album isn'tthat interesting (for us)."

There, it was warmly endorsedby the likes of Mousse T. At Hilversum -based Dutchnational public network Radio 3 (CHR), the song wasadded to the playlist some time ago, as music pro-grammer Basyl de Groot explains, "This song has beendoing well in the clubs for quite a while; when one ofthe other programmers, Come Klijn, suggested that itwould do well on the radio, we all agreed. Quite oftenclub hits are not that suitable for the radio, but this onehas a both a recognizable melody line and the sort ofaural structure that fits in with our overall sound." Once again, female voices dominate the upperreaches of the European Radio Top 50 this week.
The Spice Girls take over the top positionwith Viva Forever (Virgin), strongly supported bystations in Germany and Scandinavia, where thetrack is respectively No.1 and number 2, as theMajor Market Airplay section shows. Since top-ping the 50 back in May with Stop, the level ofthe Spices' popularity with European radio pro-grammers has been spectacular.
Indeed, the U.K. act aren't the only girls infavour this week; Aerosmith's I Don't Want ToMiss A Thing (Columbia) at number 5 is the onlytrack inside the top 10 not to feature upfront fe-male vocals. However, "boypower" is coming upstrong, in the shape of this week's highest newentry. There may be just under 500 days to gobefore the start of the year 2000, but RobbieWilliams starts his celebrations early with Mil-lennium (Chrysalis), in at 22.
There's strong interest on the radio front forthe first single from the upcoming sophomoresolo album from the ex -Take That star. In theU.K., he's already number 6 on the airplay list-ing, and outside his homeland, the song's gainingground in Denmark, Poland and Switzerland.
Eric Niedra, programme director at LatvianCHR station Radio Rigai 106.2 FM, already hasMillennium in powerplay rotation. "Our listenersappreciate this poppy style much more than his`Britpop' output," he explains.
Although the Radio Rigai playlist largely fo-cuses on what's happening in the U.K., there aresome interesting local Latvian acts around, ac-cording to Niedra. He recommends the Levellers -style Brainstorm, and a band whose name trans-lates as "New Moon," who are reminiscent of U2.
Radio Rigai, which has been broadcasting as anationwide network since June, uses state-of-the-art equipment, says Niedra: "So that's whywe're not afraid of the millennium bug."
Back on the Euro-pean Radio Top 50,this week's highestclimber is SherylCrow's My FavouriteMistake (A&M) atnumber 27, develop-ing well in Scandi-navia. It arrives onthe chart ahead of theonly two other newentries this week.
At number 35, the polishedradio -friendly pop of JenniferPaige's Crush (Edel) is enjoy-ng success in the U.S. at the
moment, and it's taking off inEurope with support from ACand CHR formats in the U.K.,Germany and Denmark. Sixplaces further down comesPerfect by The SmashingPumpkins (Virgin), at number41. The second single from the
critically acclaimed album Adore is one of themost popular tracks at the more alternative out-lets across Europe.
Finally, bubbling under these week are Oye byGloria Estefan (Epic), The Music I Like by Alexia(DWA/Dancepool), La Bomba by Ricky Martin(Tristar/Columbia), Bailando by Loona(Motor/Polydor) and Love Unlimited by The FunLovin' Criminals (Chrysalis).

"The boundaries between informa-tion and communication networks onthe one side and audio visual media onthe other side have become fluid," saidSchmidt-Jortzig in his speech, "andthe legal framework has to keep pacewith this development." He added thatthe basic principle behind his depart-ment's approach to the issue is simple:"What is illegal off-line has to be ille-gal on-line, and vice versa."
Schmidt-Jortzig added that the Ger-man government is lobbying the Euro-pean parliament in Brussels to amendthe proposed European copyright direc-tive in areas "not sufficientlyaddressed" by the current copyrighttreaties drawn up by the Geneva -basedWorld Intellectual Property Organisa-tion (WIPO). According to the minister,one of the aims of Germany's EU presi-dency (commencing January 1999) willbe to draft a clearer legal framework for"temporary copying and duplication"and to "harmonise regulations regard-ing payment for private copying."
Looking back at the 10th Pop-komm., Ralf Plaschke, deputy manag-ing director of organisers MusikKomm, observes that it illustratedhow "the music industry as a whole isnow being taken seriously outside itsown community."
For the first time ever, a review ofthe fair was broadcast on public TVnetwork ARD's flagship news pro-gramme Tagesschau on 16 August."Popkomm.98 made clear to us that wehave reached a new level of publicattention," says Plaschke.
Popkomm. '98 attracted 15,900 visi-tors and 3,700 exhibiting companiegfrom 24 different countries. Foreigncompanies now account for 36 percentof exhibitors, the biggest single contin-gents coming from the U.K and theU.S., followed by the Netherlands,Italy, Sweden and France. An estimat-ed 2.5 million people attended Pop-komm's 100 live concerts and theRingfest street carnival, which alsotook place during the four days.
The increased media and politicalinterest in the event coincided with theconsolidation, rather than growth, ofattendance figures and stand spacesold. "Popkomm. saw only a modestgrowth in the number of visitors thisyear," admits Plaschke, "and we do notexpect any dramatic changes in thatfigure for 1999."
He adds: "We had more exhibitingcompanies this year, but the averagestand space per exhibitor hasdropped." It is obvious, says Plaschke,that the difficult market situation inGermany (M&M, August 22) has "hadan influence" on the fair's traditionalcore business.
Partly as a result of those condi-tions, Plaschke says he sees freshgrowth impulses emanating fromrelated areas such as film, spokenword productions and new technolo-gies. "If Popkomm. has sent a clear sig-nal this year, it has to be of the incredi-ble range and variety of the music sec-tor in the widest sense of the word," hesays. "There are many areas whereinnovation takes place, and where theindustry is still growing."

New Danish ratings: Uptown top rankingby Charles Ferro
COPENHAGEN - Radio 2/Uptown wasthe only radio grouping to increase bothits weekly and daily reach, as well as itslistening hours, in Denmark's secondquarter ratings published by Gallup.
Compared to the previous quarter,the group's two commercial stations(hot AC Radio Uptown/Copenhagenand cable -only national soft AC Radio2) boosted their combined overall mar-ketshare to 2.9 percent, up from 2.5 per-cent in the last survey. The two stationswere bought last month by More GroupDanmark, the Danish affiliate of U.S.
media giant ClearChannel Communi-cations (M&M,August 22).
The latest sweepshows public broad-caster DanmarksRadio maintainingits traditional domi-nance of the localradio map, with the Nordisk RadioReklame grouping and Radio 2/Uptownthe top -ranked commercial operators.

a total population of 5.2 million. Around3.8 million listen on a daily basis, a dropof 89,000 compared to the previousquarter. Average weekly listening timewas down too, by around 89 minutes to22 hours per week.
IFPI figures confirm Europe's domestic blissnental Europe Rick Dobbis. "Recordsmade in Europe-despite their lan-guage-are no longer 'ethnic.' We arewitnessing the rise of a kind of beauti-fully made 'world music' that appealson an international level."
The biggest growth in domesticrepertoire share during the period wasin Greece (15 percent), the Netherlands(12 percent), Germany (10 percent), theU.K (9 percent), Denmark (7 percent)and Portugal (5 percent). The most sig-nificant "comebacks" of the decade werein the Netherlands and Germany-where local repertoire was weak at thestart of the '90s-rising from 14-26 per-cent and 30-40 percent respectively dur-ing the period. In France, local produc-tions' market share fell to 40 percent in1992; it began to rise in 1993/94 andlooks to have been further boosted bythe introduction of French -languageradio quotas in 1996.
Countries showing a decline in salesof home-grown product over the periodwere Finland (down 8 percent), Spain (3percent) and Norway (2 percent). Theshare of domestic repertoire in Austria,Belgium, Italy, Sweden and Switzer-land has remained fairly constant overthe decade.

for domestic repertoire's rise: technolog-ical development, allowing artists in allterritories to compete in productionterms with international acts; the"changing face of media," with morelocal and pan-European outlets openingup; increased cultural awareness, with"Europe developing into a heteroge-neous mix people feel comfortablewith"; and increased creativity.
"Europe is arguably the most inter-esting A&R source in the world," saysMorrish. "Bands are increasingly madeup of mixed nationalities and cultures;this accounts for interesting music."
Dobbis also draws attention to theincreased success of European countriesin exporting their domestic repertoire."Take Germany, for instance," he says."We have seen an enormous increase indomestic repertoire in thecountry... but we have alsoseen a dramatic growth inrepertoire from other [con-tinental] European coun-tries. I'm thinking here ofartists such as ErosRamazzotti [Italy], orEspen Lind [Norway].

Laying the groundwork last yearwere Ricky Martin's Un Dos Tres Mariaplus hybrids like Bellini's Samba deJaneiro (Virgin) and Sash's Ecuador (X -it). This year, the trend has continued,with Yakalelo by Nomads (UneMusique), Dario G.'s Carnaval de Paris(Etemal/WEA), Cirius' La Banda deSantiago (RueBleue) and the latestBellini effort Me Gusta La Vidaamongst current favourites.
According to Jan Brodde, music co-ordinator of national Danish AC stationRadio 2, the programming shift is downto radio audiences and record companymarketing departments moving in com-parative harmony. "There's more SouthAmerican music available and audi-ences are genuinely more receptive toit," he says. "Apart from Bellini andSash!, acts like Ricky Martin have
made solid breakthroughs. And there'salso Los Umbrellos."
With No Tengo Dinero (Flex/EMIMedley/Virgin) currently having itssecond shot at European radio (seepage 10) plus a strong follow-up inEasy Come Easy Go, the latter Danishact are being tipped by Brodde as"potentially bigger than Aqua."
Programmers agree a push from themajors could see a broader swathe oflatin and Brazilian music stickingaround. "This wave has real substance,"says RFI's Rossi. "If record companieswant to, they could implant latin musicin the mainstream."
That call seems to have beenheard. "Major labels are working sig-nificantly more South Americanartists in Europe," says Sony MusicEurope international marketing man-ager Daniel Levy. "The likes ofDaniela Mercury and Skank are verywilling to put in the work and shouldbe able to establish careers as robust

Adds Dobbis: "Outside its home con-tinent, European repertoire fares wellin Asia, where we continue to see anamazing acceptance of Scandinavianrepertoire, and in North America,which has traditionally been primarilya market for dance productions.
"The success of artists such asAndrea Bocelli, Andre Rieu and SecretGarden indicates something very inter-esting, namely that more adult -orientedEuropean repertoire is making inroadsinto North America. If you take a lookat the pop charts over there, particular-ly in the U.S., you see that this is one ofthe areas where there is a definite open-ing for European artists."

SACEM/SDRM president Jean -Loup Tournieris planning to retire on January 1, 2001, after 50years at the French performing rights society -40as president. A successor will be named in 1999.Although Tournier hinted in May that he wasplanning to retire, no final date had beenannounced until now. His successor will take onthe new post of vice-president of the board ofdirectors by January 1, 2000, subsequently work-ing alongside Tournier for a full year.
The U.K. music industry pumped about £8.6million ($16.6 million) into radio advertising topromote its products during the first half of thisyear, according to the Radio AdvertisingBureau. Telstar Records was the biggest labelspender, at more than £1.5 million. See nextweek's M&M for a full report.
There's a new look on the way for a couple ofmajor French radio operators.
EUR PE/ Full -service station Europe 1will be dropping the "peach" logo it has had sincethe mid 1980's, and CHR stationFun Radio is dropping its flashycolours for a more conventionalmotif. Sister station RTL 2 (AC)is also fully revamping its soundwith a series of fresh jingles.
Former Boomtown Rats frontman, BobGeldof may have a new job at Capital Radio's"new music station" Xfm/London (story, page 1),but he'll still find time in the recording studio towork on a new album... Geldof tells OTR he'llwrap up recording in "a few weeks" with a singleto follow shortly. Londoners can, he says, expect tohear it on his show "if it's good enough."
Hamburg -based radio veteran Cetin Yamanand his business partner Dirk Martens are plan-ning to launch a syndicat-ed radio show, GermanDance Traxx Top 20. Thetwo hour programme willbe presented by Viva VJAleksandra Bechtel.Regular features willinclude "club of the week"and "DJ of the week."
The third Music Of Black Origin Awards(MOBO), at London's Royal Albert Hall on October14, will be open to the general public or the firsttime; some 3,000 tickets are expected to go on salesoon. Nominations will be announced at a pressconference on 14 September, after which the U.K.public can vote for the winners through participat-ing radio stations, newspapers and magazines.
Dutch rock band The Scene are aiming toincrease their fanbase across the border with aGerman -language album. The band, establishednine years ago around producer and songwriterThe Lau is well established in Holland andBelgium, particularly as a live act. Now they'veput together a "best of compilation called Arenaand translated the songs with help fromHamburg -based writer Andreas Cisek. Dutchindie Arcade plans to release the album throughits German affiliate.
OTR hears that Charles Talard, president ofFrench collecting society SPPF since its creation12 years ago, will not seek re-election. FrancisDreyfus, producer of Jean -Michel Jarre andfounder of indie label Disques Dreyfus, looks tohave a good chance to be elected as president atSPPF's general assembly on September 26.
